The article deals with the theoretical and practical issues of innovation activity as a factor of economic development and its sustainability. It reveals that economic instability can affect the investment climate, as well as cause significant slowdown of the innovation process. It points out the differences in adaptation processes in regions, which are reflected in the pace and direction of innovation implementation. An assessment of the innovation potential of a resource-type region was carried out based on indicative method and a set of criteria which were divided into five groups. The groups are formed according to scientific, technical, personnel, financial and resulting components. The analysis revealed that the resulting component is in a pre-crisis state, which is determined by the small number of active enterprises introducing innovation technologies and a small share of innovative products. It was noted that the technical and personnel components are in a normal state, and the financial component is in the state of crisis. It was concluded that there exists a sufficiently high innovation potential in the basic sectors of the industrial region. The debatable results of any assessments of the innovation potential and its impact on the sustainability of socio-economic development are underlined.

Topicality. Under the conditions of the decentralization reforms in Ukraine the communities’ cooperation becomes one of the key tools of their socio-economic development. At the same time, this tool was underused in Ukraine in the sphere of innovation activity. The experience of world in general and Europe in particular showed that the cooperation among territorial and economic systems is efficient in the sphere of innovations and is actively applied by the regions both in the national and cross-border cooperation. Aim and tasks. The elaboration of methodological and applied bases of the realization of innovation vector of economic development and cooperation among territorial and economic systems of Ukraine and elaboration of the classification models of such cooperation in innovation sphere. Research results. The article suggests the methodological, classification, institutional bases of cooperation among territorial and economic systems, implementation of which will facilitate the realization of their innovation potential. The application of the territorial and economic systems as an object of the research allows to approach the studied problem not from the standpoint of administrative- territorial division, that involves the study of inter-municipal cooperation, formation of subregions, agglomerations, conurbations, etc., but from the functional standpoint to explore the inter-territorial innovation process in the context of cooperation within the innovation systems, production clusters, etc. While the issue of the regional innovation systems and clusters formation is well-studied, their formation in the interregional aspect remains topical both in the theoretical and applied aspects for the Ukrainian economy. Conclusion. The methodology of the realization of innovation vector of economic development and cooperation among territorial and economic systems of Ukraine, that is suggested in the research, provides the system approach and determines key orientations of the politics of inter-territorial cooperation activation in the innovation sphere.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.

The report provides an assessment of the innovation factor in the reindustrialisation of Eastern Siberia, based on data on R&D costs and the introduction of innovative products. The Krasnoyarsk Territory has the greatest innovative potential, followed by the Irkutsk Region. The terms of modernisation of industrial complexes in Krasnoyarsk and Irkutsk were compared on the basis of the triple helix model. This model formalises the interrelation of production with university education and the development of interaction between all parties of the innovation process. The leadership of the Krasnoyarsk Territory was confirmed by a more developed innovation infrastructure of universities that interact with local engineering and aerospace corporations. Industrial production of the Irkutsk oblast is more focused on the extraction of minerals and the production of primary processing goods due to its more eastern position and dependence on the needs of the Chinese market.

New and innovative products are drivers for successful and sustainable growth of companies. Only a continuous stream of innovations can defend established market segments and create new markets for the company. Especially for European companies, innovations offer the opportunity for differentiation against competitors and therewith help to consist the present cost pressure mainly coming from Asian countries. Thereby, innovation inherent risks regarding limited product success, longer development times and quality lacks threaten the success of the innovation process. With this paper, a new approach is introduced, which aims at the reduction of the risks in the innovation processes. This is realized by shifting the focus from a customer requirement driven innovation screening to a product portfolio based innovation approach. The idea is to identify innovation opportunities within existing portfolios to maximize the use of existing company capabilities.

The article gives a rationale for rebuilding the country’s innovation capacity as a key task of the current economic policy of the state, since it is the use of innovations that is extremely important for successful business activity and for obtaining competitive advantages in the world market. The subject matter of the study is the role of banking system, whose lending activity can serve as a powerful source for funding innovation, which, in turn, is seen as a key driver for investment and economic growth. The purpose of the research paper is to substantiate the appropriate theoretical and methodological approaches to understanding the role of the banking system within the framework of stimulating innovative development of the economy. The article critically analyzes the current state of innovation activity in Ukraine and systematizes the main factors restraining the innovative development of the economy. Particular attention is paid to the lack of funding for innovation, the ineffective structure of the national economy, and insufficient state financial support. The lack of an adequate level of funding for innovation activities of enterprises is identified as one of the main constraints on the introduction of innovations and enhancement of innovation potential. It is stressed that the limited amount of own funds and the objective difficulties in attracting foreign financial resources of investors are usually the main reasons for the low degree of innovation activity of enterprises in Ukraine. It is argued that it is the banking system that can act as the main institutional element of the innovation infrastructure, which has the proper organizational, technological and financial potential, sufficient for accumulation and redistribution of those investment resources that are necessary for activating the innovation process in the national economy. The advantages of banks in comparison with other participants of the financial market are determined, which determines the key role of the banking system in the innovative development of the economy. The author articulates a set of organizational, institutional and economic measures at the macro- and micro-levels which can contribute to incorporating the banking system into the framework of stimulating innovation processes.


The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

Nowadays, innovation activity is becoming the most important factor of economic development. The scale and effectiveness of innovation are the major contributing items, which determine the level of socio-economic development of the country and its national security. The large-scale and multi-vector changes of recent decades have transformed a significant part of the world's socio-economic processes. The speed of change has significantly accelerated, and competitiveness is increasingly determined by innovations. There is a need to study the innovative component of investment. Ukraine faces objectively necessary investment processes for transition to an innovative model of development. Taking into account these trends, the question about the theoretical coverage of the main approaches and the display of information on the costs of innovation of enterprises in Ukraine, adhering to national and international accounting standards, becomes of particular urgency. Thus, the author considers the accounting and analytical support issues of innovative activity of enterprises of the processing industry, in particular, the food industry of Ukraine. A thorough analysis of approaches to the interpretation of the definition of "innovation" has been conducted. Component analysis of national and international statistical indicators of Ukraine's innovation potential has been carried out. The dynamics of the introduction of innovations in industrial enterprises by types of activities and directions of innovations is presented. The features of cost accounting for innovations in processing enterprises (on the example of enterprises of the food industry) were investigated and accounting approaches were adopted for ensuring the costs of innovations and R & D taking into account the accounting standards and international financial reporting standards. Specific objects of accounting, accounts of synthetic and analytical accounting are outlined. The author has proved that the use of the proposed approaches to accounting for investment in innovations requires additional regulation both at the state level and at the enterprise level. The measures for improving the accounting of investments in innovations of the enterprises of the processing industry are proposed, and the creation of a unified method of accounting for the costs of innovations is proposed.

Innovation activity is central to economic modernization. Despite the fact that Russia possesses serious scientific/technical potential, it has fallen significantly behind industrial countries in getting innovative solutions to an open commercial market. The nation has had difficulties in commercializing innovative output, which has kept it from achieving the economic returns that it deserves. The commercialization of R&D outcomes is indispensable to the strategic development of any organization. The insufficiently effective realization of innovation potential in Russia is largely due to the detachedness of innovation activity in higher education institutions from practice and a lack of interest from business – a key agent of innovation commercialization. The research reported in this paper focuses on the scientific/theoretical and practical/applied foundations of the process of commercializing the outcomes of innovation activity in higher education institutions. It has helped establish and gain an insight into some of the key issues in the area. The paper makes a case for the possibility of enhancing this process via a special model for commercializing the outcomes of innovation activity in higher education institutions.

The strategy of economic and social development of Ukraine is aimed at introducing an innovative model of structural construction and economic growth. At the same time, the main source of such growth is innovation products, the creation and use of which is the main driving force of the country's economic development. Currently, there are certain problems in Ukraine that hinder the development of innovation activity. These include: - insufficient level of financing of scientific and technical works and associated derivative threats (loss of scientific personnel and intellectual property, inappropriate structure of scientific and technical potential, reduction of innovation activity, etc.); - insufficient level of informational support of innovation sphere; - unsuccessful tax policy of the state in the innovation sphere; - weak development of technology transfer technology. Innovative products become the subject of accounting since the documentary design of its adoption. Externally, such acceptance may have signs of copyright (certificates, etc.). Identification of objects of accounting of innovation activity involves their assessment. Evaluation of innovation projects and programs should be carried out in three directions: 1) evaluation of innovations with a view to their selection (pre-investment stage); 2) accounting (accounting, cost) assessment of innovations (at the moment of innovation attraction and by the end of their period of operation); 3) assessment of the efficiency of innovations (in parallel with the operation of innovations and after the investment stage). Having analyzed the Ukrainian legislation on the accounting evaluation of such an object of accounting as innovation, one can conclude that the regulatory and legal framework is inadequate and inconsistent. The identified shortcomings therefore require improvements in the methodology and practice of accounting for innovation assessment. The assessment should take into account the factors of influence and the specific situations in which the company is located. In our opinion, the assessment of innovations as an object of accounting and analysis should: - to show the quantitative and value value of a specific type of innovation; - to give an assessment from the moment of introduction and for a certain date up to the release of innovative products and the implementation process; - reflect market value and expert assessment for possible implementation through patenting and licensing; - reflect the recoverable cost of innovative projects to be upgraded, reconstructed and improved during operation; - take into account the liquidation value or the cost of the sale; - serve as the basis for conducting an economic evaluation of the innovation process; - to be an institutional basis for the legal services to perform certain activities related to the negotiation of the conditions for the development of innovations, the protection of property rights and the issuance of results by patents; - to provide information on the requirements of statistical accounting, tax and investment regulation, administrative management, etc. The peculiarity of accounting for innovations is their attribution to a particular type of activity. In this connection, there are some problems and inaccuracies. In our opinion, the innovative activity will be classified as operational in the case when the enterprise is experimental and its operational activities involve the introduction of new varieties of plants, animal breeds, etc. Otherwise, the innovation activity will be expressed through investment. The accounting of innovations should reflect the information on income, expenses and the process of development and implementation of innovations at the enterprise, which determines its purpose. To account for innovations, appropriate accounting records should be assigned. However, the current legislation provides for the identification of information only for the cost of research and development. All other information about the innovative state of the enterprise development is reflected in the general accounts of assets, income, expenses, etc. Using common accounts for innovation is not convenient, because information is sparse. In order to overcome this shortcoming, it is expedient to use the information of the accounting of innovation activity. In addition, the amount of innovation costs should be used. For successful construction of the models of accounting for innovations it is necessary to take into account the needs of internal and external users, in particular by changing the forms of both financial and statistical reporting. The results of the research allow us to formulate the following conclusions and suggestions. First of all, the regulatory framework for innovation assessment needs to be improved. It should take into account the peculiarities of the functioning of enterprises. In addition, the urgent issue is the development of methodological recommendations for the accounting of innovations, which will form the basis for the development of the Order on accounting policies in terms of innovation activities of the enterprise. The issue of reporting information about the entity's innovations will need to be resolved, for which it is proposed to use the Report of sources of financing of innovation-investment activity and the Indicator of the amount of innovative expenses. The use of these proposals will improve the accounting of innovations in the enterprise.
