‘The People’ and Their Social Rights: What Is Distinctive About the Populism-Religion-Social Policy Nexus?

The aims of this review article are two-fold: (1) to set out the key theoretical trends in the study of religion, populism and social policy as antithetical concepts that also share common concerns; (2) to re-assert the relevance of social policy to the social and political sciences by making the case for studying outlier or indeed rival topics together – in this case populism and religion. Social policy scholars do not necessarily associate these two topics with modern social policy, yet they have a long history of influence on societies all over the world; populism is also especially timely in our current era. The article contributes to the literature by: (a) helping social policy better understand its diverse and at times contradictory constituencies; (b) contributing to a more complex and inclusive understanding of social policy and, therefore, social welfare. In setting out the state-of-the-art, the article also draws upon research on social policy which spans various continents (North America, Europe, the Middle East and North Africa and Latin America) and a preceding paper collaboration by the authors on religion and social policy (Pavolini et al., 2017).

The object of this research is the European thought in the area of social policy in the early XVI century. The subject of this research is the ideas of Spanish philosopher Juan Luis Vives (1492-1540) on helping to people in need. The article reviews the stance on social policy of the Spanish humanist Juan Luis Vives. His thoughts are analyzed in the context of the contemporary to him doctrines of the founders of Protestantism – Martin Luther, Ulrich Zwingli and Jean Calvin, as well as practices formed in the continental Europe and England in the XVI century. The teachings of theologians and philosophers of the XVI century are relevant within the framework of studying social policy from the perspective of ideas, as well as the history of institutions. The comparative-historical approach was applied for studying the practices in the area of social policy and their evolution. A discourse analysis is used for examination of Vives’ basic postulates alongside the ideas of the key philosophers of that time. The following conclusions were made: 1) despite the fact that a number of authors expressed similar ideas, Juan Luis Vives can be called the first theoretician of the social state 2) the establishment of social policy in the research literature is usually associated with Protestantism, but the theory was developed by the Catholic Vives, and the practical measures were implemented by the Catholic kings Carlos and Francis 3) Vives expressed the paramount idea of social policy – the state should prevent from marginalization of citizens in order to maintain social stability. At the same time, marginalization is caused by both, absence of help to the people in need or unwise rendering of assistance, which accustoms to idleness.

In July 2019 the new president of the European Commission, Ursula von der Leyen, presented her guidelines for the period of presidency 2019-2024. While most proposals perpetuate the current reform agenda, the focus on the social dimension of the single market is remarkable. Von der Leyen has not only announced the full implementation of the European Pillar on Social Rights, but also highlighted new investment in digital competences seen as a key to competitiveness and innovation of the European economy. This paper will discuss whether the dynamics of the digital single market could lead to a new impetus on EU social policy and on European funding of training programmes. Therefore, an overview of significant funding programmes promoting digital skills is given.

Abstract Over two decades ago, Korpi and Palme (1998) published one of the most influential papers in the history of social policy discipline, in which they put forward a “paradox of redistribution”: the more countries target welfare resources exclusively at the poor, the less redistribution is actually achieved and the less income inequality and poverty are reduced. The current paper provides a state-of-the-art review of empirical research into that paradox. More specifically, we break down the paradox into seven core assumptions, which together form a causal chain running from institutional design to redistributive outcomes. For each causal assumption, we offer a comprehensive and critical review of the relevant empirical literature, also including a broader range of studies that do not aim to address Korpi and Palme’s paradox per se, but are nevertheless informative about it.

Purpose The purpose of this review article is to examine the well-being of faculty in higher education. Success in academia depends on productivity in research, teaching, and service to the university, and the workload model that excludes attention to the welfare of faculty members themselves contributes to stress and burnout. Importantly, student success and well-being is influenced largely by their faculty members, whose ability to inspire and lead depends on their own well-being. This review article underscores the importance of attending to the well-being of the people behind the productivity in higher education. Method This study is a narrative review of the literature about faculty well-being in higher education. The history of well-being in the workplace and academia, concepts of stress and well-being in higher education faculty, and evidence-based strategies to promote and cultivate faculty well-being were explored in the literature using electronic sources. Conclusions Faculty feel overburdened and pressured to work constantly to meet the demands of academia, and they strive for work–life balance. Faculty report stress and burnout related to excessively high expectations, financial pressures to obtain research funding, limited time to manage their workload, and a belief that individual progress is never sufficient. Faculty well-being is important for the individual and in support of scholarship and student outcomes. This article concludes with strategies to improve faculty well-being that incorporate an intentional focus on faculty members themselves, prioritize a community of well-being, and implement continuous high-quality professional learning.

As a result of the global financial and economic crisis, social problems have sharpened significantly. They affect the interest of the most population of the country. The efficiency of anti-recessionary measures and their productivity in the social field are analyzed in the article. According to the adjusted estimates of the RF Government, decrease in actual income of the people will continue and only by the end of 2012 a growth by only 3% to 2008 level is projected. The degree of elaboration and scientific justification of the state turnaround policy are getting special significance.

This paper deals with specific aspects of the crisis of social policy on the "central"-eastem European region, after the onset of political changes that commenced in 1989 with the so-called ..anti-communist revolutions", especially in "central" European countries. The period that began then has been characterised by fast political "transition" and restructuralisation of the economy and political institutions. It has brought with it the excitements of the "capitalisation" of the economy and society, greater individual liberties and rights. However, it has also inflicted on the region a social crisis of apocalyptic dimensions, which is truly unprecedent in this century's history of eastern Europe. The paper explores some particular elements of this social crisis, both statistically and qualitatively. These aspects of the crisis are interpreted, and in its concluding section the paper purports to suggest that any institutional and political change tends to have its more or less devastating social price, which in the case of most countries of "central"-eastern Europe could be have been lower if the reform had progressed at a more moderate and better planned pace.

This chapter situates policy analysis within a social policy context and begins by stressing its early theocratic formation. It is an examination of the history of social policy analysis in Ireland since the 1950s, when the country began its journey towards modernity. The chapter reviews the actors and institutions involved and the knowledge deployed as the country moved towards a globalised society with its attendant social policy challenges. Dukelow charts the complexities of social policy analysis under what she characterises as the shift from the dominance of a theocentric paradigm to an econocentric paradigm. This saw the subordinating of the social to the economic valuation of social policy by the 1990s.

This chapter investigates the relationship between far-right populism and social policy. The chapter argues that an approach anchored in framing and policy narratives will yield new understandings of how far-right populist discourses have come to challenge social democratic and neoliberal welfare narratives. The new narrative challenges and denigrates the economic and political elite as self-serving and corrupt, claiming to represent the interest of the ‘people’ instead. In defining ‘people’, the interests of certain societal groups are prioritised on the bases of culture or ethnicity. Importantly for social policy, this chapter argues, in this universal social rights and social citizenship are reframed in ethno-nationalist and welfare chauvinist terms. The chapter draws upon the case of Sweden in order to briefly exemplify the discursive strategies at play.

The common legal and economic framework of the European Union (EU) has turned the vast socio-economic differences within Europe into virulent problems of social inequality – issues that it attempts to tackle within its limited resources. The article takes the EU’s self-expressed social commitment as a starting point and analyses its approaches to social policy from a social-rights perspective. It first discusses why Marshall’s social-citizenship concept provides a useful analytical tool to assess the social policies enacted so far at the European level and then presents an institutional analysis of the EU’s four major social-policy activities: harmonising, funding, coordination and cooperation. This analysis focuses on the horizontal and vertical relationships and the addressees of these policies to determine how these policies measure up against social-rights standards. The findings point to the poor development of transnational social citizenship given the special nature of EU social policies. The only social rights that exist at the European level are in the field of social-security coordination. And even those are marked by a double selectivity that excludes citizens who are not transnationally active and those who are but lack the necessary means to provide for themselves.

Abstract Apropos the history of human rights in France, one spontaneously thinks of the French Revolution and then of left-wing activists, particularly socialists. Their opponents, the Catholics, normally considered to be right wing and usually opposed to socialism, appear as a counterpoint. This article argues that some Catholics, especially those who referred to themselves as ‘social Catholics’, also contributed to the adoption of certain rights, particularly social rights, in France in unexpected and paradoxical ways. Their contribution was made through their social activities, visible in their organizations’ archives more than through their discourse. Social Catholics spoke little of ‘rights’. Yet paradoxically, discourses about ‘duties’ can lead to the defence of rights, especially through the practice of social surveys and the importance of social ‘facts’. Examples are taken from the history of the Ligue Sociale d’Acheteurs, the Union Féminine Civique et Sociale and other French Catholic organizations such as the Secrétariats sociaux.
