Abstract The article substantiates the need to implement the innovative direction of the domestic agro-reclamation complex development, which is particularly relevant in the conditions of active digitalization of agricultural production. The directions of innovative development of agro-reclamation activities based on the use of digital technologies, in particular, related to the formation of precision irrigation systems, are studied. The article substantiates the prospects of using innovative tools of land reclamation activities aimed at ensuring the interaction of an expanded range of stakeholders.

The development of land reclamation in modern conditions, on the one hand, manifests itself as an important tool for increasing not only the yield, but also soil fertility, and on the other hand, it can cause degradation of the soil cover both by irrigation erosion and by raising mineralized groundwater. Therefore, the use of advanced methods and methods of irrigation is an important direction in improving land reclamation activities in various economic conditions. The use of digitization methods in planning crop yields and irrigation water volumes can be particularly important for this process, with the aim of mutually influencing the efficiency of agricultural production on reclaimed land.

The article reveals a real situation in the Russian Land Reclamation Complex, and the using of developed areas; there are presented the causes of insufficient using efficiency of the developed lands. The main goal of land reclamation developing is formulated; it is its renovation according to modern engineering and technical level, of available land reclamation and hydro-economic fund of Russian Federation. There are developed the  main measures aimed to the rehabilitation of technical and economic and technological potential of land reclamation systems, ensuring proper functioning of the land reclamation and hydro-economic complex, as well as the using for agricultural production no less than 90% of available developed lands; that is the most rational way for getting of ecologic and economic balanced productivity of developed lands and a base for the country’s future stable land reclamation complex development. Under global political and economic competition conditions and economic crisis development and the raising of social and economic issues, land reclamation complex development is possible only after working out of the State Program on rehabilitation and development of land reclamation complex of Russian Federation in 2021-2020, keeping in mind the regional specific conditions of farming development, technical condition and level of land reclamation systems, real use and ecologic condition of developed lands.

The non-black earth zone of Russia is a zone of guaranteed harvest of major agricultural crops. However, at present, the potential of the reclaimed lands of the Non-Black Earth Region remains largely unrealized. In world agricultural practice, land reclamation combined with the use of modern technical means is an important factor in the development of agriculture, a condition for a consistently high level of agricultural production. Therefore, in all countries, reclaimed lands are given a special status, and the necessary amount of reclamation fund of agricultural lands is created.

The article discusses the main directions and forms of adaptation of agricultural production experience to integration into digital platforms for the functioning of the agricultural sector. The informational and statistical basis of the study is determined; a circle of modern research centers that deal with the use of digital technologies in the agricultural sector is outlined; the technologies used in the agricultural sector are classified based on the cliometric approach, that demonstrated by analyzing the yield of grain crops in Russia from 1850 to 2019. Digital platforms for the functioning of the agro-industrial complex are highlighted, allowing to implement areas and forms of adaptation of agricultural production experience to integration into them. Concrete recommendations are given on the use of digital technologies in the field of agricultural production from the standpoint of increasing the competitiveness of agro-food products.

The article presents the results of the development of a digital technology for optimizing the parameters of moisture in the calculated soil layer. The introduction of precision irrigation technologies requires the development of new approaches to the development of decision support systems for their technical implementation in modern high-level programming languages. The developed computer program for determining the optimal moisture parameters of the calculated soil layer for the main irrigated crops of the Saratov region is easy to use and easily integrated into digital automated irrigation control systems.
