In terms of the building development construction or space with the designation as activity place and mass facility, it must comply with the rules of standards safety, security, convenience and comfort building as well as standards requairement. Accessibility in a building is very important, especially the building as a place of activity or public services, such as a lecture hall building which of course will accommodate a large number of people. For those reasons a good planing that can meet the security and safety requirements in the building itself from the impact of unwanted natural disasters. This study evaluates the existing condition of accessibility in the lecture building of the architecture department of the Musamus University of Merauke. The results of this study are the results of measurements and assessments of the physical condition of the building against the technical standard regulations that have been set by the government, the building of the lecture hall building for the architecture department of Musamus University is in a condition that does not meet these requirements. So, if a natural disaster, earthquake or fire occurs, it will cause injuries and even death.

The threat of natural disasters in Indonesia can occur at any time and has caused suffering for humanity. The tourism industry also feels the impact and consequences of natural disasters. Tsunami on the coast of Banten at the end of 2018 has caused economic losses of up to hundreds of billions in the tourism sector. Mitigation of natural disasters, especially in the tourism industry, is still lacking the attention of the government. In the disaster management system, the state is the main actor who has full responsibility for dealing with the effects of natural disasters. The Government of Indonesia in 2005 ratified the 2005-2015 Hyogo Framework for Action as the government's guidelines in dealing with natural disasters, especially in the field of natural disaster mitigation. This study examines the implementation of HFA concerning natural disaster mitigation in the Special Economic Zone of Tanjung Lesung-Banten, and Cikadu Tourism Village Community. Socio-legal research is used as a research method and uses qualitative data analysis that is analytical descriptive and emphasizes primary data as the main data. This data was obtained by interview and observation. As for supporting primary data, library research is conducted. Based on the results of the study it can be seen that the Government of Indonesia has implemented the HFA by making Law No. 24 of 2007 concerning Disaster Management, but in practice law enforcement has not been felt by Banten coastal communities other than that there is no habit or cultural awareness of disaster response in the community.

Abstract Indonesia is the country that has the most active volcanoes in the entire world. The Eurasian Plate, the Pacific Plate, and the Indo-Australian Plate are three active tectonic plates that cause collision zones to form these volcanoes. Indonesia is estimated to have 129 volcanoes, all of which are carefully monitored by the Centre for Volcanology and Geological Disaster Mitigation. This is done because several volcanoes in Indonesia continue to show activity. Moreover, it is estimated that more than five million people live in the "danger zone" of a volcano where they must be immediately evacuated if the mountain shows significant upward activity (Indonesia-Investment, 2019). However, efforts to reduce the risk of natural hazards remain largely uncoordinated in different types of hazards and do not necessarily focus on areas with the highest disaster risk. This paper uses a descriptive qualitative approach as the main writing approach and uses crisis management theory by Rosenthal, that crisis management involves efforts: (1) to prevent a crisis from occurring; (2) to prepare better protection against the impact of crisis agents; (3) to make effective responses to the actual crisis; and (4) to provide plans and resources for post-crisis recovery and rehabilitation. The results of this study are: (1) to accelerate forest recovery, the government can engage the community with security and welfare approach; (2) natural disaster management is the main responsibility of the government; (3) In crises due to natural disasters, form a team that is responsive to critical situations. This team was formed by involving government agencies, community leaders, and NGOs; and (4) to increase the government's capacity to reduce the impact of natural disasters, assessment of potential damage, the establishment of an early warning system, and the improvement of disaster-resistant capabilities are needed. Indonesia is one of the country with a lot of natural disasters occurred every year. The victims of natural disasters, are quite high in terms of the number of deaths, missing people, injuries, sufferings and the number of refugees. Unfortunately, the number of victims is growing from year to year in the last ten years. Thus, based on this condition, this research is carried out in order to analyze the data of the natural disasters and their victims for the last five years. The analysis is intended to know what is the main cause of natural disaster. The series of data about the natural disaster and the weather condition is collected from the government office website. The analysis was carried out by implementing clustering technique to the data, by using k-means algorithm, after data preprocessing completed. The result of the research shows that the weather condition is not the main cause of the occurrence of natural disaster, but the geographical condition is the main trigger of the problem. In addition, this research also found that the data published by the government need to be updated regularly.

Cilacap Regency is one of the areas that have the highest level of natural disaster vulnerability in Central Java. Various types of disasters have the opportunity to occur and have an impact on the entire region. To anticipate the impact of these potential natural disasters, the district government has issued a contingency plan to reduce the risk of disasters. This study aims to describe how to reduce the risk of natural disasters through contingency planning. The study uses a qualitative approach with the case study method. Data and information obtained through focus group discussions (FGD), interviews, and documentation studies. The informants were determined purposively, coming from elements of the government, private sector, and a community of 25 people. The results of the study illustrate that the role of contingency planning is very important to reduce disaster risk. The contingency plan document clearly contains various guidelines and technical steps taken by stakeholders in anticipating natural disasters. The guidelines for the action plan are supported by techniques that can be easily learned so that the stages of the process of how to anticipate natural disasters can be carried out by anyone. The implementation of a natural disaster risk reduction contingency plan in the Cilacap Regency received support from the implementer, the environment, resources, and disposition. The natural environment is one of the most critical factors that profoundly influences human races. Natural disasters may have enormous effects on individual psychological characteristics. Using China’s long-term historical natural disaster dataset from 1470 to 2000 and data from a household survey in 2012, we explore whether long-term natural disasters affect social trust. We find that there is a statistically significant positive relationship between long-term natural disaster frequency and social trust. We further examine the impact of long-term natural disaster frequency on social trust in specific groups of people. Social trust in neighbors and doctors is stronger where long-term natural disasters are more frequent. Our results are robust after we considering the geographical difference. The effect of long-term natural disasters remains positively significant after we divide the samples based on geographical location. Interestingly, the impact of long-term flood frequency is only significant in the South and the impact of long-term drought frequency is only significant in the North.

Public policy in managing natural disasters in Indonesia has not yet optimal. Nonetheless, there emerge programs to deal with natural disasters as the case of the 2010 Mount Merapi eruption. The government relocated the survivors using the Rekompak (Community-Based Rehabilitation and Reconstruction of Society and Settlement) program. Researcher employs interpretative approaches to understanding the reality which experienced by local inhabitants. Rekompak finished in 2014 at Pagerjurang, but this study uncover the side of the survivors who have moved to the new residential area. As the final statement, this study presents that moving residents' residences is not only a matter of physical displacement, but other conditions might hinder the resilience of local inhabitants such as changes in economic and socio-cultural conditions.

The natural disasters of the earthquake, liquefaction, and tsunami that occurred on September 28,2018 in Palu, Sigi, and Donggala have caused damage and even loss of residence and property ofthe people in the region. Agricultural land which was a source of livelihood could not be reused.During the recovery phase in the aftermath of natural disasters, the government andhumanitarian agencies could rebuild facilities and infrastructure including the economy ofdisaster victims. Central Sulawesi Assessment Institute for Agricultural Technology (AIAT)participated in the socio-economic recovery of natural disaster victims in Sigi Regency through thedevelopment of superior BALITBANGTAN (KUB) chicken based on native households in temporaryshelters in Jono Oge Village, Sigi Regency. The purpose of this study was to determine thecontribution and motivation of Sigi disaster victims in raising KUB chickens based on households.The contribution of raising KUB chicken was calculated from the percentage of KUB chicken tototal household income while motivation was measured by the scoring method using a Likert scale.Based on the results of the assessment, it was concluded that the income of victims of naturaldisasters at the Jono Oge Village in Sigi Regency had contribution contribution of raising KUBchickens based on households was 8.08% categorized at <Rp1,500,000.00 and 4.21% categorize atRp1,500,000.00 - Rp2,500,000.00. The motivation of natural disaster victims for raising KUBchickens was on the ease of sales and maintenance.

ABSTRACTObjective: Although a goal of disaster preparedness is to protect vulnerable populations from hazards, little research has explored the types of risks that workers face in their encounters with natural disasters. This study examines how workers are fatally injured in severe natural events.Methods: A classification structure was created that identified the physical component of the disaster that led to the death and the pursuit of the worker as it relates to the disaster. Data on natural disasters from the Census of Fatal Occupational Injuries for the years 1992 through 2006 were analyzed.Results: A total of 307 natural disaster deaths to workers were identified in 1992–2006. Most fatal occupational injuries were related to wildfires (80 fatalities), hurricanes (72 fatalities), and floods (62 fatalities). Compared with fatal occupational injuries in general, natural disaster fatalities involved more workers who were white and more workers who were working for the government. Most wildfire fatalities stemmed directly from exposure to fire and gases and occurred to those engaged in firefighting, whereas hurricane fatalities tended to occur more independently of disaster-produced hazards and to workers engaged in cleanup and reconstruction. Those deaths related to the 2005 hurricanes occurred a median of 36.5 days after landfall of the associated storm. Nearly half of the flood deaths occurred to passengers in motor vehicles. Other disasters included tornadoes (33 fatalities), landslides (17), avalanches (16), ice storms (14), and blizzards (9).Conclusions: Despite an increasing social emphasis on disaster preparation and response, there has been little increase in expert knowledge about how people actually perish in these large-scale events. Using a 2-way classification structure, this study identifies areas of emphasis in preventing occupational deaths from various natural disasters. Bencana tidak bisa lepas dari siapapun jika sudah kehendak sang kuasa pasti akan terjadi, dan keluarga yang mengalami dampak dari bencana alam ini harus bisa menerima setiap kenyataan hidup yang sudah terjadi. Bencana alam yang dialami membuat keluarga kehilangan rumah, harta benda bahkan anggota keluarga yang sangat dikasihi. Pengalaman yang sangat menyakitkan ini adalah bagian dari kehidupan yang harus dijalani pasca bencana alam. Tujuan dari penelitian ini adalah untuk menguraikan pengalaman keluarga menghadapi bencana alam di kampung Lebo. Metode: penelitian ini menggunakan metode penelitian kualitatif fenomenologi dengan teknik wawancara mendalam kepada 6 keluarga yang terdampak bencana alam di Kampung Lebo Kecamatan Manganitu. Analisis data yang digunakan mengacu pada tujuh langkah teknik analisis data collaizi. Hasil: Penelitian ini menunjukkan keluarga merasakan dampak trauma pasca bencana alam sehingga ditemukan tujuh tema besar yaitu 1) Tanda awal bencana, 2) Respon terhadap banjir, 3) Beban psikologi 4) Jenis dukungan, 5) Beban ekonomi, 6) Makna setelah terjadi bencana, 7) Harapan untuk Lebo. Tujuh tema tersebut saling berhubungan satu dengan yang lain dan merupakan pengalaman hidup partisipan menghadapi pasca trauma bencana alam. Kesimpulan:  Akibat dari kejadian ini menyebabkan keluarga mengalami beban psikologi karena kehilangan barang berharga. Meskipun sulit menerima kenyataan harus kehilangan yang orang yang dikasihi serta benda berharga tetapi dukungan yang selalu datang dari berbagai pihak sehingga keluarga mengurangi beban yang dialami. Dengan kejadian ini keluarga mengalami perubahan ekonomi dalam memenuhi kebutuhan sehari-hari. Melalui kejadian ini keluarga menyadari bahwa ini kehendak sang pencipta sehingga harapan kedepan bencana alam ini tidak akan terjadi lagi di kampung.   Disasters cannot be separated from anyone if the power has the will of it, it will definitely happen, and families who experience the impact of this natural disaster must be able to accept it. The natural disasters experienced have made families lose their homes, property and even loved family members. This painful experience is a part of life that must be lived after a natural disaster. The purpose of this study is to describe the experiences of families facing natural disasters in Lebo village. Methods: This study used a phenomenological qualitative research method with in-depth interviews with 6 (six) families affected by natural disasters in Lebo Village, Manganitu District. The data analysis used refers to the seven steps of the Collaizi data analysis technique. Results: Those study showed that families feel the impact of trauma after natural disasters so that seven major themes were found, 1) Early signs of disaster, 2) Response to flood, 3) Psychological burden 4) Types of support, 5) Economic burden, 6) Meaning after a disaster, 7) Hope for Lebo. The seven themes were interconnected with one another and represent the life experiences of the participant in dealing with natural disasters. Conclusion: The consequences of those incident caused the family to experience a psychological burden due to the loss of valuables. Even though it was difficult to accept the fact that you were lose loved ones and valuable objects, support always come from all people so that the family could reduces the burden experienced. With this incident the family experienced economic changes in meeting their daily needs. Through those incident the family realized those was the creator's will so that in the future this natural disaster would not happen again in the Lebo village.

<p>Abstract<br />Corrutiption is categorized as an extraordinary crime, the eradicting must also be done  seriously. This article examines the criminal law policy of imposing the death penalty for corruptors during the covid-19 Pandemic. The Covid Pandemic in Indonesia as a national non-natural disaster which has been a serious concern of the government. In the event of corruption cases occur during the Covid-19 Pandemic, such criminal cases should be tackled in an extraordinary and special way because the impact of Covid-19 Pandemic has affected all sectors of life. Considering the Covid-19 Pandemic, it is appropriate if Indonesia is currently categorized under certain conditions. It means that this condition implies that if a criminal act of corruption occurs during the Covid-19 Pandemic, law enforcers can prosecute or impose a death penalty for corruption perpetrators as stipulated in Article 2 paragraph (1) and (2) of the Corruption Eradication Law. This research used the normative legal method which is carried out through literature study and used the statue approach to find out what weaknesses can lead to juridical problems with the enforcement of the death penalty against corruptors in Indonesia and to analyze the urgency of criminal law policy n the imposition of the death penalty for corruptors during the Covid-19 Pandemic.<br /><br /></p><p>Abstrak<br />Tindak pidana korupsi dikategorikan sebagai extraordinary crime, Pemberantasan tindak  pidana korupsi  juga harus dilakukan dengan cara yang luar biasa. Artikel ini mengkaji tentang kebijakan hukum pidana penjatuhan sanksi pidana mati terhadap koruptor pada masa Pandemi Covid-19 . Pandemi Covid-19 di Indonesia ditetapkan sebagai bencana non-alam nasional yang telah menjadi perhatian serius dari pemerintah. Apabila terjadi tindak pidana korupsi pada masa Pandemi Covid-19 ini, maka penanggulangan tindak pidana korupsi tersebut harus dilakukan secara luar biasa dan khusus. Mengingat dampak dari Pandemi Covid-19 ini telah mempengaruhi segalam macam sektor kehidupan. Melihat kondisi Pandemi Covid-19 sudah selayaknya apabila Indonesia saat ini dikategorikan dalam kondisi keadaan tertentu. Artinya dari kondisi tersebut berimplikasi apabila terjadi tindak pidana korupsi pada masa Pandemi Covid-19 penegak hukum dapat menuntut atau menjatuhkan pidana mati bagi pelaku korupsi sebagaimana telah diatur dalam Pasal 2 ayat (1) dan (2) Undang-Undang Pemberantasan Tindak Pidana Korupsi. Metode Penelitian yang digunakan dalam artikel ini menggunakan metode penelitian hukum normatif yang dilakukan melalui studi kepustakaan dan dipadukan dengan pendekatan perundang-undangan yang nantinya tujuan dari penulisan artikel untuk mengetahui kelemahan-kelemahan apa saja yang dapat memunculkan sebuah problematika yuridis terhadap penegakan hukuman pidana mati kepada koruptor di Indonesia dan menganalisis urgensi<br />kebijakan hukum pidana di Indonesia dalam penjatuhan pidana mati kepada koruptor pada  masa Pandemi Covid-19.<br /><br /></p>
