Our research aims to develop and scientifically justify theoretical provisions and practical recommendations used for assessing resultativeness of a business enterprise adaptation to changing markets in digital economic environment which, in addition, creates opportunities for industrial enterprises to improve their resultativeness. In our study, assessment of enterprise adaptation performance is based on the method of indicator system development and logical analysis methods. Methodology described in this paper uses formula for calculating and algorithm for measuring industrial enterprise adaptation performance and, therefore, provides an opportunity to obtain useful information on effectiveness of company adaptation to market changes in the digital economy.

Объектом исследования является стратегия операционной деятельности промышленного предприятия, воплощающая целенаправленный, качественно определенный способ реализации предприятием его операционной деятельности, выраженный в количественных показателях. Вид стратегии операционной деятельности определяется по данным управленческого учета в режиме мониторинга, и в случае необходимости он должен быть незамедлительно скорректирован, поэтому целью исследования является разработка алгоритма информационной поддержки соответствующих управленческих решений. Приведен обзор становления мировой цифровой экономики, а также тех возможностей, которые она предоставляет при управлении предприятием. Научная новизна исследования заключается в разработке алгоритма информационного обеспечения по реализации стратегии операционной деятельности промышленного предприятия, позволяющего регулярно оценивать эффективность используемой стратегии и устанавливать соответствие вида стратегии определенным параметрам, а также проводить корректировку вида стратегии операционной деятельности на основе экономико-математических методов. Эти процедуры будут способствовать повышению эффективности управления предприятием в современных условиях, характеризующихся высоким уровнем динамичности и информационной доступности экономических процессов. The author investigates the strategy of operational activity of an industrial enterprise which can be qualified as a qualitatively defined way of implementing its operational activities, expressed in quantitative terms. The type of strategy of operational activity is determined in the monitoring mode according to management accounting data, and in case of non-compliance with the specified parameters, the strategy can be immediately adjusted, which requires the development of an appropriate algorithm and information support. The implementation of the proposed concept of monitoring and adjusting the strategy of operational activity requires the use of modern corporate information systems by an industrial enterprise. The article provides a brief historical overview of the formation of the global digital economy, as well as those opportunities that it provides when managing an enterprise. The article proposes an algorithm of information support for the implementation of the strategy of operational activity of an industrial enterprise, which allows you to regularly evaluate the effectiveness of the strategy used and establish the correspondence of the type of strategy to certain parameters, as well as adjust the type of strategy of operational activity based on economic and mathematical methods. Implementation of the algorithm in practice is possible while using modern corporate information systems. The algorithm of information support for the implementation of the strategy of operational activity of an industrial enterprise can be used to increase the efficiency of enterprise management in modern conditions, characterized by a high level of dynamism of economic processes and information accessibility.

In the conditions of the digital economy and integration in the international space, the management of business processes and the formation of a rational sequence of planning such activities are becoming increasingly important for enterprises engaged in export-import activities. The authors investigated the features of business process management of an industrial enterprise and their export-import activity management features. For example, key indicators of efficiency and indicators of productivity of business process of the industrial enterprise, to investigate tendencies of export-import activity of the industrial enterprises are considered.The study allowed to offer tools for business process management and export-import activities of industrial enterprises in the digital economy, namely the Algorithm for the formation of the market strategy of the enterprise to begin the implementation of the export-import activity, the indicator of the integrated economic effect from the export-import activity and the Scenario of management of export-import activity of industrial enterprises in interrelation with the management of business processes, which are used as a basis for strategic and operational planning, and later will be used to control plans.

Іndustrial enterprises intellectual resources management in а knowledge-based economy The article substantiates the theoretical provisions, scientific and practical recommendations for the industrial enterprises management in the formation of knowledge-based economy intellectual resources have been developed. The content and the main elements of the infrastructure-reproductive approach to the management of industrial enterprises intellectual resources are revealed. The classification of industrial enterprises intellectual resources management organizational levels is offered. The types of personnel policy that correspond to a certain level of the enterprise intellectual resources management organization are identified. The results of the study can be used to develop tools, methods, systems and mechanisms for managing the intellectual resources of industrial enterprises, aimed at maximizing the innovation effect, needed to ensure sustainable innovation at the current level. Energy generation, along with other sectors of Russia’s economy, is on the cusp of the era of digital transformation. Modern IT solutions ensure the transition of industrial enterprises from automation and computerization, which used to be the targets of the second half of the last century, to digital enterprise concept 4.0. The international record of technological and structural solutions in digitization may be used in Russia’s energy sector to the full extent. Specifics of implementation of such systems in different countries are only determined by the level of economic development of each particular state and the attitude of public authorities as related to the necessity of creating conditions for implementation of the same. It is shown that a strong legislative framework is created in Russia for transition to the digital economy, with research and applied developments available that are up to the international level. The following digital economy elements may be used today at enterprises for production of electrical and thermal energy: — dealing with large amounts of data (including operations exercised via cloud services and distributed data bases); — development of small scale distributed generation and its dispatching; — implementation of smart elements in both electric power and heat supply networks; — development of production process automation systems, remote monitoring and predictive analytics; 3D-modeling of parts and elements; real time mathematic simulation with feedback in the form of control actions; — creating centres for analytical processing of statistic data and accounting in financial and economic activities with business analytics functions, with expansion of communication networks and computing capacities. Examples are presented for implementation of smart systems in energy production and distribution. It is stated in the paper that state-of art information technologies are currently being implemented in Russia, new unique digital transformation projects are being launched in major energy companies. Yet, what is required is large-scale and thorough digitization and controllable energy production system as a multi-factor business process will provide the optimum combination of efficient economic activities, reliability and safety of power supply.

The article deals with scientific approaches to the interpretation of the concept «digital economy». It defines digital economy, meaning economy based upon digital technology and provides inclusive socio-economic development and prosperity. The article identifies the specifics, contradictions and transition issues of state policy in the sphere of informatization towards intensive development of digital economy. Under the study the realization of the Concept for the Development of Digital Economy and Society of Ukraine for 2018-2020 and the plan of measures for its implementation are determined to be in a state of stagnation. The issue of the Development of Digital Economy and Society of Ukraine is not properly transformed into corresponding obligatory functions, tasks and powers of central executive authorities and local self-government bodies yet. It is provided rationale for modern city as a priority object and self-sufficient subject of development of digital economy and society in Ukraine. The cities of Ukraine ought to be observed like local centers of potential dynamic shifts in socio-economic environment of the region and deployment of economic prosperity based on digital development. The perspectives of the concept «smart-city» in the context of modern policy of digital development are performed. The author claims that the determinant of the effective digital development policy in the administrative-territorial units of Ukraine is the adequacy of the system legislative regulation of the institutional and legal mechanisms for its implementation in accordance with the norms of the Information and Digital Codes of Ukraine, the State Strategy for Regional Development for the period until 2020. The consensual basis for synchronous development of the Information and Digital Codes of Ukraine are defined by the government approved principles for implementing the modern state policy of digital development in Ukraine, in particular openness; transparency; multiple usage; technological neutrality and portability of data; citizens-orientated; inclusiveness and accessibility; safety and confidentiality; multilingualism; support decision-making; administrative simplification; information storage; evaluation of efficiency and effectiveness. The article suggests the following: indicating the development of the digital economy and society in Ukraine among the priorities of the State Strategy for Regional Development for the period up to 2020; ensuring the priority of accelerated transformation of the socio-economic environment of cities under the approval of strategic plans, programs and actions within the state regional policy.

Assuming, that it is vitally important to introduce and apply newest technological approaches the author studies the opportunities to Increase in innovative capacity of the medical organizations. In article the structure of innovative capacity of the medical organization is considered, features of the increase in innovative capacity of the medical organizations are revealed, methods and approaches of the increase in innovative potential are systematized. Having studied the existing approaches and methods of assessment and increase in innovative capacity of the medical organizations, the author reveals the most effective ones for practical application and also offers some methodical and practical recommendations for the increase in innovative capacity of the medical organizations. That is pointed out, that in turn the increase in innovative capacity will allow the medical organizations to provide the Municipal Healthcare System as whole with sustainable development.
