The development of the situation around Covid-19 is an urgent problem for the whole world, and it is still not known exactly how the pandemic will develop. However, based on the data of the virus spread to date, it is possible to model the approximate outcome of the activities of humanity in the fight against Covid-19. To develop this model, we used a simulation tool-AnyLogic (Personal Learning Edition) with support for the Java programming language. This software has a large analytical functionality. When creating the Covid-19 infection model, the free version of the program was used. This model is only relevant if the pandemic continues at the same pace. There are many factors that can deviate from the presented model in any direction: early release from restrictive measures, virus mutations, forced vaccination of the population, and other measures that directly affect the main indicators of infection development. In the process of modelling the spread of Covid-19 coronavirus infection in the Kaluga region, results were obtained that reflect the rate of development of the pandemic. Thus, it is possible to identify the weaknesses of the fight against viruses and further minimize the rate of development of the disease.

The end of 2019 will be remembered for the discovery of the new coronavirus infection COVID-19, which has become a major challenge for all of humanity. The ongoing pandemic has provoked a crisis in all spheres of life and is continuously changing the global economic, political, social and other processes, forcing us to adapt to the introduced precautions. Using a logical and systematic approach to research, applying methods of synthesis and content analysis of the press, electronic media and communication, as well as scientific articles, the authors analyzed the impact of the COVID-19 coronavirus infection pandemic on the economic state of the Kaluga Region. The main socio-economic indicators are considered in dynamics and the most important spheres of the region's economy are analyzed in more detail. Assumptions have been made about how the restrictive measures designed to reduce the growth of cases affected the life-supporting processes of the region. The migration processes of the population were considered, and the change in the standard of living was assessed. How the coronavirus has affected the health sector is reflected. It has been analyzed whether the forecast of industrial production can be realized taking into account the current conditions. Taking into account the fact that a cluster model of development is being implemented in the region, the current indicators of the two leading directions: pharmaceutical and automotive, and their possibilities for the restoration of the regional economy with their help are reviewed. It was revealed that in the local Kaluga production of a large international pharmaceutical company, it is possible to implement part of the research to create a vaccine against coronavirus infection COVID-19. Based on the data processed in this article, it can be concluded that the diversification of the regional economy, which the regional administration adheres to, is bearing fruit in the current force majeure conditions. And the clustering of industry and preferential terms of permission for investors in such times have become especially relevant.

On account of the COVID-19 pandemic, the global pharmaceutical industry has achieved impressive results in the development and introduction of various types of vaccines causing the formation of acquired immunity against the SARS-CoV-2 coronavirus into clinical practice. However, none of them currently show the declared one hundred percent guarantee of protection. In the case of the COVID-19 disease, patients with concomitant pathologies are the most vulnerable to the occurrence of severe complications. The aerosol route of transmission of SARS-CoV-2 contributes to the emergence of outbreaks of the new coronavirus infection in crowded places and closed rooms with poor ventilation. In this regard, an urgent problem is the search for drugs with local antiviral activity, which, together with restrictive measures and mask wearing policy, can potentially reduce the likelihood of contracting coronavirus. In this experimental in vitro study on Vero CCL81 cell culture (ATCC), the local antiviral activity of the drug Thymogen® spray against the SARS-CoV-2 virus was studied in comparison with the antiseptic Miramistin® solution. As a result of the experiment, no toxic effects on Vero cells were detected in the drugs in the studied concentrations. In a series of experiments, Thymogen® spray showed local antiviral activity against SARS-CoV-2 when the virus titer was 5,2 lg TCID50. Therefore, the drug Thymogen® dosed nasal spray has high potential as a topical drug for prevention and treatment of COVID-19 disease, which requires additional confirmation in relevant clinical studies.

Assessment of the condition of a patient with coronavirus infection is an urgent problem in clinical practice. The parameter ’nucleated erythrocytes’ in a clinical blood test can be used in clinical practice as a marker of hypoxia in case of lung damage, since it objectively reflects the consequences of acute hypoxic stress in the patient’s body.

COVID-19 pandemic has challenged many countries. Restrictive measures to curb the spread of the new coronavirus infection included self-isolation of citizens, as well as working and studying online, which was possible thanks to the development of information technology. However, the digital space has always attracted criminal attention. The pandemic was no exception: the number of cybercrimes has increased significantly. The digital space has no state borders, and locating the crime scene might be difficult. The concept of a “crime scene” is absent in criminal legislation that generates controversy in criminal legal science. The authors consider digital space as a criminal concept, analyze scientific views on the problem of determining the crime scene, highlight the features of the digital crime scene, and reveal the main types of cybercrimes. They conclude that the crime scene in the digital space is the place of information input and entrance into the information and telecommunication network with the subsequent implementation from this scene of the criminal act, regardless of the location of socially dangerous consequences. The research methodology includes traditional for criminal law science. The comparative legal approach allowed identifying the features of scientific and legal definitions, to define the digital space as a crime scene. The statistical method, through the analysis of crime statistics in the Russian Federation, helped showing the dynamics of crimes committed in the digital space, including during a pandemic. Using the method of analysis, the authors have studied the cybercrime cases.

The article presents an analysis of the main legal acts adopted during the pandemic caused by the COVID-19 virus. Issues related to the legality of temperature measurement, collection of medical information, its transmission for statistics are addressed and stored in accordance with the goals of collection. It is especially emphasized that in cases of collection and transfer of information, all personal information that would help in identity identification should be deleted, since medical secrecy also operates during the pandemic. In addition, questions were raised about the forced hospitalization of patients with a registered diagnosis or suspicion of a new coronavirus infection caused by COVID-19. Quarantine or observation is one of the possible methods of sanitary protection associated with a set of restrictive measures provided for by law. The restriction of certain rights in this case will be legal. The violation of rights can be said when the goals and measures of influence are disproportionate.

Introduction. On March 11, 2020, WHO announced the global COVID-19 pandemic. According to literature data, the spread of coronavirus infection COVID-19 affected the structure of acute chemical poisoning. The aim. Assessment of the impact of the COVID-19 pandemic and restrictive measures on the peculiarities of seeking advice and the structure of acute chemical poisoning in Moscow. Material and methods. The data of the registration forms “Card of recording of a consultation of a patient with acute poisoning of chemical etiology” in the period from March 30 to June 30, 2020 and 2019 were studied. The analysis indicators of a hospitalization of patients in the department of acute poisoning and somatopsychiatric disorders of N.V. Sklifosovsky, the Research Institute of Emergency Medicine. Results. It was found that in the analyzed period of 2020 compared to 2019, the proportion of injured people of working age decreased by 11.2%, while it increased at the age of 0-17 years by 3.2 times. An increase in the number of consultations for individuals by 2.1 times was noted. There was an increase in the number of complaints about poisoning with antibiotics, drugs from the T45 group (anticoagulants, vitamins, etc.), T37 (antiviral, anti-microbial, etc.) by 1.7-2 times. In March-June 2020, there was an increase in the number of complaints about the toxic effects of alcohol (T51), an increase in hospitalized patients with acute alcohol poisoning by 4 times, and with combined alcohol poisoning - by 2.7 times. The number of complaints about poisoning with detergents and disinfectants in the first three months of the pandemic increased by 2.7 times. Conclusion. The pandemic and the introduction of restrictive measures for COVID-19 have affected the toxicological situation in Moscow, which must be taken into account when determining the guidelines for organizational measures for the provision of medical care for acute chemical poisoning during the COVID-19 pandemic.

For the first time faced with total restrictions associated with the spread of a new coronavirus infection, our state, like other world powers, found itself in a situation of potential vulnerability of the population and an economic crisis. The aim of the study is to analyze the implemented system of state support for the Russian economy in a pandemic. The author singles out the main tools for stimulating the economy: support for small and medium-sized businesses, protection of the economic stability of citizens, the formation of a system of support measures that neutralizes the damage to industrial enterprises. The subject of the research is a set of measures of state support for the population and business, implemented during the period of restrictive measures. In order to neutralize the risks and threats of the new conditions, state authorities are implementing a support policy in relation to various groups of citizens and businesses. As a result of studying various aspects of the implementation of state policy aimed at developing the Russian economy and protecting the stability of the population in a pandemic, a number of the most effective innovations are identified that have had a tangible protectionist effect.

In the context of the spread of coronavirus infection, the main problem of medical organizations is not an obvious increase in the cost of providing medical care associated with ensuring the sanitary and epidemiological regime (personal protective equipment, disinfection, etc.), but a decrease in income due to a drop in the volume of planned medical care, suspension of preventive measures, downtime (during the period of re-profiling, etc.). The state quickly responded to this situation by making changes to the relevant legislation and adopting a number of special regulatory legal acts. However, the implementation of these rather varied measures tied to a number of factors, such as the presence or absence of restrictive measures on the territory of the Russian Federation; participation or non-participation in the care of patients with coronavirus infection; periods within which the one or the other order advances, etc. All this causes difficulties in understanding what financial security mechanism is applied to this particular situation, what should be the actions of medical organizations. This article is devoted to the analysis of ways of financial support of medical organizations in the system of compulsory medical insurance at various stages of the fight against coronavirus infection.

This article is devoted to the study of the consequences of social isolation of elderly Muscovites during the spread of coronavirus infection. The author draws attention to the fact that the informal isolation of the older generation has existed for a long time, but only in the new conditions associated with the pandemic, the «home mode» of life in old age was fixed by law. Social isolation is considered as a risk to the life and health of the older generation. It is shown how unprecedented restrictive measures of the Government affec­ted the psycho-emotional and physical health of elderly people, and the tasks of the state to reduce the vulnerability, ensure the safety and resilience of the elderly were not solved.

Распространение и выявление новой коронавирусной инфекции (COVID-2019) как на территории РФ, так и в структуре объектов УИС актуализирует необходимость трансформации средств обеспечения жизнедеятельности как всех субъектов права, так и в особенности подозреваемых, обвиняемых и осужденных. Доказано, что данная категория граждан находится в особо уязвимом положении с точки зрения подверженности заболевания коронавирусом по причине специфики режима отбывания наказаний, который предполагает замкнутость пространства. Введение мер ограничения, регламентированных Правительством РФ, конкретизируемых нормативно-правовыми актами ФСИН России и главного государственного санитарного врача ФСИН России, спровоцировали необходимость решения ряда вопросов, возникающих при реализации системы мероприятий по отбыванию осужденными наказаний в учреждениях УИС. Вышесказанное обуславливает важность и своевременность исследования, связанного и изучением проблем и дискуссионных положений, обуславливающих процесс исправления осужденных и предупреждения совершения ими новых преступлений через призму осуществления санитарно-противоэпидемических мер для предупреждения распространения коронавирусной инфекции. The spread and reveal of a new coronavirus infection (COVID-2019) both on the territory of the Russian Federation and in the structure of penal institutions have prompted us to talk about the need to transform the means of ensuring the life of all subjects of law, and especially suspects, accused and convicted. It is proved that this category of citizens is in a particularly vulnerable position in terms of exposure to coronavirus due to the specifics of the regime of serving sentences, which implies a closed space and close contacts of persons located on the territory of the correctional institution. The introduction of restrictive measures regulated by the Government of the Russian Federation, specified by regulatory legal acts of the Federal penitentiary service of Russia and the chief state sanitary doctor of the Federal penitentiary service of Russia, provoked the need to address a number of issues that arise in the implementation of the system of measures for serving sentences in penal institutions. The above explains the relevance of research related to the study of problems and controversial provisions that determine the process of correcting convicts and preventing them from committing new crimes through the prism of implementing sanitary and anti-epidemic measures to prevent the spread of coronavirus infection.
