This article presents a diagnostic criteria-based methodology for a systematic and complex assessment of the quality of teaching Mathematics in school. This methodology may help assess the prospects of applied approaches to teaching Mathematics as well as monitor it and describe in terms of ensuring the high quality of general education in Mathematics. We used Kolmogorov’s “convolution of qualities” as a basis for developing this methodology for the systematic and complex diagnostics of mathematical education in school. This methodology is used to assess the quality and optimization of complex objects in mechanics, chemical industry, economics, and higher education. The suggested integral assessment (systematic and complex diagnostics) was successfully applied to evaluate the quality of teaching Mathematics in schools of the Volgograd region. We defined three levels of mathematical education quality: discrete (minimal and restricted level), fragmentary (average functional level), and integrated and comprehensive (a rather high level).

The actual need of the design of mathematical education in a general education organization that takes into account socio-economic and pedagogical realities, is substantiates in this article. The concepts “design of mathematical education in a general education organization”, “innovative educational system for teaching mathematics”, “design technology” are defined. The design of mathematical education as an innovative educational system for teaching mathematics in a general education organization has a landmark nature. It is reflected in specific design procedures, which determines the manufacturability of pedagogical design. The technology includes instructions for step-by-step actions and methods for their implementation, forms and methods of activity. The technology of designing mathematical education on an innovative basis is presented in the form of an algorithm (consisting of three interrelated steps and 9 procedures) describing a sequence of actions and methods for their implementation. The design algorithm developed in the framework of the research is an organizational form of development and further effective implementation of the design model of mathematical education on an innovative basis. Designing of mathematics education in a general education organization allows you to balance the individual desires and capabilities of all subjects of education, taking into account the socio-economic context, which improves the quality of mathematical education.

This article is devoted to the analysis of the current state of level teaching of the English language in schools in Kazakhstan. The introduction of the Common European Framework of References for Languages in the process of foreign language education in Kazakhstan entailed significant changes that made it possible to im-prove the quality of teaching English, bring it closer to international standards, and ensure its competitiveness at the global level. However, research has shown that in order to achieve this goal, it is necessary to take into account the awareness and opinion of teachers. This article is an exploratory study examining the application of CEFR in the English language teaching system in general education schools in Kazakhstan, with emphasis on the knowledge and opinions of teachers. The article also provides a brief overview of world experience in the practical application of the principles of CEFR in teaching English. This study used a survey for English teachers as the primary data collection method. The results of the study showed that there are difficulties at the school level that affect the final result of proficiency in English language teaching. Nevertheless, thanks to the adopted language policy, the country is undergoing a progressive development of foreign language ed-ucation and purposeful work is being carried out to ensure the quality of teaching English, which is reflected in almost all program documents for the development of education.

Based on data on the information openness of the education system and educational institutions of Kemerovo Region obtained by means of the integrated monitoring implemented in the region since 2008, as well as on the results of an independent assessment of education quality, the authors analyze the development of informatization processes in the context of ensuring the information openness of the region’s education and its results (on the example of general education institutions) in order to identify possible prospects and improve the activities in question. The eff orts of state, education authorities and regional organizations on informatization have resulted in achieving high values of the indicators of normative, material, HR, programme, and organizational support of information openness. However, the availability of information and services intended for the interaction of all the participants in the educational process presents a problem for a large number of organizations and indicates the failure to fulfi ll the functional tasks of ensuring openness and accessibility of information about an organization. The authors suppose that this makes it possible to determine the further prospects for implementing the regional educational policy in the fi eld of informatization, with an emphasis on eff ective practices of interaction between interested parties and satisfaction of their information needs.

Studies show that Tehran is one of the most polluted cities in the world. This pollution is more due to the traffic of cars. According to statistics, Tehran only had 3 days of clean air in 2012 and 2013. The consumption of low-grade petroleum products by non-standard vehicles manufactured with old technol- ogy has caused air pollution to the city in the absence of an efficient public transport system as well as inefficient management. The results suggest that transition from this dilemma is possible through efficient laws, proper man- agement, the use of world-wide knowledge and culture and general education from the basic levels. Obviously, solving this problem will directly affect the quality of life of citizens, and its effects can be seen in the economic, health, environmental and social spheres. The indirect effects of the crisis can be predicted in economic growth and development, and even in the promotion of national security (at a high level).

The recently discussed issues of education quality are devoted full attention. The systems of quality control are developed, services are certified etc. All EU countries point to education quality as one of the most important political priorities. Despite the fact it is an excellent idea, the questions of how to ensure adequate education and how to achieve equally ranked education certification in all countries of the European Union arise. We can note that different legal and political documents approved by Lithuanian authorities in one way or another emphasize that ensuring quality education is a priority field. What is quality? This question is not so simple. We can agree with general definition that quality generally refers to a certain degree (level) of excellence. It is obvious that there are at least two main perspectives of defining quality, one from the customer of education services and the other one from the producer (education institution). It is obvious, that the quality aspiration is important not only for the companies which produce products or offer service, but also for education institutions of all levels. The central point is the understanding that quality cannot be bought in the market and is not something beyond institution boundaries. Everything will be determined by awareness that quality in a broad sense is conditioned by the quality of management (administration). Only professional management leads to qualified processes (institution work) whereas the latter ensure high-quality service. Another main point is that education and research belongs together. It is as axiomatic truth. Without high-level research a quality management system seems to be a useless thing. As the understanding of quality may vary, a general agreement on the issue discussing quality is very important at least inside the institution. Quality is differently treated by academic staff, teachers, students, employers, social partners of institution, authorities and society in general. Education is a complex system having different levels, sub-systems etc. that closely correlate and determine one another. Finally, we can notice that the best organizations have a systemic and comprehensive focus on quality. Key words: quality of education, managing quality, systemic approach.
