The article shows and analyzes the population growth dynamics in the Guba-Khachmaz economic-geographical region, the economic region’s urban and rural population. Its share of the population of Azerbaijan for the years 1990-2015 are shown in the tables and also analyzed. The population for rural and urban sectors and the indicators of rate are shown in the map for 2016-2017 years. Also, as a result of the social survey conducted in the region, the living standards of the population as well as the employment rate in the settlements were studied, and ways to mitigate problems were identified.

Автор не только обобщил итоги многолетних исследований адаптации русских крестьян юга Западной Сибири к социально-экономическим и культурно-политическим изменениям 1930-1950х гг., но и глубоко и всесторонне исследовал влияние на их жизнедеятельность кардинального переустройства сельского мира и масштабных исторических событий, которые сопровождались неблагоприятными, а порой и экстремальными внешними условиями. Автор рецензии отмечает, что эта проблематика представляет неотъемлемую часть культурного опыта прошлых поколений. The review is devoted to the monograph of Siberian historian T.K. Shcheglova, published in 2018. The author not only summarized the results of many years of research on the adaptation of Russian peasants in the south of Western Siberia to the socio-economic and cultural-political changes of the 1930s and 1950s, but also deeply and comprehensively investigated the impact on their life of the radical restructuring of the rural world and largescale historical events that were accompanied by unfavorable, and sometimes extreme external conditions. The author of the review notes that this problem is an integral part of the cultural experience of past generations.

The study was carried out within the framework of targeted funding of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan "Development of the concept and mechanisms of balanced territorial development of the economy and society of Kazakhstan." Methods - abstract-logical, monographic, graphical, comparative and cluster analysis. Results - in order to compare the living standards of rural areas of the country's regions, grouping of regions was carried out with justification of such indicators as growth rate of the number of rural residents; the share of the employed and self-employed in the total rural population; villagers' income; proportion of residents whose material well-being is below the subsistence level; share of expenses for food products and paid services. The results of the conducted cluster analysis are presented and groups of regions with similar living conditions, social security and characteristic problems are identified, which makes it possible to determine the main directions of regional policy for improving living standards in the countryside for each of them. Conclusions - the authors have developed recommendations for the implementation of measures aimed at increasing the level of livelihoods in rural areas that are of interest to regional and local government agencies, labor and social protection authorities in Kazakhstan, preparation of policy documents to improve the socioeconomic situation of rural residents.

The article gives an assessment of reducing the living standard of the population in rural areas of Russia (a case of the Volgograd region). The analysis of the current state of rural areas was carried out and problems and trends of a decreasing standard of living of the population were identified. The dynamics of the urban and rural population of the Volgograd region has been illustrated in accordance with the data of the Federal State Statistics Service of the Russian Federation. The conclusions are drawn about the depopulation in the rural areas, natural loss, migration outflows, and the change in the category of settlements. There have been systematized the factors influencing the living standards of the population in rural areas in modern conditions, such as: legal, socio-economic, political, technological, etc. With the help of the Ishikawa diagram, the potential causes of the declining standard of living of the rural population are ordered and aggregated, and the most important factors are identified. The effectiveness and efficiency of the state policy aimed at the long term development of rural areas is assessed. It has been noted that the volume of financing the state program Comprehensive development of rural areas for 2020–2025 will amount to about 2.3 trillion rubles, which is 12 times more than funding of the previous program. Lack of activities and insignificant amount of funding aimed at the development of social infrastructure of modern villages, the development of education and health care were identified by the authors. A set of measures to improve the existing policy for the long term development of rural areas in Russia has been substantiated. The necessity of including the problems of the development of Russian villages into the system of national projects in the Russian Federation has been emphasized.

The XX century and the first decades of the XXI century are characterized by the process of retraditionalization, which is well fixed by expeditionary ethnographic materials within the framework of the culture of life support. On the example of the Russian rural population of the Western Siberia, vital culture has demonstrated some forms of retraditionalization — substitution technologies in economic life, social mutual assistance and support and actualization of irrational knowledge. The considered forms of retraditionalization perform the functions of adaptation to complex socio-economic conditions and symbolic identification of social and ethnic groups.

Purpose. The aim of the article is to carry out a study of the current state of social and labour relations on the basis of scientifically-grounded analysis of the most general indicators such as employment and unemployment, remuneration and living standards of rural population, and further modernization of social and labour relations in the context of regulating rural population incomes. Methodology of research. General scientific methods are used in the research, in particular: statistical, economic analysis – to determine the status and dynamics of such indicators as employment and unemployment, remuneration and living standards of the rural population; tabular – to organize the statistics. Findings. The problems of formation of the level of economic activity, employment and unemployment of the rural population of Ukraine and the Carpathian region are generalized, and the factors that significantly influence the formation of social and labour relations of the rural population are characterized. The following statements are established in the article, in particular: intensive processes of workforce dismissal by agricultural enterprises, narrowing the scope of work in rural areas cause a high level of informal employment of rural population, intensifying its migration behaviour, which, ultimately, leads to changes in the sphere of income generation. The analysis of modern and perspective directions of modernization of social and labour relations is carried out. Originality. A systematic approach is used to outline the problems and features of modernization of social and labour relations in the context of rural population income. Practical value. The obtained results will provide a scientific substantiation for the social and economic performance of the state measures taken to increase social standards, income and living standards of the rural population, and further develop social and labour relations.
