Abstract This article aims at presenting the economic impacts of implementing the basic principles of construction demolition waste management in terms of saving construction costs. Emphasis is placed on fulfilling the 3R principle, i.e. reducing waste, reusing it, and recycling resources and products. Construction and demolition waste represents the largest mass waste flow in the EU, e.g. in 2018, it represented 36% of the total waste production in the whole EU- 27. The European Union is gradually introducing measures to reduce the production of construction waste compared to the Czech Republic, where the share of construction demolition waste on the total production was up to 42% in 2018. This value exceeds the EU-27 average. The article analyses available statistical data from the national CZSO and the European statistical office EUROSTAT on the waste production classified according to EWC-STAT, which is a classification of waste according to Directive No. 2150/2002. Items monitoring the waste produced by the construction industry are listed on the 41st to 43rd place of the EWC-STAT list of all monitored waste. The data obtained allows comparing three branches of construction production, the 41st Building construction, 42nd Civil engineering, and 43rd Specialized construction activities. Another possibility to obtain data is to use a division according to the waste producer economic activity (CZ NACE). The data obtained in this way is compared with the performance indicators of the national economy. By comparing the size of the construction demolition waste production with the performance of the national economy (especially the GDP indicator), the degree of their interdependence was determined. The aim of the analysis is to assess the relation between the country’s economic performance and the production of construction and demolition waste. The next step was to perform an analysis from the point of view of the 3R principle in order to examine the impact of measures to reduce the construction demolition waste production in connection with the already initiated processes of its possible recycling or reuse.

Prefabricated solutions incorporating thermal insulation are increasingly adopted as an energy conservation measure for building renovation. The InnoWEE European project developed three technologies from Construction and Demolition Waste (CDW) materials through a manufacturing process that supports the circular economy strategy of the European Union. Two of them consisted of geopolymer panels incorporated into an External Thermal Insulation Composite System (ETICS) and a ventilated façade. This study evaluates their thermal performance by means of monitoring data from three pilot case studies in Greece, Italy, and Romania, and calibrated building simulation models enabling the reliable prediction of energy savings in different climates and use scenarios. Results showed a reduction in energy demand for all demo buildings, with annual energy savings up to 25% after placing the novel insulation solutions. However, savings are highly dependent on weather conditions since the panels affect cooling and heating loads differently. Finally, a parametric assessment is performed to assess the impact of insulation thickness through an energy performance prediction and a cash flow analysis.

Construction and demolition waste (CDW) accounts for 40% of urban municipal waste in China and around 25% in the European Union (EU). Since the EU is more developed and urbanized than China, its experience with managing CDW may be helpful to China. This study therefore compared China and the EU with respect to the flow of CDW materials and the policies, laws and regulations for CDW management. The results reveal that the CDW management practices and facilities in China are relatively underdeveloped with a large amount of low-value inert material going to landfill compared with the EU. The study also reveals the important role of government involvement in CDW management, including the use of punitive measures and preferential policies; most EU members states achieved their waste recovery rates by 2016 due to mature CDW legalization. To improve the management of CDW in China, a series of suggestions are proposed including waste prevention strategies, establishment of supervision mechanisms, and financial support.

At present, China has not yet formed an effective development model for the industrialization of construction waste. The level of construction waste treatment and resource utilization is still low, and recycled products also lack market competitiveness. In order to promote the effective development of the remanufactured construction and demolition waste supply chain better, and based on the present situation, this manuscript establishes a game model for recycling units in two different situations: with and without remanufacturing capabilities. However, most existing studies have determined that all recycling units have remanufacturing capabilities. In the first situation, the main players of the game are recycling units with remanufacturing capabilities and consumers. In the second situation, the main players of the game are recycling units without remanufacturing capabilities and the third-party remanufacturer with remanufacturing ability. Therefore, our research can ascertain the optimal strategy choices of both parties in the game under different return situations and discuss the impact of changes to related parameters through numerical simulations. The results show: (1) When the recycling unit has remanufacturing capabilities, corporate leadership and government supervision rate have positive effects on its evolution to strict manufacturing. Only a high supervision rate can effectively suppress the negative impact of speculative gains and drive the system to (strict manufacturing; positive). Furthermore, the higher the supervision rate, the faster the system will converge. Then, the consumer’s payment difference coefficient has a negative effect on the evolution of the recycling unit to strict manufacturing. The larger the payment difference coefficient, the faster the system will converge to a stable state (tendency to formal manufacturing; negative). (2) When the recycling unit does not have the ability to remanufacture, the government cost subsidy rate and the recycling unit’s effort profit coefficient have positive effects on the recycling unit’s evolution to the direction of effort. Meanwhile, the larger the profit coefficient of the recovery unit’s effort, the faster the system will converge. The conclusions obtained provide certain theoretical guidance for the decision making of CDW recycling supply chain recovery units and relevant government departments.

For environment protection in the European Union (EU) it is very important the construction waste to be recycled and reused. The potential for the construction waste recycling and reuse is high, as their components have high cost. There is an opportunity for re-use of such materials in road construction, for drainage systems, for outdoor sports grounds and other construction sites. In 2012 a regulation on the management of construction waste and on the use of recycled building materials was adopted in Bulgaria, aiming to introduce a new model for the management of construction waste. This would guarantee: creation of favorable legislative and economic conditions for implementation of technologies ensuring the achievement of recycling and recovery targets but which are also financially viable in line with the country's incomes; identifying the persons responsible for covering the costs of building waste management and achieving the recycling and recovery targets; creating conditions for the production and marketing of materials from recycling of construction waste at a price that is competitive with the same new raw materials used in construction. The main effect expected from this normative document is to contribute to Bulgaria's development towards European trends, environmental protection through an integrated framework for the management of construction and demolition waste that will reduce the harmful impacts on it caused by construction waste, improving the efficiency of resource use, increasing the responsibilities of pollutants and stimulating investment in waste management.

The Western Balkan countries have undergone quite a difficult and process of transition; although for some of them transition seems to be a never-ending process. In their trip towards the European Union these countries are faced with almost identical economic, social and political problems. Regardless, the fact remains that the first sign of a stable and prospering national economy, is having appropriate macroeconomic indicators. Seen from a macroeconomic point of view, investments are an important part of the income and expenditures model, in which they are considered an injector factor. On a macro-plan, the theory of investments is based on the multiplayer effects. This makes investments an important pillar for each national economy as well as a major factor contributing to economic growth. The World Bank as a prestigious institution, recommend ICOR as one of the most useful tools for determination of the impact of investment on economic growth. This indicator is also useful when it comes to make country comparisons. Therefore, the Incremental Capital-Output Ratio (ICOR) is used in determining the efficiency of investments in Northern Macedonia and Albania. Our preliminary assumption is that investment efficiency in both countries is low. Therefore, the main rationale behind the paper is to determine whether this assumption is correct or not.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

The Austrian government is extremely sceptical about the accession negotiations which are conducted by the European Commission on behalf of the European Union with Turkey and calls for the negotiation process to end. Serious reservations of Vienna have been raised by the current political situation in Turkey under the rule of President Recep Tayyip Erdogan, as well as by the standards of democracy in Turkey, which differ greatly from European standards. Serious deficiencies in rule of law, freedom of speech and independence of the judiciary, confirmed in the latest European Commission report on Turkey, do not justify, from Vienna’s point of view, the continuation of talks with Ankara on EU membership. In fact, Austria’s scepticism about the European perspective for Turkey has a longer tradition. This was marked previously in 2005 when the accession negotiations began. Until now, Austria’s position has not had enough clout within the European arena. Pragmatic cooperation with Turkey as a strategic partner of the EU, both in the context of the migration crisis and security policy, proved to be a key factor. The question is whether Austria, which took over the EU presidency from 1.7.2018, will be able to more strongly accentuate its reservations about Turkey and even build an alliance of Member States strong enough to block Turkey’s accession process.

Aluminium is a metal of high economic importance for the European Union (EU), presenting unique properties (e.g., light weight and high corrosion resistance) and with applications in important sectors (e.g., transportation, construction and packaging). It is also known for its high recyclability potential, but relevant losses occur in its life cycle, compromising the amount of aluminium available for secondary production. A novel methodology that allows the identification of these losses and their impact on the aluminium flows in society is the MaTrace model. The objective of this article is to perform a dMFA of the secondary production of aluminium in the EU technosphere using the modified version of MaTrace, in order to estimate flows of the metal embedded in 12 product categories. Twelve scenarios were built in order to assess the impact of changes in policies, demand and technology. The flows were forecasted for a period of 25 years, starting in 2018. The results of the baseline scenario show that after 25 years, 24% of the initial material remains in use, 4% is hoarded by users, 10% has been exported and 61% has been physically lost. The main contributor to the losses is the non-selective collection of end-of-life products. The results of the different scenarios show that by increasing the collection-to-recycling rates of the 12 product categories, the aluminium that stays in use increase up to 32.8%, reaffirming that one way to keep the material in use is to improve the collection-to-recycling schemes in the EU.

This perspective discusses the impact of political economy on the regulation of modern biotechnology. Modern biotechnology has contributed to sustainable development, but its potential has been underexplored and underutilized. We highlight the importance of the impacts of regulations for investments in modern biotechnology and argue that improvements are possible via international harmonization of approval processes. This development is urgently needed for improving sustainable development. Policy makers in the European Union (EU) in particular are challenged to rethink their approach to regulating modern biotechnology as their decisions have far ranging consequences beyond the boundaries of the EU and they have the power to influence international policies.

The article examines the results of the last Bundestag elections. They marked the end of the Angela Merkel era and reflected the continuation of difficult party-political and socio-economic processes in the informal leader of the European Union. The main attention of the research focuses on the peculiarities of the election campaign of the leading parties and of the search for ways of further development of Germany in the face of urgent economic and political challenges. These challenges include the impact of the coronavirus crisis, the impact of the energy and digital transition to a climate-neutral economy, and the complex international situation. Based on original sources, the author analyzes the causes of the SPD victory and the CDU/CSU bloc defeat, the results of the negotiations of the Social Democrats with the Greens and Liberals, the content of the coalition agreement from the point of view of the prospects for the development of domestic and foreign policy and the economy of Russia's main partner in the west of the Eurasian continent. The conclusion is made about the absence of breakthrough ideas, the consistent continuation of the course started by the previous government for a carbon-free economy and the strengthening of the role of Germany in Europe and the world. For this course, conflicts and problems in achieving the set goals will be immanent due to the compromising nature of the coalition agreements.
