The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. In Russia have emerged all the necessary prerequisites for the digital potential development and digital economy growth rates acceleration. The country has a sufficient intellectual and scientific base, supported by a good system of secondary and higher education. At the same time, the digital economy requires global production renewal, all levels staff retraining and rapid innovative management methods implementation. By all means in conditions of such economy highly skilled and highly paid personnel who has the opportunity to develop and to invest their human capital are certainly needed. The necessity to study the problems associated with the changes of quality of human capital influenced by the digitalization of the economy and determining the vectors for their solution is due to the discrepancy between the skills provided by the education system and required by the new economy, integration and globalization processes that dictate the need to search for modern methods, tools and management solutions for perfection of the formation system and use of human capital. Under the digital economy, the country's competitiveness is determined in the first instance by the accumulated and developed human capital, possessing various network and digital competencies at various levels: global, state, corporate and socio-individual.

The process of formation of innovation-oriented human resources in line with effective results like the world economic community and to the education system by improving the quality of training, internationalisation and cooperation of educational institutions, its focus on consumers of educational services possible in the creation of consortia of universities and national research universities taking into account positive foreign experience. In this article, the authors note the current state of the education system and, in general, personnel training in Kazakhstan, its insignificant isolation from the real needs of the socio-economic system, insufficient relationship with the scientific field of activity. However, on the basis of the differentiation presented examples of successful implementation of state programs of education development in the Republic of Kazakhstan aimed at improving the competitiveness of education and development of human capital through ensuring access to quality education for sustainable economic development, and also noted that the global changes in economic and political life of the country will lead to the emergence of new socially significant landmarks in the educational system. Based on the use of integration from the point of view of the effectiveness of the existing agreements on the Eurasian Economic Union, a number of problems that need to be solved in ensuring the quality of human capital are identified. According to the authors, this leads, in turn, to the importance of measuring potential risks, as well as to the connection with qualitative and quantitative factors of the development of the education system and the training system.

One of the Government's priorities is to swap from an industrial economy and low salaries to one of Services and high salaries. For this, the government needs to increase the quality of Human Capital, understood as the increase in the average educational level of the population. An educational measure to achieve this goal is to enhance educational and vocational guidance. Orientation is conceived as a measure designed to optimize the adjustment between the education system and labor market. Although it is a measure present in the Chinese educational system before, it is not until 2012, when the government is committed to a model of Educational and<br />Professional Guidance focused on the development<br />of the individual's career. The objective of this<br />paper is to analyze how educational transitions<br />are from one educational stage to another, and<br />from one educational level to another, to know<br />the problems and factors associated with dropped<br />from school. Once detected the different types<br />of transition in the Chinese education system.<br />We contrast it with the theoretical model of<br />educational and professional guidance focused<br />on the development of the individual's vocational<br />career. At the methodological level, a review of<br />the research and of the databases to be used<br />is carried out. Finally, the results show how<br />different itinerary models that Chinese students<br />take according to their socio-educational profile<br />do not fit with the theoretical model of Career<br />Education.

Development of human capital nowadays in the XXi century stands out as the most important factor of transforming economy and society. With help of investments into development of human potential, Russia increases the rates of economic growth, creating the necessary foundation for strengthening its positions in terms of global completion. The quality of human capital is built by the system higher professional education which determines the potential and success in changing the social structure in technological and economic aspects. The authors examine the topical moments of transforming the personnel provision for the Russian system of higher professional education at the current stage of forming the innovative economic strategy of Russia’s development. Improving the quality of the Russian higher education is at present topical, presenting a strategic task, the solution of which will allow to provide economic stability of our country. The article brings forth the results of investigating the attitude of the Russian people to the Russian and foreign higher education, gives an assessment of the current state of the personnel provision for the Russian higher school. On the basis of these results, the article identifies main drawbacks of the personnel provision for the Russian system of higher professional education and offers directions of increasing the personnel potential of the Russian educational organizations of the higher professional education system. It draws a conclusion that the process of transforming the personnel provision for the higher professional education system in the Russian educational organizations dictates a complex of requirements to the professional role of the faculty members, bringing to the forefront the availability of functions in organizing both the academic and the project and research activities, to formation of educational practices. The present-day faculty member must serve as a consultant, a researcher, a manager of projects, must be «a navigator» in the educational and digital environment.

As typical Indonesian education institute, pesantren with all its component, tradition, culture, and uniqueness have drawn attention many expert and researchers. Pesantren existence has given great contribution to enhancement of the quality of human life. Many role have been played by pesantren; in social, political, economics, cultural aspect; and of course religious aspect which its basic study. These realities in turn have invited the attention of many circles to continuously examine, checking, or studying dynamics, growth, and also existence of pesantren. Among the study result is Mastuhu’s research: Dynamics of System of Education Pesantren, a Study about Element and Value of Pesantren Educational System. With this masterpiece, Mastuhu trying to promote the form of study pesantren which do not merely touching manifest (visible) aspect, but trying to find the values which is consisted inside that manifest; so can found positive, negative, and plus-minus items from pesantren’s education which need and needn’t to be developed in national’s education system. Through this article, the writer will express the work content from a perspective of its study approach.
