There has been a remarkable shift in the relationship between market and state responsibilities for public services like health care and education. While these services continue to be financed publicly, they are now often provided through the market. The main argument for this new institutional division of labor is economic: while (public) ends stay the same, (private) means are more efficient. Markets function as ‘mere means’ under the continued responsibility of the state. This article investigates and rejects currently existing egalitarian liberal theories about this division of labor and it presents and defends a new theory of marketization, in which social rights and democratic decision-making occupy center-stage.

Abstract Which type of work do Italians perform? In this contribution, we aim at detecting the anatomy of the Italian occupational structure by taking stock of a micro-level dataset registering the task content, the execution of procedures, the knowledge embedded in the work itself, called ICP (Indagine Campionaria sulle Professioni), the latter being comparable to the U.S. O*NET dataset. We perform an extensive empirical investigation moving from the micro to the macro level of aggregation. Our results show that the Italian occupational structure is strongly hierarchical, with the locus of power distinct by the locus of knowledge generation. It is also weak in terms of collaborative and worker involvement practices, and possibility to be creative. Our analysis allows to pinpoint the role exerted by hierarchical structures, decision-making autonomy, and knowledge as the most relevant attributes characterizing the division of labor.

Drawing on research in organization design can help us to approach this experimentation systematically. I propose typologies for considering different forms of division of labor between human and algorithm as well as the learning configurations they are arranged in, as basic building blocks for this endeavor.

The Bureau du Commerce allocated rights and rents to private entrepreneurs via a mix of hierarchical division of labor and peer-based collegial deliberation. This set-up reflected an attempt to maximize information and expertise, but also allowed for the recognition of private rights and social interests. The final decisions of the Bureau (for or against each demand), and the qualitative arguments brought forward during the procedure, are robust predictors of eventual decisions. We see this result as an indication that impersonal, rational and informed decision-making could be obtained even within a patrimonialist, rent-seeking State.

The study, entitled "Gender Analysis in Families Life Fishermen in Pangandaran Ciamis district" was conducted over eight months. The purpose of this study was to: 1) Assess the socio-economic characteristics of fishermen families in the District of Pangandaran Ciamis district.; 2) analyze the pattern of decision-making and the division of labor between husband and wife in a family of fishermen in the domestic sector and the public. This study uses survey method. The respondents consisted of 30 families of fishermen. Data were analyzed descriptively to create a systematic picture, factual and accurate statement of the facts, properties and relationships studied phenomenon objectively. The results showed that the level of education the majority of families of fishermen included in the low category. Perceptions of gender on family fishing generally illustrates that the main task the wife is the household, but it may help her husband in making a living family, while earning a living primary responsibility remains the task of the husband. Decision-making concerning the domestic activities and the public in a family of fishermen do not follow a particular pattern is specifically focused on the husband or wife, but it has a pattern that spreads between husband and wife. The task sharing concerning the domestic activities mostly done by the wife. While the division of labor associated with public activities spread between husband and wife. AbstrakReformasi bidang pertahanan yang dialami Indonesia sejak disahkan UU Pertahanan Negara dan UU TNI hingga kini belum selesai karena beberapa faktor yang cukup menghambat reformasi ini. Beberapa faktor yang menghambat, yaitu masih ada budaya paternalistik dalam birokrasi, masih ada ketidakjelasan kedudukan antara menteri pertahanan dan panglima TNI dalam pembagian wewenang khususnya terkait hubungan sipil-militer dan kepemimpinan sipil yang lemah dalam mengelola reformasi di Kementerian Pertahanan. Hingga saat ini implementasi supremasi sipil masih samar di Kementerian Pertahanan, walaupun secara faktual menteri pertahanan berasal dari sipil, tapi di sisi lain dominasi militer dalam jabatan pengambilan keputusan masih terjadi. Padahal supremasi sipil seharusnya direpresentasikan dalam wujud nyata bukan hanya dari hanya dari satu posisi pimpinan, yakni bagaimana otoritas sipil secara dominan dapat mengambil keputusan politik yang otonom sesuai dengan kebijakan negara yang dimandatkan oleh UU dan aturan yang ada.Kata kunci: reformasi pertahanan, hubungan sipil militer, supremasi sipil. Defense reform still underway since Indonesia passed the Law on State Defense and the TNI the reform law has not completed yet, because there are many factors that impede the reform process. Some of the factors are the paternalistic culture still exist in the bureaucracy, there is also ambiguity on the relations between the Defense Minister and the Commander of TNI in the division of labor especially to civil-military relations and weak civilian leadership in managing the reform at the Ministry of Defense. Until now, the implementation of civil supremacy within the Ministry is vague, although the ministers are civilian, but in fact the military domination in decision making process remains strong. Whereas, civil supremacy should not be exemplified on the top position, but the civilians authority take the lead in the decision making in accordance to the State Policy as stipulated by the law.Keywords: defense reform, civil-military, civilian supremacy.

This article seeks to share our experience on the consequences of a poorly managed conflict and its impact on a healthcare institution. We further try to talk on what it takes to relocate, especially such a vital sector like cardiac surgery amidst the socio-economic and socio-political context in which the hospital happens to be situated. Bearing in mind that the promptness of a patient’s recovery in a healthcare facility depends immensely on how accurate the engineers were during the design and construction phase, how precise international standards are implemented in the various engineering sectors of the hospital is of capital importance. Following the Cameroonian mind set, wherein division of labor and meritocracy are usually far fetch realities, it is therefore of prime importance to choose experienced and qualified contractors, architects, project managers to take part in the implementation of healthcare projects. The process of relocating either temporarily or permanently some health services from a crisis stricken zone to a safer environment also demands a lot of tactfulness in decision making as well as personnel involvement. All personnels from the various sectors being relocated must work closely with the team leader such that all necessary equipment, consumables, surgical materials are put together in order to simplify logistics and even safeguard the logistical process.
