Pendataan yang bersifat manual menjadikan permasalahan pada proses dilakukannya pendataan, hal ini juga terjadi pada Dinas Pendidikan dan Kebudayaan Kota Pasuruan dimana pendataan masih bersifat manual dengan keterbatasan jumlah Sumber Daya Manusia (SDM) yang ditugaskan untuk melakukan pendataan, oleh karena itu pada kegiatan pengabdian ini dilakukan pelatihan sistem informasi untuk meningkatkan waktu pendataan dan mengurangi kompleksitas dalam proses pendataan pada pegawai di Dinas Pendidikan dan Kebudayaan Kota Pasuruan. Pelatihan sistem informasi yang dimaksud adalah sistem informasi pendataan berbasis masyarakat, yang berisikan data dasar yang diperlukan oleh Pemerintah Daerah dalam rangka penyusunan rencana pembangunan. Data informasi tidak akan memberikan manfaat jika tidak dijadikan sebagai bahan acuan dalam penyusunan rencana pembangunan sehingga pelatihan dan pendampingan perlu dilakukan untuk tercapainya tujuan.Kata Kunci : Sistem Informasi, Berbasis Masyarakat, PendataanABSTRACT Manual data collection causes problems in the data collection process, this also occurs in the Pasuruan City Education and Culture Office where data collection is still manual with a limited number of Human Resources (HR) assigned to collect data, therefore this service activity is carried out information system training to increase data collection time and reduce complexity in the data collection process for employees at the Pasuruan City Education and Culture Office. The information system training referred to is a community-based data collection information system, which contains basic data required by the Regional Government in the framework of formulating development plans. Information data will not provide benefits if it is not used as a reference in the preparation of development plans so that training and assistance are needed to achieve the goals.Keywords : Information System, Community Based, Data Collection

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

Governments all over the world are paying great attention to economic innovation and the development of design in modern society. They are spending more and more recourses on making rules for Industrial Design Policy and measuring its implementation. As a method to make macroeconomic regulation and control by the government, the effectiveness and importance of design policy has already been widely admitted. In a macro-background of the three turns of Chinese design policy, taking the design policy of Guangdong province as an example, this article will analyze how local/regional government should respond to the national design policy. Based on the investigation and analysis of the winners of the "Guangdong Governor Cup Industrial Design Competition", this paper discusses how industrial design competition as a part of the design policy to support the development of industrial design. After making a comparison with the design policy of the Yangtze River Delta area, this article tries to enhance and perfect the current policy path.

The analysis presented here offers a possible framework for understanding when sub-state actors behave prudently and more strategically in their foreign relations, and when other priorities might instead heighten the chances of seemingly irrational, erratic, or dangerous, foreign policies. Using a case study of the Kurdistan Regional Government of Iraq to illustrate the argument, the author attempts to show how “regime consolidation” plays a key role in allowing such actors to prioritise policies aimed at grappling with external challenges, threats and opportunities. Internally legitimate, consolidated regimes can better present “one face” to the outside world and behave more strategically in the international arena.  Political systems lacking consolidation or internal legitimacy, in contrast, turn to the external environment in search of resources to help them with domestic threats and challenges. This may lead to seemingly erratic, unpredictable and risky foreign policies on their part. Ratu harbor beach is one of the mainstay tourist sites for the Regional Government of Sukabumi Regency in bringing PAD, besides public transportation facilities and terminals have a major role in supporting the queen port as a tourist attraction so that tourists are comfortable and facilitated in accessing through public transportation. The condition of the Pelabuhan Ratu Terminal, Sukabumi Regency is currently very poor, poorly maintained, and many supporting facilities are damaged and inadequate. This study aims to identify problems and formulate the type B terminal arrangement in Sukabumi Regency. The method used is descriptive qualitative in order to get a picture of the problems of the situation and conditions currently taking place or occurring in the present and the study of policies. Collecting data by field surveys, literature studies and interviews. The results in this study get a terminal B type terminal design concept Sukabumi Regency according to current and future needs.

Tingginya permintaan tuna sirip kuning baik dalam memenuhi kebutuhan pasar mancanegara dan pasar lokal, berdampak pada keberlanjutan perikanan tuna tersebut. Wilayah perairan Flores Timur adalah salah satu lokasi migrasi bagi tuna sirip kuning; Kecamatan Larantuka merupakan tempat pendaratan terpenting bagi nelayan lokal handline tuna sirip kuning. Kegiatan perikanan tuna sirip kuning ini merupakan salah satu pendapatan utama bagi nelayan lokal dan pemerintah daerah setempat. Penelitian ini bertujuan untuk mengestimasi tingkat eksploitasi dan menganalisa rezim pemanfaatan dari perikanan handline tuna sirip kuning di Larantuka, Flores Timur. Model bioekonomi Fox dan Copes digunakan dalam penelitian untuk menganalisa tingkat lestari sumber daya tuna ekor kuning dari pendekatan input dan output. Hasil estimasi dari kedua model menunjukkan bahwa tingkat pemanfaatan sumber daya ikan tuna sirip kuning oleh nelayan lokal handline masih dalam zona lestari secara ekonomi dan ekologi. Maximum economic yield (MEY) merupakan strategi terbaik untuk mengelola keberlanjutan perikanan tuna sirip kuning di perairan Flores Timur. Melalui pengelolaan rezim MEY diperkirakan dapat menyerap tenaga kerja lebih dari 30 orang, peningkatan armada alat penangkapan sebanyak 25 unit dan pemasukan keuntungan secara ekonomi sebesar Rp68.123.060.000,00 per tahun.Title: Bioeconomic Analysis of Yellowfin Tuna Fishery in Larantuka of East Flores Regency, Indonesia The high demand for yellowfin tuna both in national and international markets has a consequence to the fish resources sustainability. Eastern Flores water is a major area of this tuna mobility; the district of Larantuka is the central port for local yellowfin tuna handline fisheries. These activities are substantial incomes for the local community and regional government. This study, therefore, aims to calculate fish exploitation level and to analyze appropriate management for yellowfin tuna fisheries in Larantuka, East Flores. The bioeconomics Fox and Copes models are used to evaluating the optimal fisheries from input and output approaches. The models’ applications demonstrated that yellowfin tuna handline fisheries are currently estimated sustainable both in ecology and economics. During the study period, the maximum economic yield (MEY) is a recommended strategy to manage yellowfin tuna fisheries in Larantuka, Eastern Flores. The strategy contributes to increasing the number of workers about 30 people, the number of fishing fleets about 25 units and reaching the economic rent  IDR 68.123.060.000,00 in a year
