Time plays a central role in international organizations (IOs). Interactions among actors are embedded in a temporal dimension, and actors use formal and informal time rules, time discourses, and time pressure to obtain concessions from their counterparts. By the same token, legacies and innovations within and outside IOs can be examined as a dynamic process evolving over time. Against this background, this chapter has a twofold aim. First, it examines how actors use time in IOs with a particular focus on multilateral negotiations to justify their actions. Drawing on international relations studies and negotiation analysis, this piece explores six different dimensions of time in the multilateral system: time pressure, time discourse, time rules, time costs, time horizons, and time as a resource. Second, this chapter delineates the evolution of IOs over time with the focus on innovations that emerge to adapt their institutional system to new political and economic circumstances. This piece looks particularly at endogenous and exogenous changes in IOs, recurring to central concepts used by historical institutionalism, including path dependence, critical junctures, and sequencing. This allows us to map patterns of incremental change, such as displacement, conversion, drift, and layering.

Earlier work on a water-hammer technique for high-rate forming of sheet metal has been extended to include work on deep drawing using lead plugs. A study of the pressure-time history of a deforming blank during its initial movement is reported. An assessment of the overall efficiency of the process has been made and is found to be about 50 per cent; this is an order of magnitude better than that found with comparable electro-hydraulic and explosive methods.

A relative method, defined as indirect approach to evaluate the material properties via the relationship between unknown properties and a known property, is proposed to estimate some properties that could not be measured by the traditional methods for ceramics. Experiments and theoretic analysis based on the relative method were carried out in this study to estimate the properties in following aspects: determining the temperature dependence of elastic modulus of some machineable ceramics by comparing the deflections; obtaining the modulus and strength of ceramic coatings supported by substrates, from the variation in properties of the rectangular beam samples before and after coating; estimating the residual stresses in tempered glass by comparing the change in the surface strength after strengthening.

Noninvasive ventilation is a common procedure for managing patients having chronic respiratory failure. The success of this ventilatory assistance is often linked with patient's tolerance that is known to be related to the quality of the synchronization between patient's spontaneous breathing cycles and ventilatory cycles delivered by the ventilator. Thirty-four sleep sessions (more than 5000 ventilatory cycles each) were automatically investigated using a specific algorithm processing airflow and pressure time series. Four groups of patients were defined according to the interplay between asynchrony events and leaks. Different mechanisms that depend on sleep stages were thus evidenced. A Shannon entropy was also proposed as a new sleep fragmentation quantification methodology.

The measurements of proton–nucleus scattering and high resolution neutrino–nucleus interaction imaging are key in reducing neutrino oscillation systematic uncertainties in future experiments. A High Pressure Time Projection Chamber (HPTPC) prototype has been constructed and operated at the Royal Holloway University of London and CERN as a first step in the development of a HPTPC that is capable of performing these measurements as part of a future long-baseline neutrino oscillation experiment, such as the Deep Underground Neutrino Experiment. In this paper, we describe the design and operation of the prototype HPTPC with an argon based gas mixture. We report on the successful hybrid charge and optical readout using four CCD cameras of signals from 241Am sources.

The paper addresses the problem of deriving the nonlinear, up to the second order, crest wave height probability distribution in front of a vertical wall under the assumption of finite spectral bandwidth, finite water depth and long-crested waves. The distribution is derived by relying on the Quasi-Deterministic representation of the free surface elevation in front of the vertical wall. The theoretical results are compared against experimental data obtained by utilizing a compressive sensing algorithm for reconstructing the free surface elevation in front of the wall. The reconstruction is pursued by starting from recorded wave pressure time histories obtained by utilizing a row of pressure transducers located at various levels. The comparison shows that there is an excellent agreement between the proposed distribution and the experimental data and confirm the deviation of the crest height distribution from the Rayleigh one.
