Sidestepping the State: Practices of Social Service Commodification among Nicaraguans in Costa Rica and Nicaragua

AbstractIn Costa Rica, there is a widespread belief among the public and policymakers that the country's ‘exceptional’ universal healthcare system represents a magnet for Nicaraguan immigrants. However, examining immigrants’ actual access to social policy demonstrates the importance of legal and extra-legal mechanisms of exclusion that go hand in hand with official recognition of human rights. This paper critically assesses the relationship between migrants and the state, and public social policy in particular, in both sending and receiving country. We analyse the extent to which Nicaraguan migrant families on both sides of the Costa Rica–Nicaragua migration system incorporate public social protection in their welfare strategies. Drawing on two sets of qualitative data, we find that, on both sides of the border, migrants and their families display very similar commodified practices of welfare strategies, side-stepping the state and purchasing services in the private sector.

Economic transformations of the country due to the development of market relations lead to appropriate changes in the field of social policy, the development of appropriate mechanisms of social protection, based on the principles of self-regulation and mutual support. The scale of economic growth is largely determined by the level of motivation of the behavior of economic entities both in increasing their own financial results and the general economic effect of creating a social product. In this aspect, the social policy of the state becomes a powerful factor in economic growth, with the greatest effect is given by the use of such forms of incentives that realize the public interests of all economic entities, which are not homogeneous in nature. The implementation of these priorities should be aimed at solving major socio-economic problems in order to prevent conflicts and promote sustainable development at the level of enterprises, regions, the country as a whole, so the problem of harmonizing the interests of all economic entities can be identified as a priority. The urgency of this problem is due to the need to increase the level of social protection of the population, which is achieved through the effective implementation of social policy and improving the mechanisms for its implementation from the standpoint of harmonization of interests of all economic entities. It is proved that to form a low-conflict model in which each entity has a clearly defined mechanism for meeting their own needs through the interests of partners, possibly by expanding the scope of market methods of self-regulation in combination with government leverage to influence economic behavior. To implement a more effective social policy, the government proposed a mechanism for expanding and harmonizing the socio-economic interests of the state, business and employees, which summarizes the result of the synthesis of natural and artificial responsibilities for various actors in social policy and social partnership. The proposed mechanism is able to neutralize the problems associated with low wages in the real sector of the economy, poverty and inefficient use of GDP, ensure the transparency of this process, and create a powerful motivational environment for workers and employers.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

The scientific article reveals the formation of the Ukrainian system of social protection (historical aspect). The main stages of development of social policy in Ukraine, from the first origins to the key principles of modern social policy are described. The desire of the Ukrainian authorities to renounce the paternalistic role and alimony is emphasized. Priorities for activities in the social sphere have been identified: guaranteeing social rights, increasing the effectiveness of social programs, assistance to vulnerable groups (large and low-income families, servicemen, people with special needs, victims of violence, etc.). The general scheme of the social protection system in Ukraine is presented, which consists of two main parts: compulsory state social insurance, which is formed through the contributions of employers and working citizens to the relevant social insurance funds; system of social support (assistance, benefits, subsidies, social services), which is mainly formed by taxation and financed from the state budget. Further ways of scientific research are outlined (content and principles of realization of the state social programs on support of vulnerable segments of the population).

Abstract Epistemological hierarchies in the social sciences stipulate that sedentarism is naturalised as a normality, and that mobility is viewed as a deviation. This article sets out to propose an analytical framework that takes the analysis beyond this kind of nationalized knowledge production, and to empirically show the gains of de-nationalized frameworks for analysis of social protection and dynamics of in-/equality in the globalised society. I will do this relying on the empirical example of the public old-age pension scheme in Sweden.

The handling of COVID-19 is a social policy to protect the public from the spread of COVID-19 which has endangered the safety of life and the survival of the community, nation, and state. This social policy can be carried out through rational and total efforts to tackle the spread of COVID-19. Enforcement of the rule of law by imposing sanctions for violators is an implementation of criminal political efforts. The integration of the response is carried out by rationally integrating penal and penal approaches that are based on social protection, such as the use of media to build public awareness, involvement of networks of strategic figures, science-based control management, use of information technology to prevent the spread of COVID-19 and the provision of direct assistance. integrated cash, as well as the application of criminal sanctions that function as a subsidiary.

The issues of social policy of the State have recently been in the discourse, in search of its new format. They acquired particular relevance in the context of the globally unfolding coronavirus crisis. The article shows that precisely the coronavirus pandemic has become the impetus for understanding the role and content of social protection of the population, has opened up new opportunities to transform it in search of true goals and instruments of implementation. It is proved that health becomes an urgent object of protection, that the health of society and an individual are mutually conditioned and complementable. Modern risks requiring an adequate response on the part of the State to overcome them are analyzed. In addition to the coronavirus pandemic, digitalization seriously affects humans and society, leading to the displacement of humans from the spheres of employment, transformation of the labor market and blurring of employment boundaries, precarization and unsteady employment. The growing inequality in the world leads to many problems in the social sphere and requires its solution. We are certain that in the conditions of modern, constantly complicating socio-economic development, increasing uncertainty and riskiness, there is an urgent need to develop a new type of social policy in which the most important values should dominate: health of human, access of human to sources of education, health care, consumption of clean water and other socially significant benefits, to decent income and living conditions. Such a system of social protection is in development, its sprouts to varying degrees of dimension and efficiency are formed in different world countries. The lessons learned in the process of combating the pandemic can become a good help in its formation.

The lack of a clear structural vision of the national model of socially-oriented economy leads to significant social disparities and distortions in society. Due to the undeveloped transparent concept of social policy, the development of social processes becomes unmanageable. The key issues facing most countries, both in the short and long term, are to build an effective system of social protection and social security that can solve urgent and permanent social problems. The need for rethinking the concept of national social policy, defining a clear goal, objectives, mechanisms and stages of its implementation is most acute. This problem becomes especially relevant in light of the processes of instability of socio-economic development of the state and the military conflict in eastern Ukraine. The article substantiates the theoretical and methodological principles of the mechanism of formation and implementation of state policy in the field of employment in Ukraine; proposed directions for the development of the system of providing services in the field of employment aimed at preventing unemployment and increasing the competitiveness of citizens in the labor market; the tendencies of development of components of modern economy and society which cause transformation of structure of the employed citizens are allocated; the priorities and models of the state social policy and the directions of their changes in modern conditions are studied; generalized by systematizing the experience of functioning of models of social protection in order to identify opportunities for its application to the national economic system; the current crisis state of the national economy (in terms of deformation of the socio-economic subsystem, the risks of deepening social inequality) and the conditions of social protection are analyzed; an algorithm for improving the system of social services in the field of employment and the scientific concept of economic development in the modern transformation of the national economy on social security processes using the principle of inclusive social growth in order to form the main components of social protection.

The relevance of the article is due to the process of progressive aging of the population, so it requires from society to find new ways to work with the elderly and their needs’ realization. The article characterizes the current state of the category of elderly people in Ukrainian society. It is noted that support for the elderly is provided through a variety of resources, for example, formal and informal support networks, volunteering, the state, family, community, and society in general. The formal support network is implemented through the social policy of the state, which is focused on assisting in ensuring the rights of the elderly to their social protection of constitutional rights and freedoms. The aim of the article is to reveal the peculiarities of the needs’ realization of the elderly through formal and informal support networks. Research methods applied: generalization − to study the formal network of support, which is implemented through the social policy of the state and focused on constitutional rights for the elderly and social protection; analysis − combining and representing connections of individual elements, parties, components of a complex phenomenon and so in the comprehension of the whole in its components’ unity. The directions of reforming the system of social services are aimed at an authoritative legal framework, where social protection of the elderly would be enshrined at the appropriate level. They includ: deinstitutionalisation through the creation of a wide network of services and facilities that can provide quality services in the community; involvement of non-governmental organizations in the provision of social services; approach of social services to the place of residence; decentralization of management processes, financing, location of services; empowering older people to choose services and participate in the process; increasing the effectiveness of the provision of social services through the study of needs at the individual level and within individual administrative-territorial units; introduction of quality improvement technologies, including monitoring, evaluation and control.
