Features and tendencies of budgetary provision of Zaporizhzhya region development in the conditions of budget decentralization

The purpose of the article is to study trends and identify problems of budgetary provision of the development of Zaporizhzhia region in the context of budgetary decentralization reform. Methods of systematic and comparative analysis, graphical visualization, generalization and statistical methods were used for the study. The article examines the impact of decentralization reform on the financial provision of social and economic development of administrative and territorial units of Zaporizhzhia region. The comparative analysis of the budgetary provision of the development of Zaporizhzhya region and other regions of the Central region is conducted. The article describes the trends and problems of Zaporizhzhya region development. The following positive trends were revealed: increase of revenues to local budgets of the region; reduction of transfer dependence of the region on the state budget; formation of high-taxation CTCs. The negative tendencies of development were: increase of differentiation of financial provision of the development of the regional center and other administrative and territorial units, reduction of the growth rate of revenues to the development budget of Zaporizhzhia region. Attention is drawn to the fact that under the conditions of decentralization reform and administrative and territorial reform, consolidated territorial communities are actively being formed in the Zaporizhzhya region, most of them with high financial capacity, which testifies to the high potential of regional development. The article analyzes the regional target programs of Zaporizhzhia region and clarifies the possibilities of their integration with the Action Plans for implementation of the Regional Development Strategies. The dominance of the social component over the development of regional target programs and low level of implementation of a number of programs are emphasized.

A significant place in the social and economic development of each country belongs to the problems of the budget, because the budget belongs to the sphere of public life that directly affects the interests of all members of society. The budget of any country reflects the important economic, social and political problems of the state and each person in particular. At the same time, the successful solution of budget problems is possible only if a proper understanding of its essence, role and place in the system of economic relations. For any country, the state budget is the main link in the financial system. As part of this system, it combines the main financial categories: income and expenditure of the country, the tax system, public credit, public debt in their closest coexistence. The budget as a financial plan of public expenditures and sources of their coverage plays an important role in the activities of the state. It determines its capabilities and development priorities, its role and forms of implementation of the functions assigned to it. It is an effective regulator of that economy reflects the amount of financial resources required by the state, determines specific areas of use of funds, directs the financial activities of the state. The article analyzes and defines the essence of revenues and expenditures of the state budget. The state and dynamics of state budget revenues and budget expenditures are studied. A comparison of state budget revenues and expenditures was made and it was investigated that expenditures significantly exceed revenues, and therefore the state budget is in deficit. The factors of formation of revenues and expenditures of the state budget at the present stage are determined. The dynamics of GDP growth rates and state revenues are analyzed budget, as well as the impact of GDP on the state budget. The peculiarities of the influence of the foreign trade factor on the revenues and expenditures of the state budget are determined. The influence and shares of exports and imports in the state budget revenues are studied. The current problems of imbalance of the state budget and the causes of the state budget deficit are identified. Ways to balance revenues and expenditures at the present stage are proposed. The dynamics of indicators of export and import of Ukraine is analyzed. The problems of Ukraine 's foreign trade at the present stage are investigated and perspective directions of improvement of the existing state of the export – import policy of the state are determined.

Despite a recent expansion of interest in the social history of death, there has been little scholarly examination of the impact of the Protestant Reformation on perceptions of and discourses about hell. Scholars who have addressed the issue tend to conclude that Protestant and Catholic hells differed little from each other in the Elizabethan and early Stuart periods. This article undertakes a comparative analysis of printed English-language sources, and finds significant disparities on questions such as the location of hell and the nature of hell-fire. It argues that such divergences were polemically driven, but none the less contributed to the so-called ‘decline of hell’.

O texto reproduz, no essencial, as idéias apresentadas em mesa-redonda do 8º Encontro Nacional da ANPUR, realizado em Porto Alegre, em 1999. Após um breve exame das principais características e tendências do ambiente mundial e brasileiro neste final de século, em especial a partir dos anos 70, examina-se os impactos dessas tendências na dinâmica regional no Brasil, nos anos recentes. A seguir, identificam-se as escolhas estratégicas feitas pelas forças sociais e econômicas que dominam o cenário político do País, as políticas principais que as implementam, nos anos 90, e busca-se especular sobre os prováveis impactos na dinâmica regional brasileira. Argumentos são, então, apresentados sobre duas hipóteses principais: a do estancamento da tendência à desconcentração, que dominou dos anos 70 até meados dos 80, e a tendência à fragmentação do País. Ao final, identificam-se algumas contratendências e destaca-se a importância de o Governo Federal definir e implementar uma política nacional de desenvolvimento regional. Palavras-chave: desenvolvimento regional; globalização e dinâmica regional; Nordeste brasileiro. Abstract: This paper essentially reproduces ideas presented at the Round Table of the Eighth National Anpur Meeting, held in Porto Alegre in 1999. First there is a brief overview, from both global and Brazilian perspectives, of the principal trends characterising the end of the century, especially since the seventies. An examination of the impact of these trends on the regional dynamics of Brazil over recent years follows. The strategic choices made by the social and economic forces that dominate the country’s political scenario and the principal policies that have implemented them in the 90s are then identified, followed by speculation on their probable impact on Brazilian regional dynamics. Arguments are subsequently presented in support of two principal hypotheses: the stalling of the deconcentrational trend that was dominant between the seventies and the mid-80s, and the trend towards the fragmentation of the country. Finally, some contra-trends are identified and the importance of the Federal Government defining and implementing a national policy for regional development is highlighted. The study of some indicators of the components of socio-economic development of the region on the example of Vinnytsia region, namely production, financial, demographic, scientific and technical, social, environmental. It is stated that the provision of socio-economic development of the territorial community is realized through the financial content of the social sphere at the expense of own municipal funds and subsidies from the state budget. The assessment of expenditures proves that the social protection of the Vinnytsia region ensures compliance with the constitutional guarantees of citizens. The studied indicators of the Vinnytsia region prove that the socio-economic development of the community is aimed at ensuring the statutory guarantees of social protection of citizens, as well as streamlining the existing system of municipal assistance, benefits and compensation. One of the most successful system technologies that allows you to assess the impact of external and internal factors is a SWOT-analysis. The results of the SWOT analysis make it possible to assess the ability to withstand threats, as well as to overcome internal shortcomings. Thus, the internal factors of socio-economic development of the Vinnytsia region are dominated by strengths. With regard to agriculture and industry, the situation in the region is currently exacerbated by a shortage of skilled labor, namely, specialists in engineering and manufacturing. External labor migration increases the risk of further development of the labor industry. Declared indicators of socio-economic development of the territorial community are considered in terms of a set of different social and economic goals, rational and reasonable use of municipal and state financial resources. The given separate indicators characterizing social and economic development of territorial community allow to define acceptability of conditions for life and development of the person, social and economic stability of community. Changes in social and economic indicators under the influence of internal factors are the basis for the formation of qualitative socio-economic development of the region and the state as a whole.

In this chapter, we introduce the theory, situate the research within the literature, preview the results, and provide an overview for the rest of the book. We argue that individuals with varying social positions have political discussion networks that are composed differently, and as a consequence their discussion networks exert distinct effects on their political behavior. We assert that this book makes three central contributions: (1) expanding the scope of the political discussion network literature by providing a comparative analysis across ethnorace, nativity, and gender; (2) demonstrating how historical differences in partisanship, policy attitudes, and engagement are reflected within groups’ social networks; and (3) revealing how the social position of our respondents affects the impact that networks can have on their trust and efficacy in government, political knowledge, policy attitudes, and political and civic engagement patterns.

The article presents the specifics in the behavior of modern Russians during the coronavirus, which has become a socially topical issue, instantly covering the territories of various subjects of Russia. The publication is based on sociological studies of various levels, as well as publications of the mass media, which allowed for formulating the main patterns that were regularly manifested during the epidemic and considering its typical effects on the social organization of people. The results of a comparative analysis of the impact of the epidemic on human behavior today and a hundred years ago are presented. To that end the results of research conducted in the area by P. Sorokin are used.

Local food production benefits sustainable regional development and should be considered as one the pillars of sustainable regional development strategies. Local food producers share a common heritage because of the cultural and historical ties in their regions, while consumers tend to value food products produced locally. The purpose of this article was to explore market participants’ attitudes toward the impact of local food product attributes on sustainable regional development. The authors’ findings on the main advantages and barriers to consumption of local food products have pointed out the complexity of the relationships between market participants (i.e., producers and consumers) and indicated that a deeper understanding is necessary for overall economic development. The problems of local food products in Serbia, in the context of sustainable regional development, have not been investigated so far, and for this reason, it is important to analyze the differences between consumer and producer attitudes to reduce this perceived gap in the literature. In this way, these insights can offer opportunities for strategic actions in regard to the local food product supply and consumption, with the aim of including different regional stakeholders.
