Postcolonialism, Decoloniality, and Epistemologies of the South

Postcolonialism, decoloniality, and epistemologies of the South (ES) are three main ways of critically approaching the consequences of European colonialism in contemporary social, political, and cultural ways of thinking and acting. They converge in highlighting the unmeasurable sacrifice of human life; the expropriation of cultural and natural wealth; and the destruction, by suppressing, silencing, proscribing, or disfiguring, of non-European cultures and ways of knowing. The differences among them stem in part from the temporal and geographical contexts in which they emerged. Postcolonial studies emerged in the 1960s in the aftermath of the political independence of European colonies in Asia and Africa. They focused mainly on the economic, political, and cultural consequences of decolonization, highlighting the postindependence forms of economic dependence, political subordination, and cultural subalternization. They argue that while historical colonialism had ended (territorial occupation and ruling by a foreign country), colonialism continued under different guises. Decolonial studies emerged in the 1990s in Latin America. Since the political independence of the Latin American countries took place in the early 19th century, these analytical currents assumed that colonialism was over, but it had in fact been followed by coloniality, a global pattern of social interaction that inherited all the social and cultural corrosiveness of colonialism. Coloniality is conceived of as an all-encompassing racial understanding of social reality that permeates all realms of economic, social, political, and cultural life. Coloniality is the idea that whatever differs from the Eurocentric worldview is inferior, marginal, irrelevant, or dangerous. The ES, formulated in the 2000s, aim at naming and highlighting ancient and contemporary knowledges held by social groups as they resisted against modern Eurocentric domination. They conceive of modern science as a valid (and precious) type of knowledge but not as the only valid (and precious) type of knowledge; they insist on the possibility of interknowledge and intercultural translation. ES share with postcolonialism the idea that colonialism is not over. However, they insist that modern domination is constituted not only by colonialism but also by capitalism and patriarchy. Like decolonial studies, the ES denounce the cognitive and ontological destruction caused by coloniality, but they focus on the positiveness and creativity that emerge from knowledges born in struggle and on how they translate themselves into alternative ways of knowing and practicing self-determination.

It is necessary to study the political status of Latin American merchants because we have so long heard that they were largely without franchise during the colonial period. We have been told that the creoles were the landowners, that the peninsulares were the merchants, and that the creoles generally controlled the cabildos. Though several writers have been investigating the merchants for some time now there are still historians who do not recognize the presence of a dynamic, influential group of creole merchants at the end of the colonial period. The Conceptión merchants (those who maintained residence in the town of Concepción) have been singled out for case study, but I am fully convinced that the patterns we see among them will apply also for the Santiago and far-northern merchants. By 1790 the town of Concepción was the capital of Chile's southern intendency, it was as it would demonstrate time and again in later years the capital of the south; and the south was the keystone of early nineteenth-century Chilean political life.

Bacon's New Atlantis presents a picture of human life governed by the new science to be produced by his reformation of the arts and sciences. Unlike his successor Hobbes, who forged a link between modern science and a certain, demonstrable doctrine of political rule, Bacon made no claim to found or present a political science. The reason for this is shown by an analysis of the political teaching of the New Atlantis. Bacon's political teaching is indirect, but it is the core of his comprehensive account of science and man. According to Bacon, the end of science is fully disclosed by political wisdom, and that wisdom shows the perfection of science to reverse the moral superiority of moderation over excess. The full meaning of Bacon's scientific utopia consists in a new stance toward the traditional problems of political philosophy.

This article analyses the majority and minority positions in the Constitutional Court’s Glenister v President of the Republic of South Africa and Others decision. It will identify the main differences in approach to the issue of the political ‘independence’ of an investigative agency such as the Directorate for Priority Crime Investigation (the Hawks), and its predecessor, the Directorate of Special Operations (Scorpions). The article assesses what ‘room for manoeuvre’ in terms of possible legislation the majority judgment leaves to the South African parliament. The Court’s approach and these apparent requirements are compared with current provisions for political ‘independence’ of anti-corruption agencies in Australia and Indonesia, raising, in particular, an assessment of the arguments for and against (a) the need for an anti-corruption investigative agency to be separate from the ‘regular’ police and prosecution service; and (b) the proposition that an anti-corruption investigative agency requires a higher level of political independence than the ‘regular’ police service(s). It also looks at issues of cost and effectiveness in establishing and maintaining dedicated independent anti-corruption agencies.

It is considered as a mother of all the sciences. In fact it is at the root of all knowledge. Education has also drawn its material from different philosophical bases. Education, like philosophy is also closely related to human life. Therefore, being an important life activity education is also greatly influenced by philosophy. Various fields of philosophy like the political philosophy, social philosophy and economic philosophy have great influence on the various aspects of education like educational procedures, processes, policies, planning and its implementation, from both the theoretical and practical aspects. In order to understand the concept of Philosophy of education it is necessary to first understand the meaning of the two terms; Philosophy and Education.

There are some 700,000 Latin Americans of Palestinian origin, living in fourteen countries of South America. In particular, Palestinian diaspora communities have a considerable presence in Chile, Honduras, and El Salvador. Many members of these communities belong to the professional middle classes, a situation which enables them to play a prominent role in the political and economic life of their countries. The article explores the evolving attitudes of Latin American Palestinians towards the issue of Palestinian statehood. It shows the growing involvement of these communities in Palestinian affairs and their contribution in recent years towards the wide recognition of Palestinian rights — including the right to self-determination and statehood — in Latin America. But the political views of members of these communities also differ considerably about the form and substance of a Palestinian statehood and on the issue of a two-states versus one-state solution.

This chapter focuses on a paradigmatic misencounter between an American experiencer and a Latin American reader. Examining an implicit debate about the sources of Walt Whitman’s poetry and vision of the Americas, I argue that Waldo Frank, one of the twentieth century’s main literary ambassadors from the US to Latin America, positioned Whitman as the representative US writer whose antibookish experiential aesthetics could serve as a model for “American” writers both in the North and in the South. I show how Frank’s framework provided a foil for Borges’s idiosyncratic view that Whitman’s poetry about America derived entirely from his readings of European and US writers. Although much of the best scholarship on Whitman’s reception in Latin America has concentrated on poets like José Martí and Pablo Neruda, who adapted Whitman’s naturalism, I contend that Borges’s iconoclastic portrait of Whitman as a reader profoundly influenced a range of anti-experiential literary theories and practices in Latin America.

This article offers a reading of Plato in light of the recent debates concerning the unique ‘ontology’ of International Relations (IR) as an academic discipline. In particular, this article suggests that Plato’s metaphysical account of the integral connection between human individual, the domestic state and world order can offer IR an alternative outlook to the ‘political scientific’ schema of ‘levels of analysis’. This article argues that Plato’s metaphysical conception of world order can not only provide IR theory with a way to re-imagine the relation between the human, the state and world order. Moreover, Plato’s outlook can highlight or even call into question the post-metaphysical presuppositions of contemporary IR theory in its ‘borrowed ontology’ from modern social science, which can in turn facilitate IR’s re-interpretation of its own ‘ontology’ as well as its distinct contributions to the understanding of the various aspects of the social world and human life.

In the long history of the feudal society of China, Kaifeng played a vital role. During the Northern Song Dynasty, Kaifeng became a worldwide metropolis. The important reason was that the Grand Canal, which was excavated during the Sui Dynasty, became the main transportation artery for the political and military center of the north and the economic center of the south. Furthermore, Kaifeng was located at the center of the Grand Canal, which made it the capital of the later Northern Song Dynasty. The Northern Song Dynasty was called “the canal-centered era.” The development of the canal caused a series of major changes in the society of the Northern Song Dynasty that were different from the previous ones, which directly led to the transportation revolution, and in turn, promoted the commercial revolution and the urbanization of Kaifeng. The development of commerce contributed to the agricultural and money revolutions. After the Northern Song Dynasty, the political center moved to the south. During the Yuan Dynasty, the excavation of the Grand Canal made it so that water transport did not have to pass through the Central Plains. The relocation of the political center and the change in the canal route made Kaifeng lose the value of connecting the north and south, resulting in the long-time fall of the Bianhe River. Kaifeng, which had prospered for more than 100 years, declined gradually, and by the end of the Qing Dynasty, it became a common town in the Central Plains. In ancient China, the rise and fall of cities and regions were closely related to the canal, and the relationship between Kaifeng and the Grand Canal was typical. The history may provide some inspiration for the increasingly severe urban and regional sustainable development issues in contemporary times.

The assertion that ‘ecosystems are infrastructure’ is now common in conservation science and ecosystem management. This article interrogates this infrastructural ontology, which we argue underpins diverse practices of conservation investment and ecosystem management focused on the strategic management of ecosystem functions to sustain and secure human life. We trace the genealogies and geographies of infrastructural nature as an ontology and paradigm of investment that coexists (sometimes in tension) with extractivist commodity regimes. We draw links between literatures on the political economy of ecosystem services and infrastructure and highlight three themes that hold promise for future research: labor, territory, and finance.

Political theorists affiliated with Latin American and Caribbean academic institutions rarely publish in flagship journals or other important outlets of the discipline. Similarly, they are not members of the editorial boards of high-ranking, generalist or subfield journals, and their research is not included in the political theory canon of what students from other regions study. The aim of this article is not to explain the origins of this silence—though some possibilities are considered—but to describe some of the ways in which it manifests and why it matters. I argue that the exclusion or omission of Latin American and Caribbean voices is a negative outcome not only for Latin American and Caribbean political theorist but for the political theory subfield at large. In response, I defend a context-sensitive approach to political theory, which has the potential to provide greater voice to Latin American and Caribbean scholars while improving theoretical analysis of Latin America and Caribbean.
