E-commerce is rapidly gaining popularity and is a dynamically developing industry in the global economy. With the help of information technologies, Internet companies are open to opportunities to develop new markets, providing the Internet consumer with great potential for product research. For the further effective development of commercial activity, an important condition is fulfilling the need to assess the main trends and changes in the development of electronic commerce.The purpose of the study is to analyze the development and current state of electronic commerce in the world, as well as develop methods and recommendations for participants in foreign economic activity doing business through the Internet in the interests of expanding companies and increasing the efficiency of their activities. Results. A study of the basic principles of electronic commerce and the factors affecting it. E-commerce systems are presented that enable buyers not only to interact with the seller, but also to receive the most complete information about the goods sold and the services provided. Using the results of the analysis, the state and main trends in the development of electronic commerce are determined. A system of indicators has been supplemented to assess the level of development of international electronic commerce.

The objective of this work, is to analyze the meaning of electronic commerce in our days taking into account the information technologies; it also will analyze their adjustments, their trends and applications of the same, in the Business to Consumer Relations (B2C), Business to Employee (B2E) and Business to Administration (B2A), Consumer to Consumer (C2C), Citizen to Government (C2G), Business to Government (B2G) and, Business to Business (B2B), as well as how information systems have been very useful to reduce costs, getting technology to change from being an operating support tool to become a strategy one, to increase the sales volume and the profits of the business as a result of this. The trend being taken by businesses and consumers has increased the participation of the companies which apply it in a comprehensive manner, since they reach international markets, while also face another kind of competition that takes place in a global market. We conclude that electronic commerce will remain a tool of great importance to efficiently manage the chains of supply between businesses and consumers through the Internet which allows an integration to reduce costs of ordering, distribution, administration and delivery of input materials.

The rapid expansion of the internet provides the world great achievements both in social and economic life. E-commerce has become one of the serenest ways of doing business and has a persuasive impact on the economy. It is the set of transactions that have been conducted through internet connections and computer networks. This chapter aims to look at the cross-border e-commerce payments. Specially, the chapter has focused on the trends in e-commerce payments, methods of online payments, effects of cross-border e-commerce, factors affecting cross-border e-commerce payments, friction of cross-border e-commerce system, drivers and impediments of cross-border e-commerce, growth of cross-border e-commerce in emerging markets. Moreover, this chapter shows how information has become the blood of e-commerce. It has extensive effects on the economy, society, and indeed national security.

Electronic commerce has been recognised as a source of fundamental, pan-sectoral change to the conduct of business; Chan and Swatman (2000) use the term: “A new paradigm for doing business.” Other authors have gone further, viewing modern IT developments as the latter part of a period starting in the mid-1970s that represents a transition to nothing less than a new phase of capitalist development (Amin, 1994). Benjamin, Rockhart, Scott Morton, and Wyman (1983) also suggest that the world economy has been fundamentally altered by the globalisation of competition which has largely been caused by the declining cost and consequent increasing spread of IT developments.

The first chapter aims at defining a “big picture” of contemporary business and business computing. Business pressures and business risks are explored in order to identify the main factors affecting the functioning of modern organizations in the Internet era. IT-related risks are identified as well, showing some sort of paradox in today’s e-business and e-economy era: information technologies are used in order to provide answers to several types of business pressures and reduce the risks, however, in the same time, IT can be a risk by itself, if not implemented and/or managed properly.

The paper considers the problems consider the problems of enterprises digitalization. Based on the research of the scientific literature, it is established that enterprises in the modern world need the active introduction of information and digital technologies to ensure the competitiveness of production and active development in the future. The analysis and assessment of the use and development of communication and information technologies by domestic enterprises is carried out. According to its results, it is established that the main areas of information and communication technologies implementation in domestic enterprises are cloud computing services, sources of "big data" for the analysis of "big data", 3D printing, external links to the Internet, own websites and electronic trade via the Internet, etc. It is determined that due to the rather intensive growth of the number of enterprises in the information and communication industry, the use of their developments in production is rather insignificant. Only 5% of enterprises during the study period used all the above information technologies in their activities. Based on the analysis, the problem areas of the process of implementation and development of communication and information technologies at domestic enterprises are identified and recommendations for improving the efficiency of information and communication technologies are provided. The MatLab Statistic Toolbox built into MatLab is used to determine the trends of the impact of digital innovations and the number of information and communication enterprises on GDP.


This research article is about the relative novelty of the E-Commerce Institute and the lack of developed specific legislation in this field raise a number of legal problems. The article is devoted to the legal and economic aspects of the sphere of e-commerce and e-procurement (tendering). The subject of the study is the domestic legislation that governed the issues of information security in the field of e-commerce and e-procurement. The methodology of the research includes general scientific and special methods of knowledge of legal and economic aspects in the field of e-commerce. Thus, the relevance of the article is due to the possibility of using electronic communications in the realization of transactions is declared in the Ukrainian legislation (Articles 207, 1087 of the Civil Code of Ukraine can be named), but the mechanisms of its application do not have proper regulation. Ukrainian legislation does not ensure the effective development of information technologies, dynamics of trade turnover. The authors concluded electronic procurement mechanism contains a large number of provisions based on which the contracting authorities and participants can abuse their rights. The results obtained from the study help to improve the mechanism of electronic procurement in practice. Therefore, as one of the possible ways of solving the problem of electronic trade turnover, it is advisable in the tender committee regulation to determine the rights and obligations of all its members, with the responsibility of one of the employees to monitor the prices and quality of the goods, works and services procured by the organization.

The rapid growth of online trade leads to a number of problems faced by EAEU member states in the implementation of customs regulation of electronic commerce: reducing the tax base by reducing traditional trade; sending profit fl ows to those countries where the parent companies of online trading platforms are registered; imperfect competition of goods imported duty-free compared to goods produced within the EAEU; the emergence of new security threats due to the actual lack of certification and other restrictions, which actualizes a thorough study of this phenomenon and its timely regulation. The article outlines topical issues of regulating the movement of goods of cross-border electronic trade across the customs border of the EAEU, which make it necessary to amend the Agreement on the Customs Code of the EAEU on cross-border electronic commerce, that is, the content of the draft Protocol on Amendments, according to which "goods for electronic commerce" is understood as goods, acquired by individuals in the framework of foreign electronic commerce, under which, in turn, it is meant to conclude a transaction, one of the parties to which is a foreign economic operator, on electronic trading platforms through the Internet. An analysis of these changes is presented, in particular, the prospect of creating a new legal institution and type of activity in the field of customs regulation — an e-commerce operator, which will provide logistics of operations, as well as ensure interaction with Internet sites and customs, ensuring customs declaration processes. The main requirements for the operator of electronic commerce, the specifics of temporary storage, customs declaration and issuance of electronic commerce goods, the specifics of the application of the customs procedure of the customs warehouse, as well as the procedure for applying customs payments and the prospects for regulating electronic commerce in the EAEU have been determined.

Online business is a blast in cutting-edge business. Online business implies electronic trade. Web-based business (Electronic trade) includes purchasing and selling of merchandise and enterprises, or the sending of assets or information, over an electronic organization, dominatingly the Internet. Web-based business (Electronic trade) is a change in perspective affecting the two advertisers and the clients. It is driving a total change in the conventional method of working together. This huge change in the plan of action is seeing a gigantic development throughout the planet and India isn't a special case. A huge web entrance has added to the development of E-trade and all the more especially new companies have been progressively utilizing this alternative as a separating plan of action. Developed countries have long been interested in distance education. This interest is growing due to the advance toward a global economy, because education is commonly regarded as the best way to maintain a region’s competitiveness. Thus, we have recently witnessed a great development of e-learning (taken as a synonym for Web-based learning, or learning through an Internet-enabled computer) to the point that using the Internet to deliver educational material has practically displaced the early initiatives based on postal mail, radio, or television. The initial evolution of the Internet led to envisaging a massive adoption of e-learning solutions. However, as proved by data from Internet World Stats (http://www.internetworldstats. com), the penetration of the Internet in homes has been rather limited (around 35% in Europe and 67% in the USA), so it follows that the penetration of e-learning has been limited too. This is indeed one consequence of the socalled digital divide, that is, the separation between people who make frequent use of the information technologies and those who have no access to them or, even having access, lack the necessary knowledge to use them. A divide in the access to technology can lead to inequalities in the access to knowledge and education, posing risks of social exclusion. To prevent that, public administrations have launched large-scale initiatives, like the World Summit on the Information Society and the i2010 plan, that aim at making technology available to everyone, at anytime and from anywhere. As a cornerstone, these initiatives promote the development of access platforms different from the PC, with special interest in harnessing the interactive features of devices that have attained greater penetration in society. This includes the new digital TV set-top boxes, which bear the term t-learning, and the modern mobile devices (e.g., mobile telephones and media players), which set the foundations for m-learning. The vision, as represented in Figure 1, is that the information technologies, combined with suitable pedagogical and andragogical approaches, will enable a scenario of ubiquitous and lifelong learning, freeing people from time and place constraints, and offering flexible learning opportunities to individuals and groups. This article describes technical, methodological, and educational issues that make t-learning and m-learning substantially different from previous works on e-learning. We also review developments in both areas to finally discuss problems that may be the subject of much research in the near future.
