Promotion of walking activities can be done by applying the concept of walkability through infrastructure improvement of pedestrian facilities. Knowledge of how well a highway can be pedestrian friendly and secure through pedestrian assessment become important. The pedestrian level of service (PLOS) is the most common approach to assessing the quality of pedestrian facility operations. This research evaluated pedestrian facilities by using several PLOS methods. i.e. HCM (2000), Trip Quality (Jazkiewicz, 1999), Gainesville (Dixon, 1996), and Australian (Main Roads WA, 2006), for the case of university area at Bandung Institute Technology. Data collection techniques used consisted of traffic counting survey and observation. Improvement recommendations are given to poorly rated performance indicators in the PLOS evaluation. The results of PLOS evaluations is vary and improvement of pedestrian facilities are still required on some indicator such as maintenance, effective width, lighting, access and supporting facility, crossing facilities, and potential conflict with vehicle.

AbstractMore and more cities worldwide are striving for sustainability and livability. Measuring the service or performance of local-scale spaces for pedestrians and bicyclists to better understand how to provide “walkable” and “bikeable” environments is key in this endeavor to enhance active transportation. These pedestrian and bicycle service or performance indicators, such as Level of Traffic Stress or Level of Service, relate measurable characteristics with a perceived proxy of the performance or service, such as comfort, satisfaction, or quality of service (QoS). The purpose of this study is to propose and validate a framework that integrates user-oriented inputs to the existing traditional supply-oriented variables to explain the QoS in segment roadways in urban environments for active modes. The conceptual framework underlying this study considers the contribution of individual perceptions, in addition to the traditionally considered operational and geometry variables, to explain the perceived QoS of pedestrian and bicyclist infrastructure. The framework is tested via two separate and independent surveys for pedestrians and bicyclists. Evidence determined the relative importance of these supply-oriented and user-oriented factors to explain the QoS. The superior explanatory power of the perception variables and in terms of the variables that explain the individuals’ perceived QoS justify the framework for both pedestrians and bicyclists.

[ID] Kinerja lebar efektif trotoar jalan sudirman kawasan Plaza Sukaramai-Mall Pekanbaru terganggu akibat hambatan pedagang kaki lima dan parkir dari pengunjung pertokoan. Apalagi kawasan tersebut merupakan kawasan pertokoan yang menjadi salah satu tempat rutinitas pejalan kaki cukup aktif. Seharusnya trotoar pada kawasan Plaza Sukaramai-Mall Pekanbaru memiliki jalur pejalan kaki dengan kondisi yang baik dan dilengkapi dengan fasilitas yang memadai. Namun dilihat dari kondisi eksisting jalur pejalan kaki kawasan Plaza Sukaramai-Mall Pekanbaru belum memadai. Maka dari itu perlu di evaluasi bagaimana pengembangan jalur pejalan kaki dengan konsep walkable city. Penelitian ini menggunakan pedoman Peraturan Menteri Pekerjaan Umum No.03/PRT/M/2014 untuk mengetahui lebar efektif kawasan yang telah memenuhi standart, dan walkability indeks untuk mengetahui penilaian kawasan berdasarkan pedoman dari walkability, serta tingkat pelayanan pejalan kaki yang mengacu pada pedoman HCM 2000 dan Peraturan Menteri Pekerjaan Umum No. 03/PRT/M/2014. Jenis penelitian ini adalah deskriptif kuantitatif dalam pengukuran/penilaian terhadap kualitas fasilitas pejalan kaki. Hasil penelitian menunjukkan 5 dari 9 segmen pada kawasan Plaza Sukaramai-Mall Pekanbaru masih memiliki lebar efektif yang belum memadai untuk pejalan kaki pada jam puncak. Trotoar pada kawasaan Plaza Sukaramai-Mall Pekanbaru memiliki walkability score sebesar 54,94 dimana dari nilai itu termasuk kedalam klasifikasi 50-70 yang merupakan katagori cukup baik untuk berjalan. Kawasan Plaza Sukaramai-Mall Pekanbaru khususnya di depan Plaza Sukaramai memiliki tingkat pelayanan yang rendah yaitu C untuk Plaza Sukaramai 1 dan D untuk Plaza Sukaramai 2. [EN] The effective wide performance of the sidewalks of the Sudirman street in the Plaza Sukaramai-Mall Pekanbaru area is disrupted due to obstacles to street vendors and parking from shop visitors. Moreover, this area is a shopping area which is one of the places where pedestrians routinely are quite active. The sidewalks in the Plaza Sukaramai-Mall Pekanbaru area should have pedestrian paths in good condition and equipped with adequate facilities. However, seen from the existing condition of the pedestrian pathway in the Plaza Sukaramai-Mall Pekanbaru area, it is not sufficient. Therefore, it is necessary to evaluate how to develop pedestrian paths with the concept of a walkable city. This study uses the guidelines of the Minister of Public Works Regulation No. 03 / PRT / M / 2014 to find out the effective width of the area that has met standards, and the walkability index to determine the area assessment based on guidelines from walkability, as well as the level of pedestrian service which refers to the HCM 2000 guidelines and the Minister of Public Works Regulation No. 03 / PRT / M / 2014. This type of research is quantitative descriptive in measuring / assessing the quality of pedestrian facilities.The results showed that 5 of the 9 segments in the Plaza Sukaramai-Mall Pekanbaru area still have an inadequate effective width for pedestrians during peak hours. The sidewalks in the area of Plaza Sukaramai-Mall Pekanbaru have a walkability score of 54.94 which of this value is included in the 50-70 classification which is a fairly good category for walking. The Plaza Sukaramai-Mall Pekanbaru area, especially in front of Plaza Sukaramai, has a low level of service, namely C for Plaza Sukaramai 1 and D for Plaza Sukaramai 2.

The purpose of this study is to explain and describe the Strategy of the Indonesian National Sports Committee in improving the achievements of athletes in Central Kalimantan province. The type of research used in this study is descriptive with qualitative research methods. Sources of data in this study are primary data, namely the Deputy General Chair of KONI, Deputy Secretary of KONI, Division of Organization and Management, KONI staff, Athletes and Coaches. While secondary data comes from official documents related to this research such as sports medal data acquisition, and data collection techniques using interviews, observation, and documentation. The focus of his research is to get a clear picture of the Strategy of the Indonesian National Sports Committee in improving Athlete Achievements in Central Kalimantan Province. The results of this study are that the KONI Strategy in improving the achievements of athletes in Central Kalimantan Province is already good, because of the five Performance indicators there are three indicators that have gone well, Responsiveness, Responsibility, Accountability while the two indicators have not gone well are Productivity and Quality of Service

For promoting pedestrian mobility, the quality levels of pedestrian paths should be increased. Many researchers suggest methodologies for determining the pedestrian level of service. Among these, some studies consider both paths’ physical characteristics and users’ perception about the walkways. Investigating users’ perceptions represents a good strategy for implementing interventions aimed at increasing the quality of service. The aim is recording pedestrians’ perceptions about the characteristics of the path and detecting the choices they would make in a hypothetical scenario. This work proposes the design of a Stated Preferences survey and the analysis of the preliminary results. A questionnaire was sent out to a sample of 240 pedestrians, prevalently students, about a walkway located in the University Campus of Rende (Italy). The collected data were analyzed by means of a discrete choice model for assessing the importance assigned by pedestrians to each aspect included in the analysis. The results showed that the environment can be considered as the most important aspect for young pedestrians, while the width of the path is not significant. The outcomes also highlighted the aspects it is necessary to change in order to make pedestrian paths increasingly attractive and to encourage users towards active mobility.

Companion Performance in Improving Village Development. Development Study in Sido Rukun Village and Lubuk Bumbun Margo Tabir District, Merangin District, Jambi Province. This study aims to describe the performance of Village Facilitators in increasing village development in Sido Rukun Village and Lubuk Bumbun Margo Tabir District, Merangin District, Jambi Province. The research was carried out through direct observation to the field to carry out data collection through interviews and supported literature reference sources related to analyzing data findings. The method used is descriptive qualitative. The researcher is directly involved in extracting information. Data analysis was done deductively by using Mitchell’s theory (1987) as an analysis knife to describe the performance of village facilitators, with indicators of Quality of Work, Promptness, Initiative, Capability, and Communication. The results showed that the performance of village facilitators in improving village development in Sido Rukun and Lubuk Bumbun Villages in Margo Tabir District, Merangin District, Jambi Province, if measured by Mitchell’s performance indicators, was considered quite good.

A disparity between developed and developing countries is not only in the terms of economy and geography, but also on the pedestrians’ perceptions and expectations about the level of service of sidewalks. Therefore, it is paramount to find the effect of various built environment measures, that impact perceived Pedestrian Level Of Service (PLOS) in the context of developing nations. This study investigates the most influential factors of the built environment that affect perceived PLOS of sidewalks in the Indian context. This is one of the first studies in India that utilize Structural Equation Modelling (SEM) technique to assess pedestrian satisfaction and thereby qualitative PLOS of sidewalks. A total of 502 personal interviews was conducted to extract the pedestrian perception about the quality of sidewalks of Thiruvananthapuram city, a typical Indian city. The results identified four latent exogenous constructs named “Safety”, “Security”, “Mobility and infrastructure” and “Comfort and convenience” that represent the main aspects of the PLOS of sidewalks among which factors of security has exhibited highest loading (λ = 0.60). The study identified that parameters like police patrolling, street lighting, cleaner sidewalks, sidewalk obstructions, sidewalk surface have an evident impact on the level of service of sidewalks. The results of the study provide a significant information for interpreting the aspects of the walking environment that mainly influences the PLOS. This information can help city planners to prepare new strategies, policy interventions that enhance the quality of sidewalks and thus making the city more walkable

Pedestrian level of service (PLOS) is a measure of the quality of pedestrian facilities provided. Assessing the pedestrian level of service is very important for the improvement of pedestrian environment. This paper describes the results of study on the level of service provided and the importance of various parameters that affect the pedestrian level of service at road intersections. In the analysis, fuzzy set theory is applied and a composite pedestrian level-of-service index (PLOSI) is used to assess the level of service. The assessment at five intersections revealed that two intersections have PLOSI values less than the acceptance level. These two locations are lacking the pedestrian facilities and need to be improved. The method applied in this study may be useful in assessing the level of service at other intersections.

Abstract This study aims to analyze the effectiveness of the sidewalk path on Jalan Dr. Ratulangi in Makassar City in accommodating pedestrian volumes. The procedure carried out in this study is in accordance with the measurement of the effectiveness of the sidewalk, which is stated by the sidewalk level of service. Data collection is done through observation, measurement, and documentation. The results of this study indicate that there is one point with a low sidewalk level of service, namely point 2 in the Dr. Ratulangi segment, with the level of service D. Based on these results, the City Government needs to rearrange the location of flower pots and tree lines and improve the sidewalk design. In addition, additional sidewalk complementary facilities are needed to increase community interest in walking. Keywords: sidewalk; pedestrian volume; pedestrian; level of service.  Abstrak Penelitian ini bertujuan menganalisis efektivitas jalur trotoar di Jalan Dr. Ratulangi di Kota Makassar dalam menampung volume pejalan kaki. Prosedur yang dilakukan pada studi ini sesuai dengan pengukuran efektivitas trotoar, yang dinyatakan dengan tingkat pelayanan trotoar. Pengumpulan data dilakukan melalui observasi, pengukuran, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat satu titik yang dengan tingkat pelayanan trotoar yang rendah, yaitu titik 2 di segmen Dr. Ratulangi, dengan tingkat pelayanan D. Berdasarkan hasil tersebut, Pemerintah Kota perlu menata ulang letak pot bunga dan jalur pepohonan serta memperbaiki desain trotoar. Selain itu, diperlukan penambahan fasilitas pelengkap trotoar untuk meningkatkan minat masya-rakat untuk berjalan kaki. Kata-kata kunci: trotoar; volume pejalan kaki; pedestrian; tingkat pelayanan.

The aims of this study are to measure the level of service quality and how to improve the quality of service execution in re-measurement tera and tera of UTTP in Commerce On duty Co-Operation, Industrial and Commerce Of Sub-Province of Pacitan. This research’s object is traditional market of Minulyo Pacitan as mains market in Sub-Province of Pacitan with 100 perpetrator people of sample as user/owner of UTTP (ukur,timbang, takar, dan perlengkapannya) with method intake of sampel by Convenience Sampling. The technique of collecting data uses questionnaires and direct interview. This research use qualitative analysis instrument test of validity and reliability to know valid or not and reliabel or not about the questions of questionnaire. Then, this research was done with Servqual method as instrument to do measurement of service quality. The measurement of service quality in Servqual method pursuant to five service dimension that is tangibles, responsiveness, realibility, assurance, and empathy. This research will be measured of gap 5 that is difference among performance and its expectation. Ad for yielded gap from a enumeration of Servqual 5 gap, -146 progressively lower him mount the quality of given service activities. Therefore, its needs the existence of priority repair of service quality, in this case is service of remeasurement tera and tera of UTTP at biggest difference or gap that is at variable of Responsiveness ( Energy Listen carefully) and attribute that has smallest difference that is – 0.44 at dimension question of variable of Tangibles ( Evidence Physical).
