In Russia have emerged all the necessary prerequisites for the digital potential development and digital economy growth rates acceleration. The country has a sufficient intellectual and scientific base, supported by a good system of secondary and higher education. At the same time, the digital economy requires global production renewal, all levels staff retraining and rapid innovative management methods implementation. By all means in conditions of such economy highly skilled and highly paid personnel who has the opportunity to develop and to invest their human capital are certainly needed. The necessity to study the problems associated with the changes of quality of human capital influenced by the digitalization of the economy and determining the vectors for their solution is due to the discrepancy between the skills provided by the education system and required by the new economy, integration and globalization processes that dictate the need to search for modern methods, tools and management solutions for perfection of the formation system and use of human capital. Under the digital economy, the country's competitiveness is determined in the first instance by the accumulated and developed human capital, possessing various network and digital competencies at various levels: global, state, corporate and socio-individual.

The article defines the prerequisites that actualize the study of intellectualization of human capital development in the digital economy. The importance of intellectual capital in securing innovative development of society and enhancing competitive positions on a global scale while using modern information technologies are emphasized. The necessity of increasing the motivation to receive education, which meets the needs of business structures in the digital economy is determined. The importance of formation of digital competencies of key groups that are under study by the leading international organizations of the world is determined. The importance of developing new approaches to the process of realizing the potential of economic security of enterprises during the digitization of the economy is emphasized. The peculiarities of the interconnection of the process of intellectualization of human capital and economic security of enterprises in the digital economy are identified.

Introduction. The emergence of the term "New Economy" is associated with the development of modern electronic information technology, the formation of the information system of the Internet. The new economy is a systemic phenomenon that is gradually formed within the post-industrial period of economic development through the introduction of scientific and technological progress and innovative management methods, intellectualization of human capital, the use of advanced technologies and scientific and economic sectors of the national economy. The new economy is formed on the basis of the intellectualization of production and all economic life. The purpose of the paper is the identification and study of the term “New Economy”, analysis of its advantages and disadvantages. Consideration of characteristics and priority directions in development, identification of the basis of the new economy. Describe the benefits of the new economy. Result. The main characteristics of the new economy are knowledge. They are considered as a productive factor and a strategic resource. In a “new economy” a product is produced, wealth is the result of the application of knowledge, which is both a resource used to create goods and services, and an element of infrastructure. The new economy is a systemic phenomenon that is gradually formed within the post-industrial period of economic development through the introduction of scientific and technological progress and innovative management methods, intellectualization of human capital, the use of advanced technologies and knowledge-intensive industries. Conclusion. The above features allow us to define the "New Economy" as a process of formation and development of the world economy, which is global in nature, subject to social progress and economic growth is achieved using a new factor of production – constantly updated knowledge (“knowledge economy”) includes the "knowledge economy" of its mechanism of knowledge production, infrastructure and resource potential.

The quality of public services and the yield of organizations are not limited to the financial investment and innovation solely. Human capital plays a critical role in the growth and excellence in institutions, but its contribution remains dependent on several factors. Its role is not limited on quantitative and qualitative accumulating, because it should be coherent and integrated in the development process. The theories of endogenous growth contributed to account for the disparity in levels of development between countries, by assuming that the extent of human capital response or inversely lack of responsiveness the economic system. This inaction is usually the prime cause of the deterioration of the quality of service and lack of satisfaction of the citizens, in addition of the lack of employee satisfaction about the circumstances of his work. Hence, arose the significance of several research about the mechanisms of reducing non-enthusiasm for the job or complacency professional and indifference. Staff of Jazan University has been chosen as a context of the empirical investigation of this study. The data has been collected using a well designed questionnaire and analyzed by SPSS program.

Subject. The study focuses on the impact of the digital economy determinants of the education transformation. Objectives. The article provides our own approach treating the education capital as a specific asset of the digital economy, which has an acceleration effect and sets up new trends in education through integrative networks. Methods. The study is based on principles of the systems integration, cross-disciplinary and multidisciplinary approaches. Results. The socio-economic progress was found to be determined with properties of human capital, which are solely specific to the digital economy. In new circumstances, it gets more important for actors of global, national, corporate and social networks to more actively cooperate within distributed networks in order to train high professionals, who would have skills in information networks. Thus, they would raise a new form of human capital – the capital of network education (network-based education capital). We describe positive externalities that arise when the educational sector joins communication processes. We illustrate how educational forms evolves, which are typical of a certain phase of the socio-economic development. The education capital was discovered to grow into a specific asset generating the quasi-rent and working as a social ladder only provided more actors are involved into the network. Conclusions and Relevance. Studying the evolution of educational forms through the cross-disciplinary method, we discovered the need for a system approach, which would help substantiate its transformation in the time of the digital economy, and the emergence of network-based education. These are technologies and tools of the digital economy that become unique factors generating the acceleration effect of the educational capital and ensuring the use of diverse network effects for the formation of intellectual capital and their social transformation.

The article presents the results of a study of the impact of pension reform in Russia on economic growth and quality of life in a digital economy, taking into account the experience of raising the retirement age in Europe. The aim of the study was to identify and analyze the impact of raising the retirement age on economic growth in the context of the development of digitalization in Russia and a comparative analysis with European countries. Results: the studies conducted allowed us to develop a system of indicators characterizing the impact of raising the retirement age on economic growth and the quality of life of the population in the context of digitalization. The authors found that raising the retirement age leads to a change in labor relations in Russia and Europe. The application of the proposed indicators can be used in the formation of a balanced state socio-economic policy in the field of institutional changes in the field of labor relations and raising the retirement age. The article discusses a non-standard view of the formation of human capital for work in organizations of the agricultural sector of the economy, in the context of modern socio-economic transformations. In the classical sense, human capital for agriculture should be formed and developed in rural areas. But in real life, this is not always the case, because there are many factors that prevent the classical solution of this problem. First, the demographic factor affects, second, social and household factors, and third, in many rural areas there are no working agricultural organizations where qualified agricultural specialists can work. All these and other circumstances actualize the problem of the quality of human capital in rural areas in relation to the development of agricultural production.
