Majors are part of higher education institutions that a very important role determining the thesis student supervisor . At the Department of Information Systems, Faculty of Mathematics and Natural Sciences (MIPA) the determination of the thesis supervisor is carried out through a lecturer meeting based on its title in accordance with the competence of the lecturer who will guide, regardless of the number of lecturers' workload or the number of students being supervised. The results of the decision of the meeting to determine the supervisors will be announced to students after the meeting is held. This flow inefficient and may lead to ineffective determination of the supervisor . The final result of the system shows that the Simple Additive Weighting (SAW) method can be applied to determine the weight value of each attribute so as to produce a ranking of each alternative lecture who will be selected as a student supervisor for the thesis according to the result of computerized and accurate calculations.

One of the elements in the implementation of Higher Education is a lecturer. Lecturers are academic staff who are tasked with carrying out the Tri Dharma of Higher Education which includes education, research, community service. Lecturers who excel are entitled to be selected and get promotions and awards according to their academic performance. Therefore, we need a calculation method that can be used as a media for performance appraisal of outstanding lecturers who can facilitate assessment. This assessment includes performance appraisal which includes commitment, integrity, service orientation, discipline, cooperation, and leadership. In addition to the criteria, the assessment also includes the Employee Performance Target (SKP) assessment. This Employee Performance Target is in the form of a total assessment of lecturer performance. Two criteria, namely performance and SKP will be used as guidelines in the calculation of the selection of outstanding lecturers. Samples were taken as many as 20 lecturers at the Sriwijaya State Buddhist College in Tangerang. The simple additive weighting method is effectively used in the selection of outstanding lecturers with an assessment limit of more than 0.88. Of the many candidates, there were three lecturers with sufficient performance and SKP, with grades 0.922, 0.88, 0.94. So that the highest achieving lecturer with the highest value is 0.94.

Abstract The aim of this paper is to present aspects of mathematical modeling for the hierarchization of study programs from universities, based on several quality characteristics. The tools used pertain to multicriterial optimization, to the different methods of assessing importance coefficients, to the utility theory, the fuzzy formalism, and to the fuzzy simple additive weighting method. The conclusion is that multicriterial decision-making methods can be efficiently used in assessing the quality of study programs, noting that, just like other methods from the decision theory, the multicriterial decision-making methods highlight aspects of problems differently, therefore, there can be no comparison or competitiveness between them, and choosing one over the other is up to the decision-maker.

<p>Banyaknya Perguruan Tinggi khususnya di kota Medan dengan menawarkan kelebihan masing-masing mulai dari akreditas, fasilitas dan lain sebagainya, membuat calon mahasiswa bingung untuk memilih Perguruan Tinggi terbaik di kota Medan. Untuk  dapat memilih Perguruan Tinggi calon mahasiswa melakukan survey terlebih dahulu tentang informasi masing-masing Perguruan Tinggi yang khsususnya berada di kota Medan. Dengan menggunakan Sistem Pendukung Keputusan maka sebuah permasalahan dapat mudah teratasi dengan cepat khususnya mengenai pemilihan dalam menentukan Perguruan Tinggi terbaik di kota Medan. Dalam penelitian ini Sistem Pendukung Keputusan yang dibuat menggunakan metode Simple Additive Weighting. By using a Decision Support System, a problem can be easily resolved quickly, especially regarding the election in determining the best university in the city of Medan. Abstrak: Pemanfaatan smartphone dalam proses pembelajaran di perguruan tinggi dapat dipandang dari dua sisi yang bertolak belakang. Pada sisi positif, smartphone dapat mempermudah mahasiswa mengakses materi pembelajaran online. Pada sisi negatif, smartphone dianggap dapat mengganggu proses pembelajaran ketika mahasiswa menggunakannya untuk mengakses konten yang tak relevan. Perbedaan karakteristik generasi antara mahasiswa dan dosen menentukan pembentukan perspektif masing-masing terhadap pemanfaatan perangkat TI, khususnya smartphone, untuk pembelajaran di kelas. Penelitian ini berfokus pada program studi yang berkaitan dengan pemanfaatan smartphone dalam pembelajaran di kelas, dengan memperhatikan pengetahuan tentang mobile learning, fitur-fitur pada smartphone serta hambatan penguunaan smartphone untuk proses belajar. Hasil penelitian menunjukan pada Dosen terdapat perbedaan signifikan antara Program studi Ekonomi dengan pendidikan dan Konseling dalam menilai apakah smartphone dapat memotivasi Mahasiswa dalam belajar, dan juga perbedaan pandangan tentang penggunaan fitur menonton video untuk pembelajaran di kelas pada program studi Komputer dan Pendidikan. Pada mahasiswa terjadi perbedaan pandangan antara prodi Ekonomi dan Pendidikan dalam menilai apakah smartphone dapat menghemat waktu belajar. Dosen dan Mahasiswa yang kurang pengetahuan tentang teknologi cenderung akan merasa khawatir tentang penggunaan smartphone dalam pembelajaran di kelas. Abstract: The use of smartphones in the learning process in higher education can be viewed from two opposing sides. On the positive side, smartphones can make it easier for students to access online learning materials. On the negative side, a smartphone is considered to be able to disrupt the learning process when students use it to access irrelevant content. The difference in generation characteristics between students and lecturers determines the formation of their respective perspectives on the use of IT devices, especially smartphones, for classroom learning. This research focuses on study programs related to the use of smartphones in classroom learning, taking into account the knowledge of mobile learning, features on smartphoen and barriers to the use of smartphones for learning. The results showed the lecturers there were significant differences between the Economics and Education study programs and counseling in assessing whether smartphones can motivate students to learn, and also differences in views about the use of video watching features for classroom learning in Computer and Education study programs. In students there are differences of views between Economics and Education study programs in assessing whether smartphones can save time studying. Lecturers and Students who lack knowledge about technology are likely to feel worried about using smartphones in classroom learning.

In the era of industrial revolution 4.0, science learning in Higher Education especially in Elementary School Teacher Education Study Programs must be actively applied, in order to produce graduates who have high abilities and skills. One way is to apply a cooperative learning model assisted by the Student Module (MM). This learning model is suitable to be applied in Higher Education because it prioritizes group work, besides it can train student skills in expressing opinions from the results of group discussions. With the help of MM, students can do assignments in more structured lectures, so that material with a broad scope can be completed thoroughly and on time

On March 16, 2020, many universities in Indonesia began implementing online-based learning to replace lectures in the classroom. This is done as a way to reduce the transmission of the Covid-19 outbreak in Indonesia. There is an opinion that with the implementation of online learning, especially in mathematics education study programs, there are many obstacles when learning takes place. This study aims to determine the obstacles that arise after the implementation of online learning in mathematics learning in Higher Education. This research is a qualitative case study, assisted by an online survey. The researcher collected data through an online survey consisting of 27 questions. The survey is aimed at lecturers who teach in Mathematics Education study programs in Indonesia. The survey contains structured questions and leads to three parts, namely; basic skills challenges, teaching and learning challenges, and university challenges. The 27 questions contained questions about the ability of platform mastery to support online learning owned by each lecturer. The research involved 26 lecturers from universities in Sumatra, Java, Kalimantan, and Sulawesi. The results of this study reveal that all lecturers affected by the pandemic use a Learning Management System (LMS) based website as a means of online learning. The learning management system-based platform is the most widely used (google class and Edmodo) while video conferencing is the second choice (Zoom and Skype). What is interesting is that the LMS available on campus is less attractive to lecturers. However, there are obstacles faced such as the limitations of writing mathematical symbols and the limited basic capabilities of the learning management system and multimedia software to support online learning.

Many definitions of quality, efficiency and effectiveness exist in literature and can be considered as the relationships between inputs, outputs and outcomes. From this point of view efficiency may be defined simply as the relation of outputs to inputs, effectiveness as the relation of outcomes to outputs and inputs, but quality as a measure of change of outputs and outcomes. The objective of this paper is evaluation of higher education study programs quality, efficiency and effectiveness in the case of Latvia University of Agriculture engineering study programs. The conceptual framework of quality, efficiency and effectiveness was defined, which allow to perform the comparative analyze of the study programs inputs, outputs and outcomes depending on the study year. It is concluded that even the quality, as the change of inputs or outputs, decreases, at the same time the quality, as the change of outcomes, can increase. If the efficiency of study program, as the relation of outputs to inputs, decreases at the same time the effectiveness of the study program, as the relation of outcomes to outputs or inputs, can increase depending on study year.

The Latvian language as a foreign language (LATS) is learned both in Latvia and abroad. It can be done in higher education institutions, as well as in different courses and self-directed learning. Outside Latvia, there are many countries and higher education institutions where it is possible to acquire LATS. In some higher education institutions, the Latvian language has been taught since the beginning of the 20th century. The oldest LATS teaching traditions are in North America, Germany, Sweden, Lithuania and Australia. In some universities, such as Stockholm University, Masaryk University, Saint Petersburg State University, etc., academically strong study programs in Baltic Studies were established. Over time, study programs have been closed for various reasons, at most leaving the Latvian language as an optional course. At some universities, the Latvian language course has been discontinued. Although in some higher education institutions outside Latvia LATS could be acquired starting from the beginning of the 20th century, the most significant interest in the Latvian language was after the restoration of independence of the Republic of Latvia. Then many higher education institutions in Europe established Latvian language and culture study programs. This interest was related to the geopolitical situation. People tried to get to know the post-Soviet countries through the language. When Latvia joined the European Union, interest in the Latvian language decreased in Europe. Nowadays, interest in the Latvian language has increased in Asia, especially in China. In Asia, it is possible to acquire the Latvian language in China and Japan. There are established different Latvian language bachelor programs in universities of China while in Japan the Latvian language is taught for somebody interested in Latvian culture and traditions more than in the Latvian language.
