The present research features the topical problems of innovative activity motivation of the personnel of higher educational institutions to determine various ways to increase innovation activity. The authors analyzed the categories of motivation and innovation potentials, i.e. their characteristics and importance for the implementation and introduction of innovations in the sphere of highly intellectual teaching. The paper describes some specific methods that could increase the innovative activity motivation in higher education institutions, e.g. economic methods of motivation, the method of management by objectives, the method of participative management, and the method of job enrichment. These methods of motivation allow the management of higher educational institutions to stimulate their employees to raise the level of their innovative-active behavior and to maximize the realization of the innovative potential of employees in order to achieve the goals of the organization and personal goals.

The article highlights the results of studying and forecasting the innovative potential of personnel, which, when a number of conditions are met, is embodied in innovative activity characterized by the rates of rationalization efforts. Russian Railways, JSC is one of the first companies to develop a regulatory framework arranging the innovative activities and relations arising in the course of development and use of rationalization proposals, as well as formalizing the innovative activities of personnel, whose activity served as a factual basis of the research. There have been emphasized the significant components of the employees’ innovation activity, the development of which is the prerogative of the company. The purposeful activity of Russian Railways, JSC in training the employees for inclusion in the process of generating proposals was noted. The dynamics of the innovative proposals and their authors is analyzed. The change in the obtained economic effect per one innovative proposal has been investigated. Modeling the dependence of the used rationalization proposals on the number of authors who submitted proposals has been carried out. The assessment of the accuracy and adequacy of the constructed regression equation is given, the absence of cointegration of the considered time series is shown, which gives grounds to use the constructed model of dependence of indicators of the innovative potential of the company’s personnel for making forecasts. Point and interval forecasting of the factor attribute of the predictive model of the number of authors who submitted rationalization proposals was performed using the linear trend equation, the quality level of which as a whole, as well as the statistical significance of the equation parameters were assessed using Fisherʼs F-test and Studentʼs t-test. There has been proved the significance of forecasting the indicators of rationalization activity as indicators of the innovative activity of personnel in making managerial decisions by the company in relation to its intensification is shown; substantiated the need to take into account the structural and infrastructural components in the construction of predictive models.

The article discusses the methodological issues related to the formation of accounting policies for innovation active enterprises. The aim of the work is to study the process of assessing the innovation activity of enterprises in Russia using an improved system of indicators and analyzing the impact of accounting policies on them. An improved system of indicators is defined as a set of financial indicators characterizing innovation activity and serving as an additional database for the formation of accounting policies in an enterprise. The article substantiates the benefits of accounting policies elements in accounting areas in order to attract their own or leveraged funds to increase the innovative activity of enterprises. The improved system of indicators of innovatively active enterprises in Russia makes it possible to comprehensively analyze the innovative activity and the scope of innovative activities of an organization, to evaluate its innovative potential and contribute to the formation of accounting policies that enhance the efficiency of innovation processes.

The subject of the research is spatially non-uniform innovative activity, carried out at the regional level (meso level) within the macroregion of the South of the USA, analyzed and assessed on the basis of the qualitative measures (indicators and integrated index) of the level of innovative capacity and innovative activity of the regional innovative systems which gained development and statistical accounting of the results of the stated activity within specific states. The identified combinations, high correlation dependence and interconnection of indicators of innovative potential and innovative activity of regional innovation systems of the states of the South of the USA, made it possible to substantiate a number of trends in the development of these systems, to assess the peculiarities of spatial integration and, at the same time, the different-level differentiation of these systems, reflecting heterogeneity and unevenness. development of innovation activity on the «center-peripheral» type. The final typology of regional innovation systems of the states of the South of the USA, based on the logarithmically normal distribution of the indices of innovation activity and the integral indicator of the level of innovative potential of the average values for the period 2015–2019, results in a qualitative spatial diversity of these systems, determined by the joint influence of both economic phenomena on the deepening heterogeneity and differentiation of the latter.

The article identifies the fundamental problems of innovation as a factor in strengthening the economic security of an enterprise in the context of globalization and integration of the world’s economic space. The factors that have a direct impact on innovation activity both in the country and in the world have been investigated. Clustering of individual countries was carried out and Ukraine’s place among them was determined according to the Global Innovation Index. Using the software packages MS Excel and CurveExpert 5.0, a study of the index of innovative efficiency in Ukraine was carried out; dynamics of financing innovative activities in Ukraine, as well as the impact of the level of capital investment on the volume of financing innovative activities. It is proposed to assess the level of economic security of an enterprise based on indicators of its innovative development. The features of interpreting the concept of “innovative activity of enterprises” have been investigated. The sequence and interconnection of such categories as innovative potential, innovative activity, and innovative activity are analyzed. The structure of the process of innovation activity has been investigated. The rhombus of innovative activity is analyzed, which is formed from the following elements: receptivity to new things – provision of resources – communication and organization of the innovation process – a measure of competence. In the study of the specifics of the management of innovative-active enterprises, the analysis of the features and comparison of the differences between innovation activity and other types of economic activity was carried out. The structure of the process of managing innovatively active enterprises has been developed, taking into account aspects of the safety of activities. The prospect of further research identified a thorough analysis of the features of the management process of innovatively active enterprises, considering the impact of global risks and threats. The principal purpose of the article is to study the essence and main characteristics of innovatively active enterprises in the study's context of the security aspect.

At the present stage of the development of innovative activity of industrial enterprises, it is necessary to implement measures, the implementation of which is, first of all, the creation of an innovative reserve characterized by innovative potential. The approaches presented by the author to the structure of the elements of the innovation potential, firstly, allow us to identify the missing elements in its composition, secondly, to determine the level of development of these elements, and thirdly, to formulate proposals to eliminate the shortcomings. Currently, the state has initiated a number of federal programs that are aimed at forming and supporting the development of innovative potential both at the level of enterprises, regions, and the state as a whole. The key direction that determines the possibility of achieving the goals in these sectors is the development of personnel component of the innovative potential of domestic enterprises. The analysis of the conditions for the formation of the innovative potential of domestic industrial enterprises allows us to judge the unsatisfactory form of its innovative development, in which there is a significant gap between the requirements of innovative activity, as well as the requirements of the external and internal environment, the ability to adequately respond to the factors of influence. In this regard, in order to develop the innovation potential, the author proposes the structure of its elements and the analysis of the factors influencing the innovation activity of industrial enterprises, as well as bringing it into a balanced state of its external and internal environment. As the main tool for the development of innovative potential and bringing it into a balanced state, organizational and managerial factors are used to increase the efficiency of innovation activities and ensure the activation of the innovative potential of industrial enterprises.

Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

The role of innovation in the economy development is extremely significant. Within the framework of this work, the innovative activity of enterprises and its relation to corporate social responsibility (CSR) is of particular interest. This study is aimed at modeling the project management of corporate innovation activity on the basis of CSR. The results obtained by the author for the Russian economy suggest that there is a positive relationship between the level of innovative development and CSR, both in general and in terms of investments in the transformation of human capital. In this regard, the model of project management of corporate innovation activity based on CSR is proposed. Author suggests, that this model's implementation for companies is promising, since transition to such a model should be resulted in an increase in the innovation activity of companies, regions and the whole country, as well as an increase in the economic, social and organizational effectiveness of innovative activity.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.
