In the era of digital technologies, the issues of providing highly qualified personnel, the effective use of the intellectual potential of the territory and the creation of conditions for its reproduction are of particular importance. These problems are more acute in remote areas of the Russian Arctic. This is due, firstly, to the ultradispersity of the settlement system in the Arctic of the Russian Federation, and, secondly, to the imbalance between the demand and supply of labor resources in territorial and professional terms. Digitalization has become an integral component of education all over the world; therefore, the purpose of this article is to assess the availability of education in the regions of the Russian Arctic and to search for new targets for quality education in the context of digital transformation. The existing educational environment in the Arctic regions is analyzed in the article. The impact of urbanization degree on affordable education in remote Arctic regions is assessed. The financial capabilities of the population are investigated. Based on the analysis, a number of problems associated with the active dissemination of new technologies are identified. Recommendations for improving the educational process are given, taking into account the digitalization of society. The main stages of modernization of the educational process in remote regions of the Arctic are identified.

The relevance of this study is determined by the fundamentally new reality of the COVID-19 pandemic, which is expected will significantly exacerbate the systemic problems of the Russian Arctic, increase the need for state control over main spheres of life and produce precedents for changes in corporate governance practices in the Arctic. The study intends to identify the current socio-economic dynamics of the Russian Arctic regions under the COVID-19 pandemic. The author set the following objectives for her study: analysis of the COVID-19 pandemic as a threat to the economic security of the Russian Arctic, review of the actions of resource corporations and regional authorities under the COVID-19 pandemic, including in relation to the indigenous population of the North, and analysis of the impact of the COVID-19 pandemic on the economy of the Russian Arctic regions. Among the main socio-economic outcomes of 2020 for the Russian Arctic in the context of the COVID-19 pandemic, the author identifies a decline in economic activity and an increase in unemployment.

Decline of the international price of some minerals, such as coal, has changed the living standards of the Arctic population leading to its considerable out-migration because of the drop in profitability not only in mining, but also in related industries. Being essential for the sustainable economic development, the highly qualified specialists are currently a crucial issue in the Arctic. This research employs demographic and economic indicators to address the gap in the study of demographic challenges for the Arctic administrative-territorial entities. Special attention is paid to the comparative analysis of the population dynamic in the Russian and global Arctic regions. As part of this study, the impact of the demographic factor on the economic indicators of the region was assessed on the basis of GRP data calculation. Special attention is paid to the analysis of the major trends in the Arctic labour market. Based on the results of the assessment, an increase in GRP was determined with the simultaneous decrease in the Arctic population. The current demographic situation in the Arctic regions in the context of gender factors was reviewed. It should be noted that the article contains exceptions and the causes of the phenomena described. The results of the research may contribute to better understanding of regional variation and trends in socio-economic development of the Arctic as well as the stabilisation of the Arctic population.

The study deals with the issues of tourism destinations branding, as well as tourism multidimensionality and tourism destination identity in the Russian Arctic. The factors determining the promotion and branding of tourist destinations in the Russian Arctic are considered in correlation with the fundamental principles of sustainability in Arctic tourism. The relationship between state policy and socio-economic development of the Arctic regions of Russia is considered, in particular, in the aspects of Arctic tourism development. Dialectical, logical, theoretical and empirical methods were conducted for this research. The article defines the conditions for increasing the competitiveness of the domestic tourism product in the Arctic, lists tourism facilities, territories and tourism products that are of the most expressed interest to Russian and foreign tourists. The factors affecting the competitiveness of the tourism product in the Russian Arctic are identified. The article presents the components of the tourist destinations image in the Russian Arctic, which may become the basis for the formation of a strategy for branding tourism in the Arctic regions. The conclusion is drawn about the need for an umbrella brand creation for the Russian Arctic. The necessity of creating conditions for the professional implementation of tourist personnel in the Arctic regions of Russia and the influx of labor resources from urbanized and oversaturated territories to the Arctic with the aim of the integrated development of tourism is substantiated.

Subject. This article explores the impact of the creation of new value (construction) on the socio-economic system of the Russian Arctic regions. Objectives. The article aims to assess the utilization of the socio-economic development capacity of the Russian Arctic regions. Methods. For the study, I used the methods of business and statistical analyses, observation, measurement, comparison, and the expert assessment method. Results. The article presents certain results of an analysis of the impact of new value creation on economic performance and analysis of the industry structure for creating such value for each particular Russian Arctic region. Conclusions. The Russian Arctic regions are characterized by significant uneven regional development. The Yamalo-Nenets Autonomous Okrug has optimal conditions for socio-economic development and the greatest investment attractiveness among the other Russian polar regions.

The necessity is substantiated of various forms and resource provision with healthcare services such real and potential patients of Arctic medical institutions, as representatives of indigenous small peoples of the North, workers of mining and metallurgical industry, military personnel, sailors and shift workers. In this connection a correction of a number of All-Russian normative acts is proposed.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. The above said made it possible to determine the further vector of educational activities of the Department of Pedagogy and Psychology of Vocational Education in training the specialists in "Professional Education" field both at the bachelor and master degrees.

The purpose of the study was to analyze the structure of the economic space of the Russian Arctic within the framework of determining the prospects for the economic development of the Arctic regions. The unevenness of the economic space of the Russian Arctic and the focus on the extraction and export of natural resources are determined. It is revealed that vertically integrated structures play a key role in the Russian Arctic. It is determined that the specific feature of this region is the ethnoeconomics, the long-term development of which is the dominant direction of the national policy in the field of agriculture of the Russian Arctic.

The peculiarities of the development of the regions belonging to the Arctic zone of the Russian Federation (AZRF) are determined by geopolitical, climatic and other factors. Currently, the issues of digital transformation of national economies are paramount for all countries. However, the existing crisis phenomena caused by the economic crisis of 2008 and the COVID-19 pandemic have made their own adjustments to this process. The current conditions require both the creation of an appropriate digital infrastructure at the federal and regional levels, and the adjustment of existing development strategies at the enterprise level. However, the benefits of the digital economy will only benefit those enterprises that can adapt their development strategy in accordance with external conditions. The purpose of the study is to assess the impact of digitalization of the economy on the development of enterprises in the Arctic, as well as to form a list of the main problems in this area and search for possible ways to solve them. As a result of the study, the authors obtained the following results: (1) identified both positive and negative factors affecting the digitalization of the Russian Arctic; (2) a profile of the directions of digitalization of the Russian Arctic was created and the priority areas of digitalization were determined; (3) it was concluded that the digitalization of national economies opens up great opportunities for the further development of enterprises. However, to achieve this goal, it is necessary to timely adjust the development strategies of enterprises, taking into account the national and regional characteristics of digitalization.

In the recent years, the world economy has undergone an enormous transformation. It can be noted that it is not only based on industry, but also on knowledge. Achieving a competitive advantage by regions is further focused on investing in fixed assets, but, what is also important, in human capital. At present, a factor that is increasingly important in achieving competitiveness is the ability to use intangible resources. Expenditures on education and research, investing in people, their knowledge and skills are an essential precondition of raising competitiveness. In the case of a highly qualified staff, it allows the efficient introduction of new technologies and the creation of new directions for its development. The competitiveness of the regions is influenced, inter alia, by human talents, knowledge, entrepreneurship, initiative and own resources to improve living conditions. Human capital is thus a key determinant of the competitiveness of regions in Poland. Therefore, the priority of this article is to analyze the impact of selected components of human capital on the competitiveness of regions in Poland in the years 2007-2014. The article is both theoretical and empirical. The first part reviews the literature closely related to the topic of the work.
