The article gives a rationale for rebuilding the country’s innovation capacity as a key task of the current economic policy of the state, since it is the use of innovations that is extremely important for successful business activity and for obtaining competitive advantages in the world market. The subject matter of the study is the role of banking system, whose lending activity can serve as a powerful source for funding innovation, which, in turn, is seen as a key driver for investment and economic growth. The purpose of the research paper is to substantiate the appropriate theoretical and methodological approaches to understanding the role of the banking system within the framework of stimulating innovative development of the economy. The article critically analyzes the current state of innovation activity in Ukraine and systematizes the main factors restraining the innovative development of the economy. Particular attention is paid to the lack of funding for innovation, the ineffective structure of the national economy, and insufficient state financial support. The lack of an adequate level of funding for innovation activities of enterprises is identified as one of the main constraints on the introduction of innovations and enhancement of innovation potential. It is stressed that the limited amount of own funds and the objective difficulties in attracting foreign financial resources of investors are usually the main reasons for the low degree of innovation activity of enterprises in Ukraine. It is argued that it is the banking system that can act as the main institutional element of the innovation infrastructure, which has the proper organizational, technological and financial potential, sufficient for accumulation and redistribution of those investment resources that are necessary for activating the innovation process in the national economy. The advantages of banks in comparison with other participants of the financial market are determined, which determines the key role of the banking system in the innovative development of the economy. The author articulates a set of organizational, institutional and economic measures at the macro- and micro-levels which can contribute to incorporating the banking system into the framework of stimulating innovation processes.

The essence of the concept of «innovation potential» as an economic category highlights the essence of the concept of innovation potential and scientific approaches to its interpretation. The concept of «innovation potential» has become «a conceptual reflection of the phenomenon of innovation activity». An enterprise can develop innovation activities only if it has sufficient innovation potential. Innovative development depends on the size and structure of the innovation potential. That is, if an enterprise has the necessary resources, it can develop and implement various innovations in its economic activities. If innovation opportunities are limited, then it is necessary to increase them and choose a follower strategy, that is, to implement improving technologies. Innovation potential as a set of resources, the use of which will lead to the achievement of advantages and strategic goals, needs to be increased and developed. The views of various foreign and domestic scientists on the concept of innovative potential are systematized. Various scientific views of domestic and foreign scientists on the essence of the concept of innovative potential are studied. Interpretation of the concept of innovation potential can be carried out from different approaches, namely: structural-functional, integral, behavioral and process approaches. Each approach has its own understanding of the essence of innovation potential. Scientists have not yet given a general definition of the concept of innovation potential, so depending on the scope of application, innovation potential can be considered as a set of material and non-material resources, as a process of using innovations in economic activities, as the ability of an enterprise to adapt the internal environment to change environmental factors with the use of available resources and opportunities. The components of innovation potential are characterized in accordance with various scientific approaches. It is proposed to define the innovative potential of the enterprise as a set of integrated characteristics, existing and hidden opportunities that allow efficient use of innovative resources (raw materials, labor, information, technology) through innovative competencies and innovative organizational skills to achieve innovative development goals.

The mechanism of stimulation of employees taking into account the achieved personal results will help to increase the level of interest in reaching the goal of the organization, and to preserve its highly qualified work potential. The main features of innovation by industrial enterprises in the national economy are the long development and testing of innovations, the impossibility in some cases of full appropriation of it’s, the complementary nature of innovation, its close relationship with local conditions and high risk. The task of managing the innovation activity in industrial enterprises of the corporate type of the national economy branches at the present stage can be solved by applying adaptive approaches and adaptive management model. It is based on the formation of the program trajectory of the controlled system for a certain period and the creation of a management system action aimed at eliminating destabilizing disturbances that deviate the controlled system from the program trajectory. The efficiency of the national economy is largely determined by the interaction of science and practice, especially the introduction into production of advanced innovative technologies in industrial enterprises. The analysis of the peculiarities of the innovation process in the national economy shows that the introduction of innovation by enterprises is a process focused on the commercialization of innovations, which reflects the emergence, development and resolution of domestic science and practice, provided by the innovation potential of industrial enterprises.

The purpose of this paper is to develop practical recommendations for managing the innovation activities of small and large enterprises in the face of increasing competition. As a result of the study, the peculiarities of managing the innovation activity of a small manufacturing enterprise based on the application of the diffusion of innovation method for such management functions as management, production, marketing, and human resources have been identified and generalized. A mechanism has been developed to implement the scientific and technical policy of small manufacturing enterprises, the key feature of which is the possibility of introducing innovations. An algorithm for the formation of the most optimal program for the innovative development of a small manufacturing enterprise is proposed, within the framework of which the innovation process is proposed to be considered in the form of logically indivisible organizational, managerial and technological operations, taking into account the assessment of the size and form of the required resource support for each operation, as well as its economic efficiency. As a result of the study, a technique was obtained that allows determining the most optimal program of innovative development based on the analysis and comparison of their necessary resource support and economic effect from implementation.

The pragmatic role of financial mechanisms in the paradigm of innovation development on the basis of fundamental principles of national science and practice is explored. It is proved, that the key parameters of modern innovation development show steady tendencies of decreasing entropy of financial mechanisms of the state. It was clarified that the transfer of emphasis on the use of advanced technologies, the transition to the release of high-tech products, the adoption of progressive organizational and managerial decisions in innovation activities should be based on the principles of innovation imperative and autocratic mechanisms in the country's economic policy. It was stated that the intensification of innovation processes in the state should be based on the principles of interaction between subjects of scientific and technical and entrepreneurial activity, in particular, to minimize the consequences of changes in the structure of economic activities. It has been established that the paradigm of innovation development requires the formation of an effective financial policy of the state, the main tasks of which are activation of innovation activity of economic entities and the creation of a coherent system of their financial support, taking into account an effective financial mechanism. This will be facilitated by systematization of state financing and stimulation of innovative development of the national economy.

That is why the R&D potential of the state is one of the main factors that reflect the level of both economic and technical level of its development. Unfortunately, the level of patent innovation in Ukraine is low, despite the strong R&D potential. Problem statement. The efficiency of innovations, trends in nanotechnology patenting, and the level of nanotechnology development in Ukraine are mainly determined by the qualifications of Ukrainian researchers. Therefore, preserving the R&D potential of Ukraine and preventing its outflow abroad are among the most pressing problems today. Purpose. To determine the role of R&D in the economy of Ukraine and the world, the level of publications of Ukrainian authors, the effectiveness, patent circulation, and prospects of innovations in Ukraine. To characterize the world market of nanotechnologies and the level of development of nanotechnologies in Ukraine and to provide a forecast of innovative development in Ukraine and the world. Materials and Methods. Statistical data of R&D potential of Ukraine, number of research works in Ukraine, materials on the quantitative and qualitative level of scholarly research publications of Ukrainian authors, patent circulation, the efficiency of innovations in Ukraine for the period 2010-2017, for forecasting of innovative development in Ukraine and the world on the coming decades. Results. The R&D potential of Ukraine, the current level of nanotechnology, innovation, and trends in their further development have been evaluated. The innovative development in Ukraine and the world until 2030 has been forecasted. Conclusions. Ukraine has a strong R&D potential, but the level of patent and innovation activity in Ukraine is low. Against the background of the integration of Ukrainian researchers into the world community, there is a significant increase in the number of joint scholarly research publications of Ukrainian researchers with foreign colleagues.

The study investigates the stages and features of privatisation in Ukraine. it describes the impact and consequences of privatisation on the economic potential of the country. The main features and problems of the privatisation process in Ukraine are identified. Theoretical and practical analysis of the consequences of privatisation of state property on the innovative development of Ukraine's economy has been carried out. It was established that the withdrawal from state ownership by means of privatising enterprises is a challenge that negatively affects innovation activity, because it is mainly associated not with the creation of "know-how" to ensure economic development, but with encroachment on material resources states with the motive of enrichment, which leads to the cessation of development and introduction of existing (often imported) technologies and, as a consequence, threatens the internal innovation potential and national security of the country. The proposed ways to reform the privatisation process are aimed at mitigating the consequences of unfair privatisation to strengthen the competitiveness of the national economy, its innovative development and improve the social situation of citizens of Ukraine.

The purpose of the study is to develop tools for assessing the level of innovative development of an enterprise in order to improve the management of its innovation activities. Radical increase of the role of innovations in modern conditions predetermines the activation of innovative activity of enterprises on the basis of increasing production efficiency, implementing promising research and development projects and implementing innovative programs. The situation in the world economy demonstrates that the innovative component of enterprise development is the main source of growth and contributes to the level of competitiveness of the organization. As a result of the generalization of the experience of research in the field of innovative development, a system of economic indicators that maximally characterizes the innovation activity carried out by enterprises is formed, which is the basis for developing tools for assessing the level of innovation development of the enterprise, a toolkit for assessing the level of innovative development of an enterprise using the proposed system of economic indicators, to increase the level of innovative development of the enterprise tions and to assess their cost-effectiveness.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.
