AbstractThe People's Liberation Army (PLA) has been undergoing a profound transformation in terms of its operational capabilities, both with regard to its hardware as well as its heartware, i.e. the softer aspects of its development including its operational culture and military ethos. These changes have permeated every facet of the PLA – technological, organizational and doctrinal. Despite successive generations of Chinese leaders having declared their adherence to “peace” and “development,” it has become clearer that Beijing's security policy under Xi Jinping has shifted steadily away from “keeping a low profile.” In that regard, the status of the PLA in the domestic and international calculus of China's new commander-in-chief has, unsurprisingly, become more pronounced, with Xi taking noticeably greater interest in harnessing the Chinese Communist Party's coercive forces as his personal domestic powerbase and foreign policy instrument complementing China's hard economic power.

In recent years, there has been a rise in China’s profile in South Asia. It is no surprise that Chinese experts have used terms, such as ‘new springtime’ in China–South Asia relations, ‘rediscovery of the strategic status of South Asia’ and ‘most relevant region with regard to the rise of China’.    The objective of this article is to examine the nature and drivers of China’s South Asia policy, especially under the leadership of Xi Jinping vis-à-vis China’s policy towards the region in the past. It is not sufficient to only examine international factors or foreign and security policy in the context of the neighbouring region, such as South Asia. China’s ‘domestic periphery’ presents a significant threat to its national security. These areas are linked to neighbouring countries of South Asia and Central Asia. The announcement by Chinese President Xi Jinping of a ‘New Era’ or ‘third era’ in the history of Communist Party of China (CPC) represents a China which is known for its dictum ‘striving for achievement’ ( fenfa youwei). This is different from the second era’s policy of ‘keeping a low profile and biding the time’ proposed by Deng Xiaoping. Of course, the name of Mao Zedong is synonymous with the first era beginning from 1949.

Very often, there are more imitators than innovators in the hotel industry. There are very few hotel enterprises engaged in continually innovating their services. Creative imitators help to diffuse innovations and to meet the needs of certain segments o f the tourist market. They realise the improvement possibilities of the tourism product or service, which requires innovation. Changes to certain features o f the product or service can help to increase their value for both domestic and foreign tourists. Hence, it is maintained that creative imitation is sooner to take hold on the tourist market than on the tourism product or service. The globalisation process of the world economy, as well as the hotel industries, has imposed a certain way of thinking referred to in journalism as "change as a constant necessity" or putting it harshly "innovate or disappear from the business scene”. Anything that is different represents change. Innovation means accepting ideas for services which are new to hotel enterprise. Because innovations disturb the status quo of the hotel enterprise, they are met with resistance by some members of the organisation. Strategic thinking is what every hotel enterprise needs to prevent it being caught off guard by the affects of changes in its micro and macro environment. Namely, troubles begin for the hotel enterprise when it fails to adapt in an adequate and acceptable way to the changes occuring within the hotel industry. Adverse changes in the environment and the inability of the hotel enterprise to respond to these changes are the cause of incongruity between the hotel’s potential (accommodation and other facilities) and the demands of the hotel industry i.e. the tourist markets on which it is present.

Deepening globalisation and worldwide availability of free information and ideas raise concerns of the communist China’s political leadership about the stability of the regime and the sustainability of the state ideological orthodoxy. Therefore, the state’s tightening control of the public communication to curtail the domestic criticism and occasional public discontent is becoming framed and legitimised in terms of cultural security as a non-traditional security concern. This study argues that the restrictive impacts of the politicisation of culture in the centralised agenda of President Xi Jinping reinvigorate China’s anti-Western narratives and attitudes. The research focuses on the state’s cultural security-related and applicable strategy in the political and institutional agenda and media. Moreover, the study also traces the state cultural security policy in the field of the civic and non-governmental sector, religious and ethnic minorities policy, literature, film and audiovisual sectors. The findings assess the concern that the intellectually anachronistic, self-restraining and internationally hostile policy devaluates China’s cultural potential and complexity.

Astolphe de Custine’s collection of letters La Russie en 1839, first published in France in 1843, was rediscovered by Henri Massis in 1946. Massis re-introduced Custine’s by then long forgotten letters on Russia to the French public. Once American Cold Warriors such as George Kennan and General Walter Bedell-Smith discovered the book, they promptly promoted it to the status of the most prophetic book on the “Russian soul.” Denounced as “fictional,” by many nineteenth-century writers and by a host of twentieth-century scholars, Custine’s book was accepted as canonical by a large reading public and, more importantly, by successive generations of us policy makers. This article contributes to the historiography of Cold War propaganda by looking first at the context in which the book was initially resurrected by Massis, and then by analyzing the ways in which Cold War propaganda constructed its “relevance,” “actuality” and “prophetic” character. The article begins by taking a look at the way in which Massis, the first popularizer of the book, fitted it into his own ideological pattern. In a second movement, the article analyzes the ways in which the book functioned in the post-wwii ideological context, seeking to discover if the alleged relevance of the book had anything to do with the survival into the postwar world of the European Right’s interwar tangle of received ideas and patterns of prejudice.

Since Hospital Information Systems (HIS) are designed to support doctors and healthcare professionals in their daily activities, information security plays a vital role in managing access control. Efficiency and effectiveness of information security policy is crucial, especially when dealing with situations that affect the status and life-history of the patient. In addition, the rules and procedures to follow, in order to provide confidentiality of sensitive information, have to focus on management of events on any table of the HIS. On the other hand, control and statement constraints, as well as events and security auditing techniques, play also an important role, due to the heterogeneity of healthcare professionals’ roles, actions and physical locations, as well as to the specific characteristics and needs of the healthcare organizations. This chapter will first explore issues in managing access control and security of healthcare information by reviewing the possible threats and vulnerabilities as well as the basic attributes of the hospital’s security plan. The authors will then present a hierarchical access model that, from a security policy perspective, refers to data ownership and access control issues. The authors conclude the chapter with discussions of upcoming security issues.


Subject Judicial reform in China. Significance The Central Politics and Law Commission (CPLC) -- the Party organ that oversees the judicial system and internal security apparatus -- announced on January 21 that judicial reforms will be trialled in eleven of China's 33 provinces. Within days, it was announced that a new circuit court -- China's first -- will launch on February 2. Despite real risks, President Xi Jinping appears to see reform as urgent, in part because the status quo also carries risks. Impacts Foreign interlocutors will be able to participate more in China's legal reform, especially in commercial and economic matters. Xi's call for an end to corrupt interference could affect cases of contract dispute, land purchase or intellectual property. Foreign businesses engaged in specific legal disputes in China may use the reform drive to their advantage. Legal activists in China will take recent announcements as a cue to press their case, demanding more than the Party will allow.


Subject Importance of social media in the United Arab Emirates. Significance The United Arab Emirates (UAE) is among the most connected countries in the Middle East, with one of the highest rates of social media penetration. Compared with Western countries, UAE consumers are more likely to engage with brands and to be less worried about issues of privacy and tracking. The government engages in extensive monitoring, surveillance and censorship of social media and apps. Impacts Both global brands and local businesses have additional scope to develop social media strategies to capitalise on rising usage. Content with the status quo and tight monitoring will prevent activists from leveraging social media platforms to bring about change. Extraterritorial aspects of the cybercrime law could be applied to non-residents and travellers in transit. Non-renewal of visas could become a more common, low-profile way to exclude expatriates who transgress on social media.

The injection of a western world-view into a research field has never been more apparent than in the study—or rather9 the non-study—of crisis initiation. The status quo orientation of western strategic thought has led to a predisposition to view international crises as generically ‘bad’ and disruptive processes. The utilization of crises as a foreign policy instrument has long been perceived as taboo, despite the enormous diversity of crisis theory and research, and despite the locus of crisis at the ‘center of gravity’ between peaceful and violent interactions among states.


Subject Bhutan's political and economic outlook. Significance Bhutan is approaching its third general election since replacing an absolutist monarchy with a constitutional one a decade ago. The last poll in 2013 was fought over the status of Bhutan's relationship with India, upon which it still depends, and China, with which it is exploring closer ties. Last June-August, Bhutan found itself at the centre of a military confrontation between its two giant neighbours. Impacts Modi's trip to Bhutan may prompt a similar visit by Chinese President Xi Jinping. Another India-China border standoff would again raise tensions but would be unlikely to lead to open conflict. China will step up efforts to encourage active Indian participation in the BRI.

Power concentration in the hands of Xi Jinping, Chinese Communist Party General Secretary, can be interpreted not only as a reaction to the power fragmentation and the intra-party factionalism that developed under his predecessor, but also as a way to strengthen and stabilise China’s authoritarian polity. In the realm of foreign and security policy, it can also be understood as the result of China’s awareness of both the growing transnational security risks that it is facing and the need to better address the new international tasks and responsibilities it needs to fulfil as a great power. Since 2012, Xi has embarked on sweeping institutional reforms that have contributed to centralising and better coordinating foreign and security decision-making. Yet, although more integrated, China’s authoritarian system has remained fragmented, including in the realm of foreign and security policy, an area where decision-making processes are still highly opaque.
