Ecological monitoring provides a more complete picture of the possible effects of extractive activities for oil and Gas companies operating in the Russian Arctic and in other ecological sensitive areas. This paper proposes a framework to evaluate the adequacies of different monitoring systems for Operations in the Arctic for oil and Gas companies. Our research also demonstrates how Ecological monitoring could be a useful strategic tool for long term risk reduction, accident avoidance and to improve the socio-economic development for indigenous communities.

The development of Arctic marine resources is currently the focus of the world’s largest oil and gas companies, which is due to the presence of significant hydrocarbon reserves. However, the decision-making process for implementing offshore oil and gas projects in the Arctic is highly uncertain and requires consideration of many factors. This study presents a comprehensive approach to evaluating the prospects of oil production on the Russian Arctic shelf. It is based on a specific methodology which involves expert forecasting methods. We analyze the current conditions and key factors and indicators, focusing on oil prices and quality of technologies that could influence the decision-making in the oil and gas company concerning Arctic offshore fields’ development. We use general scientific methods—analysis, synthesis, classification and systematization—and propose a method for assessing the prospects of Arctic projects which is based on a three-step algorithm. Together with practical tools presented in the article, it will support decision-making on the project initiation and the development of a particular field.

The development of the hydrocarbon potential of the Arctic shelf is one of the priority tasks for Russia, forming the conditions for its strategic presence in the region. Russia's official energy documents stipulate the need to increase oil and gas production in the Arctic, including offshore production, to ensure the stable operation of the country's oil and gas complex in the long term. However, the development of hydrocarbon fields on the Arctic shelf is a serious technological challenge for the domestic oil and gas in-dustry. While offshore oil production in the Russian Arctic is already underway, natural gas production remains a promising future target. The article analyses the current gas projects on the Arctic shelf in terms of their technological complexity and unique solutions, and the strategies of operators to attract foreign participants to the project. We consider these in the contexts of technological issues, organizational features, securing foreign investment. The author believes that the provisions and conclusions of this study will help add to the comprehensive picture of the foreign oil and gas companies experience engaged in natural gas production on the Arctic shelf, which will minimise the errors and risks in the development of hydrocarbon resources on the Russian Arctic seas shelf.

Ensuring the safety of oil and gas facilities and increasing their facility life are today one of the most important tasks. Emergencies related to rupture and damage of steel pipelines because of their wear and tear and external factors are still the most frequent cases of emergencies during the transportation of hydrocarbons. To expand the fuel and energy complex in the north, in the direction of the Arctic, alternative types of pipelines are needed that solve the problems of reducing energy and labor costs in oil and gas companies, reducing the risk of environmental disasters and depressurization of pipelines during hydrocarbon production. Fiber-reinforced thermoplastic pipes can be such an alternative. This article is devoted to a comparative analysis of the materials of a composite system consisting of a thermoplastic pipe (inner layer) and reinforcing fibers (outer layer); we are discussing the design of the structural system consisting of polyethylene (inner layer) and aramid fibers (outer reinforcing layer).

The article is devoted to the analysis of the role of the Northern Sea Route (NSR) in the socio-economic development of the Arctic zone of Russia. The authors believe that climate change, gradually leading to the melting of polar ice, opens up new opportunities for the development of Arctic resources and navigation in the seas of the Arctic Ocean. Of particular interest to the NSR are non-Arctic countries, critically dependent on the supply of foreign mineral and carbon resources, as well as on the export of their goods to Europe. Among them, China stands out, considering the NSR as the Arctic Blue Economic Corridor as part of the global Silk Road system. The NSR is intended to become an essential tool for further development of the Arctic zone of Russia. Development of port infrastructure and creation of a modern ocean and maritime fleet will accelerate the pace of socio-economic development of this strategically important region. To do this, it is necessary to adopt a federal law on special system of preferences for investors, including foreign ones, implementing their projects in the Arctic. Among such preferences there are preferential profit tax rates, reduction in Mineral Extraction Tax (MET) rates, a declarative procedure for VAT refunds, a simplified procedure for granting land plots and unchanged conditions for the implementation of investment projects. In addition, it is important to make the NSR safe and profitable both in terms of quality of service and of price for the shippers. In particular, the payment for icebreakers’ escort of vessels should be competitive and reasonable. The largest Russian private and state-owned companies should be involved into Arctic projects. It is important to synchronize the Arctic oil and gas projects with nuclear and LNG icebreakers’ construction, as well as with the launch of two logistics hubs in Murmansk and Kamchatka. In this case, year-round NSR navigation will be organized, which will ensure the high competitiveness of Russian products supplied to the Asian Pacific markets.

The modern oil and gas industry is heavily dependent on the processes and trends driven by the accelerating digitalization of the economy. Thus, the digitalization of the oil and gas sector has become Russia’s top priority, which involves a technological and structural transformation of all production processes and stages.Aim. The presented study aims to identify the major trends and prospects of development of the Russian oil and gas sector in the context of its digitalization and formation of the digital economy.Tasks. The authors analyze the major trends in the development of the oil and gas industry at a global scale and in Russia with allowance for the prospects of accelerated exploration of the Arctic; determine the best practices of implementation of digital technologies by oil and gas companies as well as the prospects and obstacles for the subsequent transfer of digital technologies to the Russian oil and gas industry.Methods. This study uses general scientific methods, such as analysis, synthesis, and scientific generalization.Results. Arctic hydrocarbons will become increasingly important to Russia in the long term, and their exploration and production will require the implementation of innovative technologies. Priority directions for the development of many oil and gas producers will include active application of digital technologies as a whole (different types of robots that could replace people in performing complex procedures), processing and analysis of big data using artificial intelligence to optimize processes, particularly in the field of exploration and production, processing and transportation. Digitalization of the oil and gas sector is a powerful factor in the improvement of the efficiency of the Russian economy. However, Russian companies are notably lagging behind in this field of innovative development and there are problems and high risks that need to be overcome to realize its potential for business and society.Conclusions. Given the strategic importance of the oil and gas industry for Russia, its sustainable development and national security, it is recommendable to focus on the development and implementation of digital technologies. This is crucial for the digitalization of long-term projection and strategic planning, assessment of the role and place of Russia and its largest energy companies in the global market with allowance for a maximum number of different internal and external factors.

The evolutionary-genetic method, whereby modern sedimentary basins are interpreted as end-products of a long geological evolution of a system of conjugate palaeo-basins, enables the assessment of the petroleum potential of the Western sector of the Russian Arctic. Modern basins in this region contain relics of palaeo-basins of a certain tectonotype formed in varying geodynamic regimes. Petroleum potential estimates of the Western Arctic vary broadly—from 34.7 to more than 100 billion tons of oil equivalent with the share of liquid hydrocarbons from 5.3 to 13.4 billion tons of oil equivalent. At each stage of the development of palaeo-basins, favourable geological, geochemical and thermobaric conditions have emerged and determined the processes of oil and gas formation, migration, accumulation, and subsequent redistribution between different complexes. The most recent stage of basin formation is of crucial importance for the modern distribution of hydrocarbon accumulations. The primary evolutionary-genetic sequence associated with the oil and gas formation regime of a certain type is crucial for the assessment of petroleum potential. Tectonic schemes of individual crustal layers of the Western sector of the Russian Arctic have been compiled based on the interpretation of several seismic data sets. These schemes are accompanied by cross-sections of the Earth’s crust alongside reference geophysical profiles (geo-traverses). A tectonic scheme of the consolidated basement shows the location and nature of tectonic boundaries of cratons and platform plates with Grenvillian basement as well as Baikalian, Caledonian, Hercynian, and Early Cimmerian fold areas. Four groups of sedimentary basins are distinguished on the tectonic scheme of the platform cover according to the age of its formation: (1) Riphean-Mesozoic on the Early Precambrian basement; (2) Paleozoic-Cenozoic on the Baikalian and Grenvillian basements; (3) Late Paleozoic-Cenozoic on the Caledonian basement; (4) Mesozoic-Cenozoic, overlying a consolidated basement of different ages. Fragments of reference sections along geo-traverses illustrate features of the deep structure of the main geo-structures of the Arctic shelf and continental regions of polar Russia.

The purpose of the study was to analyze the structure of the economic space of the Russian Arctic within the framework of determining the prospects for the economic development of the Arctic regions. The unevenness of the economic space of the Russian Arctic and the focus on the extraction and export of natural resources are determined. It is revealed that vertically integrated structures play a key role in the Russian Arctic. It is determined that the specific feature of this region is the ethnoeconomics, the long-term development of which is the dominant direction of the national policy in the field of agriculture of the Russian Arctic.

In recent years, in connection with the national task of developing the Arctic territories of Russia and the perspective increase in the hydrocarbon mining on the Arctic shelf, more attention is being paid to the study of seismicity in the Barents Sea shelf. The development of the Russian Arctic shelf with the prospect of increasing hydrocarbon mining is a strategically important issue. Research by B.A. Assinovskaya (1990, 1994) and Ya.V. Konechnaya (2015) allowed the authors to estimate the seismic effects for the northern part of the Barents Sea shelf (Novaya Zemlya region). The paper presents the assessment results of the initial seismic impacts that can be used to solve seismic microzoning problems in the areas of oil and gas infrastructure during the economic development of the Arctic territory.

<p>Glaciers retreat contributed to about 1/3 of the observed sea level rise since 1971 (IPCC). However, long term estimates of glaciers volume changes rely on sparse field observations and region-wide satellite observations are available mostly after 2000. The now declassified images from the American reconnaissance satellite series Hexagon (KH-9), that acquired 6 m resolution stereoscopic images from 1971 to 1986, open new possibilities for glaciers observation.</p><p>Based on recently published methodology (Dehecq et al., 2020, doi: 10.3389/feart.2020.566802), we process all available KH-9 images over the Arctic (Canadian arctic, Iceland, Svalbard, Russian arctic) to generate Digital Elevation Models (DEMs) and ortho-images for the period 1974-1980. We validate the KH-9 DEMs over Iceland against elevation derived from historical aerial images acquired within a month from the satellite acquisition.</p><p>Finally, we calculate the glacier elevation change between the historical DEMs and modern elevation obtained from a time series of ASTER stereo images and validated against ICESat-2 elevation. The geodetic glacier mass balance is calculated for all pan-Arctic regions and analyzed with reference to the last 20 years evolution.</p>

The article discusses the features of the Arctic zone, its place in the world economy and international relations. The reasons for the intersection of the geopolitical interests of the leading states of the world in this region are revealed. The main directions of scientific and technical cooperation in the development of the Arctic are identified. The role of the Arctic Council in solving the problem of coordinating the interests of various actors in the region is shown. The strategic necessity of the development of the Arctic as a region free of conflicts and rivalry is substantiated. The analysis of the Russian Arctic policy and mechanisms for its implementation. The author substantiates the conclusion that the development of the Russian Arctic zone can become a driving force for the qualitative growth of the national economy, the formation of the country's competitive advantages in the long term, as well as maintaining the global ecological balance and stability.
