AbstractSomali post-conflict development faces many challenges that affect the sustainability of the water sector. This paper reviews and analyses the post-conflict development activities in the water sector through local communications and reviewing published materials and databases from international players in Somalia, funding agencies and financial tracking service. The paper has shown that there has been great attention and support given to the country during its post-conflict development. However, most of these initiatives and projects have focused on emerging issues such as tackling food security and water, sanitation and hygiene services. The paper also shows that the continuous funding of emerging issues in Somalia has reduced its long-term sustainability of the water sector and limited its national and long-term benefits but has increased corruption due to increase the gap between actors and local people. Therefore, new transparent cooperative initiatives are needed based on transparent involvement and coordination among donors, local authorities and implementers to improve and develop the water sector and the livelihood in Somalia through a solid water governance system.

The River Chief System (RCS) is an effective measure for China to solve complex water problems and maintain the health of rivers and lakes. It is an institutional innovation to improve the water governance system and ensure national water security. Guiding and encouraging the public to participate in the construction of the RCS can promote the improvement of the level of social governance. The RCS is an effective supplement and supervision to the performance of the river chief and related departments, which can effectively promote the transformation of the RCS from nominal to practical and efficient. This study summarizes the innovative models and practical effects of, and public participation in, the RCS, analyzes the prominent problems, and proposes some measures to maximize the influence of public participation. The study provides insights on how to ensure the long-term operation of the RCS, a reference for countries around the world as a suitable solution for the sustainable management of water environments.

The water sector in Somalia is fragmented and needs coordination to establish a functioning water governance system. Therefore, commitments from all affected stakeholders are needed to support water resources development in Somalia. This paper proposed a water compact for Somalia that can address all water sector challenges to approach sustainability. The paper starts by analyzing water sector stakeholders in Somalia, describing their missions and relationship with the compact, categorizing all selected stakeholders based on their power and interest, and identifying key stakeholders. Based on the outcome from the national workshop and the literature, a water compact was proposed highlighting possible actions to solve the identified challenges. The compact covered four thematic areas: water governance, water use and services, water resilience, and integrated water resources management, which were discussed by all engaged stakeholders in a national workshop. The water compact will ensure sustainable water resources management. The paper highlighted the need for engaging the local media and the local people to get the much needed and valued feedback for possible interventions.

In any national economy, agriculture is one of the key sectors of economic activity overall. As always anthropogenic activities held in conjunction and, not infrequently, the adversarial relationship with the environment, agriculture accumulate elements of society, from food security to social stability. In this context, one of the objectives of long-term agricultural development strategy must be accounted for to ensure food security threshold. This paper aims to study the scientific endeavor further the current concepts of food security and the challenges facing countries in this regard. Every day, the world's population grows by about 220,000 people and the world population every year we add 80 million people. All these people must have access to sufficient and safe food. Globalization of the food chain causes constant new challenges and risks to health and interests of consumers. This article was prepared as a basic research as sources of information: the international literature, FAO (Food and Agriculture Organization - United Nations Food and Agriculture Organization) data, official statistics etc. According to FAO (Food and Agriculture Organization - United Nations Food and Agriculture Organization), food security means “guaranteeing each individual at all times, in any place or time of access to adequate and healthy diet to allow him to have a regime sufficient food for a healthy and active life”. Multidimensional nature of food security, just as the fight against poverty, calls a good correlation between the various sectors - agriculture, commerce, infrastructure, health - and the variety of intervention levels - local, national, international. In recent years indicate that there are problems of food insecurity in 86 countries, 43 African, 24 Asian, 9 in Latin America and the Caribbean, 7 in Oceania and Europe 3. In 2004, 35 countries have received emergency aid because of the food crisis. The main causes were: military and civil conflicts, post-conflict situations, refugees, economic disadvantaged areas and climate issues. Global agricultural production should increase by at least 3% per year to provide live feed of the rising population, according to a study by the Economist Intelligence Unit. At present, current agricultural productivity growth is only 2%. In the present research work, we demonstrated that food security is a global problem of humanity, in the context of population growth, climate change and economic crisis. The food security is influenced by four groups of factors, namely: the social - economic and political, agro-food sector performance, social protection and health and hygiene.

AbstractIrrigated agriculture has the potential to ensure food security, contribute to sustainable management, and preserve freshwater resources. At the same time, it is connected to problems such as water scarcity, environmental degradation and pollution, and poverty. This so-called “wicked” nature is addressed by comparatively analysing the strategies used for water governance in irrigated agriculture. To highlight its cross-sectoral nature, the concept of cross-sectoral alignment is introduced based on three governance criteria. The Southeast Asian countries of Malaysia and Vietnam are used to compare strategies as their differing political systems may lead to varying strategies and can thus offer greater insight into regional water management practices. The analysis suggests that the governance strategies used for irrigated agriculture have many similarities but also distinct differences. In particular, the influence of ODA in Vietnam as well as the way farmers are included in water management stand out in regards to the differences. Similar, however, are organisational set-ups, sectoral fragmentation, and insufficient supply of participatory mechanisms as well as generally low alignment across all categories. In consideration of the global importance of water management practices, only the aligned management of freshwater resources can increase environmental health and food security in the long term.

Abstract The present paper focuses on spatial management regulations in order to carry out investment in the field of airport facilities. The construction, upgrades, and maintenance of airports falls within the area of responsibility of local authorities. This task poses a great challenge in terms of organisation and finances. On the one hand, an active airport is a municipal landmark and drives local economic, social and cultural development, and on the other, the scale of investment often exceeds the capabilities of local authorities. The immediate environment of the airport determines its final use and prosperity. The objective of the paper is to review legislation that affects airports and the surrounding communities. The process of urban planning in Lodz and surrounding areas will be presented as a background to the problem of land use management in the vicinity of the airport. This paper seeks to address the following questions: if and how airports have affected urban planning in Lodz, does the land use around the airport prevent the development of Lodz Airport, and how has the situation changed over the time? It can be assumed that as a result of lack of experience, land resources and size of investments on one hand and legislative dissonance and peculiar practices on the other, aviation infrastructure in Lodz is designed to meet temporary needs and is characterised by achieving short-term goals. Cyclical problems are solved in an intermittent manner and involve all the municipal resources, so there’s little left to secure long-term investments.

The authors assess the prospects for solving the global food problem based on an analysis of the dynamics of food security indicators at the global and regional levels. The global food problem at work refers to the growing population of a planet affected by hunger and other forms of malnutrition. The food security situation has worsened for five years - in 2015–2019, and the COVID-19 pandemic has further exacerbated the food supply problem. The prevalence of moderate to severe food insecurity has affected more than 25% of the world's population. In lowincome countries, malnutrition affects more than 58% of the population. Food security is threatened by the consequences of the spread of coronavirus infection in the short term. In the medium and long term, climate change and the crisis in the governance of the world economy are the greatest threats. Modern international economic institutions are unable to withstand the prospect of declining global food security.

This chapter discusses the current state of the global health governance architecture—who the important actors are, how they operate, how they have changed over the past twenty-five years, and how they illustrate the fundamental beliefs and attitudes within the global health governance system. In particular, the chapter discusses the relative balance between state-based and non-state actors, as well as public versus private actors. Climate change and food security are complex global issues that require multidisciplinary approaches to resolve. A nexus exists between both issues, especially in developing countries, but little prior research has successfully bridged the divide. Existing resolutions to climate change and food security are expensive and resource demanding. Climate modelling is at the forefront of climate change literature and development planning, whereas agronomy research is leading food security plans. The Benin Republic and Nigeria have grown and developed in recent years but may not have all the tools required to implement and sustain long-term food security in the face of climate change. The objective of this paper is to describe the development and outputs of a new model that bridges climate change and food security. Data from the Intergovernmental Panel on Climate Change’s 5th Regional Assessment (IPCC AR5) were combined with a biodiversity database to develop the model to derive these outputs. The model was used to demonstrate what potential impacts climate change will have on the regional food security by incorporating agronomic data from four local underutilized indigenous vegetables (Amaranthus cruentus L., Solanum macrocarpon L., Telfairia occidentalis Hook f., and Ocimum gratissimum L.). The model shows that, by 2099, there is significant uncertainty within the optimal recommendations that originated from the MicroVeg project. This suggests that MicroVeg will not have long-term success for food security unless additional options (e.g., new field trials, shifts in vegetable grown) are considered, creating the need for need for more dissemination tools.

Given the impact of COVID-19 and the desert locust plague, the Ethiopian food security issue has once again received widespread attention. Its food crisis requires comprehensive and systematic research to achieve the United Nations Sustainable Development Goal of zero hunger. This review discusses the current situation and the causes of food security in Ethiopia. We focus on the challenges in the food security assessment field. The article lists seven typical causes of food insecurity and three roots of food security in Ethiopia. Long-term food security assessment and a comprehensive understanding and manageability for food security causes are considered as the main existing research challenges. Climate-resilient management, water management, and long-term ecosystem network monitoring and data mining are suggested as potential roadmap for future research.
