Those familiar with the history of navigation aids may, with good reason, be reluctant to look upon any new aid as a panacea, but there appears to be no doubt that doppler will effect a revolutionary improvement in air navigation as we know it today. We have, for the first time, an aid self-contained in the aeroplane, independent of propagation conditions or weather, capable of giving position information anywhere over the globe with an accuracy certainly adequate to join the approach facilities at the destination aerodrome. Some of us not actively engaged in flying the world's routes tend to be influenced in our outlook by the navigation problems and facilities in high-density areas like western Europe, the United States or even the North Atlantic, and we are inclined to forget that this is only a very small part of the world route structure. The intensity of aviation activity in these high-density areas warrants the establishment of a network of radio beacons, ranges, VOR's and space pattern systems like Loran and Decca to bring order into the traffic flow, besides assisting the navigation of individual aeroplanes. When, however, we consider the immense distances flown by aircraft through Africa and India to the Far East and Australia, to South America and across the Pacific, to say nothing of Communist Asia, we begin to realize what a real dearth of navigation facilities there is over the globe.

Henry Eccles, in classic studies on logistics, describes the dynamics of strategic procurement in the supply chain stretching from home countries to military theatres of operations. Naval authorities and industrialists concerned with Japanese aggression before and after Pearl Harbor looked towards developing shipbuilding capacity on North America’s Pacific Coast. The region turned into a volume producer of merchant vessels, warships and auxiliaries destined for service in the Pacific and Indian Oceans. Shipbuilding involved four broad categories of companies in the United States and Canada that enabled the tremendous production effort.

Due to proceeding globalization processes, involving a rise in mobility and international interdependencies, the frequency and relevance of intercultural contact situations increases. Consequently, the ability to deal effectively with intercultural situations is gaining in importance. However, the majority of studies on measures of intercultural competence focuses on Western Europe and the United States or cultures of the Far East. For the present study, previously understudied Eastern European (former communist) cultures were included, by sampling in Hungary, Serbia, and the Czech Republic, in addition to (the Central or Western European country) Germany. Thus, this study enabled comparisons of scale characteristics of the cultural intelligence scale (CQS), the multicultural personality questionnaire (MPQ), as well as the blatant and subtle prejudice scales, across samples from different cultures. It was also examined how the CQS and MPQ dimensions are associated with prejudice. To analyse scale characteristics, the factor structures and measurement invariances of the used instruments were analyzed. There were violations of configural measurement invariance observed for all of these scales, indicating that the comparability across samples is limited. Therefore, each of the samples was analyzed separately when examining how the CQS and MPQ dimensions are related to prejudice. It was revealed that, in particular, the motivational aspect of the CQS was statistically predicting lower prejudice. Less consistently, the MPQ dimensions of open-mindedness and flexibility were statistically predicting lower prejudice in some of the analyses. However, the violations of measurement invariance indicate differences in the constructs' meanings across the samples from different cultures. It is consequently argued that cross-cultural equivalence should not be taken for granted when comparing Eastern and Western European cultures.

Abstract A climatology of large-scale, persistent cyclonic flow anomalies over the North Pacific was constructed using the National Centers for Environmental Prediction–National Center for Atmospheric Research (NCEP–NCAR) global reanalysis data for the cold season (November–March) for 1977–2003. These large-scale cyclone (LSC) events were identified as those periods for which the filtered geopotential height anomaly at a given analysis point was at least 100 m below its average for the date for at least 10 days. This study identifies a region of maximum frequency of LSC events at 45°N, 160°W [key point 1 (KP1)] for the entire period. This point is somewhat to the east of regions of maximum height variability noted in previous studies. A second key point (37.5°N, 162.5°W) was defined as the maximum in LSC frequency for the period after November 1988. The authors show that the difference in location of maximum LSC frequency is linked to a climate regime shift at about that time. LSC events occur with a maximum frequency in the period from November through January. A composite 500-hPa synoptic evolution, constructed relative to the event onset, suggests that the upper-tropospheric precursor for LSC events emerges from a quasi-stationary long-wave trough positioned off the east coast of Asia. In the middle and lower troposphere, the events are accompanied by cold thickness advection from a thermal trough over northeastern Asia. The composite mean sea level evolution reveals a cyclone that deepens while moving from the coast of Asia into the central Pacific. As the cyclone amplifies, it slows down in the central Pacific and becomes nearly stationary within a day of onset. Following onset, at 500 hPa, a stationary wave pattern, resembling the Pacific–North American teleconnection pattern, emerges with a ridge immediately downstream (over western North America) and a trough farther downstream (from the southeast coast of the United States into the western North Atlantic). The implications for the resulting sensible weather and predictability of the flow are discussed. An adjoint-derived sensitivity study was conducted for one of the KP1 cases identified in the climatology. The results provide dynamical confirmation of the LSC precursor identification for the events. The upper-tropospheric precursor is seen to play a key role not only in the onset of the lower-tropospheric height falls and concomitant circulation increases, but also in the eastward extension of the polar jet across the Pacific. The evolution of the forecast sensitivities suggest that LSC events are not a manifestation of a modal instability of the time mean flow, but rather the growth of a favorably configured perturbation on the flow.

Because of its energy reserves and long history of economic links with North Korea, the Russian Far East could provide useful incentives needed to help convince Pyongyang to abandon its nuclear program. For this reason, the United States should begin crafting a regionally based strategy that includes Russia.

In investigations of the evolution of the corporation in Europe, North America, and the Far East, historians have illuminated variations in the structure of large enterprises in different times and places and investigated responses to legal environments. In tsarist Russia as well, the development of corporations on the national, regional, and sectoral levels was influenced by legal and economic institutions. Data on Russian corporations, however, have been inadequate for the complex statistical tests applied to the European and North American economies. This article offers a preliminary overview of trends in Russian corporate development from 1700 to 1914 in light of a new database and the recently articulated theory of organizational ecology. Although the theory provides stimulating approaches to the history of Russian corporations, it also appears unduly specific in some respects to the history of western Europe and the United States.

The second part of the eleventh session of the Council of ICAO was convened in Montreal on September 27, 1950. The government of Spain dispatched a delegation to Montreal to take part in the meetings and arrange for that government's entry into the International Civil Aviation Organization. The agenda included: 1) appointment of members to serve on the Air Navigation Commission, Air Transport Committee, the Committee on Joint Support of Air Navigation Services, and the Finance Committee; 2) the proposals of the Secretary-General, Dr. Albert Roper, for reorganization of the secretariat and the question of his successor for 1951; 3) the site for a permanent office for the far east and the Pacific; 4) schedules for meetings of the subordinate bodies of the organization for 1952; and 5) a preliminary scale of contributions for 1952. The work of the Air Navigation Commission was surveyed in the report of the commission on 1) “differences” from ICAO standards, 2) sites for AIR, OPS and COM division meetings, and 3) necessary changes in abbreviations and symbols. Special attention was given to the formulation of ICAO's position on charges for airline operated agency messages carried over the aeronautical network and a study of this problem was to be undertaken in collaboration with the International Telecommunication Union. The Council also was to discuss the communication to the Universal Postal Union on air mail charges upon which the member governments had made comments.

The membership of the African Studies Association now numbers 1,731— 734 fellows, 618 associates, and 379 student associates. Some 700 of these participated in the eleventh annual meeting of the Association. Although attendance was considerably below the 1,300 registered at the New York Hilton in 1967 and the nearly 1,000 who made their way to the University of Indiana in 1966, there is no indication that this reflects a declining interest in African studies in the United States. Rather, the A.S.A. custom of bringing its annual meetings in turn to scholars in the north-east, on the Pacific coast, and in the Middle West results in predictable fluctations in registration.

After England began what came to be known as the First Industrial Revolution at the end of the eighteenth century, industrial technology quickly diffused throughout the nations of the North Atlantic. Within fifty years of the first rumblings of British industrialisation, the factory system had spread to Western Europe and the United States. Latin America, however, lagged behind. It was not until the twentieth century that manufacturing came to lead the economies of Latin America and that agrarian societies were transformed into industrial societies.This article seeks to understand this long lag in Latin American industrialisation through an analysis of the experience of Mexico during the period 1830–1940. The purpose of the paper is to look at the obstacles that prevented self-sustaining industrialisation from taking place in Mexico, as well as to assess the results of the industrialisation that did occur.The basic argument advanced is that two different types of constraints prevailed during different periods of Mexico's industrialisation. During the period from 1830 to 1880 the obstacles to industrialisation were largely external to firms: insecure property rights, low per capita income growth resulting from pre-capitalist agricultural organisation, and the lack of a national market (caused by inefficient transport, banditry and internal tariffs) all served as a brake on Mexico's industrial development. During the period 1880–1910 the obstacles to industrialisation were largely internal to firms. These factors included the inability to realise scale economies, high fixed capital costs and low labour productivity. During the period from 1910 to 1930 these internal constraints combined with new external constraints – including the Revolution of 1910–17, the political uncertainty of the post-revolutionary period and the onset of the Great Depression – which further slowed the rate of industrial growth.

On the basis of recently released archival sources from several member-states of the North Atlantic Treaty Organization (NATO), this article revisits the making of NATO's landmark 1979 dual-track decision. The article examines the intersecting processes of personal, bureaucratic, national, and alliance high politics in the broader Cold War context of increasingly adversarial East-West relations. The discussion sheds new light on how NATO tried to augment its deterrent capability via the deployment of long-range theater nuclear missiles and why ultimately an arms control proposal to the Soviet Union was included as an equal strand. The 1979 decision owed most to West German Chancellor Helmut Schmidt's political thought and initiative. Intra-alliance decision-making, marked by transatlantic conflict and cooperation, benefitted from the creativity and agency of West German, British, and Norwegian officials. Contrary to popular impressions, the United States did not truly lead the process.
