The features of the organization of production units agroclusters, which are one of the components of land management projects which aimed at organizing the rational and efficient use of available land resources are described in this article. The term “cluster” is a French word that means “bundle”, “collection” in Uzbek. It can be taken as “the geographical proximity of enterprises and institutions cooperating with each other in a particular field”. The development of value-added production in the agricultural sector and the development of this market requires ensuring product quality standards, full use of scientific and scientific achievements in the processing process, development of existing research institutes and using the potential of geographical location. In our view, the solution of this problem can be found in the agricultural production system through the organization of cluster production, which is used by developed countries in America, Europe and Asia.

One of the topical trends in the development of agriculture in the Russian Federation is digitalization and automation of methods for processing spatial information about various land resources. The main element of the implementation of this direction in practice can be considered a three-dimensional digital terrain model. This model allows solving many problems in the field of land management, in particular, such as analyzing the surface of the terrain in order to determine its suitability for agricultural production. Despite a number of existing problems in this area, an automated digital land management system will enable public authorities to implement an integrated and systematic approach to management, that is, to more efficiently use the land resources, influence the land market, as well as attract the investments and create the necessary conditions. for sustainable development of the territory.

Moldova possesses the largest area of farmland as a share of its total land surface, an advantage which should encourage economic development strategies oriented towards the agriculture sector. Government subsidies and agriculture loans have been used as tools for developing the Moldavian agriculture. However, considering the challenges generated by both climate change (the drought from year 2012 that affected 80% of farmland) and a difficult political situation (restrictions imposed by the Russian Federation on the Republic of Moldova’s agri-food imports and exports between 2013 and 2014), the country’s agricultural system ranks very low when it comes to agricultural production efficiency. The present paper analyses the performances of the agricultural sector and its impact on the Moldavian economy over a nine-year period (between 2008 and 2016), by using a custom-developed analytical framework based on a dataset containing 21 relevant indicators. The analytical framework generates various perspectives that can be used to elaborate an economic sustainable development strategy of the Moldavian agriculture sector. The development of the analytical framework is based on the dynamics of agriculture subsidies, agricultural loans, the agricultural sector’s gross domestic product (GDP) and gross value added (GVA), as well as the dynamics of agricultural production and production value, also considering the main crops belonging to the Moldavian agriculture sector. The results are presented as sets of mathematical regression models that quantify the relationships found between the relevant agricultural parameters and their impact on the economics of the agricultural sector. It has been identified that the agriculture sector has a considerable impact on the Moldavian economy, a fact revealed by the significant model between the agriculture GVA and total GVA and GDP. A significant, negative correlation model was identified between agriculture subsidies and agriculture loans, although a small percentage of Moldavian agriculture farms were subsidized. Strong correlation models were also identified between wheat and maize production and total agriculture production, emphasizing the importance of these two crops for the Moldavian agricultural economy. Grape and maize production values also generated a correlation model, emphasizing the market interconnection between these crops It can be concluded that the increase in value of governmental agriculture subsidies, as well as expanding their addressability in order to maximize the access possibility for a higher number of agriculture farms, are essential for the Moldavian agriculture sector’s future development, since considering the limiting value of and accessibility to subsidies, a direct correlation model was identified between governmental agriculture subsidies and agriculture GVA.

Agriculture is highly dependent on climate change, and Cyprus especially is experiencing its impacts on agricultural production to a greater extent, mainly due to its geographical location. The adaptation of farming to the effects of global climate change may lead to the maximization of agricultural production, which is an important and desirable improvement. The main aim of this paper is to rank and quantify the impacts of climate change on the agricultural sector of Cyprus, through a multi-round Delphi survey seeking a consensus agreement in a group of experts. A multidisciplinary group of 20 experts stated their willingness-to-pay for various impacts of climate change. By applying this method, the individual impacts of climate change on crop production and water resources were brought into the modeling effort on equal footing with cost values. The final cost impact estimate represents the total estimated cost of climate change in the agricultural sector. According to the results, this cost reaches EUR 25.08 million annually for the agricultural sector, and EUR 366.48 million for the whole country. Therefore, it is expected that in the seven-year programming period 2014–2020 the total cost of climate change on agriculture ranges from EUR 176 to EUR 2565 million. The most significant impacts are due to the increasing level of CO2 in the atmosphere and the burden of biodiversity and ecosystems.

The article is aimed at investigating the expediency of land reform in Ukraine. The process and consequences of land reforms in Georgia and Moldova are considered. The indicators of development of the agricultural sector and the degree of involvement of the population in it are revealed. The world experience of land distribution was analysed. The most effective strategy of land reform development by analysing the research in the dependence of efficiency of land plots utilization on the size of households that cultivate them was revealed. The efficiency of agroholdings and family farms is compared. Determined trends in the distribution and size of plots in developed countries. Analysed the gradual adoption of decisions in the development of land reform and their effects on the success of such reform in Georgia and Moldova.           The current decisions of the Ukrainian government on the way to reforming land distribution and use of land resources are considered. Parallels of the current Ukrainian land reform based on the experience of Moldova and Georgia are identified. The assumption of success and expediency of the decisions taken, which could potentially come into force when the Verkhovna Rada of Ukraine discusses the format of the land reform, was put forward. Analysed the further development of the land sector according to the gradual entry into force of the adopted legislation. The issues of expediency of opening the land market to foreigners were considered. Penetrated the experience of international partners and countries already decided on the admission or non-admission of foreign contractors to the national land market. The degree of development of accounting and inventory of existing land plots and completeness of filling the land cadastre of the three countries under study was determined.           The research method was the analysis of the current land system of Georgia and Moldova by studying articles on the dynamics of changes in local legislation. The main economic indicators that may indicate the degree of success of the reforms in these countries are considered. Due to such indicators, a detailed analysis of the latest changes in the legislation of Ukraine predicted and assessed the feasibility of the reforms.

SummaryThe production of cheese as a value-added product occupies a prominent place in the food system of economically developed countries and is an important revenue generator for all participants in the production chain. The absence or insufficient application of the marketing concept reduces the possibility of efficient and effective utilization of available resources and hinders obtaining a competitive position of cheese producers in the market. The extent of marketing concept implementation in the business of cheese-producing agricultural holdings is a significant factor for their differentiation, development and growth. Empirical research was carried out using the survey method by creating a questionnaire for 78 holdings engaged in cheese production in the territory of the Republic of Serbia. The Serbian cheese producers considered were surveyed about their business structure, production operations and strategic plans for the future. The objective of the research was to identify the place and role of the marketing concept in the business practice of registered agricultural holdings for cheese production in the Republic of Serbia. A lack of their awareness of the importance of marketing in business was found to be associated with a lack of their knowledge about the basic elements, essence and purpose of the marketing concept. Therefore, a major challenge for the agricultural sector is to encourage farmers to develop marketing skills. To be successful in the market, farmers need to have a better understanding of markets. It is necessary to educate small cheese producers about the importance of marketing in order to obtain a better market position and increase their profitability.

Research background: Agriculture plays a vital role in producing food to ensure food security, but it is one of the biggest contributors to environmental pollution. One of the main goals of the new CAP is to set higher ambitions for environmental actions, which brings into the front the concept of agricultural eco-efficiency. The notion of eco-efficiency includes the economic and also ecological dimensions of sustainable agriculture. Purpose of the article: The main goal of this paper is to evaluate the eco-efficiency of agricultural production and its dynamics during the years 2013, 2015, and 2017 of NUTS 2 regions within the Visegrad 4  (V4), i. e. The Czech Republic, Slovakia, Hungary, and Poland. The part of the main goal is to verify the research hypothesis that all the biggest agriculture producers are eco-efficient. Methods: V4 regional eco-efficiency of the agricultural sector is expressed by the Malmquist productivity index and is estimated using the output-oriented Data envelopment analysis (DEA) model, under the assumption of constant return to scale (CRS). The Malmquist index is decomposed to technical eco-efficiency change (EC) and technological change (TC). Based on the eco-efficiency, technological and pure technical eco-efficiency change, V4 regions are classified into three groups: the most progressive regions, the progressive regions, and the regressive regions. Findings & value added: CZ02: Central Bohemia, CZ04: Northwest, HU33: Dél-Alföld, HU31: Észak-Magyarország, HU32: Észak-Alföld, PL21: Malopolskie, PL41: Wielkopolskie, SK01: Bratislava region, and SK02: Western Slovakia have an eco-effective agricultural sector, the remaining V4 regions have eco-ineffective agricultural sector. The research hypothesis that all the biggest agricultural producers are eco-effective is not confirmed. During the analyzed years, 19 V4 regions improve their agricultural eco-efficiency. The main contributor to eco-efficiency improvement is technological progress, which indicates that producers implement innovations that lead to more eco-efficiency agricultural production.

This article examines the financial elements of agricultural production digital architecture in Russia during the transition to the fourth technological stage in order to compete and import substitution in the agro-industrial market of the country. The pandemic and its consequences have had a negative impact on the Russian economy, in the context of the country's insufficient food security and the inevitable increase in prices for imported goods, due to rising prices for hydrocarbons and the predominance of low-value-added food products in exports. Due to the weakening of the ruble against the falling oil prices, the economy may face the need for a new wave of import substitution. This study identifies the problems of the agricultural sector and the reasons for Russia’s high dependence on imports justify the need to develop high-tech technologies. Authors determined the development directions of agricultural production digitalization in Russia through innovative agricultural technologies based on the Internet of things, distributed computing, and artificial intelligence technologies. Increasing the level of the agro-industrial complex development, bringing it to a new independent stage, is vital. However, it is impossible without state support and the digitalization of technological processes.

В статье представлен анализ земельного фонда территории Краснодарского края, его распределение по категориям земель и угодьям за 2011-2020 гг.; рассмотрены основные землепользователи и характерные для региона основные организационно-правовые формы. Приведена характеристика и оценка природно-климатических (природно-сельскохозяйственных) зон края. Представлен анализ наиболее выращиваемых культур в аграрной сфере Южного федерального округа и региона: зерновых и зернобобовых, подсолнечника и сахарной свеклы, а также их вклад в аграрную экономику и производство сельскохозяйственной продукции страны. Отдельно рассмотрены высокоинтенсивные и редкие культуры, выращиваемые в регионе, возделывание которых в различных природно-климатических зонах Краснодарского края находится на разных уровнях экономической эффективности. The article presents an analysis of the land fund of the territory of the Krasnodar Territory, its distribution by land categories and land for 2011-2020; the main land users and the main organizational and legal forms characteristic of the region are considered. The characteristic and assessment of the natural-climatic (natural-agricultural) zones of the region is given. The article presents an analysis of the most cultivated crops in the agricultural sector of the Southern Federal District and the region: cereals and legumes, sunflower and sugar beet, as well as their contribution to the agricultural economy and agricultural production of the country. The high-intensity and rare crops grown in the region, the cultivation of which in different natural and climatic zones of the Krasnodar Territory is at different levels of economic efficiency, are considered separately.

The theoretical and practical directions of development of ecological agriculture in the country are justified, based on the idea of closed cycle, which corresponds to ecological and economic principles. The works of domestic and foreign scientists on this issue were studied. The main economic indicators of agricultural production on the example of Pavlodar region were analyzed: dynamics of gross output of agricultural sector; the number of operating agricultural enterprises and peasant (private) farms; distribution of the land fund by land categories. Information on violation of environmental legislation in the field of land resources protection and on the volume of waste in the industry is provided. The problems that hinder the implementation of the main provisions of greening of production activities in agro-industrial complex are identified. Summarizing the arguments of domestic and foreign scientists, the need to develop and implement the mechanism of functioning of agricultural entities is shown, which is based on the use of secondary resources, implementation of which in the future will allow, using comprehensive analysis of the used technologies, to modernize the production capacities of processing enterprises, implementing the principle of minimizing waste, ensuring expansion of the market for environmenttally friendly products. Models of rational production are shown: outsourcing and in sourcing. Measures of public support for the use of environmental innovations, environmental insurance, public-private partnership instruments, strengthening control over compliance with the principles of rational environmental management, economic incentives for agricultural producers are proposed.

The rational use of land, capital and labor determine the growth of economic efficiency of agricultural production and income of farmers together. The aim is to estimate the use of production resources in the EU-27 agricultural sector, using macro-economic indicators. The analysis and assessment of the use of land resources in agriculture have been conducted on the basis of data on economic accounts for agriculture and agricultural census to describe agricultural production intensity by type of farming and its impact on farm income. This paper examines the use of land resources in agriculture, measured by using relative indicators of agricultural output, intermediate consumption per hectare of agricultural land, the revenue per average employee and the comparative analysis these indicators in the farms of the European Union (EU) is presented.
