This study evaluates the utilization of domestic coal-based dimethyl ether (DME) to substitute 15% of the total household sector demand of LPG import projected to year 2040 and the impact to the saving of state budget. Maximum LPG-DME blending in this study is 85% - 15% weight. DME-LPG mixture price at depot will be calculated based on DME FOB price at production plant, shipping cost, mixing and handling cost. The result of the research shows that DME-LPG mixture price and the import LPG price at each depot are 391 USD/MT and 620 USD/MT at Depot Tanjung Priok, 390 USD/MT and 620 USD/MT at Depot Eretan, 396 USD/MT and 622 USD/MT at Depot Tanjung Perak, 397 USD/MT and 622 USD/MT at Depot Gresik, and 401 USD/MT and 624 USD/MT at Depot Semarang. The substitution of LPG import with domestic coal-based DME results the saving of state budget about 388 million USD (IDR 5,332 billion). It concludes that the utilization of domestic coal-based DME is economically feasible to reduce the import of LPG per metric ton (MT), obtain the saving for state budget, and help the government to decrease the dependency of import LPG to maintain the national energy security.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

AbstractThis study aims to determine the implementation of new energy and renewable energy policies in the context of national energy security. The research method used is legal research that uses a regulatory approach. The results of the study show that the implementation of new energy and renewable energy policies in the context of national energy security has proceeded as it should. This can be seen from the role of the government in making policies (beleid) and management actions (bestuursdaad), arrangements (regelendaad), management (beheersdaad) and supervision (toezichthoudensdaad) for the purpose of maximizing the people's prosperity. Energy sovereignty in Indonesia is experiencing problems with a decline in national energy security. Indonesia's energy system is currently facing serious challenges. The imbalance in the condition of energy supplies with national energy needs, especially the oil and gas sector and efforts to fulfill national energy needs in a sustainable manner are the main problems of this nation in the energy sector. It is absolutely necessary to have strategic efforts in the field of creating new and renewable energy. Although the government has issued various policies to catch up, but to realize national energy security, it is necessary to urgently regulate the development of renewable energy as a form of supporting national energy security. As for the formulation of the problems raised in this study are: support national energy security in Indonesia? 2) what is the urgency of regulating the development of renewable energy as a form of supporting national energy security? This research will use normative juridical research and supported by empirical juridical research so that it will be able to see the conditions of developing renewable energy as a form of supporting national energy security in Indonesia. To realize this, it is necessary to urgently regulate the development of renewable energy as a form of supporting national energy security.

The National Energy General Plan (RUEN) has set 11.6 million kiloliters of biodiesel production target in 2025. The determination of biodiesel production targets in RUEN is part of the objectives mandated in the National Energy Policy (KEN), which is to achieve energy security and independence. Therefore, this study aims to analyze the impact of biodiesel agroindustry on the achievement of national energy security in 2025. The simulation conducted in this study uses Long-range Energy Alternatives Planning (LEAP) software, which based on the accounting model. The model has run on Business as Usual (BAU) scenario, using four dimensions and 12 indicators of energy security in the context of biodiesel agroindustry. Model simulation results show a decreasing energy security trend in the period of 2022-2025, while the biodiesel production target, which was set at RUEN, cannot be achieved in 2025. This is mainly related to availability and affordability, which experienced a decline in the period. Further research needs to be done on the strategy of developing biodiesel agroindustry by considering scenarios of increasing production capacity and productivity as well as its impact on national energy security.

The mining was declared as a priority sector within the framework of the government policy to support the export industries. In the past years, the mining extraction increased steady and growth showed an increase of 8.3 percent in 2012 compared to the previous year, 19.4 percent in 2013 and 24.4 percent in 2014 respectively. In the current stage when the mining sector production plays a crucial role in the accumulation of the state budget, one of the key issues of improving the benefits of this sector is the impact of the labor force. By the labor market survey of 2013 out of 219013 job offers 14541 jobs or 6.6 percent were in the mining exploration sectors. Due to the mining sector booming, the job opportunities have increased and there is a need for the government policy and regulations for the education policies, curriculum modifications of the universities, colleges and vocation training as well as labor migration. According to the results of the study, the major challenge for the mining sector is lack of creative, enthusiastic and professional personnel. Therefore, identification of the accurate government policies that would ensure the balance between supply, the demand for the human resources in the mining sector and cohesion of the stakeholders are becoming essential.

Subsidy is one of the main problems that burden the budget in some developing countries. Indonesia and India have similarities in dealing with efforts to reduce energy subsidies, especially kerosene. This study aims to explain the impact of the kerosene subsidy to the state budget of India and Indonesia, to explore and propose the alternative solutions to solve the problems occurred in relation with the implementation of the kerosene subsidy in both countries and to elaborate the strategy made by the government of both countries in reducing kerosene subsidy. This study used qualitative methods to explore ways of collecting information through data analysis in various types of both primary and secondary. The analysis used in this research is descriptive analysis in which researchers performed interpretation of data. From the analysis conducted, both countries succeeded in reducing the burden of subsidies for kerosene with a variety of strategies fit with the characteristics of each country.

The article considers the stages of healthcare sector reforms in Russia and the impact of this process on public health as the main indicator of the social state. A definition of public health is given; the scientific significance and relevance of the research are justified. The works of foreign and domestic authors, their approaches to the study of factors affecting public health are analysed. The analysis of the state of public health in 80s-90s of the last century during the political and economic crisis is made; the transition process from the so-called “budget-funded” financing model to the “insurance” one is described. Based on statistics and expert assessments, as well as international confrontations, conclusions are drawn about the multi-year underfunding of the healthcare sector, primarily from the state budget. A new stage of reforms is analysed: since 2014, the Russian government has begun the so-called “optimization” of healthcare. Its goals, results, feedbacks from doctors and patients are stated. They show the new reform is a negative process for health system. The blunders of health care reform have been sharply marked with the beginning of the pandemic of coronavirus infection. The facts of the self-sacrificing work of the doctors and nursing personnel during the pandemic period, the measures of the Government and the society to support medical workers were described.

The allocating revenue to the individual budgets of self-governments in the Slovak Republic is a highly sophisticated process. Redistribution of resources using fiscal decentralization is an effective instrument through which the government attempts to eliminate subsidizing of municipalities and self-governing regions from the state budget and thus achieve higher stability of the economy. The function of municipalities and higher territorial units is secured by so-called special purpose tax revenues, which do not go into the state budget but directly into the budgets of self-governments. This research contribution focuses on the revenue side of budgets of public administration institutions for the period of the last five concluding budget years. The analysis demonstrates the meaning and importance of tax revenues for the mentioned institutions as well as the expenditure side of the state budget. In this contribution, a comparative study identified the changes that occurred in the individual years of the presented range and subsequently, evaluated fiscal decentralization and its influence on the revenue side of budgets of municipalities.

This paper discusses the interface between violence in the Niger Delta, global energy security and amnesty granted to armed groups by the Nigerian government. The author notes the impact of the violence on energy infrastructure and brings to the fore how the violence endangers energy security. Thus far, a major concern is that the amnesty program will fail because it was not preceded by negotiations between the government and combatants. The author questions this view and points outs that before the amnesty proclamation, several negotiations through committees and commissions involving stakeholders had been done. The paper thus argues that it cannot be entirely correct to conclude that there were no negotiations before the amnesty program was proclaimed. Further, it argues that the issue of negotiation cannot be as important as the failure of government to tackle the fundamental issues which triggered the conflict. The deepening of the country’s democracy to ensure that votes count at elections is seen as the most likely option to guarantee the success of the amnesty program and secure the region and energy security.

ABSTRAKPemerintah RI dalam upaya pengimplementasian Revolusi Industri 4.0 di bidang industri telah menetapkan 10 langkah prioritas nasional, yaitu roadmap yang dikenal dengan Making Indonesia 4.0, yang mencakup perbaikan alur aliran barang dan material, desain ulang zona industri, akomodasi standar-standar keberlanjutan, pemberdayaaan UMKM, pembangunan infrastruktur digital nasional, peningkatan minat investasi asing, peningkatan kualitas SDM, pembangunan ekosistem inovasi, pemberian insentif untuk investasi teknologi, dan harmonisasi aturan dan kebijakan. Melalui pemetaan ini, industri tambang menjadi salah satu unit industri yang penting untuk mewujudkan revolusi industri 4.0. Meskipun pada tahun 2018 trend insdutri global mengalami pergeseran dari industri ekstraktif (extractive industry) menjadi industri disruptif (disruptive industry), seperti perusahaan-perusahaan teknologi maupun perusahaan berbasis R&D (research and development), revolusi industri tidak serta merta dapat tercapai tanpa adanya peran dari sektor industri ekstraktif, misalnya sektor industri pertambangan, seperti pengadaan bahan baku industri, penggiatan energi terbarukan, hingga penyediaan segala fasilitas dan infrastruktur pendukung bergeraknya revolusi industri 4.0 di Indonesia, contohnya pemenuhan kebutuhan listrik. Untuk itu dilakukan penelitian dengan metode deskriptif kualitatif untuk mengkaji arah kebijakan sektor industri pertambangan sebagai sektor utama dalam mendukung perkembangan revolusi industri di Indonesia. Berdasarkan peraturan pemerintah yang dikeluarkan dalam KEN dan RUEN, serta UU Minerba Nomor 4/2009, terdapat hal mendasar yang perlu diperhatikan pemerintah, yakni kebijakan mengenai ketahanan energi nasional. Pemerintah harus mulai memperhitungkan keterdiaan energi dalam kebijakan yang juga menyangkut pembangunan berkelanjutan (sustainable development) sebagai upaya untuk mengendalikan sumber daya maupun cadangan batubara di dalam negeri untuk sumber energi nasional melalui kebijakan pembentukan Wilayah Cadangan Negara (WPN) khususnya batubara. Pembuatan neraca sumber daya alam sebagai langkah awal pembentukan kebijakan berbasis riset diharapkan dapat ditindaklanjuti dengan perhitungan yang matang mengenai ketahanan energi hingga perhitungan ekonomis terkait kerusakan lingkungan, karena meskip hingga pertengahan tahun 2019 PNBP di sektor mineral dan batubara telah mencapai Rp19,16 triliun atau 44,28% dari target tahun 2019, terdapat kemungkinan bahwa angka penerimaan ini tidak sebanding dengan besaran nilai yang dibutuhkan untuk kompensasi kerusakan lingkungan yang diakibatkan oleh adanya aktifitas pertambangan. Kebijakan pemerintah kedepannya diharapkan tidak hanya berfokus pada kebijakan DMO, besaran royalti, ekspor impor, hilirisasi, konversi maupun konservasi energi, namun perhitungan matang terhadap ketahanan dan ketersediaan energi nasional melalui pembentukan WCN batubara, karena batubara sebagai target bauran energi utama Indonesia merupakan energi fosil tidak dapat diperbaharui yang diperkirakan habis dalam 71 tahun, dan dapat lebih cepat apabila bauran batubara Indonesia sesuai proyeksi mencapai 38% di tahun 2025 (asumsi business as usual). Kata Kunci: kebijakan, cadangan energi, batubara ABSTRACTThe Government of Indonesia in the attempt to implement the Industrial Revolution 4.0 through its Ministry of Industry has set 10 national priorities, known as Making Indonesia 4.0, which includes improving the flow of goods and materials, redesigning industrial zones, accommodating the sustainability standards, empowering MSMEs, developing the national digital infrastructure, increasing foreign investment interest, improving the quality of human resources, building an innovative ecosystem, providing incentives for technological investment, and harmonizing rules and policies. Through this roadmap, the mining industry became one of the important industrial units to support the realization of industrial revolution 4.0 in Indonesia. Although in 2018 the global industry trend has shifted from an extractive industry to a disruptive industry, such as technology companies and R&D (research and development) based companies, the industrial revolution cannot necessarily be achieved without the role of extractive industry sectors, for example the mining industry, in supporting the raw materials, facilities and infrastructure, and electricity. For this reason, a qualitative descriptive study was conducted to examine the policy in terms of mining industry. Based on government regulations issued in KEN and RUEN, and Mining and Minerals Law, there are basic things that need to be considered by the government, namely policies on national energy security. The government must begin to take into account the availability of energy in its policies that also in line with the sustainable development as an effort to control domestic coal resources and reserves for national energy sources by establishing a State Reserve Area (WPN) policy especially for coal. Creating a natural resource balance as a first step in setting up a research-based policy is expected to be followed up by a careful calculation of energy security to economic calculations related to environmental damage, because even with the high amount of PNBP in the mineral and coal sectorthere is a possibility that this is not proportional to the amount of value needed to compensate for the environmental damage. Future government policies are expected to focus not only on DMO policies, royalties, export-imports, downstream, conversion and energy conservation, but also careful calculation of national energy security and availability through the formation of coal WCN, because as Indonesia's main energy mix, coal is fossil energy which estimated to be used up in the next 71 years, and can be faster if the percentage of coal in Indonesian energy mix reaches 38% in 2025 as projected (business as usual).Keywords: policy, energy reserve, coal
