The presence in the newest Russian urban planning practice of special objects of professional activity - local urbanized formations is revealed. Their appearance is due to the adoption of new regulatory legal acts in various sectors of activity, significantly expanding the scope of the Urban Planning Code of the Russian Federation. They establish general requirements for the formation of territories with preferential development regimes and their subsequent use, which contain the prerequisites for significant changes in the state of territorial objects and their systems. However, to date, they are not fully used either at the stage of developing urban planning documentation, or at the stage of its implementation. Urban planning practice indicates the need to establish the relationship between the properties and characteristics of regional systems of settlements and local formations, depending on environmental factors. As a result of the analysis and systematization of modern experience in the implementation of projects for the development of local territories, the influence of the activity of their urban development on the parameters of the functioning of regional systems has been established. The revealed dependence is proposed to be used in the development of model schemes for the reorganization of regional systems, which characterize their susceptibility to the emergence of new centers of urban development. The expediency of using the developed theoretical models in the process of improving the methodology of territorial planning has been substantiated. Purposeful planning of local territories in settlement systems is presented as forecasting the emergence of new foci of development through a comprehensive assessment and consideration of the available resource potential. Thus, it ensures the regulated development of the territory. This is expressed in the achievement of the predicted parameters of changes in the state of regional settlement systems, corresponding to the conditions and requirements of their functioning. The main difference between the proposed methodology and traditional approaches lies in the simultaneous provision of the stability of the formed spatial structures and the innovation of the forms of regional systems due to the activity of local formations.

Introduction. Territorial planning is a basic component of urban planning activities that can ensure a balanced development of the systems of localities. Traditional approaches assume the completeness and accuracy of the assessment of the existing state of the territory. They are poorly consistent with the new features and trends of their organization at the regional level. To improve the system of making urban planning decisions, it is important to determine the characteristics of the observed processes and phenomena, to determine the causes of their occurrence and to predict the consequences. These factors determine the specifics of changes in regional systems. Materials and methods. The study was conducted because of publicly available data: legislative and regulatory acts, open cartographic sources, documents of territorial planning of the subjects of the Russian Federation, materials of urban planning design practice, published works of foreign and domestic scientists. For their generalization and analysis, system analysis, methods of theoretical modeling, and prototyping were used. Results. Based on the systematization of the latest urban planning practice, local changes in regional systems are identified as one of the leading trends. They are determined by socio-economic conditions. The influence of a complex of factors causes the peculiarities of the location of local objects on the territory and the choice of functional programs for their development. Based on the classification and analysis of the identification features of the interaction of regional settlement systems and objects, a theoretical model of their reorganization is developed. Conclusions. The formation of local urbanized formations in Russia is influenced by global trends of regionalization. They are manifested in the polarization of space, the selectivity of the design location of special objects of urban development activities, corresponding to a comprehensive account of regional specifics. New principles of urban planning are being formed in the context of the adopted national strategies, concepts and programs. They combine both the maximum stability of existing systems of localities and their innovatization. This makes it possible to achieve a guaranteed improvement in the quality of life and the human environment in the process of reorganizing the systems of populated places.

The purpose of this article is a comprehensive review of spatial and urban planning, and zoning in modern Russia. The starting point of the study is the experience of territorial, urban planning and zoning of the Soviet Union, which has achieved significant success in this area of activity. To achieve this goal, we used the books of modern Russian researchers and the author’s publications of this article, as well as materials posted on the Internet, applied philosophical and scientific approaches and research methods: systemic, dialectic, socio-humanitarian, anthropological, environmental, aesthetic and cybernetic approaches, as well as methods of observation, analysis, synthesis, analogy, comparison, generalization. As a result of the study, many negative phenomena and mistakes made in the territorial planning, zoning and urban development of post-Soviet Russia were revealed: the system was lost, the laws of dialectics are violated, there is no synergy between state structures and civil society, there is an excessive concentration of the population in Moscow and the Moscow region, it isn’t possible to provide comfortable and safe living conditions for each person and, the most importantly, environmental problems in cities and neighboring territories become more acute.

Introduction: Over the past quarter of a century, the issue of urban development within regional settlement systems has not been a priority for most policy-makers and professionals. Much more attention has been focused on the issues arising from the expansion of major metropolises: Moscow, St. Petersburg, Yekaterinburg, Kazan, and several others (seven in total). In the meanwhile, the urban development of unique natural landscapes in other regions has been progressing on its own, without major supervision or proper attention from the professional community. For instance, the pristine land along Lake Baikal has undergone urban development without proper planning documentation; vast areas in the Irkutsk Region have been sold off for logging; and the Altai Territory and the Republic of Altai are seeing intensive development of unplanned recreation hubs. Purpose of the study: The study is aimed to create an urban planning model for unique natural landscapes. Methods: We used such methods as multi-factor analysis, photographic footage, opinion poll, and graphical modeling. Results: Out study results in an original model that illustrates the optimal location of new recreation hubs, mindful of preserving the unique environmental qualities of the natural landscape.

Statement of the problem. New current challenges and the dynamics of socio-political and socio-economic factors in the development of Russia significantly affect the methodology of urban planning. The deteriorating environmental situation in a lot of cities encourages the design of a new approach to understanding and developing new principles of city life that regulate the biosphere compatibility of cities and development of human capital as the main criteria for the effectiveness of territorial planning, construction and operation of urban facilities. Results. The article deals with a fundamentally new approach-urban planning which should be understood as a system of fundamental provisions on life in the territories of cities and settlements and principles of their spatial development and settlement. Practically speaking, urban planning is an activity for the internal arrangement of the city's living environment, creating favorable conditions for the life of all categories and strata of the population without exception. The fundamental differences between the concept of urban development and urban planning are related to the need to understand the unity of the city and nature, the symbiotic “embedding” of the city in the biosphere. The central element of the concept of urban development is the person, the conditions for its development in the urban environment. Conclusions. As part of the research, the practice of urban planning allows one to solve the problems of innovative development of the urban economy and increasing human potential, and in the long term - transforming cities into biosphere-compatible and developing people as an alternative condition for the survival of humanity and a priority for its development as an intellectual community.

The duration of preparation, approval and ratification of draft master plans of settlements, especially cities of Federal importance, objectively constrains investment and construction processes. The search for opportunities to accelerate the transition from strategic development to the real formation of material and spatial conditions in the form of placement and construction of objects for various purposes is a relevant methodological and organizational task of the state level. The goals, objectives and content of various types of strategic and territorial planning, planning of territories, urban zoning and preparation of urban plans of land plots as an information integrated chain of hierarchy of documents regulating urban planning activities in the administrative-territorial entities are considered. The mechanism of integration of information about the initial, planned and design state of the functional and planning organization of the architectural and spatial environment, which may reveal the possibility of general acceleration of the transition from the design and permit documentation to the physical allocation of sites and construction of objects is proposed. It is concluded that the development of the project process in the field of urban development on the basis of new information technologies will obviously require adjustments to the legislative acts of the Federal and regional levels, which will provide the necessary speed of implementation of the tasks of investment development of social, transport, municipal and industrial infrastructure of the country.
