This study aims to see the impact and benefits as an outcome of a policy, where this policy is in the form of spatial planning (Regional Planning). As known RTRW is a product that can be regarded as "the book of development" in every region both in the provincial and regional levels. One of them is as a decision tool for investors (investors) in increasing local development investment, spatial planning (RTRW) is also expected to maintain the environment, in order to support the sustainability of regional development. In reality, there are still many conflicts of interest in the implementation process of regional development, especially between economic and environmental interests. Often the interests of regional sustainability are placed at a lower level (less priority) than investment / economy. Land conversion that is inconsistent with district / city spatial planning RTRW is relatively still occurring, especially for economic purposes. Lack of policy called spatial plan in this case RTRW Province and Regency in responding to existing condition in field. How can a product that is said to be "Scripture" a regional planning is powerless in fulfilling the space for investment in the form of industry, commercial, housing and so forth. There are several results that can be concluded in this study. Basically, the importance of the environment at least can be used as the basis or priority of the main decision makers above economic interests and other politic interests. The current Spatial Plan / RTRW document still holds a big question whether at the time of compilation it follows the norms and rules in a plan (data accuracy, through input process from the community).

In Jakarta, climate change has been detected through rising air temperatures, increased intensity of rainfall in the wet season, and sea level rise. The coupling of such changes with local anthropogenic driven modifications in the environmental setting could contribute to an increased probability of flooding, due to increase in both extreme river discharge and sedimentation (as a result of erosion in the watersheds above Jakarta and as indicated by sediment yield in the downstream area). In order to respond to the observed and projected changes in river discharge and sediment yield, and their secondary impacts, adaptation strategies are required. A possible adaptation strategy is through policy making in the field of spatial planning. For example, in Indonesia, presidential regulation number 54 year 2008 (Peraturan Presiden Nomor 54 Tahun 2008—Perpres 54/2008) was issued as a reference for the implementation of water and soil conservation. This paper assesses the impact of climate and land cover change on river discharge and sediment yield, as well as the effects of Perpres 54/2008 on that river discharge and sediment yield. The spatial water balance model Spatial Tools for River Basins and Environmental and Analysis of Management Option was used for the runoff computations, whilst the Spatial Decision Assistance of Watershed Sedimentation model was used to simulate erosion, Sediment Delivery Ratio, and sediment yield. The computation period is from January 1901 to December 2005, at the scale of the following watersheds: Ciujung, Cisadane, Ciliwung, and Citarum. During the twentieth century, computed average discharge in the downstream area (near Jakarta) increased between 2.5 and 35 m³/s/month, and sediment yield increased between 1 x 10² and 42 x 10³ tons/year. These changes were caused by changes in both land cover and climate, with the former playing a stronger role. Based on a computation under a theoretical full implementation of the spatial plan proposed by Perpres 54/2008, river discharge would decrease by up to 5 % in the Ciliwung watershed and 26 % in the Cisadane watershed. The implementation of Perpres 54/2008 could also decrease the sediment yield, by up to 61 and 22 % in the Ciliwung and Cisadane watersheds, respectively. These findings show that the implementation of the spatial plan of Perpres 54/2008 could significantly improve watershed response to runoff and erosion. This study may serve as a tool for assessing the reduction in climate change impacts and evaluating the role of spatial planning for adaptation strategies.

The research aims to obtain an overview of the legal reconstruction of the regional Spatial Plan of central Kalimantan province-based environmental sustainability. The policy and strategy of spatial and regional development are required to answer the issues or development problems that develop today. The issues include the occurrence of conflicts of interest between sectors, such as mining, environment, forestry, regional infrastructure and so on. Spatial planning does not work optimally to synchronize various sector plans and programs. The occurrence of space utilization deviation from the provisions and norms that should be enforced due to policy inconsistency of spatial plans and weaknesses in development control. The occurrence of a discrepancy between the legal provisions governing the spatial plan with the facts occurring in the field. This type of research is the research of normative law which is also commonly referred to as the type of doctrinal law research. According to Wignoyosoebroto this type of research is a study of the laws that are conceptualized and developed based on the doctrines adopted by the conceptualizing and or the developers. The results showed that the overlap of legislation between state institutions poses confusion for it is required once the renewal of law between state agencies so as not to happen overlap or Inconsistency between the laws and regulations of the other legislation.

Today, spatial planning is playing a more and more significant role in forming spatial development at the local level (municipality, town/city). It is closely connected with numerous documents underlying the implementation of the sustainable policy in the sphere of local development. The article presents an analysis of relevant planning documents at the national level, especially, at the level of the Podlaskie, Świętokrzyskie and Opolskie Voivodeships (provinces). Based on the analysis of spatial functioning in the range of small cities (towns) located in two provinces in the so-called Poland B (Eastern Poland) and one province in the so-called Poland A, the initial recognition of the impact of small urban centres on theregional development was made at different levels. The current economic system rooted in the premises of the innovative development of regions requires conducting detailed studies in the field of investigating its internal structure and external dependencies. As a complex, dynamic mechanism, generating an increase in the quality of life corresponding to the human resources, it also requires an appropriate management remaining in harmony with modern, strategic and spatial economy. The article selectively determines the problems appearing in the economic system of a region and indicates the need to solve the most essential development problems, e.g. those arising due to the obligatory introduction of social and economic scientific descriptions as the fundamental documents for the needs of creating sustainable development of the small-town landscape.

Although no traction in the envisioned direction has been observed since the adoption of the concept of “metropolitan councils” in the Constitution of Zimbabwe (Amendment No. 20 of 2013), there is much potential, scope, and sense in the idea to spur urban and regional development under the impact of urbanization in the country and beyond. In the Constitution of Zimbabwe, Section 269, Harare and Bulawayo Metropolitan are the only regions due for metropolitan councils. The present study seeks to unravel three critical aspects surrounding the concept metropolitan councils as a new paradigm for urban and regional planning and development in Zimbabwe. The study is based on archival methods, which make use of existing documents including the Constitution of Zimbabwe amendment No.20, media reports, reports and plans, by local authorities, among others. Textual and content analysis have been applied to decipher and pigeonhole into different issues towards clustering them into meaningful themes, hence molding the debate of the chapter.

In Indonesia the implementation of the spatial plan is only a small part of the plan. The impact of incompatibility with spatial planning is the deterioration of environmental quality. Tanah Datar District has a growth rate of settlements of 0.8 percent/year period 2000-2017. The purpose of this research is to determine index consistency of spatial plan and determination of policy direction of development of settlement area. To determine the consistency index of spatial planning to do a comparison between land use with the spatial plan. Land use map produced from Landsat ETM + 8, and map spatial plans resulting from the RTRW period 2008-2028 In Tanah Datar District. In addition, to determine the direction of the policy of settlement development using the ISM method. The number of elements analyzed by 10 elements, with 24 experts. The results show that around 43,7 percent of settlement development is incompatible with the spatial plan. Therefore, it is necessary for government policy to be consistent with spatial planning and law enforcement on spatial violation

This research aims to look at the problem of spatial variation in investments allocations for administrative units in Qadisiya province relating to certain sectors .stirring up the unfair investment distribution on the region's areas and its effects in trems of the development of the province. The research shows the local planning importance at the province's level and how to formulate a successful local development plans that leads to the proper spatial planning for whole administrative units, which are included under the administrative decentralization in terms of planning and assigning the roles in a balanced manner between the central government and local government in the province. To achieve the study objective, some theoretical concepts related to spatial development and spatial planning   and its impact on local community development has been reviewed , as well as how to deal with planning concepts, its levels, its requirements and its effect on the local and spatial levels of the local society. The research shed light on the basis adopted to choose the projects and how to be assigned spatially through adoption of Gini index and lorens curve, which measure the fairness or unfairness of allocation the regional development program projects for sectors at the level of districts and sub districts . Some conclusions were drawn and recommendations made regarding spatial development and investment allocation among regions within AL Qadisiya province . Also it has been emphasized on preparing a long rang plan in light of the current environmental and economic changes at the level of the country generally and the province in particular.

The term creative industries began to be used in the second half of the nineties of last century, and since then it has started to appear in scientific research as well in the policy planning documents and processes in Latvia. For example, The Sustainable Development Strategy of Latvia until 2030 emphasizes both the importance of creative industries and the connection with the formation of a creative urban environment. The National Development Plan of Latvia for 2021-2027 highlights the importance of development of small businesses, including in creative industries and tourism in economically weaker regions. However, the development of creative industries entrepreneurship in the regions of Latvia is a little-studied topic so far. Previous studies on creative industries focus on their development in Riga, on their role in economic development and on general conceptual ideas. Aim of this study is to analyse activities set in the municipal planning documents to promote the development of creative industries and to assess the impact of creative industries entrepreneurship on regional development. The research is based on the analysis of the regional policy planning documents and on interviews with representatives of creative industries and with regional development planners. Research results showed that, while national policy planning documents stress that creative industries have an important role in the regional development, only a small number of local development plans highlight this role. Moreover, these documents are not always properly and effectively implemented. On the other hand, case studies showed that appropriate initiatives foster entrepreneurship in creative industries and they can play a key role in regional development.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

The topic of quantitative research on informal employment has a consistently high relevance both in the Russian Federation and in other countries due to its high dependence on cyclicality and crisis stages in economic dynamics of countries with any level of economic development. Developing effective government policy measures to overcome the negative impact of informal employment requires special attention in theoretical and applied research to assessing the factors and conditions of informal employment in the Russian Federation including at the regional level. Such effects of informal employment as a shortfall in taxes, potential losses in production efficiency, and negative social consequences are a concern for the authorities of the federal and regional levels. Development of quantitative indicators to determine the level of informal employment in the regions, taking into account their specifics in the general spatial and economic system of Russia are necessary to overcome these negative effects. The article proposes and tests methods for solving the problem of assessing the impact of hierarchical relationships on macroeconomic factors at the regional level of informal employment in constituent entities of the Russian Federation. Majority of the works on the study of informal employment are based on basic statistical methods of spatial-dynamic analysis, as well as on the now «traditional» methods of cluster and correlation-regression analysis. Without diminishing the merits of these methods, it should be noted that they are somewhat limited in identifying hidden structural connections and interdependencies in such a complex multidimensional phenomenon as informal employment. In order to substantiate the possibility of overcoming these limitations, the article proposes indicators of regional statistics that directly and indirectly characterize informal employment and also presents the possibilities of using the «random forest» method to identify groups of constituent entities of the Russian Federation that have similar macroeconomic factors of informal employment. The novelty of this method in terms of research objectives is that it allows one to assess the impact of macroeconomic indicators of regional development on the level of informal employment, taking into account the implicit, not predetermined by the initial hypotheses, hierarchical relationships of factor indicators. Based on the generalization of the studies presented in the literature, as well as the authors’ statistical calculations using Rosstat data, the authors came to the conclusion about the high importance of macroeconomic parameters of regional development and systemic relationships of macroeconomic indicators in substantiating the differentiation of the informal level across the constituent entities of the Russian Federation.

The purpose of the article is to study trends and identify problems of budgetary provision of the development of Zaporizhzhia region in the context of budgetary decentralization reform. Methods of systematic and comparative analysis, graphical visualization, generalization and statistical methods were used for the study. The article examines the impact of decentralization reform on the financial provision of social and economic development of administrative and territorial units of Zaporizhzhia region. The comparative analysis of the budgetary provision of the development of Zaporizhzhya region and other regions of the Central region is conducted. The article describes the trends and problems of Zaporizhzhya region development. The following positive trends were revealed: increase of revenues to local budgets of the region; reduction of transfer dependence of the region on the state budget; formation of high-taxation CTCs. The negative tendencies of development were: increase of differentiation of financial provision of the development of the regional center and other administrative and territorial units, reduction of the growth rate of revenues to the development budget of Zaporizhzhia region. Attention is drawn to the fact that under the conditions of decentralization reform and administrative and territorial reform, consolidated territorial communities are actively being formed in the Zaporizhzhya region, most of them with high financial capacity, which testifies to the high potential of regional development. The article analyzes the regional target programs of Zaporizhzhia region and clarifies the possibilities of their integration with the Action Plans for implementation of the Regional Development Strategies. The dominance of the social component over the development of regional target programs and low level of implementation of a number of programs are emphasized.
