Purpose: The purpose of this study was to establish the factors affecting adoption of donor funded ICT projects in the public sector.Methodology: The research was carried out through a descriptive survey research design. The sampling frame of this survey was a list of state owned enterprises in Nairobi County. The study targeted a population of all the 205 state owned enterprises in Kenya out of which 67 are located in Nairobi County.Results: The relationship between technological factor and adoption of donor funded ICT projects was positive and significant. The findings imply that technological factor has significant effect on adoption of donor funded ICT projects. The relationship between Infrastructural factor and adoption of donor funded ICT projects was positive and significant.  The findings imply that Infrastructural factor has significant effect on adoption of donor funded ICT projects.Unique contribution to theory, practice and policy: It was recommended that government should consider implementing a robust public sector policy that aims at enhancing ICT use, the development of donor funded ICT project and making ICT hardware and software accessible and affordable to majority of individual and firms. It is recommended that the government considers improving the adoption of donor funded ICT project in public sectors through training in school and institution of higher learning. The management of public sectors should also continue to adopt new forms of technology that would assist in improving donor funded ICT projects. Management of companies should appreciate that in adoption of donor funded ICT project there are benefits of first adapters or first movers.

In most of the structures of the public sector in the Republic of Congo, the quality of services provided to the general public has never been of good quality as perceived by the population. Consequently, the purpose of this study is to understand the root cause of inefficiency in the public sector of the Republic of Congo. A descriptive survey was designed for this purpose. Gill et al. (2008) argument on the most preferred use of interviews questionnaires in qualitative research was utilized to gather data from the sampled respondents. The data obtained from the individual's interviews were analysed using SPSS software. The traditional approaches of employee's performance management were analysed and plotted. The results of the study revealed that many employees were not adequately trained to perform their duties; in the meantime, most of these employees have not received any training in the last 10-15 years. Furthermore, it was also revealed that the top management doesn't undertake performance management appraisal and also the latter doesn't promote career development. Therefore, the employees suggested capacity building training. Revision of the salary scale and improvement of working conditions as the things that needs to be changed to improve their performance. Finally, the researcher concluded that among others actions that can be taken there is need to initiate a restructuration of the public sector in the Republic of Congo

Abstract Abiding by the principles and rules of project management in the public administration environment provides project managers with a range of pitfalls that can influence the success of the project. This fact has been proved by a number of analysed projects. The managers themselves claim that the most challenging problem from the perspective of project management and assessment of the project success is the field of leadership (the leading of the project team by a project manager). The authors of this article have therefore identified the most important factors for assessing the success of the project management of a team by a manager at various stages of the lifecycle of a project. Furthermore, both the direct and indirect impact of not respecting these factors in achieving the project objectives and in creation of job satisfaction within the project team have been presented in compliance with the data analysis of completed projects in the public sector and the authors’ own experience in dealing with projects in the public sector. The article offers approaches to mitigate some negative aspects regarding the principles and rules of project management according to recognized international standards. Although the article is primarily intended for project managers in the public administration environment, it can also provide some inspiration for fresh approaches to the field of leadership for project managers in the private sector. The international literature suggests that the causes of weak financial sustainability of public organizations depend on both external and internal conditions. Whereas the external conditions are related to demographic and socio-economic factors, the internal conditions are associated with the political and managerial settings, and thus, the latter could be addressed by the local government with the aim to maintain financial sustainability over the long term. Based on a literature review, the authors explain the most consolidated trend of such variables with respect to the impact of those variables on financial sustainability, and simultaneously, they reveal a disproportion in what the literature has most recently analyzed. Ultimately, the authors highlight the need for further research regarding the managerial factors and additional cross-country comparisons of the roles of both external and internal conditions.

Abstract This study looks at the experiences of organizations that have fallen victim to ransomware attacks. Using quantitative and qualitative data of 55 ransomware cases drawn from 50 organizations in the UK and North America, we assessed the severity of the crypto-ransomware attacks experienced and looked at various factors to test if they had an influence on the degree of severity. An organization’s size was found to have no effect on the degree of severity of the attack, but the sector was found to be relevant, with private sector organizations feeling the pain much more severely than those in the public sector. Moreover, an organization’s security posture influences the degree of severity of a ransomware attack. We did not find that the attack target (i.e. human or machine) or the crypto-ransomware propagation class had any significant bearing on the severity of the outcome, but attacks that were purposefully directed at specific victims wreaked more damage than opportunistic ones.

Background and Aim: One of the most effective ways to cope with the financial constraints of health system, especially in developing countries, can be to engage the private sector in the form of a public-private partnership (PPP). Hence, the purpose of the present study is to introduce PPP as a general policy to increase the effective participation of the private sector in health system. Methods: Initially, existing literature was reviewed to identify methods, areas, and experiences in PPP. Then, an expert panel was organized with researchers, professors and experts in health services management and policy making. At the beginning of the panel, the content obtained in the previous step was presented, and then the requirements of PPP implementation in healthcare was discussed. Results: Considering the discussions, we can summarize the factors affecting PPP implementation in three topics: A) Private Sector Conditions: Sufficient number of eligible companies, significant financial gain for private companies; B) Public Sector Conditions: Principles, policies and indicators related to outsourcing of services, availability of transferable services, units or substations to private sector, lower cost of providing services in the private sector than the public sector; C) Background: Political, legal, economic and cultural conditions, successful experiences in other cities and provinces, support of the health system scientific body, common language and contract conditions. Conclusion: Given the private sector’s capabilities and potentials to improve the quality and quantity of services provided, transparent PPP policies should be developed as an appropriate strategy for effective private sector participation in the provision of health care, and required infrastructure must be provided

Motivation/Background: The aim of this research to evaluate that Public Perception on the Factors that Affecting Turkish Public Administrators' Manager Choice in Turkey. Method: Quantitative research method was used in the research and the data obtained from the survey method were analyzed with SPSS (SPSS 16.0 for Windows, SPSS Inc. Chicago, IL, USA). Results: According to public perception, Turkish public administrators act in a favorable manner in the selection of managers. Conclusions: According to the result of the research, participants think that the administrators in Turkish public sector mostly pay attention to the criteria for manager choice: relationship and citizenship factors, external influences and political factors and ethnicity and sect factors but they do not take representation and capability factors and merit criteria into account.

Entrepreneurs are people who realize new opportunities and channelize effort in the proper direction. Now a days the employment opportunities for agricultural professionals in the public sector are shrinking. Rising unemployment among agricultural graduates and market forces made entrepreneurship a best career for the students. To create self-employment opportunities for unemployed agricultural graduates, entrepreneurship is widely regarded as an integral player. Career aspirations and opportunities for agriculture students are usually with in private and public sector jobs. Initiation to become an entrepreneur or to start up agri business among the student community is rare. Inspite of the blooming opportunities available in agri entrepreneurship sector, students may be reluctant to start agri ventures due to some constraints or hesitations. Thus, this study was carried out primarily to understand the attitude of students towards agripreneurship and factors affecting the motivation of students to become an agripreneur among the final year students of B.Sc (Agri) in Tamil Nadu Agricultural University Coimbatore campus. This study showed that majority of the students had a favorable attitude towards agricultural entrepreneurship.
