At the current stage of economic globalization, the leading factor, among several others, is the intensification of regional economic integration. The share of countries participating in this regional integration covers about 60% of the world GDP. In this article we apply statistical analysis along with several theoretical approaches to ground and explain the objectivity of convergence and divergence of the national economic systems within the frameworks of integrational unions. We also analyze the trend of economic space asynchronization inside integrations along with the national and regional factors of ongoing regionalization. Our conclusions concern primarily the supranational instruments of participating economies’levelling.

The article considers modern conditions of the development of the scientific space and proved that the educational system is a key factor that ensures socio-economic stability of the state, creates the basis for its intellectual and innovation and scientific and technological progress. It has been established that integration processes in the world economic space serve as a balancer of economic globalization and an intellectual platform for the functioning and development of national socio-economic systems. It has been found that the lack of funding prompts higher education to find modern supplementary financing models. It is substantiated that multi-channel financing of education and science is a trend that is formed on budget and extrabudgetary sources. It was investigated that the key position of extrabudgetary sources of funding is the creation of a trust fund to fund nationwide scientific and educational projects.

The salience of supranational structures of governance in- creased dramatically during the last decade. The World Trade Organization (WTO) and North American Free Trade Agreement (NAFTA), for example, not only establish de- tailed norms, rules, and decision-making procedures but also endow supranational governing boards with sweeping powers of enforcement. The European Monetary Union (EMU) greatly constrains national sovereignty by eliminating na- tional currencies and allowing the European Central Bank to play a key role in national economic policymaking. In his study of NAFTA and the European Monetary System (EMS), Lloyd Gruber contends that international relations scholars have had difficulty coming to grips with the trend toward global governance because the dominant theoretical approaches-neoliberalism and neorealism-tend to assume incorrectly that international cooperation produces mutual benefits for all contracting parties.

It is shown that in the formation of regional territorial localized subsystems of national economic space the priority is the development of management model, which is a set of territorial concentration of interconnected business – the interests of enterprises, as well as government and public economic and social institutions, necessary for the development of competitive advantages and regional economic systems in general.


The article presents methodological features of two stages of cluster policy in Russian Federation, the purpose of which is to ensure the accelerated formation of innovative clusters in regions that are not covered by clustering processes, as well as the development of existing clusters. It is concluded that the current stage of cluster policy in Russian Federation is characterized by the priority application of administrative and program-target models. Russia's transition to the second stage of implementing the cluster development policy will require a transition to infrastructure-institutional and mediation models. Based on the regularities of production placement in the economic space of the country, author highlights main principles and directions of state regulation of clustering processes in the economic systems of Russian regions.

China’s Belt and Road Initiative could be treated ambiguously. On the one hand, it is intended to transform the newly acquired economic potential of that country into its higher status in the world. China invites a lot of nations to build up gigantic transit corridors by joint efforts, and doing so it applies productively its capital and technologies. International transactions in RMB are also being expanded. But, on the other hand, the Belt and Road Initiative is also a necessity for China to cope with some evident problems of its current stage of development, such as industrial overcapacity, overdependence on imports of raw materials from a narrow circle of countries, and a subordinate status in global value chains. For Russia participation in the Belt and Road Initiative may be fruitful, since the very character of that project provides us with a space to manoeuvre. By now, Russian exports to China consist primarily of fuels and other commodities. More active industrial policy is needed to correct this situation . A flexible framework of the Belt and Road Initiative is more suitable for this objective to be achieved, rather than traditional forms of regional integration, such as a free trade zone.

Situation and value of the African continent on the economic and social cardmap of the world dynamically changes and will continue to change throughout all the 21st century with strengthening of the Africa positions in the world. In Russia all the complex of threats and problems which arise owing to political and economic transformation of Africa is not adequately estimated. The scientific literature on economic security issues presents an expanded set of internal and external threats to the national economy that goes beyond the traditional areas of the shadow economy, corruption, economic crime and related segments, including the internal economic stability of the national economy and inter-country competition, the quality of state strategic management, studies of the specifics of ensuring economic security in the conditions of the sixth technological order, intercultural communication and their impact on the economic relations between countries, etc. Incomplete use of such approach to strategy for the countries of Africa creates additional threats and risks for Russia. An analysis of security problems in Africa revealed that studies of economic security in the context of African development trends in Russia are conducted in an unsatisfactory volume, not always taking into account the results of new developments in the field of ensuring economic security. Even the large shifts happening on the African continent, forecasts of this dynamics sometimes are poorly known to experts of a profile of economic security, and many experts of an economic profile including working in the African subject often do not accurately distinguish problems of “economic cooperation” and “the Russian – African relations”, on the one hand, and “economic security of Russia” – with another. In this regard the new scientific problem is proved: need for deeper analysis of trends of economic and social development in Africa as an important component of a system of ensuring national economic security of Russia in the current period and in the future into account the new developments in the sphere of economic security. The main directions of activating scientific research and concentration of practical efforts to increase national economic security, neutralize threats and reduce risk for Russia in the designated context are formulated.

The authors' task was to analyze the development of quality management systems at the current stage in Russia, as well as at the previous stage in the USSR. As a result, we came to the conclusion that the factors stimulating the implementation of ISO 9000 standards are the need to promote products on the world market, as well as the possibility of receiving orders from the state. In the future, strict adherence to these standards will allow enterprises to significantly reduce the likelihood of lawsuits from consumers, which is important in the context of the development of the legislative framework and increased control over the business. The practical significance of the article is the possibility of familiarizing management and personnel with quality services, whose task is to prepare for certification for compliance with ISO 9000 standards in how this process took place in other companies. The originality of this work is to summarize the experience of implementation of ISO 9000 standards at enterprises and to analyze the factors contributing to or hindering this process.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

Introduction. Under the influence of globalization and regionalization; the world economic development is becoming more dynamic but contradictory at the same time; creating new challenges and threats for both individual countries and entire regions. This exacerbates the urgency of forming flexible systems of security cooperation and finding solutions to regional and global security problems. Purpose. The purpose of the paper is to systematize research on regional and global security governance and a review of the balance of geopolitical forces in Europe. Methods. The research was carried out using the following methods: analysis and synthesis – to characterize the modern mainstream of theoretical intelligence in the field of regional security; comparative analysis – to compare the structures of regional security management in different parts of the world; deductions and inductions – to form a conceptual model of global governance; tabular and visual methods – for visual presentation of the material. Results. The paper considers theoretical approaches to the interpretation of regional security. It is noted that regional security governance is a set of institutions and activities at three levels: global; regional and national. A nomenclature of different types of regional security governance structures is presented; which includes a regional balance of power and ad hoc (informal) alliances; regional coherence; regional cooperative security; regional collective defense; regional collective security; pluralistic security community. It has been recognized that regional security management is provided not only by highly specialized or formal structures; but also by multi-purpose regional organizations; which initially pursued a combination of economic and political goals with growing security targets. Conceptual options for regional security governance at the global and regional levels are systematized. Based on the analysis of the mechanisms of global management; own vision of the relationship between the subjects of global governance processes is presented. Discussion. The crisis of recent decades has shown that no single group of global governance actors can act effectively to minimize global risks; which are both a challenge for business leaders and politicians in any country. That is why it is undeniable that global issues require global governance (especially in the field of security); the main goal of which should be to ensure global stability and sustainable development.
