A growing number of studies have highlighted the consequences of climate change on agriculture, including the impacts of climate extremes such as drought, heat waves and frost. The aim of this study was to assess the influence of temperature extremes on various phenological events of grapevine varieties in Southwest Switzerland (Leytron, Canton of Valais). We aimed to capture the occurrence of extreme events in specific years in various grapevine varieties and at different phenological phases to rank the varieties based on their sensitivity to temperature extremes and thus quantify their robustness. Phenological observations (1978–2018) of six Vitis vinifera varieties (Arvine, Chardonnay, Chasselas, Gamay, Pinot noir and Syrah) were subjected to event coincidence analysis. Extreme events were defined as values in the uppermost or lowermost percentiles of the timing of the phenophases and daily temperatures within a 30-day window before the phenophase event occurred. Significantly more extreme temperature and phenological events occurred in Leytron between 2003 and 2017 than in the earlier years, with the years 2007, 2011, 2014 and 2017 being remarkable in terms of the number of extreme coincidence events. Moreover, bud development and flowering experienced significantly more extreme coincidence events than other phenophases; however, the occurrence rate of extreme coincidence events was independent of the phenophase. Based on the total number of extreme events, the varieties did not differ in their responses to temperature extremes. Therefore, event coincidence analysis is an appropriate tool to quantify the occurrence of extreme events. The occurrence of extreme temperature events clearly affected the advancement of the timings of phenological events in various grapevines. However, there were no varietal differences in terms of response to extreme temperatures; thus, additional research is warranted to outline the best adaptation measures.

This work focuses on trend analysis of rainfall, evaporation, temperature, relative humidity, wind speed, and sunshine duration over the Ouémé Delta in Bénin. Eight temperature based indices and fifteen rainfall based indices are computed from 1960 to 2016. Moreover, maximum 1, 2, 3, 5, and 10 days precipitation indices were computed at the monthly scale. Trends are detected at 0.05 confidence level, using a combination of Mann-Kendall and prewhitened Mann-Kendall test. Partial correlation and stepwise regression are used to detect the set of meteorological variables that influence pan evaporation in Ouémé Delta. Results showed intensification of heavy rainfall over Ouémé Delta. Moreover, a significant increasing trend is detected in temperature. As consequence, diurnal temperature significantly decreases as proof of the global warming. Average pan evaporation showed a significant slither increasing trend over the area. Change in pan evaporation can be explained by wind speed and sunshine duration that hold almost 50% of pan evaporation variance. As future temperature is going to be increasing, pan evaporation may increase considerably. So, adaptation measures have to be reinforced in the Ouémé Delta area where farmer are used to rainfed agriculture for food security. Moreover, Ouémé Delta plan have to be developed for it resources sustainability.

AbstractThe 2019/20 Black Summer bushfire disaster in southeast Australia was unprecedented: the extensive area of forest burnt, the radiative power of the fires, and the extraordinary number of fires that developed into extreme pyroconvective events were all unmatched in the historical record. Australia’s hottest and driest year on record, 2019, was characterised by exceptionally dry fuel loads that primed the landscape to burn when exposed to dangerous fire weather and ignition. The combination of climate variability and long-term climate trends generated the climate extremes experienced in 2019, and the compounding effects of two or more modes of climate variability in their fire-promoting phases (as occurred in 2019) has historically increased the chances of large forest fires occurring in southeast Australia. Palaeoclimate evidence also demonstrates that fire-promoting phases of tropical Pacific and Indian ocean variability are now unusually frequent compared with natural variability in pre-industrial times. Indicators of forest fire danger in southeast Australia have already emerged outside of the range of historical experience, suggesting that projections made more than a decade ago that increases in climate-driven fire risk would be detectable by 2020, have indeed eventuated. The multiple climate change contributors to fire risk in southeast Australia, as well as the observed non-linear escalation of fire extent and intensity, raise the likelihood that fire events may continue to rapidly intensify in the future. Improving local and national adaptation measures while also pursuing ambitious global climate change mitigation efforts would provide the best strategy for limiting further increases in fire risk in southeast Australia.

The purpose of the article is to describe the changes NATO undergoing in response to the challenges of our time. Today NATO, as a key element of European and Euro-Atlantic security, is adapting to changes in the modern security environment by increasing its readiness and ability to respond to any threat. Adaptation measures include the components required to ensure that the Alliance can fully address the security challenges it might face. Responsiveness NATO Response Force enhanced by developing force packages that are able to move rapidly and respond to potential challenges and threats. As part of it, was established a Very High Readiness Joint Task Force, a new Allied joint force that deploy within a few days to respond to challenges that arise, particularly at the periphery of NATO’s territory. NATO emphasizes, that cyber defence is part of NATO’s core task of collective defence. A decision as to when a cyber attack would lead to the invocation of Article 5 would be taken by the North Atlantic Council on a case-by-case basis. Cooperation with NATO already contributes to the implementation of national security and defense in state policy. At the same time, taking into account that all decision-making in NATO based on consensus, Ukraine’s membership in the Alliance quite vague perspective. In such circumstances, in Ukraine you often can hear the idea of announcement of a neutral status. It is worth reminding that non-aligned status did not save Ukraine from Russian aggression. Neutral status will not accomplish it either. All talks about neutrality and the impossibility of Ukraine joining NATO are nothing but manipulations, as well as recognition of the Ukrainian territory as Russian Federation area of influence (this country seeks to sabotage the Euro-Atlantic movement of Ukraine). Think about it, Moldova’s Neutrality is enshrined in the country’s Constitution since 1994. However, this did not help Moldova to restore its territorial integrity and to force Russia to withdraw its troops and armaments from Transnistria.

Development of food security implemented to meet the human basic needs that provide benefits fairly and equitably based on self – reliance, and not contrary to public faith. Referring to the government regulation No 22 of 2009 concerning Food Consumption Diversification Acceleration (P2KP). However, it is not supported by the development of women farmers. The method use in this research is quantitative descriptive analysis using SWOT (Strength, Weakness, Opportunity and Treath). The samples in this study is the purposive sample. Result of a study showed the amount of income earned from the group of women farmers in the one month is 150,000/ members. Proper development strategies used in the development strategies used in the development KWT Melati is a Growth Oriented Strategy is very profitable strategy to seize opportunities with the strength. Pembangunan ketahan pangan dilaksanakan untuk memenuhi kebutuhan dasar manusia yang memberikan manfaat secara adil dan merata berdasarkan kemandirian, dan tidak bertentangan dengan keyakinan masyarakat. Mengacu pada Peraturan Pemerintah No 22 Tahun 2009 mengenai Percepatan Penganekaragaman Konsumsi Pangan (P2KP). Namun, hal ini tidak didukung dengan adanya pengembangan kelompok wanita tani. Metode yang digunakan dalam penelitian ini adalah deskriptif kuantitatif dengan menggunakan analisis SWOT (Strength, Weakness, Opportunity and Treath). Penentuan sampel dalam penelitian ini adalah dengan sampel purposive. Hasil penelitian menunjukan besaran pendapatan yang diperoleh dari adanya kelompok wanita tani dalam satu bulan adalah Rp.150.000/bulan/anggota. Strategi pengembangan yang tepat digunakan dalam pengembangan Kelompok Wanita Tani (KWT) Melati adalah Growth Oriented Strategy.
