Abstract Despite widespread recognition that behavioral public policy (BPP) needs to move beyond nudging if the field is to achieve more significant impact, problem-solving approaches remain optimized to achieve tactical success and are evaluated by short-term metrics with the assumption of stable systems. As a result, current methodologies may contribute to the development of solutions that appear well formed but become ‘brittle’ in the face of more complex contexts if they fail to consider important contextual cues, broader system forces, and emergent conditions, which can take three distinct forms: contextual, systemic, and anticipatory brittleness. The Covid-19 pandemic and vaccination rollout present an opportunity to identify and correct interventional brittleness with a new methodological approach – strategic BPP (SBPP) – that can inform the creation of more resilient solutions by embracing more diverse forms of evidence and applied foresight, designing interventions within ecosystems, and iteratively developing solutions. To advance the case for adopting a SBPP and ‘roughly right’ modes of inquiry, we use the Covid-19 vaccination rollout to define a new methodological roadmap, while also acknowledging that taking a more strategic approach may challenge current BPP norms.

What would a comprehensive atlas of human emotions include? For 50 years, scientists have sought to map emotion-related experience, expression, physiology, and recognition in terms of the “basic six”—anger, disgust, fear, happiness, sadness, and surprise. Claims about the relationships between these six emotions and prototypical facial configurations have provided the basis for a long-standing debate over the diagnostic value of expression (for review and latest installment in this debate, see Barrett et al., p. 1). Building on recent empirical findings and methodologies, we offer an alternative conceptual and methodological approach that reveals a richer taxonomy of emotion. Dozens of distinct varieties of emotion are reliably distinguished by language, evoked in distinct circumstances, and perceived in distinct expressions of the face, body, and voice. Traditional models—both the basic six and affective-circumplex model (valence and arousal)—capture a fraction of the systematic variability in emotional response. In contrast, emotion-related responses (e.g., the smile of embarrassment, triumphant postures, sympathetic vocalizations, blends of distinct expressions) can be explained by richer models of emotion. Given these developments, we discuss why tests of a basic-six model of emotion are not tests of the diagnostic value of facial expression more generally. Determining the full extent of what facial expressions can tell us, marginally and in conjunction with other behavioral and contextual cues, will require mapping the high-dimensional, continuous space of facial, bodily, and vocal signals onto richly multifaceted experiences using large-scale statistical modeling and machine-learning methods.

Psychothanatologists have begun to question the idea that the grieving process has a definitive ending in recovery and renewal, and instead, they are considering growing evidence that suggests that for some persons, the grieving process extends into the mourning process, which itself may extend throughout a person's lifetime. This article offers a number of distinctions between grieving and mourning which speak to the former as a short-term passive process and the latter as an active, long-term process—a process that involves a profound transformation of our assumptions about self in the world, a search for meaning in the loss, and the creation of and interaction with an inner representation of the deceased. These findings have profound implications for the practice of grief counseling and caregiving in the face of significant loss.

Public administration has become the victim of its own success. Public policy making and problem solving during the first three decades after WWII began from an assumption that public managers had the competence to overcome policy barriers. The ʼdo more with less” slogan was a statement of professional competence. It was adopted because many believed it was an affirmation of that competence. Now it represents a fiscal demand as a scold to those who will otherwise waste the money. What the public hears is a perverse joke. The goal must be more effective governance, by approaching fiscal stability as a strategic enterprise. The potential tools for more effective services exist and are applied by governments across the globe. Yet the public clings to failed practices (NPM) that are best when dealing with short-term issues

O artigo analisa um tema pouco abordado na literatura brasileira de relações internacionais: a atuação das políticas externas do Brasil e do México para a criação do Grupo de Contadora (1983), Grupo de Apoio à Contadora (1985) e do Grupo do Rio (1987). Esses grupos tiveram papéis importantes nas tentativas de estabilização dos problemas políticos, econômicos e sociais da América Central a partir dos anos 1980. O artigo está dividido em quatro partes: i) compreensão da criação do Grupo de Contadora, do Grupo de Apoio à Contadora e a atuação do Brasil e do México, ii) destaque aos principais objetivos desses dois grupos, iii) explica o “dilema” das políticas externas do Brasil e do México diante das ações estadunidenses para a América Central e iv) e descreve a criação e os objetivos do Grupo do Rio. Por meio de uma pesquisa explicativa, onde é fundamental reunir informações sobre vários assuntos para entender de forma mais abrangente um tema específico, o artigo faz uso de fontes secundárias que analisam as relações internacionais da América Latina e os processos decisórios das políticas externas do Brasil e do México na década de 1980, além de algumas fontes primárias, como documentos oficiais dos acordos celebrados e declarações presidenciais disponíveis em arquivos dos sites eletrônicos da presidência ou chancelaria dos países. Conclui-se mostrando que os dois países foram fundamentais para o processo de estabilização política, principalmente na região centro-americana, não só pela importância histórica, política e econômica de cada um, mas também pelo fato de que a formação desses grupos foram importantes para dirimir litígios, acelerar a resolução de conflitos entre os países do continente, além de ter sido um período de aproximação e fortalecimento da relação bilateral Brasil-México.         ABSTRACT: The article analyzes a theme little addressed in the Brazilian literature of international relations: the performance of the foreign policies of Brazil and Mexico for the creation of the Contadora Group (1983), the Contadora Support Group (1985) and the Rio Group (1987). These groups played important roles in attempts to stabilize the political, economic and social problems of Central America from the 1980s onwards. The article is divided into four parts: i) an understanding of the creation of the Contadora Group, the Contadora Support Group and the actions of Brazil and Mexico, ii) highlighting the main objectives of these two groups, iii) explaining the "dilemma" of the foreign policies of Brazil and Mexico in the face of US actions for Central America, and iv) describing the creation and objectives of the Rio Group. By means of an explanatory survey, where it is essential to gather information on various subjects in order to understand more comprehensively a specific theme, the article makes use of secondary sources that analyze the international relations of Latin America and the decision-making processes of the foreign policies of Brazil and Mexico in the 1980s, in addition to some primary sources, such as official documents of the agreements signed and presidential declarations available on the archives of the electronic sites of the presidency or chancellery of the countries. It concludes by showing that both countries were fundamental to the process of political stabilization, especially in the Central American region, not only because of their historical, political and economic importance, but also because the formation of these groups was important to settle disputes, accelerate the resolution of conflicts between the countries of the continent, and was a period of rapprochement and strengthening of the bilateral relationship between Brazil and Mexico. In recent times we find many plebiscitary acts that seek to democratically legitimize political processes in any direction. They have in common that they interrupt the normal routine of representative democracies to a certain degree and create an extra-daily state of affairs, which entails not only direct but also indirect consequences. The text attempts to systematize some of these mechanisms from a Weberian perspective using Brexit as an example. After a brief overview of Weber’s short-term politically inspired statements on plebiscitary democracy, the text systematizes Weber’s understanding of the state as a bureaucratic apparatus that requires any kind of leader to be controlled. Subsequently, the text discusses the relationship between domination, legality, and rationality in order to finally point out the danger of erosion of truth and legality through the emergence of competing consensus communities in the face of competing conceptions of order.

Graduate medical education (GME) is funded by the Centers for Medicare and Medicaid Services through both direct and indirect payments. In recent years, stakeholders have raised concerns about the growth of spending on GME and distribution of payment among hospitals. Key stakeholders have proposed reforms to reduce GME funding such as adjustments to statutory payment formulas and absolute caps on annual payments per resident. Otolaryngology departmental leadership should understand the potential effects of proposed reforms, which could have significant implications for the short-term financial performance and the long-term specialty workforce. Although some hospitals and departments may elect to reduce resident salaries or eliminate positions in the face of GME funding cuts, this approach overlooks the substantial Medicare revenue contributed by resident care and high cost of alternative labor sources. Commitment to resident training is necessary to align both the margin and mission of otolaryngology departments and their sponsoring hospitals.

COVID-19 is a challenge faced by individuals (personal vulnerability and behavior), requiring coordinated policy from national government. However, another critical layer—intergroup relations—frames many decisions about how resources and support should be allocated. Based on theories of self and social identity uncertainty, subjective group dynamics, leadership, and social cohesion, we argue that this intergroup layer has important implications for people’s perceptions of their own and others’ situation, political management of the pandemic, how people are influenced, and how they resolve identity uncertainty. In the face of the pandemic, initial national or global unity is prone to intergroup fractures and competition through which leaders can exploit uncertainties to gain short-term credibility, power, or influence for their own groups, feeding polarization and extremism. Thus, the social and psychological challenge is how to sustain the superordinate objective of surviving and recovering from the pandemic through mutual cross-group effort.

Abstract:This article examines the digitization policy of Archives du Maroc (AdM), Morocco’s national archival institution, which was set up in 2011 and opened in 2013. Given its recent creation, the AdM lead us to question the particularity of digitization in archiving policies when included from the start rather than retroactively. Through an analysis of the creation and development of AdM as a public policy connected to national efforts at transparency and “good governance,” I argue that digitization has served as a way of performing modernity through technology and international standards, thus reinforcing the legitimacy of a nascent institution.
