AbstractAlthough the debate on roots of political trust is ongoing, many scholars agree on the relevance of such political factors as political/ideological distance between citizens and incumbents, political responsiveness and perceptions of performance. Less clear is to what extent such trust evaluations are generalized or specific for the three main political arenas in the European multilevel governance system (EU, national, local). With new data from the Netherlands, we demonstrate that trust in local, national and EU governments (1) is largely level-specific (i.e. is based on citizens’ perceptions of incumbents at a particular governance level) (2) and—at all three levels—is explained by level-specific political factors. This shows that political trust is a subjectively rational evaluation and that citizens develop meaningful political orientations vis-à-vis governments at different levels. Therefore, trust spillovers may be less relevant for explaining political trust in multilevel governance than assumed in previous research as executive governments at local, national and EU levels are judged “on their own turf”.

This paper deals with two questions on the relations between the size of political systems and political trust. First, does citizens' trust in national elected officials differ from their trust in local elected officials? Second, what is the relationship between citizens' trust in elected local government officials and the size of local government units? These questions were answered on the basis of survey data from Denmark, the Netherlands, Norway and the United Kingdom. We found that trust in local officeholders is typically and often considerably higher than trust in national politicians. Moreover, the evidence from these four countries suggests that size of municipality has a modest negative effect on political trust. Further evidence suggests that this negative effect is the result of a tendency of citizens in small municipalities to be more satisfied with their local government than residents in large units. This further evidence also shows that whatever its origins (intensive personal relations or a dense network of civil organisations) social trust is not vital for an adequate understanding of political trust.

The Netherlands has a long and fascinating history of water management. The main features of the Dutch water governance system for the implementation of the wfd are its regional water authorities based on hydrological scales and powers to regulate, decide and raise taxes for their water tasks. Their functional approach and the decentralised character make the regional water authorities very efficient and effective. It is therefore understandable that eu institutions and other Member States consider the Dutch system an interesting potential source of inspiration for other jurisdictions. Yet, it is not all gold what shines. This paper highlights the strength and weakness elements of the Dutch water governance system under the wfd. It exposes several points of concern. When considering using the Dutch experience as a source of inspiration in other Member States, these concerns should be taken in due account.

The ‘primacy principle’ comprises three assumptions about political orientations. The first is that they are learned during childhood. The second is that this childhood learning further shapes any subsequent modifications of them. The third is that the scale of any such subsequent modifications is small: fundamental political orientations tend to endure through life. We propose, using cohort analysis, to examine the extent to which three political orientations – party identification, political efficacy and political trust – do, as a matter of fact, endure through adulthood.

Abstract People with disabilities constitute one of the largest minority groups in Europe, and yet our knowledge about how they relate to the political system remains limited. In addition to facing practical barriers such as inaccessible campaign material and polling stations, they often have fewer resources that facilitate and promote confidence and engagement in politics. Moreover, experiences of discrimination and low numbers of politicians with disabilities can generate feelings of disempowerment. Using European Social Survey data from 30 countries from 2002 to 2015, this study shows that people with disabilities have lower levels of internal and external efficacy, political trust and interest, and electoral participation. The disparities in internal efficacy and political interest disappear when accounting for education, income, employment, and social contact. Meanwhile, significant gaps in external efficacy, political trust, and turnout remain to be explained. Perceptions of discrimination strengthen the internal efficacy and political interest of citizens with disabilities but further decrease their external efficacy, political trust, and turnout. The study sheds light on a frequently overlooked dimension of political inequality, provides insights on several contributing factors, and highlights where further research is needed.

AbstractWhere does the legal profession’s identity originate from? How do we explain the intra-professional variations, as multiple legal professions diverge in their political orientations? This paper argues that the legal profession critically develops their core identity resisting incumbent rule when the state undergoes fundamental power reconfiguration. It is their political position as opposed to power in a critical juncture of state transformation that determines the legal profession’s collective ideal of who they are and what actions they take. Drawing on 133 interviews with Taiwanese judges, lawyers, and prosecutors, extensive fieldwork, and archival data up to the 1990s, this paper demonstrates how democratization shapes professional identity. As respective professions experienced different levels and models of authoritarian containment, they took separate trajectories to challenge the Kuomintang’s party-state and pledge to different normative commitments. Taiwanese judges categorically defend judicial independence, lawyers advocate for people’s rights, and prosecutors marshal under justice to check abuse of power.

The article is focused on the diversity of literary discourse which is viewed through the prism of “the internal life of the text” and is considered as a dialogue within “the life and power” of the language. As an object of interdisciplinary scientific research literary discourse is perceived as a complex metalinguistic phenomenon, which is inherently dialogic in its character and able to generate certain reality in which modern human beings live and act. In the triad “discourse – language – language personality” the median marker is viewed as “the house of being” (M. Heidegger), “the spirit of the nation” (W. Humboldt), which allows for the understanding of flickering ideas standing behind the creativity of a modern poet.This paper provides the interpretation of the linguistic dynamics of textual space as one of the possible methods of understanding “the life and power” of the text, which helps to objectively represent the notion of “language as the house of spirit” and the spirituality of modern poetry.The purpose of the article is to study the discourse of a literary work of art as a cognitive dialogue about “language as the house of spirit” and reveal the dynamics of “the spirit” within “the soul of the text”. It should be underlined that the multidimensional character of literary discourse provides for several levels in studying a literary text:Level 1: “the text and the reality”;Level 2: “the text and the language”;Level 3: “the author and the text”;Level 4: “the reader and the text”.The research is based on the analysis of the poetic essays by Tamara Sokolskaya – “The Honesuckle” and “Poetic Ariozo. G#HF#E”.The methods employed in the paper include modeling and interpretation of the linguistic dynamics of the textual space, contrastive and synergetic analysis of the “life and power” of the text and the method of conceptual analysis.The findings of the research comprise the following the results:1. Literary discourse is specific in its multidimensional character and the variety of expressed ideas, which sets it apart from other types of discourse;2. This multidimensional character of literary discourse reveals the complexity of the spiritual life of the author of the text.3. The synergy in the dynamics of textual units demonstrates spiritual content of modern poetry which exists at different levels of consciousness.4. Literary discourse serves as the material realization of the spiritual energy of a person.5. Literary discourse should be viewed as a cognitive dialogue about “language as the house of spirit” which reveals “the dialectic of the spirit” of the author and the dynamics of “the life and power” of the text as a multicultural language code representing the spiritual energy of the nation.

There is a growing belief that IT can improve public management in general. The Dutch policy and services with regard to the elderly are no exception. Obviously, IT opportunities in the healthcare domain play a central role in this, since the main objective of policies is to sustain the independent functioning of the elderly in everyday social life. In this research four IT opportunities for elderly policy in The Netherlands are explored through discussion meetings with elderly, and consultation of experts in the field of elderly policy and services. The IT opportunities are designed to align the different levels of motivation and skills of elderly to use IT. Four IT pilot projects are defined, which take into account the costs and benefits of these opportunities to improve the elderly policy chain in The Netherlands.

This chapter is arranged around a theory about egocentric and sociocentric individuals and cultures. The theory outlines different experiences and trajectories of individualists and communities when it comes to sympathizing with radicalization, the emergence of violent protest, carrying out attacks on civilians and general populations, and travelling to war zones. The present chapter highlights a discourse that might place the prevention of radicalization higher on the national agenda. We do this in order to prevent the recruitment of ‘radicals’ at different levels. We illustrate that the British example—of few resources and efforts for the prevention of radicalization as a response to fear and panic after certain attacks—is not followed by the Netherlands, where there the focus is on investment, interventions, and community policing. Themes for intervention to prevent radicalization are described.

In a multilevel governance system such as the European Union (EU) policy processes at one level may create challenges and dilemmas at lower levels. Multilevel governance involves a multiplicity of regulatory regimes and succeeding governance ambiguities for national actors. These regulatory challenges and ensuring governance dilemmas increasingly affect contemporary European public administration. These challenges and dilemmas are captured by the term turbulence. The inherent state prerogative to formulate and implement public policy is subject to an emergent and turbulent EU administration. Organized turbulence is captured by the supply of independent and integrated bureaucratic capacities at a “European level.” Throughout history (1952 onwards) the EU system has faced shifting hostile and uncertain environments, and responded by erecting turbulent organizational solutions of various kinds. Studying turbulence opens an opportunity to rethink governance in turbulent administrative systems such as the public administration of the EU.
