Purpose. The aim of the article is to carry out a study of the current state of social and labour relations on the basis of scientifically-grounded analysis of the most general indicators such as employment and unemployment, remuneration and living standards of rural population, and further modernization of social and labour relations in the context of regulating rural population incomes. Methodology of research. General scientific methods are used in the research, in particular: statistical, economic analysis – to determine the status and dynamics of such indicators as employment and unemployment, remuneration and living standards of the rural population; tabular – to organize the statistics. Findings. The problems of formation of the level of economic activity, employment and unemployment of the rural population of Ukraine and the Carpathian region are generalized, and the factors that significantly influence the formation of social and labour relations of the rural population are characterized. The following statements are established in the article, in particular: intensive processes of workforce dismissal by agricultural enterprises, narrowing the scope of work in rural areas cause a high level of informal employment of rural population, intensifying its migration behaviour, which, ultimately, leads to changes in the sphere of income generation. The analysis of modern and perspective directions of modernization of social and labour relations is carried out. Originality. A systematic approach is used to outline the problems and features of modernization of social and labour relations in the context of rural population income. Practical value. The obtained results will provide a scientific substantiation for the social and economic performance of the state measures taken to increase social standards, income and living standards of the rural population, and further develop social and labour relations. The subject of the research is the structure of the labor market of rural areas through the development of enterprises of rural green tourism. The purpose of the work is to identify problems and trends of employment of rural population and to substantiate the organization of alternative types of employment in rural areas through the development of rural green tourism enterprises. Methodological basis of the article became general scientific methods of cognition, generalization, method of comparative analysis, statistical and other methods of research. Results of work The labor market in the countryside is characterized by the curtailment of job offers through the holding of agrarian production, its modernization. There is an increase in labor productivity, the release of large masses of the rural population, a decrease in the levels of its income and life. This leads to the search for and justification of alternative types of employment in the countryside. One of them is the definition of rural green tourism and its enterprises. Moreover, the organization of small tourist enterprises and agro-villages in the village does not require significant investments and special professional training of workers. They are based on the use of material resources of farmers, personal peasant and households, as well as the traditions of hospitality and the rural way of life of Ukrainians. The field of application of results. The results of the study can be used by the state executive authorities in improving the structure of the labor market of rural areas. Conclusions With the purpose of developing the rural economy and expanding the labor market for rural residents, we proposed the development of rural green tourism enterprises. The organization of new types of economic activity in rural areas is intended to increase the incomes of rural population. With the active development of unique and competitive destinations for rural green tourism, for which rural areas are used as an advantage, rather than treated as a disadvantage, it is possible to reach a sufficiently high level of profitability. This will give impetus to the further development of the countryside and the emergence of adjacent or serving businesses.

Abstract The article considers the current state of small and medium-sized businesses in rural areas of the Trans-Baikal Territory. In the region, the largest share of agricultural products produced falls on the personal subsidiary farms, while there is a destruction of large-scale commodity production, evidenced by a decrease in the number of agricultural enterprises and organizations. Presently, the Government of the Trans-Baikal Territory is interested in transforming personal subsidiary farms into the status of peasant farms, since they are able to ensure more efficient functioning of small forms of farms. Special attention is paid to the state support of small farms in the region. In the course of the study, the problems of the effectiveness of the use of state support for small forms of management were identified. The priority direction of state support is grant subsidization of peasant farms, while the distribution of grants in the context of municipal districts of the region is uneven. In general, the mechanism of grant support for peasant farms is effective only for areas of the region where animal husbandry traditionally constitutes the basis of agriculture. There are also problems associated with excessive requirements for obtaining grants and insufficient consulting assistance from potential grantees.

The author researchers the social sphere consisting of the branches’ set creating various products in the form of non-material and material services which finally provide inquiries of the society in Kazakhstan that comes to be very important and authentic for the current matter of fact for this country. Transformations associated with the transition to the market economy caused a sharp decline in the rural population of life quality. In the context of transformational recession social services in the rural areas for a long time operated on prevailing conditions in the planned economy assets, resulting in the quality of its services significantly decreased.At the same time, the social sphere of urban economy is largely felt the benefits of the economic growth and participation in the reconstruction of this sector and took the largest system of corporation, especially in the status of city-companies within the social responsibility of business and regional agreements of social partnership.

The study was carried out within the framework of targeted funding of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan "Development of the concept and mechanisms of balanced territorial development of the economy and society of Kazakhstan." Methods - abstract-logical, monographic, graphical, comparative and cluster analysis. Results - in order to compare the living standards of rural areas of the country's regions, grouping of regions was carried out with justification of such indicators as growth rate of the number of rural residents; the share of the employed and self-employed in the total rural population; villagers' income; proportion of residents whose material well-being is below the subsistence level; share of expenses for food products and paid services. The results of the conducted cluster analysis are presented and groups of regions with similar living conditions, social security and characteristic problems are identified, which makes it possible to determine the main directions of regional policy for improving living standards in the countryside for each of them. Conclusions - the authors have developed recommendations for the implementation of measures aimed at increasing the level of livelihoods in rural areas that are of interest to regional and local government agencies, labor and social protection authorities in Kazakhstan, preparation of policy documents to improve the socioeconomic situation of rural residents.

The article raises the issue of the dynamics of human capital of rural Russia of the Central Federal District with the example of the Yaroslavl area in conditions of depopulation and growth of return migration. On the basis of the results of the empirical research, using the methods of in-depth interviews and the search survey according to the structured questionnaire, the author examines the way of life and living conditions of the rural population from the perspective of the past, present and future. The article identifies key problems that are acutely felt and reflected by the inhabitants of the village: lack of jobs, opportunities for decent work in the countryside, poor roads and medical services, a low level of amenities and recreational activities. Also, based on the reasoning of the respondents, the author points out some positive aspects of life in rural areas: good ecology, availability and operation of kindergartens and schools, a relatively high level of development of digital technologies, a moderate, peaceful life. In conclusion, the author highlights the key factors influencing the lifestyle and quality of life of rural residents and concludes that, in the light of this situation, without State policy intervention in the development and preservation of human capital, Depopulation and atrophy of rural areas will continue.

The aim of the article is to show that in rural areas, with particular emphasis on former state-owned farms, which were created as a result of changes in the forms of land ownership, mainly in Central and Eastern European countries, the economic situation of households is still worse than in the areas where there were no State Agricultural Enterprises (PGR). Research in Poland served as a case study. Selected methods of descriptive statistics and multivariate comparative analysis were used in the analyses. The results presented in the study at different levels of aggregation (voivodeships, poviats, and communes) allowed the identification of the regularities in the situation of rural areas. Among the beneficiaries of social assistance, most of the people live in rural areas and have a high unemployment rate; the problem of unemployment especially concerns those areas where the rural population with lower education levels predominates. Moreover, in former state-owned farms, the total disposable income per person is lower than in other areas, and the funds from the government program “Rodzina 500+” constitute a significant contribution to household budgets.

The article gives an assessment of reducing the living standard of the population in rural areas of Russia (a case of the Volgograd region). The analysis of the current state of rural areas was carried out and problems and trends of a decreasing standard of living of the population were identified. The dynamics of the urban and rural population of the Volgograd region has been illustrated in accordance with the data of the Federal State Statistics Service of the Russian Federation. The conclusions are drawn about the depopulation in the rural areas, natural loss, migration outflows, and the change in the category of settlements. There have been systematized the factors influencing the living standards of the population in rural areas in modern conditions, such as: legal, socio-economic, political, technological, etc. With the help of the Ishikawa diagram, the potential causes of the declining standard of living of the rural population are ordered and aggregated, and the most important factors are identified. The effectiveness and efficiency of the state policy aimed at the long term development of rural areas is assessed. It has been noted that the volume of financing the state program Comprehensive development of rural areas for 2020–2025 will amount to about 2.3 trillion rubles, which is 12 times more than funding of the previous program. Lack of activities and insignificant amount of funding aimed at the development of social infrastructure of modern villages, the development of education and health care were identified by the authors. A set of measures to improve the existing policy for the long term development of rural areas in Russia has been substantiated. The necessity of including the problems of the development of Russian villages into the system of national projects in the Russian Federation has been emphasized.

The relevance of the topic of the article is that the implementation of legal procedures within a particular branch of law requires a clear establishment and definition of key stages, procedures, patterns and subjective composition of the latter. That is, we are talking about the legal regulation of legal processes, the high level of quality of which directly affects the effectiveness and efficiency of the relevant sequences of legally significant actions. Official investigations in the prosecutor's office in this aspect are no exception, so it is appropriate to analyze the current state of their legal regulation. Determining the state of legal regulation of official investigations in the prosecutor's office requires a full understanding of the features and internal nature of this category. Note that legal regulation has a deep theoretical basis. It can be pointed out that legal regulation in a separate part is an expression of the content of the principle of the rule of law, that is, it is an indicator of the action of law as the main regulator of social relations. However, there are other features of this category that are important to outline within this article. The article, based on the analysis of scientific views of scientists, offers the author's vision on the interpretation of the concept of legal regulation of official investigations in the prosecutor's office of Ukraine. Emphasis is placed on the specifics of the mechanism of legal regulation of official investigations in the prosecutor's office and identified features of its structure. The general assessment of the state of legal regulation of official investigations in the prosecutor's office is given. It is concluded that at the present stage the legal regulation of official investigations in the prosecutor's office is disordered in its internal structure. Yes, there is a corresponding dissonance between the status and the practice of applying official investigations. The procedure for this procedure, the subject composition, the local legal framework, as well as other mechanical features of official investigations are developed and have the appropriate forms of operation. At the same time, the status and purpose of official investigations in the prosecutor's office, their connection with disciplinary proceedings, principles, as well as the general place in the field of official discipline of prosecutors in modern realities are not properly regulated.

The purpose of the article is to characterize the organizational and structural aspects of the formation of economic efficiency of agricultural enterprises. Research methods. General scientific methods were used during the research - analysis and synthesis (to identify the links between the factors of formation of economic efficiency of agricultural enterprises, as well as to assess the status unifying effects of its formation); induction (for the implementation of theoretical conclusions about the patterns of causation of organizational and structural changes and the results of economic activity of enterprises); comparison (to compare the dynamics of changes in the structural composition of enterprises in the process of economic reform, as well as the financial efficiency of their activities); abstract-logical method (for structuring the factors and effects of the formation of economic efficiency of agricultural enterprises). Research results. The organizational and structural aspects of the formation of economic efficiency of agricultural enterprises as a representation of their system, as well as individual businesses are substantiated and disclosed. Scientific novelty. Based on the systematization of empirical data on the development of agricultural enterprises, it was identified modern features of the formation of economic efficiency, its organizational and structural aspects with estimates of the enterprises size and their regional specifics of efficiency. Practical significance. The obtained results have an applied, methodological orientation and provide an opportunity to justify management decisions in the development of agricultural enterprises depending on the size and taking into account the organizational form. The purpose of the article is to analyze and evaluate the current state of the domestic market of advertising services, tendencies of development of enterprises of the advertising sphere of Ukraine. Methodology. The domestic market for advertising services is quite young because it has actually started its active history since Ukraine gained independence, which has caused some peculiarities of its development and formation. As a result, the development of the market and its representatives has been undulating, yet at a rather dynamic pace compared to the advertising markets of other countries that have already had many years of experience and history of operation – during 1991-1993 more than 1000 different advertising campaigns were created in Ukraine. companies, including more than 400 companies have been created in the media. We should also take into account global trends, especially globalization, the development of information technology and the Internet, which are also influenced by the domestic advertising market, which in general have caused dramatic changes in the principles of activity of the entire existing advertising industry. In the course of the research were used: general scientific methods, in particular: systematic approach – to summarize data of the advertising sphere as a whole set of elements in a set of relations and relations between them; methods of systematization and forecasting – to determine the general tendencies of development of advertising sphere of Ukraine and enterprises of advertising sphere of Ukraine. The general tendencies of development of advertising sphere of Ukraine and enterprises of advertising sphere of Ukraine are substantiated. The main reasons that have had an impact and will have an impact on the activity of domestic advertising companies in the future are identified. The scientific novelty is to identify the main tendencies in the development of the advertising sphere of Ukraine and domestic enterprises of the advertising sphere, as well as the factors that influenced and influence their activity. The results of the study are aimed at ensuring the quality management of the activities of advertising companies and ensuring a high level of their competitiveness. They can be used to refine and / or revise strategic plans for development and activities, management principles of advertising businesses.
