Generalization and systematization of theoretical bases on these issues is of practical value and will help to outline the main ways to improve and form an effective system of social protection of the state. The purpose of the paper is to substantiate the theoretical aspects of social protection of the state. Results. The article is devoted of the theoretical aspects of the concept of control over the financial and economic activities of an enterprise. Based on the systematization of the views of most authors, it was found that today there is no universally accepted definition of the concept of control over the financial and economic activities of an enterprise. Most researchers consider the concept of control based on different key features. As a result of a critical analysis of modern researches, the authors identified a set of advantages and disadvantages in the reviewed concepts of control over the financial and economic activities of an enterprise. According to the results of the study, it is determined the need for considering control over the financial and economic activities of an enterprise as a special scientific concept according to the research method of its specific subject. Conclusion. The main parameters of social policy implementation in society are determined by many objective factors: the level of development of productive forces, the structure of the economy, the state of social life, the nature of political power, the spiritual and moral maturity of the population of the country, etc. The maturity of the subjective factor - the ability and willingness of the administrative structures and other entities to ensure the social orientation of the economy, decent working conditions and life of citizens; civilized nature of social relations. Social protection is directly associated with social policy, with the activities of the state and non-state actors aimed at combating social risks and their various manifestations, through the possible prevention of socially adverse events or compensation for their consequences. The market economy is traditionally considered in the coordinates of profit and consumption, and the person in it is human capital, but, and social protection and social security that help the person for the purpose, must be viewed from the point of post-classical studies, where the person is his core, and at the same time and the purpose of development.

This paper introduces the topic of the internal coordination of regional and local social security schemes in Spain. In the field of social security, the constitutional framework imposes different solutions in terms of the division of competences between State and Autonomous Communities, depending on the branch of (public) social protection. In the provision of long-term social care, for instance, both the State and the Autonomous Communities participate. Healthcare services are mainly provided by the Autonomous Communities without prejudice to certain aspects of the role played by the State. Social assistance through cash benefits or social services are exclusively provided by the Autonomous Communities, with the deep participation of local entities, especially in the case of social services. The paper outlines the extent of devolution and decentralisation, and the adjudication of competence and financial arrangements. The final section addresses some specific questions in healthcare, long-term social care and social assistance.

Topicality. The global and local crises over the past two decades have redefined the role of social protection and social security systems as automatic social and economic stabilizers. Despite the level of economic development of the country, the global experience indicates that countries with a well-defined social strategy are less difficult and suffer less time to stabilize the country. Effective state social policy is relevant in times of economic crisis and is necessary to alleviate internal market disfunction. It is worth to admit that annually from the state budget of Ukraine almost 70% of social expenditures are redistributed to programs for improving the standard of living of the needy. However, despite the efforts of government officials, the level of poverty is increasing annually, and the problem is the mass outflow of workforce abroad. The current situation in the field of social security and its level of financing is unsatisfactory, since it does not contribute to the overall improvement of the standard and quality of life of the population, and therefore requires regulation with the introduction of fundamental changes in social budgeting. Aim and tasks The purpose of the study was to determine the argumentation based on the study of the world experience of national priorities of social policy modification and substantiation of innovative design of social transfer programs in the conditions of spreading threats of globalization challenges and strengthening of the turbulence of the macroeconomic environment. Research results. As a result of studying foreign experience, the authors of the article found that the social policy of a successful country is intended to fulfil a regulative and stimulating role in ensuring the development of the economy and creating conditions for the effective functioning of the social protection system, social security and social services, the activity of which should be not only an "act of charity", but a way to increase the economic activity of the working classes and support other segments of the population to ensure a decent life for the whole community. However, over the years of independence, Ukraine's social policy has never been shaped as a coherent, integrated strategy. It is in fact replaced by the accumulation of various types of poorly justified and not supported by the possibilities of budget financing of payments, benefits, subsidies, etc. The establishment and functioning of the national social security system is undoubtedly important, but the objective need to formulate a social transfer policy in order to find ways to optimize the social sphere by enhancing the effectiveness of the social transfer tool that must be taken into account. Conclusions. The research made it possible to substantiate the position of the authors, which is that the permanent nature of the socio-economic crisis in Ukraine forces to work on the development of anti-crisis measures in the social sphere. This requires constant updating of the tools of the social protection system, social security and social services as automatic state social stabilizers and economic incentives to activate life and well-being of the population. In times of crisis and post-crisis periods, social policies should aim to compensate for the loss of economic benefits not only for the population in need, but also for the proportion of the population in need because of the crisis. Therefore, the state, through social programs, must “insure” a decent standard of living for the entire population of the country, especially in times of crisis.

The article is aimed at defining the role of social standards in the formation of social policy of the country. The peculiarities of interpretation of social policy in scientific literature are analyzed, key agents of the social policy interaction are identified as follows: economic policy, health policy, education and fiscal policy. Education policy provides the economy with human capital and thereby creates preconditions for economic development. Economic policy interacts with social policy in terms of distribution of access to goods, services and resources, as well as in terms of providing employment. In turn, fiscal policy carries out the secondary distribution of income through transfers. Social policy, aside from social protection of the population, aims to create conditions for access to education and services of the health care system. The structure of social standards and guarantees enshrined in the Law of Ukraine «On the State Social Standards and the State Social Guarantees» is considered in terms of definitions of terms, aim and purpose. A brief overview of the world practice of implementation of social welfare programs is specified, in the development of which social standards are taken into account, as well as existing approaches to the formation of social security in Ukraine. As a result of the carried out research, it was found that through preventive, restorative and compensatory interventions, social security allows beneficiaries to maintain their standard of living, find work or improve their own prospects in the labor market, as well as create conditions for social integration and preservation of physical and mental health. In this context, social standards are the criteria for the need for intervention and play the role of the norm on the amount of interference for the implementation of social policy of the State. On the other hand, social standards can act as targeted benchmarks of this policy, agreed with the goals of the country’s development.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.
