The Anglo-Russian Convention, signed at St. Petersburg on 31 August 1907, contained provisions relating to Persia, Afghanistan, and Tibet. The text of the agreement would seem to suggest that the matters adjusted were purely local in character—an arrangement arrived at between two countries settling problems in far-away frontier regions. But the Anglo-Russian Convention was of much greater significance. It represented a change not only in Anglo-Russian relations, but in Britain's fundamental European policy. It also meant that the role of the Government of India, which had often been a powerful factor in the determination of foreign policy in the nineteenth century, became less significant. It seems highly probable, too, that in the years when Sir Edward Grey was Foreign Secretary (December 1905 to December 1916—holding office for a longer consecutive period than any other Foreign Secretary in the nineteenth or twentieth centuries, the next being Castlereagh, 1812–22) the permanent staff of the Foreign Office exercised more influence and had a more decisive voice in the conduct of the country's foreign policy than they ever had before of have had since.

The author considers institute planning and its existence under the market relations. Protection of the capital requires support of its freedom, special nature of assignment and distribution of the benefits, determination of the rights of his owner opposed to the rights of employees. The role of the government, thus, comes down to capital servicing and its functions. In planned economy, on the contrary, the government sets rules, not the owner of the capital, but the person and the state becomes the central figure. The plan as the law defines conditions of managing, a customer of the public benefits. The possibility of existence of two-circuit system under which the government administration extends only to the enterprises with the government involvement is considered, private enterprises remain rather free. The plan is considered as the quantitative regulator and also as institutional and legal frameworks of the economy.

The perception of tourists is a source of information and evaluation for managers of the concept of sapta pesona that has been applied to attractions. The importance of the role of tourist can influence the management of sustainable ecotourism. This study aims to analyze the potential of tourist attractions and tourist perceptions of the implementation of sapta pesona. Determination of the sample is done by using purposive sampling. Data were collected by interview and observation techniques in the field, then analyzed descriptively qualitatively using a likert scale. The results showed that the Belerang Simpur tourist attraction consisted of three tourist attraction objects namely, Cecakhah Kenali waterfall, Belerang Simpur hot water, and natural panorama. Sapta pesona implementation based on the perception of tourists is divided into two categories, namely the category of both the elements of coolness and beauty, while the enough categories are found in the elements of security, order, cleanliness, friendliness, and memories. The development of attractions still needs to be improved by involving the role of the government and the management so that the management is more optimal.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This paper examines the tension between centralizing and decentralizing forces in systems of land use planning. Its thesis, drawn from the LaHaye Report, is that the degree of centralization of the system is directly proportional to the breadth of jurisdiction of the planning authority. While Quebec's system of land use planning is reputed to be decentralized and political, the author questions whether this assessment is correct. The role of the government under the Land Use Planning and Development Act and other specialized legislation is more in accordance with the centralized and technocratic systems advocated in earlier Quebec proposals for land use planning. This conclusion is reinforced by a consideration of the suggestions put forward in Le Choix des régions and their present-day application.

Rice commodity is one of the main commodities being cultivated by farmers in Kadugenep Village. .various kinds of agricultural activities carried out by rice farmers in Kadugenep Village, in carrying out agricultural activities not only on production activities or cultivation of plants, but how to market agricultural productsin order to generate profits that can prosper farmers in terms of the economy.the assessment activities have been carried out from March 1 to June 30, 2020, with a total sample of 32 people. Data mining is done by interviews, questionnaires that have been tested for validity and reliability, as well as direct observation. .farmer empowerment levels were analyzed descriptively, factors related to empowerment were analyzed using the Spearmean Rank Correlation, and counseling strategies were analyzed using Kendal's Wbased on the results obtained from interviews and questionnaires given to respondents, showed that 5 people (15.6%) of respondents stated helpless, while 27 people (84.4%) respondents stated helpless. factors related to the role of the government (X2.1) of 0,000 and the role of advisors (X2.2) of 0.001 have a significant relationship to the empowerment of rice farmers in marketing rice packaging. strategies that can be done in increasing the empowerment of rice farmers in marketing rice from the results of the Kendall W analysis, namely by providing counseling about the function of cooperatives as a place for marketing products and functionspackaging with lecture, discussion and demonstration methods as well as extension media used, namely the provision of videos and folders.

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.
