The spread of suburbs into previously rural areas has become commonplace in the United States. A rather striking aspect of this phenomenon has been the discontinuity which results. This aspect is often manifest in a haphazard mixture of unused and densely settled areas which has been described as “sprawl”. A more useful definition of suburban sprawl, its causes, and its consequences, is provided below in order to introduce the econometric objectives of this paper.

Introduction: in article the problem of psychology of resilience of the personality to difficult life situations, identifications of the factors contributing to the development of resilience of the personality is discussed. Today in psychological literature there is still a lack of researches of resilience of the personality, the factors, such as the external and internal ones, the factors influencing the development of person’s resilience are insufficiently studied. An important point in understanding of formation of mechanisms of resilience of the personality is studying of a role of the educational environment as a factor of resilience of the personality to difficult life situations. In this regard it becomes necessary to generalize the saved-up material in works of the Russian and foreign researchers on a problem of influence of the educational environment as a factor of resilience of the personality to difficult life situations. The results of foreign researchers on the problem of studying of influence of specially organized safe educational environment on the resilience of the personality to difficult life situations are presented in the article. Materials and methods: the article is an analytical review where the attempt of systematization of scientific psychological knowledge of a problem of psychology of resilience of the personality to difficult life situations is made. The main method of studying of resilience of the personality to negative life situations in the conditions of the educational environment is the method of the theoretical analysis of scientific psychological foreign and domestic sources. Subjective approach is the methodological basis for studying of resilience of the personality to difficult life situations. Results of a research: consideration of theoretical provisions of resilience of the personality and empirical researches of foreign authors of influence of the educational environment on the resilience of the personality to difficult life situations in the context of researches of psychology of safety, subject approach, the intra-resources and Inter resources helping to cope with a difficult situation. The authors offer a definition of resilience of the personality in the course of exiting from difficult life situations. The scientific proof of the importance of formation of safe, subjective and positive educational environment when developing resilience of the personality to difficult life situations is consistently provided. Discussion and conclusions: the conclusion about undoubted relevance of the questions connected with a research of resilience of the personality to difficult life situations and existence of foreign psychological researches on this issue is proved. Taking into consideration the results of scarce psychological research carried out by domestic and foreign authors the need for further studying of psychological structure of resilience of the personality to difficult life situations and also factors and conditions of its formation is proved. At the same time the significance and the importance of formation of safe, subject and positive educational environment in development of resilience of the personality to difficult life situations is emphasized.

Abstract The aim of the research is to elaborate the model of factors influencing competitiveness of the Latvian fisheries sector cluster. Based on the studied scientific literature, the research provides an improved definition of the sector competitiveness and defines the factors influencing the competitiveness of the sector. As a result of the analysis, the author has discovered that there are several internal and external social, economic, political and environmental factors that influence the competitiveness of the Latvian fisheries sector cluster. It is advisable to the institutions involved in fisheries policy-making to take into account the identified factors, influencing the competitiveness, and their changes when making and improving the general policy of the sector.

The following comments are offered in criticism of certain conclusions drawn by Rios et al. in their article in Pediatrics. Although we can only agree with the authors that there is a need for definition of the many factors influencing iron absorption, including the precise effect of specific iron sources, we do vigorously protest the presentation of their 1971 studies as representative of current practices in infant cereal enrichment. Changes in the iron enrichment of infant cereals made five and three years ago have not been evaluated and, from their article, one can infer that baby food manufacturers have been derelict in utilizing iron with high bioavailability.

The paper reveals the essence of the system of public financial management (PFM), defines its key elements of the PFM system, and articulates goals and objectives in enhancing employment. The authors definition of PFM is given. A comparative analysis of managerial financial cycles in the public and private sectors of the economy is carried out. The historical aspect of the PFM reforms is also analyzed, and various approaches to financial management (income and expenditure) in the public sector are studied and suggested better ways to improve the busyness of the population. Factors influencing the effectiveness of the PFM reforms are revealed. The challenges faced by financial managers in implementing public finance reforms are analyzed, and the opportunities that can be used to achieve the objectives of the PFM system, some of which are simultaneously challenges are analyzed.

Information technologies influence a place and competitiveness of the companies on the international scene. Сloud technologies take root practically in all branches of economy both in state and in the private sphere the advanced information technologies. The essence of cloud technologies consists in granting to end users of remote dynamic access to services, computing resources and appendices (including operating systems and infrastructure) on the Internet. The purposes of this work are: the analysis of speed of distribution of cloudy technologies in the Russian Federation and the world; definition of drivers of development and distribution barriers in the Russian market; development prospects of cloud-based technology and proposing measures s for stimulating their development . Survey of representatives of the companies participating of the market of cloud services was conducted for the analysis of the factors influencing distribution of cloud services in Russia. The factors influencing the direction development prospects of cloud-based technology are defined by the factorial analysis of answers of respondents in the SPSS program. Based on the results of the survey, the forecasted values of the development of the cloud services market were made. The infrastructure, economic, marketing factors promoting advance of cloud services in the Russian market are revealed as a result of the conducted research. The factors interfering growth of the market of cloud technologies are legal, social and economic, technological and marketing. Tools were developed for stimulation of distribution of cloud services on the basis of the received results. On the basis of the obtained results, it can be concluded that in order to preserve sustainable development, it is expedient to specialize companies for the production of one type of products or in a particular industry. Also it is recommended to develop products for public sector, providers of cloud services only started mastering this sphere. If other information technologies are usually offered to customers through IT directors, then cloud products should be promoted by addressing directly to directors of companies or other representatives distributing the budget.

During historical development a greater number of decision theories were gradually conceived. Their differences arise from the normative and descriptive characters of individual theories. They differ in basic assumptions such as rationality, available information or choice of a decision. In practical life, they are manifested by accentuation of rational, or even intuitive decision making. This article is devoted to the definition of both types of theories and subsequent examination of the level of rationality in strategic decision making of managers. The findings have shown, that managers use more rational approach than intuitive approach. The most important factors that influence the level of rationality in strategic decision making were external factors. The most important of them has been assigned to a group of competition factors. Other factors influencing the level of rationality in strategic decision-making have been identified, namely the factors of the decision itself and factors of the internal environment. Managers combine rationality with strategic decision-making activities to take advantage of opportunity of an environment. The emphasis in the degree of impact on rationality in strategic decision-making is significant in favor of using the factors of the decision itself. The dependence of the perception of factors of the decision itself was significant in the variable economy.

Purpose The purpose of this paper is to identify factors influencing implementation of control charts on key performance indicators (KPIs). Design/methodology/approach Factors driving organizational change described in literature are analyzed inspired by the affinity-interrelationship method. A holistic multiple-case design is used to conduct six workshops to affect the usage of control charts on KPIs at a global company in the automotive industry. The theoretical factors are compared with the result from the case study. Findings The important factors for implementation success differ to some extent between the theoretical and empirical studies. High-level commitment and a clear definition of the goal of change could be most important when creating a motivation for change. Thereafter, having a dedicated change agent, choosing an important KPI and being able to describe the gain in financial terms becomes more important. Practical implications By using control charts on KPIs, the organization in the case study has become more proactive, addressing the right issues upstream in the process, in the right way, cross-functionally. Originality/value Factors affecting the implementation of already available solutions in the industry are highlighted. This potentially provides a basis for improved decision making, which has a significant value.
