Values are a component of the human personality that affects a world-view, opinions, emotions and behaviors. This applies equally to managerial and executive behavior, while in the case of rescue organizations, both levels of behavior are also an important factor of organizational effectiveness. The aim of the article is to show the relationship between the ethical aspects of rescue operations and the value system represented by mountain rescuers. The applied idiographic research perspective can become an example for research on other types of organizations and employee teams, including the armed forces.

The main theme of the paper is the Concept of Military Leadership in the Slovenian Armed Forces, which currently represents the highest substantive and guiding normative act in the field of military leadership in the Slovenian Armed Forces (hereinafter referred to as the SAF). Due to the enormous importance of this field in working with people and the aim of influencing the change of the concept, the paper analysed and compared the concepts of military leadership in other selected armed forces and looked for similarities and divergences, especially in two segments - substantive and normative. On the one hand, we have shown the substantive obsolescence and inadequate normative rank of the Concept of Military Leadership in the Slovenian Armed Forces and, on the other hand, the necessity of substantive updating with concrete proposals and arguments for the development of the Doctrine of Military Leadership in the SAF. Fundamental documents regarding military leadership and strategic communications of the Armed Forces of Ukraine and the USA were analysed in the article. It refers to the Development of Military Leadership in the Armed Forces of Ukraine Doctrine, Project of Strategic Communications Doctrine in NGU, Strategic Communications Doctrine (AFU), Army Leadership and the Profession: Army Doctrine Publication No. 6-22, Army Leadership: Competent, Confident, and Agile Field Manual No. 6-22. Based on the analysis that was carried out, it is clarified how military leadership is viewed in the sources mentioned. Thus, Field Manual No. 6-22 �Army Leadership: Competent, Confident, and Agile� defines, that an Army leader is anyone who by virtue of assumed role or assigned responsibility inspires and influences people to accomplish organizational goals. Army Doctrine Publication No. 6-22 �Army Leadership and the Profession� specifies leadership as the activity of influencing people by providing purpose, direction, and motivation to accomplish the mission and improve the organization. In the Doctrine of development of military leadership of the Armed Forces of Ukraine approved in December, 2020 leadership is considered as deliberate influence of the personnel of different ranks during everyday, official, learning and combat activities, �nd irregular (unusual, emergency) situations on the personnel by means of maintaining trust and respect, giving purpose, directing towards achieving it, providing discipline and motivation for performing tasks as intended and improving the Armed Forces as a social establishment. It is found out that in all above mentioned documents leadership is intertwined with influence and communication that define competencies of a modern military leader. The connection of leadership with strategic communications is considered in the article. The role of command in the creation of military leadership is defined. In particular, since one of the tasks of command within strategic communications is providing leadership of the military, and leadership reveals itself in the process of using effective methods of internal communications, it has been concluded that command is simultaneously a source of creation and tool for leadership . The article states that it seems urgent to raise the question of the definition of the notion of leadership for the National Guard of Ukraine, which would make it possible to define competencies required for the NGU officers. The suggestions regarding viable definition of the notion of leadership for the further validation of the military leadership framework within the National Guard of Ukraine activity are made.

The armed forces of NATO, the foundation of military security in the collective and individual sense, have been, for years, constituting the determinants shaping their interoperability and effectiveness. Such actions are taken with varying intensity by all members also in terms of military leadership. The scope and comprehensiveness of these actions mainly oscillate around the perception of leadership in the context of the tool for shaping interpersonal relationships. The goal of the organizational context, which less attention is put to, is the proper section and training of the leaders, who are not accidentally appointed, but were chosen on the basis of a thoughtful process. Therefore, in the area of leadership considered an important organizational phenomenon, a variety of transformations are carried out, which are intended to improve leadership and the units implementing them, so it is used for the benefit of the armed forces. The Polish armed forces have also undertaken such actions. Their scope is to be based on a broad analysis of leadership in conducted in 2018. However, ensuring the optimization of further action requires the recognition of the most significant leadership transformations that have been implemented by the Alliance’sleading armed forces and are a guarantor of substantially higher quality of military leadership. These transformations are described and discussed in this paper.

V članku želimo predstaviti vodenje v Slovenski vojski v širšem in ožjem smislu ter nerešena vprašanja na različnih ravneh. Vodenje je proces in ne le dolžnost in tako bi ga morali tudi razumeti. Vodenje ne poteka le do določene ravni znotraj vojaške organizacije, temveč je pomemben proces pri delu z ljudmi. Rezultate in ugotovitve bomo lahko uporabili za lažje razumevanje vodenja in nedorečenosti tega pojava, na drugi strani pa za lažje razumevanje nujnosti zavedanja pomembnosti sodobnih izzivov vodenja. Prispevek omogoča bralcu celovit vpogled v vodenje v hierarhični organizaciji, kot je Slovenska vojska. Ključne besede: vodenje, vojaško vodenje, Slovenska vojska, poveljevanje. Abstract The purpose of the article is to present leadership in the Slovenian Armed Forces (SAF) both in a broader and narrower sense as well as to present the unresolved issues at various levels. Leadership is a process not just a duty and should therefore be perceived as such. It is not applied just up to a certain level within a military organization, but is a key process in working with people. The results and findings of this article can be used to facilitate the understanding of leadership and the obvious vagueness of this phenomenon, and on the other hand to enable a better comprehension of how important it is to realize the importance of contemporary leadership challenges. The article provides the reader with a comprehensive insight into leadership in a hierarchical organization such as the SAF. Vojaško voditeljstvo je način vodenja vojaških organizacij. Neposredno vpliva na sposobnost organizacije za doseganje poslanstva in na organizacijsko klimo, s tem pa tudi na zadovoljstvo pripadnikov. V Slovenski vojski bodo po uvedbi Metodologije za ugotavljanje voditeljskega potenciala razpolagali z vsemi potrebnimi orodji uvajanja vojaškega voditeljstva. Članek pojasnjuje pomen vojaškega voditeljstva, načine usposabljanja vojaških voditeljev ter predstavlja Metodologijo za ugotavljanje voditeljskega potenciala in njeno dodano vrednost. Predstavljena je organizacijska in programska urejenost področja, predlagane so praktične rešitve za učinkovitejše delovanje sistema. Military leadership is the way of leading military organizations. It directly impacts the organization’s ability to fulfil its mission, as well as the organizational culture and the satisfaction of individuals. After adopting the Methodology of Determining the Leadership Potential, the Slovenian Armed Forces will have all the necessary tools to introduce military leadership. The article explains the importance of military leadership and possible ways of leadership training. Furthermore, it introduces the Methodology of Determining Leadership Potential and its added value, as well as the organisational and programme arrangement of this area. Finally, the author proposes some practical solutions to increase the effectiveness of the system.

Povzetek Za sodobne demokratične civilno-vojaške odnose je značilna vključenost vojaških voditeljev v procese kreiranja politik o vprašanjih nacionalne varnosti in uporabe oboroženih sil. Pri oblikovanju obrambnih ali varnostnih interesov, ciljev in strategij se prepletata civilna in vojaška domena. Zaradi različnih pogledov na nacionalno varnost in obrambo ter z njima povezano vlogo vojske prihaja v civilno-vojaških odnosih do trenj, ki večinoma pomagajo pri sprejemanju dobrih odločitev in oblikovanju kakovostnih varnostnih ali obrambnih strategij. Trenja lahko prerastejo v civilno-vojaški konflikt in vodijo v destabilizacijo civilno-vojaških odnosov. Avtor na podlagi teoretičnih spoznanj o civilno-vojaških odnosih ter študije primera prakse tujih civilno-vojaških odnosov opisuje okoliščine, ki vodijo v civilno-vojaški konflikt. Pri tem predstavi nekatere negativne učinke uveljavljanja mehanizmov civilnega nadzora in pozitivne ter negativne zglede odzivanja ob nesoglasju med udeležencema civilno-vojaškega dialoga. Za zmanjšanje tveganja za nastanek konfliktov ter s tem ohranjanje stabilnih civilno-vojaških odnosov izpostavlja med drugim potrebo po zavedanju vojaških voditeljev o prevladujoči vlogi civilnih voditeljev v razpravah, v katerih prihaja do nesoglasij, ter potrebo po preudarni uporabi mehanizmov civilnega nadzora izvajalcev nadzora. Ključne besede: civilni nadzor, civilno-vojaški konflikti, civilno-vojaška trenja Abstract Modern and democratic civil-military relations are characterized by equal involvement of senior military leadership into processes for the creation of politics associated with questions on national security and use of armed forces. Civilian and military domains overlap in the process of defining defence and security interests, goals and strategies. Due to different perspectives on national security and defence, and the related role of the armed forces, civil-military tensions are logical consequence of this process. In most cases, tensions support effective decision making and creation of good security or defence strategies. At certain point, tensions may lead to civil-military conflicts and lead to the destabilization of civil-military relations. Using different theories of civil-military relations and foreign case studies, the author describes circumstances that lead to civil-military conflicts. He describes certain negative effects of implementing civilian control mechanisms, as well as good and bad examples of how both actors in civil-military debate respond to tensions. In order to reduce risks for the development of conflicts and consequently assure the stabilization of civil-military relations, the author highlights, among others, a need for the military leadership to be aware of the supremacy of civilian authorities in debates where consent does not exist, and a need for prudent use of control mechanisms by the civilian authorities. This article is built upon a doctrinal and literature review of comprehensive approach (ca) concepts and the larger international actors that currently use them, such as the un, eu and nato. It also focuses on how small actors, such as Sweden, can contribute within this collaborative framework. There is a focus on possible leadership challenges and suggestions of individual characteristics that would be desirable to handle these types of challenges. Examples of leadership challenges from Swedish informants were used to enrich the text from a Swedish perspective.The findings can be summarized with the following: (1) The un, eu and nato differ on how far they have developed ca core conceptual documents and to what levels they have implemented the approach within their international missions. (2) Sweden does not currently have a comprehensive approach of its own but seems to be headed in that direction. Small actors, such as Sweden, can mainly contribute to the larger actors with “plug-in” capabilities. (3) Possible challenges and competencies were identified and compared to the current leadership model used for the Swedish Armed Forces, Developmental Leadership. Our analysis indicates that although the current theoretical model of the Swedish Armed Forces holds up well to several ca factors, it could benefit to incorporate new concepts within the model that were identified as specific to a comprehensive approach context.

AbstractModern armed forces are employed in a wide array of operations that range from peacetime riot control to outright international armed conflict. Classifying these various scenarios to determine the applicable international law is rendered difficult by both the lack of clarity inherent in the law and the political factors that tend to enter the decision-making process. The author describes the major challenges of legal classification facing the military leadership, and proposes a solution to ensure that the intended beneficiaries of the law – from soldiers to civilians – do indeed receive its protection.
