Methodological basis for assessing the innovative potential of transport companies is based on the use of the ranking model. This model is used to determine the ranking of innovative potential of the company, taking into account a number of key internal and external indicators of its activities. The proposed ranking model for determining the innovative potential has been tested in three existing transport companies of Tyumen. The testing confirms the universality of the procedure of the ranking score and makes it possible to use it in practice. The indicator allows assessing the position of the transport company and developing a strategy for its further development.

The Impact

The article deals with issues related to the assessment of the economic security level taking into account the innovative activity of the enterprise. The relevance of the problem of increasing the degree of economic entities protection in modern conditions with high competition is reflected. The main components that form the economic security of the organization are listed, and their brief characteristics are given. Besides, the article presents the author's step-by-step procedure for assessing the economic security level. Special attention is paid to the impact of effective innovation on the economic security level of the enterprise. The mathematical calculation for determining the economic security level is shown in more detail on the example of the technical and technological direction of the enterprise, which involves active innovation. The resulting calculations prove the high impact of successful innovations on the economic security of an economic entity due to the priority of this area of activity, as well as the possibility of extracting a significant share of profit. Thus, the article proves the statement about the feasibility of evaluating the innovative potential of the enterprise, as well as analyzing the level of its compliance with the requirements of external and internal environments.

On the basis of the conducted analysis of literature determination of innovative potential of enterpriseis improved in the article. The innovative potential of enterprise is totality of productive, scientific, financial, skilled, organizational and other resources and possibilities that provide readiness and ability ofenterprise to carry out innovative activity, and factors), that create necessary terms for the optimal use ofthese resources and possibilities with the aim of achievement of corresponding reference-points of innovative activity and increase of competitiveness of enterprise on the whole. In the article also the determination of innovative potential of enterprise is improved. The innovative potential of locomotive depot is totality of all necessary for innovative development resources andpossibilities that provide readiness and ability of depot to carry out innovative activity, and factors, that create necessary terms for the optimal use of these resources and possibilities with the purpose of increase of efficiency of innovative activity of both depot and railway transport on the whole.

The relatively weak support of technological enterprises, especially new ones, limits the efficiency of support measures oriented on its further development. Therefore, the State should interfere at the early stage to ensure the research and development of new projects having opportunities for further growth under the simultaneous control for funds not to be allocated for projects having no commercial potential. The support of the innovative projects favors the development and distribution of innovations, stimulates the innovative activity of enterprises and enhances the competitiveness of economy. The paper presents the critical analysis of the innovative projects support system in Kazakhstan. The paper provides the brief characteristics of the results of innovative policy of the country, considers the main instruments of the innovative projects support. Special attention in the paper is paid to the detailed analysis of the innovative projects received grant financing from the State. With that the analysis was made for quantitative indicators of innovative projects in industrial and regional fields, and for social and economic effect from its implementation. Basing on the represented material the paper provides recommendations and suggestions on improving the instruments of innovative projects stimulation in Kazakhstan and development of innovative potential of all participants of innovative process.

The purpose of the study in this case is to develop methods for modeling processes aimed at ensuring investment planning of innovative activities of the enterprise. The methodological basis of the research is the adaptation of technological networks to the methods of financial and resource planning. In parallel, the corresponding mathematical apparatus was developed. It became clear that the activities of the company's department dealing with innovation management have to base on the principles of project management. The research based on the analysis of the process aimed at creating or acquiring an innovation at an enterprise in the context of the resources necessary for the successful implementation of such a process. The result determined and described a mathematical pattern describing the dependence of the probability that a technological operation will be performed successfully on the amount of investment (resources) allocated for this operation. Adjacency matrices became the most appropriate form of representation of models of innovative processes.

The present research features the topical problems of innovative activity motivation of the personnel of higher educational institutions to determine various ways to increase innovation activity. The authors analyzed the categories of motivation and innovation potentials, i.e. their characteristics and importance for the implementation and introduction of innovations in the sphere of highly intellectual teaching. The paper describes some specific methods that could increase the innovative activity motivation in higher education institutions, e.g. economic methods of motivation, the method of management by objectives, the method of participative management, and the method of job enrichment. These methods of motivation allow the management of higher educational institutions to stimulate their employees to raise the level of their innovative-active behavior and to maximize the realization of the innovative potential of employees in order to achieve the goals of the organization and personal goals.

International integration processes in the field of education are particularly pronounced within the framework of the European Union, expressed in the creation of the European Higher Education Area, as well as in the intensification of the Bologna processthe system of harmonization of education systems in European countries. The article is devoted to the identification and consideration of the main trends whose influence on the development of the educational sphere can become decisive for its further development. Among those are university autonomy, ensuring and improving the quality of higher education, the process of internationalization, and standardization and digitalization. The methodological basis of the work was well-known general and particular methods of scientific research. The purpose and objectives of the article were to study the relevant problems of legal support for the development of education in the European Union.
