В статье отражены статистические сведения, характеризующие состояние дорожно-транспортной аварийности, в том числе из-за нарушения правил дорожного движения водителями в возрасте 16-19 лет, рассмотрены взаимосвязь и влияние психофизиологических особенностей на управление транспортным средством у лиц, не достигших 18-летнеговозраста. The article reflects statistical information characterizing the state of road traffic accidents including those due to traffic violations by drivers aged 16-19 years, traced the relationship and influence of psychophysiological characteristics on driving a vehicle in persons under 18 years of age.

This study aims to determine and analyze the effectiveness of the application of the e-Tilang application in road traffic cases in the jurisdiction of the Biak Numfor Police Resort, Papua. As well as knowing and analyzing the obstacles faced in the implementation of e-Tilang in road traffic violations in the jurisdiction of the Biak Numfor Police Resort, Papua. This research uses juridical-empirical research method. The results showed that the implementation of e-Tilang in Biak Numfor-Papua was not yet effective, because it was not in accordance with the expected goals of the e-Tilang program. It should be done electronically (without using a ticket), but in practice it still uses a ticket. In addition, there are still many people who do not know the procedure for resolving traffic violations with e-tickets, making it difficult to process fines and take confiscated goods beforehand. In addition, there is not yet optimal coordination between authorized agencies that are directly related to the e-Tilang program. The lack of socialization in the community is also an obstacle so that many people do not know about e-Tilang, both the program and the flow of its implementation.

Data from the City Blitar City Police Unit in 2016, as many as 1,799 or 15.9% of students committed traffic violations, from January to March 2017 as many as 438 or 11.3% of students committed  traffic violations. In addition to violations, 25 or 15.1% of traffic accidents involving students occurred. The accident caused 68 students to become victims. In 2017 January to March as many as 6 or 12.5% students were involved in traffic accidents. The accident caused 21 students to become victims. According to the data, it can be seen that the number of traffic violations in Blitar City is dominated by students, both students of junior high schools, senior high schools or vocational high schools. Then the Save Our Student (SOS) program was implemented to reduce the number of traffic offenses for students. The Save Our Student (SOS) Program is a Satlantas Polres Blitar Kota program in collaboration with schools, both Middle School (SMP), Senior High School (SMA) or Vocational High School (SMK) in Blitar City. The Save Our Student (SOS) Program is a program based on Law Number 22 Year 2009 concerning Road Traffic and Transport and the Safety riding program. The Save Our Student (SOS) program is not just a momentary program, but an ongoing program in an effort to reduce the number of traffic violations on students in the City of Blitar. The Blitar City Police Traffic Unit Police in implementing the Save Our Student (SOS) Program needs a communication strategy, where the success rate of a goal will be achieved along with how the communication strategy is carried out in implementing the Save Our Student (SOS) Program. The purpose of the program, which is to reduce the number of traffic violations among students and prevent traffic accidents with fatality fatalities will be achieved.

Despite heavy investments in the transportation infrastructure and the existence of a young vehicle fleet, road safety in the affluent State of Kuwait continues to decline. Poor driver behavior and lack of enforcement of traffic regulations are believed to be the main causes of the unsafe driving environment. The findings of a research project designed to examine the relationship between seat belt use and road traffic violations in Kuwait are reported. The traffic violation behavior of 821 randomly selected drivers was recorded while the drivers were followed to their destinations. Factors of nationality, age range, gender, roadway type, vehicle type, time of day, trip time, and trip distance were also monitored. The average sample nonuser of seat belts made more than twice as many violations both per kilometer of travel and per minute of trip time than did seat belt users. Seat belt nonusers and young drivers (especially Kuwaitis) were found to be overrepresented in the violating groups, and discriminant analysis successfully discriminated between the high and low violators of traffic rules.

This article discusses the application of help and care for hit-and-run victims that have resulted in death in the city of Pekanbaru. However, the reality in the field is that it cannot be implemented optimally. This  is because it is very difficult to find the hit-and-run perpetrator, to be held accountable for his actions, and the families of the victims / heirs to get assistance from the vehicle owner, which is regulated in Law 22 of 2009 corcening Road Traffic and Transportation. Hit-and-run cases that are not revealed by the police, become delinquent cases every year. This type of research is research conducted by identifying in the law on how the effectiveness of the law applies in society. The conclusion is tha it cannot be implemented effectively yet, because there is no clarity and firmness on the legal subject of road administrator. So it is not clear who should be responsible for traffic accidents caused by demaged roads. Efforts are pre-emptive efforts by providing outreach to all levels of society, regarding the prevention and impact of non-compliance with traffic regulations. Preventive measures (prevention), namely, installing traffic signs along the road as a guide for road users fot the creation of safety, security, order and smoothness of road traffic and transportation, as well as conducting regular patrols. Repressive measures (prosecution) which aim to provide a deterrent effect against the perpetrators of traffic violations that cause accidents resulting in death. Namun kenyataan di lapangan, bahwa beum dapat dilaksanakan secara maksimal. Hal ini disebabkan sangat sulit mencari pelaku tabrak lari, untuk diminta  pertanggungjawaban atas perbuatanya, dan keluarga korban/ahli waris mendapatkan bantuan dari pemilik kendaraan, yang telah diatur dalam Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan. Kasus tabrak lari yang tidak terungkap di kepolisian, menjadi tunggakkan perkara setiap tahunnya. Jenis penelitian ini adalah penelitian yang dilakukan dengan cara mengadakan identifikasi hukum bagaimana efektivitas hukum itu berlaku dalam masyarakat. Kesimpulan adalah adalah masih belum dapat dilaksanakan secara efektif, karena belum ada kejelasan dan ketegasan tentang subyek hukum penyelenggara jalan. Sehingga belum ada kejelasan pula siapa yang harus mempertanggungjawabkan kecelakaan lalu lintas yang diakibatkan rusaknya jalan. Upaya adalah upaya pre-emtif dengan memberikan penyuluhan di seluruh lapisan masyarakat, tentang pencegahan dan dampak dari ketidakpatuhan terhadap peraturan lalu lintas. Upaya preventif (pencegahan) yaitu, pemasangan rambu-rambu lalu lintas di sepanjang jalan sebagai petunjuk bagi para pengguna jalan demi terciptanya keselamatan, keamanan, ketertiban, dan kelancaran lalu lintas dan angkutan jalan, serta melakukan patroli secara rutin. Upaya represif (penindakan) yang bertujuan untuk memberikan efek jera, terhadap pelaku pelanggaran lalu lintas yang menimbulkan kecelakaan berakibat kematian.

Procedures for handling cases of traffic violations in Indonesia are regulated by Law Number 22 of 2009 concerning Road Traffic and Transport (LLAJ Law) which is a substitute for Act Number 14 of 1992 concerning Road Traffic and Transportation and Law Number 8 Year 1981 concerning Criminal Procedure Law. In addition, there are several derivative regulations that complement the provisions in the Act. Traffic violations in the Criminal Procedure Act (KUHAP) are grouped together with minor criminal offenses to follow the procedure for examining fast events. The method in this research is empirical juridical legal research type, which is a study that conducts a study of research in the field, conducted a direct research (risearch) regarding the enforcement of court proceedings quickly in the settlement of traffic violation cases. This research uses a qualitative approach. Based on the research, it was found that there were several obstacles in enforcing fast trial law in the settlement of traffic violations, among others: First, the number of traffic violations in Medan City which made the Judges who heard would be overwhelmed, coupled with less extensive room facilities or inadequate infrastructure facilities. which will make the room will be filled with traffic violators who will sit in the courtroom. Second, in the trial process of fast events there are still many traffic violators who use brokers in their law enforcement processes, because the crowds of court officials sometimes find it difficult to distinguish which brokers often play in the maintenance of the law enforcement process.

AbstractThe purpose of this study is to study and find out the implementation of Article 106 paragraph (1) of Law No. 22/2009 concerning Road Traffic and Transport to the public and online motorcycle taxis who use GPS when riding a motorcycle and to know the factors that hinder the National Traffic Police in enforcing related laws traffic regarding GPS usage when riding a motorcycle. This writing uses empirical legal research by collecting data by interviewing one of the online motorcycle taxi drivers and the Traffic Police Resort. Many drivers can escape police observation by proving the low number of actions taken by the police to drivers who use GPS when driving a motor vehicle so that shows that the police have implemented an omission on violations that occur. Banyaknya driver yang dapat lolos dari pantauan atau penglihatan polisi dengan membuktikan rendahnya jumlah penindakan yang dilakukan polisi kepada driver yang memakai GPS pada saat mengendarai kendaraan bermotor sehingga menunjukkan bahwa polisi sudah menerapkan suatu pembiarani pada pelanggaran yang terjadi. Sehingga diperlukannya E-tilang agar mengurangi driver yang melakukan pelanggaran lalu  lintas dan menjadi lebih efektif untuk para kepolisian dalam menegakkan hukum.Kata kunci: GPS; handphone; lalu lintas
