Abstract Due to frequent emergency cases at hazardous production facilities, which can lead to an environmental disaster, material and social damage, the issue of using the rational locations of territorial emergency response teams in the area of responsibility is the most relevant. The greatest weight if it is necessary to determine the rational place for the permanent deployment of territorial emergency rescue units created by the state authorities of the subject of the Russian Federation. Due to the lack of guidance documents and methodological recommendations for determining the permanent location of territorial emergency rescue units, this task was solved in each constituent entity of the Russian Federation in its own way and with a significant degree of subjectivity. It is proposed to use an algorithm for determining the permanent location of the rescue formation in the area of responsibility based on the probability of calling the formation to incidents, accidents and emergencies.

The key questions concerning particular sections of the topic Burns in Emergencies are presented. Particular attention is paid to the presentation of terminology. For this, the wording of the Federal Laws, Government Resolutions and Orders of the Ministry of Health of the Russian Federation were used. In accordance with the latter, the classification of emergency situations is given, as well as the criteria by which their damage is assessed. It has been established that the involvement of the forces and means of the Ministry of Defense in the elimination of the consequences of emergency situations is spelled out in the Federal Law. In addition, an argument is made on what basis the citizens of the Russian Federation are obliged to constantly improve their knowledge and practical skills in studying numerous issues of protecting the population, providing assistance to victims, in carrying out emergency rescue operations, etc. situations that led to massive burns. Key features of burns as injuries sustained in emergency situations are formulated. Also, aggravating circumstances are listed that negatively affect the general condition of the victims. The role and place of clinical guidelines as a fundamental development governing the sequence of the organization and content of medical care for those burned at the stages of medical evacuation are indicated. Attention is drawn to the legal significance of the problem.

Risk-oriented approach in the implementation of control (supervision) activities is an important state task that affects the country economy. As part of the implementation of the priority area of reforming control and supervision activities, the Federal Law «On the state control (supervision) and municipal control in the Russian Federation» was adopted, which comes into force on July 1, 2021. In order to implement the Federal Law «On state control (supervision) and municipal control in the Russian Federation», it is advisable to revise the regulation on the federal state energy supervision. It is required to study the issue of taking into account the risks of causing harm (damage) to legally protected values when carrying out control (supervision) activities in relation to the subjects (objects) of the energy sector, as well as criteria for assigning it to the risk category and indicators of the risk of mandatory requirements violation. Currently, the only criterion for assigning the harm (damage) to the risk category is the dependence on the established and (or) transmitted capacity of the energy facilities used, which is nonobjective due to the changes in the normative-regulatory framework for the implementation of control and supervision activities. It is required to study the issue of categorization depending on the established (transmitted) capacity of the object, the amount of economic damage as a result of the implementation of emergency situations and (or) emergency incidents (in value terms), the number of people killed (irretrievable losses), the number of people whose vital functions were disrupted as a result of the implementation of emergency situations and (or) emergency incidents.

В статье рассмотрена возможность внесения изменений в лицензионные требования, касающиеся подтверждения квалификации работников, состоящих в штате соискателей лицензии (лицензиатов). Выполнение указанных требований обязательно при намерении осуществлять (осуществлении) деятельность по тушению пожаров в населенных пунктах, на производственных объектах и объектах инфраструктуры, а также деятельность по монтажу, техническому обслуживанию и ремонту средств обеспечения пожарной безопасности зданий и сооружений. Проведен анализ введенных в действие в рамках реализации «регуляторной гильотины» положений о лицензировании видов деятельности в области пожарной безопасности, утвержденных постановлениями Правительства Российской Федерации. Кроме того, с использованием положений нормативных правовых актов Российской Федерации и нормативных документов проанализирован общий механизм формирования системы независимой оценки квалификации, в том числе в области пожарной безопасности, рассмотрены перспективы внесения изменений в лицензионные требования. Сделан вывод о том, что характер прогнозируемых изменений должен соответствовать общему направлению развития Национальной системы квалификаций. В статье исследовано также современное положение дел с формированием профессиональных стандартов в области пожарной безопасности, разработка которых закреплена за Советом по профессиональным квалификациям в области обеспечения безопасности в чрезвычайных ситуациях. The article considers the possibility of amending the licensing requirements regarding the confirmation of the qualifications of permanent employees who are the license applicants (licensees). Fulfillment of the specified requirements is mandatory if it is intended to carry out (implement) fire fighting activities in settlements, at industrial facilities and infrastructure facilities, as well as activities for installation, maintenance and repair of fire safety facilities for buildings and structures. The analysis of regulations on licensing of fire safety activities, approved by the resolutions of the Government of the Russian Federation is carried out. These regulations are implemented as part of realization of “regulatory guillotine”. Furthermore, the general mechanism for formation of the system for independent qualification assessment, including in the field of fire safety is analyzed as well as the prospects for amending licensing requirements were considered. The above mentioned analysis is carried out using the provisions of regulatory legal acts of the Russian Federation and regulatory documents. It is concluded that the nature of predictable changes should correspond to the general direction of development of the unified National qualification system. The article also considers the current state of formation stages of professional standards in the field of fire safety. The development of such standards is assigned to the Council for professional qualifications in the field of safety in emergency situations.

At present, in the Russian Federation there are no legislatively approved recommendations on the procedure, structure and requirements for the design of an emergency response plan for coal open-pit mines. Therefore, the development of this document at the mining enterprises is carried out independently, coordinating it with emergency response services serving the hazardous production facility. The absence of regulatory documents forces the enterprise management to make decisions on the structure of the document, forms and its content. This can lead to errors in conducting mine rescue operations when attracting additional forces and means from other units of rescue units. The relevance of creating a single document for everyone to draw up a plan for the elimination of accidents at sections has been repeatedly noted at production meetings with the participation of scientists, specialists from surveillance services and representatives of rescue units. In order to increase the emergency preparedness of enterprises, on the basis of studies of the current regulatory documentation of Rostechnadzor, the EMERCOM of the Russian Federation, Mines Rescue Service and scientific literature, an algorithm was developed for compiling submarines for coal open-pit mines. The analysis of accidents at the coal open-pit mines of the country made it possible to create a list of types of accidents encountered. Based on this, instructions have been developed for the actions of all workers in the mine for the initial period in the event of an accident. Taking into account the existing standard forms for coal mines, the developed document forms for open pits were developed, this will make it possible to unify emergency rescue operations regarding the preparation of documents. Scientifically sound solutions can be used to develop a plan for the elimination of accidents in the future at all mining enterprises engaged in open mining. The results of the work expand knowledge in the field of safety of coal open pit mining.

The article deals with topical issues of development of the market of tank-container freight transportation in Russia. The study presents data on the use of tank-containers on various modes of transport, which allow high-quality and reliable transportation of goods in comparison with traditional tanks. The technological features of the design of tank-containers, their overall dimensions, weight and capacity are considered. Statistical information reflecting the dynamics of the chemical cargo transportation market in containers and tanks has been analyzed. The risks and threats that can lead to an environmental disaster due to the problems of updating the fleet of containers have been studied. The directions of development of smart logistics are given.

Introduction:Emergency situations (ES) are situations within a certain territory, which have arisen because of an accident, a dangerous natural phenomenon, natural disaster, or other that may cause or have caused human casualties, damage to human health or the environment, significant material losses, and unbalance of living conditions of people. Important characteristics of ES are suddenness and involvement of a significant number of victims who need first aid and emergency medical care. These characteristics determined the organization of the Unified State System for Emergency Prevention and Elimination of the Russian Federation.Aim:To study the structure of ES in Russia. By the scale of spread and damage caused, ES can be local, municipal, inter-municipal, regional, interregional, or federal, by the source of origin – technogenic, natural, biological, or social. The terrorist acts are usually allocated in a separate group of ES. The structure of ES, according to the EMERCOM of Russia in 2005-2017, is as follows: 1.Technogenic (59.61%)2.Natural (29.42%)3.Biological and social (9.91%)4.Major terrorist acts (1.06%)Methods:Statistical analysis was conducted. According to the EMERCOM of Russia, every year in 2005-2017 there were 422.5 ± 46.5 ES, resulting in the death of 796 ± 56 people. Polynomial trends in the number of ES and deaths, according to the EMERCOM of Russia, (with significant coefficients of determination R2 = 0.85 and R2 = 0.64, respectively) show a decrease in the number of ES and deaths.Discussion:The resulting analysis of the structure and number of ES, the number of deaths, the risk of being in an emergency, and the individual risk of death in an emergency can predict the forces and means necessary for the elimination of the consequences of ES.

According to the State program of the Russian Federation «Health care development» till 2020 approved by the decree of the Russian Federation government dated 24.12.2012 N 2511-p, the principle of the cluster approach became the one of the directions of informatization of healthcare. Subsystem perinatal cluster is the continuous monitoring of pregnant women. Its main advantage is the formation of a unified information space of the hospitals in the region that allows you to reliably group out pregnant females according to the risk of complications of pregnancy and childbirth, to determine the routing for all the patients. The goal of the system is a significant improvement of the assistance within a cluster (group), the formation of a standardized approach to the medical care, management of emergency situations in the occurrence of life-threatening conditions, the reduction of maternal and perinatal mortality rate. Computerization of medical care in obstetrics was implemented in the automated system «Program monitoring for pregnant females».

Statistical data for 15 years on emergency situations (ES), fires and accidents on water is provided, and normalized indicators are calculated. During 2000–2014, 8588 disasters were registered in Russia, which killed 14,826 and injured 5 million 841 thousand people. There were 5097 (59,4%) man-made disasters, 2786 (32,4%) natural ESs, 587 (6,8%) biological and social ESs, and 118 (1,4%) major terrorist attacks. Local ESs count up to 4313 (50,2%), municipal — 2977 (34,7%), intermunicipal – 1069 (12,5%), regional — 191 (2,2%), inter-regional — 23 (0,3%), Federal — 12 (0,1%). Every day (1,58 ± 0,15) emergency situations happened which caused death of (2,76 ± 0,25) people. The risk of being in ES (R1) in Russia amounted to (0,40 ± 0,04) · 10–5, the risk of death in an ES was (1,82 ± 0,10) fatalities per year, individual risk of death in ES was (0,70 ± 0,06) 0183 10–5 per year. There is a significant downward trend in these indicators. The lack of continuity of representing even basic ES indicators in State reports "On the state of protection of population and territory of the Russian Federation from emergencies of natural and man-made origin" prevents their comparison.
