The main trends in agriculture over the past few years have been export orientation and digitalization. Since 2019, the departmental project “Digital Agriculture” has been implemented. In 2021, a draft order of the government of the Russian Federation “On the Strategic Direction in the Field of Digital Transformation of the Agro-Industrial and Fishery Complex of the Russian Federation until 2030” was developed, which provides for development of a national online platform for promoting the agricultural products and the launch of a modeling and forecasting system for the agro-industrial complex. Currently, the beneficiaries of digitalization are large agricultural holdings and the IT industry (manufacturers of sensors and software developers for machinery and equipment, software companies, fertilizer producers and telecom operators). In order for small and medium-sized farms that do not have sufficient resources for end-to-end digitalization of production and business processes to be able to join the innovation race, it is necessary to look for a format of interaction in which competition and cooperation are organically combined. The article discusses one of such forms of association – clusters; explores their potential role in development of platform network architectures; the similarities and differences of cluster and digital industrial systems are analyzed. It is concluded that the flexibility and openness of cluster structures allows actors to find their functional areas and niches and organically fit into the created digital ecosystem of the agro-industrial complex.

This article analyzes the situation of innovative approaches to building business processes and interaction between universities, the government,  and representatives of the business environment. A methodology is proposed by the authors for calculating the feasibility of government support for small innovative enterprises (SIEs) as independent small business entities organized at higher educational institutions of the Russian Federation, the activities of which are aimed at research, development, implementation, and commercialization. The importance and role of small innovative entrepreneurship in the economy of the country and large cities is becoming the main world trend. Russia is trying to match its innovation strategy in small business, but the success is, unfortunately, still negligible. On the part of the government, millions of rubles are allocated to support small innovative entrepreneurship, as well as the construction of technology parks, the creation of business incubators, technological laboratories, and platforms being organized at universities in order to ensure the implementation of innovative projects. In accordance with the Federal Law of the Russian Federation No. 217-FL of August 2, 2009, universities were able to register small innovative enterprises on their territory as independent small businesses in the sphere of innovative development, whose activities are focused mainly on the commercialization of intellectual property objects and their active promotion in the market.Nevertheless, the implementation of new technologies and know-how is associated with greater risks of SIEs and needs a methodical approach to assess the appropriateness of providing government support to such enterprises. We are going to consider and calculate the indicator of the feasibility of government support for a small innovative enterprise in the amount of 50 million rubles for a period of five years for its development and will prove the increase in the efficiency of the enterprise and the possibilities for its development through the government support mechanisms for innovations.

It is a conceptual piece of work based on the systematic approach to the analysis, literature review and comparative analysis. The digitalisation of investment and construction projects is technologically based on the integration of solutions, such as the building information model (BIM), high-performance IT-systems, cloud platforms and the Internet-of-Things, resulting in unified and constant connectivity, specialised mobile applications, robotic equipment, unmanned vehicles, additive technologies, AR/VR services for the analysis of Big-Data, and blockchain technologies. The integration of digital technologies is a radical innovation, which highlights collaborative innovations in business relationships and makes it possible to form a united digital ecosystem that allows firms to manage, control and regulate the full lifecycle of a construction project, and then, the property in real-time. Currently, the government of the Russian Federation has adopted a number of strategic planning documents containing measures aimed at the development of the grain-product subcomplex of the agro-industrial complex. In particular, the long term strategy for the Development of the grain complex of the Russian Federation until 2035 was approved. It is a strategic planning document in the grain sector that defines priorities, goals and objectives of public administration and food security, ways of their effective achievement and comprehensive solution. The target indicators of the long term strategy for the development of the grain complex of the Russian Federation until 2035 are: gross yield of grain and leguminous crops - 140 million tons, crop areas – 50 million hectares, domestic consumption – 86.2 million tons, grain export volume, including products of its processing – 55.9 million tons, capacity for simultaneous storage of grain and leguminous crops – 167.4 million tons. The federal project "Export of agricultural products" is being implemented within the framework of the national project "International cooperation and export", one of its goals s to achieve the volume of grain export (in value terms) in the amount of 11.4 billion US dollars by the end of 2024 by creating new commodity mass (including with higher value added), creation of export-oriented commodity distribution infrastructure, elimination of trade barriers (tariff and non-tariff) to ensure access of agricultural products to target markets and creation of a system for promoting and positioning agricultural products. The target indicators stated in the official documents necessitate the search for reserves to increase the efficiency of the grain subcomplex development, increase export of grain and its processing products.

The paper presents the results of research and analysis of the state of agricultural land in the Novosibirsk region, located in inter-settlement areas, considered the main reasons contributing to the degradation of agricultural land. The need for the formation of scientific approaches in solving the problems identified by the Government of the Russian Federation within the framework of the Doctrine of Food Security of the Russian Federation, which provides for the development of the agro-industrial complex, which allows providing the population of the country with high-quality, affordable and safe agricultural products, has been substantiated. It is proposed to form “exchange zones” in each region of the country, which should include the scientific community represented by representatives of specialized higher educational institutions with the involvement of production structures, Rosreestr (Russian State Register), regional ministries of agriculture, ensuring the implementation of the state agro-industrial policy. The concept of a system of step-by-step work is proposed, aimed at the rational use of agricultural land in the framework of managing the development of inter-settlement territories.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.
