Abstract Waste management in Banyumas Regency entered a new history following the shift on waste management from government management, into community management. This is a breakthrough in the Governance Era and stimulates a greater public role in waste management. However, the policy issues regarding waste have widened, and this study aimed to explain it. Qualitative research was carried out by tracing the issue of waste problems in online mass media, observations, and interviews. The data analysis technique was carried out with interactive analysis techniques. The results showed that the issue of waste problems widened into several issues, including the transfer of local government burden to the public, the destruction of city face, bureaucratic egocentrism, and the inability of non-governmental groups.

Abstract IR-OBIRCH (Infrared Ray – Optical Beam Induced Resistance Change) is one of the main failure analysis techniques [1] [2] [3] [4]. It is a useful tool to do fault localization on leakage failure cases such as poor Via or contact connection, FEoL or BEoL pattern bridge, and etc. But the real failure sites associated with the above failure mechanisms are not always found at the OBIRCH spot locations. Sometimes the real failure site is far away from the OBIRCH spot and it will result in inconclusive PFA Analysis. Finding the real failure site is what matters the most for fault localization detection. In this paper, we will introduce one case using deep sub-micron process generation which suffers serious high Isb current at wafer donut region. In this case study a BEoL Via poor connection is found far away from the OBIRCH spots. This implies that layout tracing skill and relation investigation among OBIRCH spots are needed for successful failure analysis.

This study aims to determine the effectiveness of implementing Law Number 23 of 2004 on Elimination of Violence in Household, as well as the factors that influence its enforcement. This type of research is empirical legal research with a quantitative descriptive in nature. This research was conducted in Makassar City to be precise at the Makassar City Police. The data collection techniques used in this study were questionnaires, documentation, and literature study. The data analysis technique used is quantitative data analysis techniques. The results showed that the implementation of Law No. 23 of 2004 in Makassar City is still considered less effective. Factors affecting the effectiveness of the implementation of Law No. 23 of 2004 in Makassar City consists of several factors, namely: legal factors; law enforcement factors; supporting facility factors; environmental factors; and cultural factors. in addition, environmental factors are the biggest factor affecting the effectiveness of the implementation of Law No. 23 of 2004. It is hoped that the police will further strengthen environmental factors in order to increase the effectiveness of the implementation of Law No. 23 of 2004 in the future.

<p>This study aims to look at the complete facilities and their accessibility in existing tourist sites in the city of Surakarta namely Taman Balekambang, Taman Satwa Taru Jurug and Taman Hiburan Rakyat (THR) Sriwedari. Completeness of facilities and existing facilities at tourist sites is assessed based on the Minister of Public Works No. 30 Year 2006 on Technical Guidelines and Accessibility Facility On Building and Environment. This study assessed whether tourism in Surakarta was accessible or not and viewed based principles of accessibility. The method used is descriptive qualitative research with data collection technique using observation, interviews and documents. To obtain valid data, this study using triangulation of data sources. While data analysis techniques using interactive analysis techniques.</p><p>Facilities were seen and assessed based on the Public Works Ministerial Regulation No. 30 Year 2006 on Technical Guidelines and Accessibility Facility Building and Environment On the basis of the size of the room, pedestrian paths, guide lines, parking areas, ramps, and traffic signs and markings. The results showed that the state of the facilities and existing facilities at tourist sites namely Taman Balekambang, Taman Satwa Taru Jurug and Taman Hiburan Rakyat (THR) Sriwedari yet complete and in accordance with policy. Incompleteness of this facility shows that tourist sites are not accessible for the disabled. It makes the accessibility of tourism in Surakarta not materialized.</p>

The goal of this article is to analyze the level of citizens’ trust in different public institutions during the second wave of COVID-19 pandemic, and the influence of citizens’ trust on their compliance with the measures adopted to prevent the spread of the virus. The research was conducted between November and December 2020 on a sample of 700 residents of Metropolitan Area of Cluj, Romania. During the time of data collection, Romania registered the largest number of daily COVID-19 cases, therefore, citizens’ compliance with preventive measures was crucial to contain the spread of the virus. Citizens reported high levels of compliance with preventive measures. However, even though people were recommended to avoid meetings with relatives and friends, and participation to private events with large number of people, respondents reported that did not fully comply with social distancing requirements. Citizens have highest level of trust in the public institutions at local level, medical institutions and County Committees for Emergency Situations. The research found that trust in public institutions influences the compliance with preventive measures; however, the influence is weak and the trust in different institutions influences differently policy compliance.

The purpose of this study was to determine “The Effectiveness of the Subsidized Housing Programon KPR BTN Sejahtera IB Products (Case Study: Bank Tabungan Negara Bekasi Sharia BranchOffice)”, this research includes field research (field research) with qualitative methods and supportedby library research (library research). ) relating to the effectiveness of the subsidized housing programon KPR BTN Sejahtera IB products. Data collection techniques for this study consisted of observation,interviews, and documentation. As well as data analysis techniques for this thesis research usingtechniques: data reduction, data presentation and drawing conclusions. Measurement of effectiveness,seen from three factors, namely: first, convenience, second, target accuracy, and third, affordability.Based on the results of the research, it shows the effectiveness of the subsidized KPR program, namelythe convenience factor because the requirements, processes, forms of service, and administrative costshave been effective and affordable because it is easy for the public to obtain information about KPRBTN Sejahtera IB at Bank Tabungan Negara Bekasi Sharia Branch Office, monthly installments. ,details and total costs during the contract that are not burdensome, payment facilities have helpedcustomers, and there are no sanctions or fines if they experience arrears in payments every month,while the ineffectiveness is seen in the factor of the accuracy of targeting because many customerswho take the subsidized housing program are not occupied but only for investment. Therefore, it mustbe improved in all its aspects in order to produce optimal effectiveness for the subsidized housingprogram on the KPR BTN Sejahtera IB product at the Bekasi Sharia Branch Office State Savings Bank.

The objective of this chapter is 1) to understand multi-channel architecture, integration, and management; 2) to develop a framework for citizen relationship and grievance management system for a single view; 3) as a case study, to propose framework applied to find what types of channels are providing to the citizens get access to the public services at National, State, and Local level in India; 4) as a case study, to find out challenges and issues with implementation of multi-channel services delivery. The key findings of the case study are: 1) There is no declining in providing traditional channels after introducing modern channels. 2) The departments are offering mixed channels. 3) Usage of mobile-based applications, social media, and wi-fi are in pilot basis or at initial stage. 4) Multi-channel integration and management is not yet initiated. 5) Electricity and network coverage are main issues in implementation of modern channels. However, such initiatives have some issues and challenges to the developing countries like India.

The aim of this paper is to identify patterns of waste management in the Bali archipelago tourism area. The Nusa Penida District is a new tourism destination located in the Southeast of Bali. In 2018, there were average 391,071 tourists/day coming and 45,520 local residents live in this area. The total amount of waste produced in Nusa Penida District is 15.90 tonnes/day or 173.61 m3/day. High tourist activities have not been handled by a good waste management. Questionnaires were distributed randomly to the public and tourists to find out the pattern of waste management. Observation also conducted to build the material flow analysis as a waste information baseline. Around 48.21% organic waste used as livestock feed and 8.45% dumped carelessly to the environment. Around 32.51% anorganic waste be burnt and 45.68% waste dumped carelessly. Moreover, Nusa Penida District facing offering waste management problem caused by their cultural activities. In total, around 8.82 tonnes/day waste is dumped in landfills and total unmanaged waste around 6.73 tonnes/day.

In the public institutions of Brazilian direct administration the availability of financial resources is based on yearly budget funds; the process for use of resources is set in legislation and can be time consuming; and unused funds in one fiscal year can not be allocated to the following year. This context of constraints to action becomes particularly complex for organizations that act in the area of Science, Technology Innovation, like Centro de Análises de Sistemas Navais - CASNAV, that belongs to the Brazilian Navy. Thus, the objective of the research was to analyze how CASNAV’s strategic practices of budgeting and billing are formed, in order to deal with the restrictions and rules of public administration, according to the perception of practitioners involved in the process. This study was based on the perspective of strategy as a social practice and focused on the model of Whittington (2006). The single case study had a descriptive nature, which data collection was done through interviews, observation and analysis of documents and then treated by content analysis technique. Among the main results of the analysis highlights that: a) formation of strategic practices is directly linked to the process of interaction with customers; b) flexibility to deal with the financial or budgetary constraints is largely related to the client's needs; and (c) budgeting and billing practice is made possible by formalization of practitioners’ attributions, the proactivity and interaction with customers and the managerial skills developed internally.

Eucharistic celebrations that use Javanese language are very rarely carried out in the Catholic church, thereby causing a lack of public knowledge, especially people about Javanese Eucharist. This research was conducted aiming to provide information and knowledge to the public about the form and presentation of the Javanese song for the choir used to accompany the celebration of the Javanese eucharist held at the church St. Maria Fatima Banyumanik Semarang. This descriptive - qualitative research took place at St. Maria Fatima Banyumanik Semarang on May 26 and June 30, 2019 with a priest, choir officer and church members as research subjects. Data collection techniques in this study include observation, interviews and document studies. The data analysis technique used is interactive analysis. The results of the study revealed that the form of Javanese liturgical song presentation was used to accompany the celebration of the Javanese eucharist at the Church of St. Maria Fatima Banyumanik Semarang is the same as the form of presentation of the liturgical celebration of the Eucharist in general, in the form of a choir group, and the function of the use of Javanese liturgical songs in the celebration of the eucharist is as a means of communication and as a continuous contribution and cultural stability. Hopefully in the future the church will more intensively inform the celebration of the Javanese eucharist to the people, and hopefully the choir in charge can prepare song texts for the people, so as to increase the readiness and enthusiasm of the people in participating in the celebration of the Javanese eucharist at St. Maria Fatima Banyumanik Semarang.

<em>This research is a case study research aims. Data sources include events, informants, and documents. Research subjects are Indonesian language teachers, Vice Principals of Curriculum, andstudents of SMA N 1 Gemolong. Technique of research subject taken by purposive sampling technique. Technique of data collecting done by observation, interview, and document analysis. The technique of data validity test is done by triangulation of source and triangulation method. Data analysis techniques use interactive analysis techniques.The results of this study are descriptions of: (1) the planning of authentic assessment in the Curriculum 2013 in Indonesian learning includes the preparation of assessment indicators, assessment criteria, and rubrics on RPP; (2) the implementation of authentic assessment in the Curriculum 2013 on learning Indonesian, teachers carry out authentic assessment in learning; (3) obstacles that teachers encounter in the conduct of authentic assessment and efforts to overcome them. Obstacles encountered by teachers include: (1) time constraints; (2) the difficulty of applying authentic assessment of certain competencies (3) the complexity of authentic assessment of (4) age. Efforts to overcome authentic assessment constraints include: (1) teachers make arrangements that include agreement between teachers and learners to perform assessments at specific times and places; (2) the teacher considers the assessments obtained from various sources; (3) teachers attend various trainings that are authentic assessment concepts; (4) the school provides an application to determine the value of the learner.</em>
