Born Digital? Digitization and the Birth of the Moroccan National Archives

Abstract:This article examines the digitization policy of Archives du Maroc (AdM), Morocco’s national archival institution, which was set up in 2011 and opened in 2013. Given its recent creation, the AdM lead us to question the particularity of digitization in archiving policies when included from the start rather than retroactively. Through an analysis of the creation and development of AdM as a public policy connected to national efforts at transparency and “good governance,” I argue that digitization has served as a way of performing modernity through technology and international standards, thus reinforcing the legitimacy of a nascent institution.

Knowledge presented by Oral History (OH) is unique in that it shares the tacit perspective, thoughts, opinions and understanding of the interviewee in its primary form. While teachers, lecturers and other education specialists have at their disposal a wide range of primary, secondary and tertiary sources upon which to relate and share or impart knowledge, OH presents a rich source of information that can improve the learning and knowledge impartation experience. The uniqueness of OH is presented in the following advantages of its use: it allows one to learn about the perspectives of individuals who might not otherwise appear in the historical record; it allows one to compensate for the digital age; one can learn different kinds of information; it provides historical actors with an opportunity to tell their own stories in their own words; and it offers a rich opportunity for human interaction. This article discusses the placement of oral history in the classroom set-up by investigating its use as a source of learning material presented by the National Archives of Zimbabwe to students in the Department of Records and Archives Management at the National University of Science and Technology (NUST). Interviews and a group discussion were used to gather data from an archivist at the National Archives of Zimbabwe, lecturers and students in the Department of Records and Archives Management at NUST, respectively. These groups were approached on the usability, uniqueness and other characteristics that support this type of knowledge about OH in a tertiary learning experience. The findings indicate several qualities that reflect the richness of OH as a teaching source material in a classroom set-up. It further points to weak areas that may be addressed where the source is considered a viable strategy for knowledge sharing and learning. The researchers present a possible model that can be used to champion the use of this rich knowledge source in classroom education at this university and in similar set-ups.

ResumenLa desaparición forzada de los estudiantes normalistas ocurrida en septiembre de 2014 en las cercanías de la localidad mexicana de Ayotzinapa es una tragedia que, además de captar la atención de la prensa internacional, ha activado el funcionamiento de algunos mecanismos del sistema interamericano de protección de los derechos humanos. Este trabajo pretende analizar de qué manera la creación del Grupo Interdisciplinario de Expertos Independientes (GIEI) puede incidir en la determinación de la responsabilidad internacional del Estado Mexicano por el incumplimiento de los estándares internacionales interamericanos sobre prevención, investigación y sanción de la desaparición forzada. En aquel sentido, este trabajo se dividirá en tres secciones. En la primera de ellas se describirán brevemente los hechos, a fin de demarcar el contexto fáctico a partir del cual se reflexionará. La segunda sección hará referencia a la creación del GIEI en el marco de las medidas cautelares adoptadas por la Comisión Interamericana de Derechos Humanos (Comisión IDH) en este caso. Nesse sentido, este trabalho será dividido em três seções. No primeiro deles, os fatos serão brevemente descritos, a fm de demarcar o contexto factual a partir do qual será refletido. A segunda seção referirá a criação do GIEI no marco das medidas cautelaresadotadas pela Comissão Interamericana de Direitos Humanos (Comissão IDH) no presente caso. This work aims to analyze in which ways the creation of the Interdisciplinary Group of Independent Experts (GIEI) can underscore the determination of the international responsibility of the Mexican State for the non-compliance of the Inter-American international standards on prevention, investigation and punishment of the enforced disappearance. In that sense, this paper will be divided in three sections. The frst one will briefly describe the facts, to demarcate the factual circumstances from which it will be reflected. The second section will address the creation of the GIEI within the framework of the precautionary measures adopted by the Inter-American Commissionof Human Rights (IACHR) in this matter. The third and last section will evaluate whether the general obligations to respect and ensure human rights have been violated in this case, focusing on the specifc duties of prevention and investigation.Keywords: Ayotzinapa, Interdisciplinary Group of Independent Experts, Inter-American Commission of Human Rights, forced disappearance.

The archives are generally sites where historians conduct research into our past. Seldom are they objects of research. Sabyasachi Bhattacharya traces the path that led to the creation of a central archive in India, from the setting up of the Imperial Record Department, the precursor of the National Archives of India, and the Indian Historical Records Commission, to the framing of archival policies and the change in those policies over the years. In the last two decades of colonial rule in India, there were anticipations of freedom in many areas of the public sphere. These were felt in the domain of archiving as well, chiefly in the form of reversal of earlier policies. From this perspective, Bhattacharya explores the relation between knowledge and power and discusses how the World Wars and the decline of Britain, among other factors, effected a transition from a Eurocentric and disparaging approach to India towards a more liberal and less ethnocentric one.

Abstract Despite widespread recognition that behavioral public policy (BPP) needs to move beyond nudging if the field is to achieve more significant impact, problem-solving approaches remain optimized to achieve tactical success and are evaluated by short-term metrics with the assumption of stable systems. As a result, current methodologies may contribute to the development of solutions that appear well formed but become ‘brittle’ in the face of more complex contexts if they fail to consider important contextual cues, broader system forces, and emergent conditions, which can take three distinct forms: contextual, systemic, and anticipatory brittleness. The Covid-19 pandemic and vaccination rollout present an opportunity to identify and correct interventional brittleness with a new methodological approach – strategic BPP (SBPP) – that can inform the creation of more resilient solutions by embracing more diverse forms of evidence and applied foresight, designing interventions within ecosystems, and iteratively developing solutions. To advance the case for adopting a SBPP and ‘roughly right’ modes of inquiry, we use the Covid-19 vaccination rollout to define a new methodological roadmap, while also acknowledging that taking a more strategic approach may challenge current BPP norms.

Abstract This paper is the second of a series of two papers which designed a new type of load balancing mechanisms for planetary gearings with arbitrary number of planets. In this paper the common expression of the non-uniform load share factor was deduced, and a function parameter:force-arm factor and their solution was given. That makes it possible that the dimensions and the ability of load equilibrium of Multi-Link Load Balancing Mechanisms can be determined. The criteria of optimum load balancing Mechanisms selection were set up with consider of the effects of turning pair clearances, and optimum mechanisms were selected among the 15 candidates obtained in Part 1. Finally, it was demonstrated that the optimum multi-link load balancing mechanisms for arbitrary number of planets had the similar topological structures and same function and performence of load equilibrium.

Este artículo analiza cómo se construyen sujetos por parte del Estado en torno a la institucionalización de políticas de género en un contexto neoliberal, sustentada en mi investigación de maestría “La paradoja entre los discursos de igualdad y las prácticas desiguales. La construcción de sujetos en torno al género en Chile: El caso del Servicio Nacional de la Mujer”. Se hace revisión a los condicionamientos estructurales del neoliberalismo y las relaciones entre Estado y política pública en el contexto de institucionalización de las demandas del movimiento feminista “Concertación Nacional de Mujeres por la Democracia”[1] en la creación del Servicio Nacional de la Mujer en 1991. [1] A lo largo del texto se utilizará la sigla “CNMD”. This article analyzes how is the State’s subject construction on gender policies institutionalization on a neoliberal context. It’s based on my master's thesis research called “The paradox between equality discourses and unequal practices. Subject’s construction around gender in Chile: The case of the National Women's Service”. It reviews neoliberalism structural conditionings, the relationship between State and public policy on the context of institutionalization of feminist movement “Women`s National Concentration for Democracy” demands on the creation of the National Women's Service on 1991.

Abstract This article has two interrelated objectives: to introduce the Colombian Political Agendas Project (COL-PAP) and offer an exploratory example of the applications of its databases. As a prelude, we describe some characteristics of the Colombian political system and the presidents analyzed. The study presents the objectives of COL-PAP, the creation of the codebook and the databases built so far, with special attention to the databases gathering bills and CONPES documents. The example discussed explores the dynamics of presidential attention in the period 2002-2018, especially the attention distributed among public policy issues over time, and its allocation among instruments. The study shows that attention varies among issues, but also that it is assigned differently between instruments, according to the opportunity structure they offer. Inspired in the discussion and findings related to the databases built so far for COL-PAP, the study suggests future lines of research for Colombia, Latin America, and the CAP in general.

This chapter discusses three impediments to proper use of science in the creation of public policy. First, citizens and policymakers follow moral rules other than those that involve consequences, yet the main role of science in policy is to predict outcomes. Second, citizens believe that their proper role is to advance their self-interest or the interest of some narrow group, thus ignoring the relevance of science to policy issues that affect humanity now and in the future. Third, people fail to understand the nature of science as grounded in actively open-minded thinking, thus giving it an advantage over some alternative ways of forming beliefs.

This chapter demonstrates how assumptions of racial superiority and inferiority tightly bound together statistical races, social science, and public policy. The starting point of this is constitutional language. The U.S. Constitution required a census of the white, the black, and the red races. Without this statistical compromise there would not have been a United States as it is today. In the early censuses slaves were counted as three-fifths of a person, a ratio demanded by slaveholder interests as the price of joining the Union. A deep policy disagreement at the moment of founding the nation was resolved in the creation of a statistical race. Later in American history the reverse frequently occurred. Specific policies—affirmative action, for example—took the shape they did because the statistical races were already at hand.

The article examines the origins of the creation of the probation service in Kazakhstan, its introduction into the sphere of criminal executive law, goals and objectives. The measures for the implementation of probation control, its role in the provision of qualified psychological assistance to juvenile offenders are considered. The ways of implementing probation control at the present stage are also indicated, the main tasks of the state are presented, program documents aimed at further development and improvement of the probation service are studied. Studied and presented statistical data on the dynamics of juvenile delinquency in the republic. The psychological characteristics of minors are analyzed, in respect of whom it is necessary to carry out a comprehensive and regular analysis of their specific needs. The creation of a specialized staff of trained employees to provide social and legal assistance to minors is emphasized and argued. This paper also raises the question of the need to introduce specialization of the penitentiary psychologist in the universities of the Republic of Kazakhstan in order to achieve high results in the prevention of juvenile delinquency. To comply with international standards in the field of protecting the rights and freedoms of minors, crime prevention, attention is focused on complementing national legislation with the norms of UN international documents.
