Professionalism, Professionalization, and Deprofessionalization in Journalism

The notion of professionalism within journalism is widespread and has been thoroughly explored. “Professionalism” refers to a normative value system utilized by professionals in relation to their clients, work practices, and occupational socialization. The perspective implies a number of characteristics distinguishing professions from occupations: autonomy, exclusive knowledge, ethical codes of conduct, occupational ideals/culture, and altruistic features (i.e., to act in the public interest). Jointly, these values function as a framework for journalists in everyday practice, guiding and controlling them. In a Western context, this framework legitimizes the social contract that allows journalism the privilege of autonomy and self-regulation on a structural level. The professionalism of journalists has been empirically studied since the 1950s, and the field is constantly expanding. Similar popular conceptualizations when interrogating the norms, practice, and ideals of journalists include, for instance, “role,” “habitus,” “interpretive community,” “ideology,” and “culture.” However, the major body of journalism studies has tried to capture those aspects from a perspective of professional theory. Today, the professional status of journalists is challenged and questioned. Exclusivity is broken, autonomy declines, and other actors are increasingly redefining the field. In this context, new methods and ideals arise. The professional discourse of journalists evolves and adapts in new ways, as does the research in this area.

Over the past decade, the problems arising from social communication have yet again become burning issues on social and political agendas. Information disorder, hate speeches, information manipulation, social networking sites, etc., have obliged the most important European institutions to reflect on how to meet the collective challenges that social communication currently poses in the new millennium. These European Institutions have made a clear commitment to self-regulation. The article reviews some recent European initiatives to deal with information disorder that has given a fundamental role to self-regulation. To then carry out a theoretical review of the normative notion of self-regulation that distinguishes it from the neo-liberal economicist conception. To this end, (1) a distinction is drawn between the (purportedly) self-regulating market and (2) a broader conception of self-regulation inherent not to media companies or corporations, but to the social subsystem of social communication, is proposed. This involves increasing the number of self-regulatory mechanisms that may contribute to improve social communication, and reinforcing the commitment of those who should exercise such self-regulation, including not only media companies but also the professionals working at them and the public at large.

This article provides an alternative contribution to journalism studies on a foundational concept by analysing texts of Jane Addams, a public intellectual contemporary with the seminal scholars Walter Lippmann and John Dewey. The author uses methods of intellectual history to construct the concept of the public from Addams’s books: Democracy and Social Ethics and The Newer Ideals of Peace, showing that all three authors, Lippmann, Dewey and Addams, discuss the same topic of individuals’ changed engagement with public political life. Addams departs from Lippmann and Dewey in setting out from the standpoints of exclusion and cosmopolitanism. Her argument regarding the public, as constructed by the author, consists of two premises. First, public engagement is a method of democratic inclusion as well as social and political inquiry for Addams. She sees the extension of relationality across social divisions as a necessary method to understand society and materialise democracy. Second, Addams emphasises cooperative and reflexive involvement especially in the characteristic developments of a time. She considers industrialisation and cosmopolitanism as characteristic developments of her own era. Addams suggests an in-principle cosmopolitan concept of the public that includes marginalised persons and groups. Compared to Lippmann’s and Dewey’s accounts of the public, Jane Addams’s argument is more radical and far more sensitive to the social inequality and plurality of a drastically morphing society.

Abstract Striving to be a full-fledged profession with statutorily delegated self-regulatory authority has been a goal of the social work profession in many countries since Abraham Flexner’s (1915 ‘Is social work a profession?’, Paper presented at the Forty-Second Annual Session of The National Conference of Charities and Correction, Baltimore, MD, pp. 581, 584–8, 590. denial of its professional status in the USA. A full self-regulation requires two gatekeeping mechanisms: professional education and registration. Whereas professional social work education has been in place in many parts of the world, the establishment of a mandatory registration system is still limited to a few countries. Although two mechanisms share the same mandate and function as self-regulation, they tend to be discussed separately in the literature. How they connect and work with each other is seldom explored. In this article, by examining the development of these two mechanisms in Canada, Hong Kong and South Korea, we present three different ways of how these mechanisms are connected and discuss observations of those connections.

The social functions of tertiary education have gone through considerable changes with the transformation of economic environment in the more than two past decades. In the decade after the political transformation the number of students in the tertiary education increased more than threefold. Personal interests, social needs and the demands of the society lay different claims to the performance of this sector. The needs for structural transformation of the tertiary education system are connected with the development of social and economic processes. The changes of legal regulations determining the operation of the sector are induced by these factors, which refer to the autonomic characters of the public participants. Tertiary education possesses a specific market environment each of whose characters – both the supply and demand sides – strive for the enforcement of self-regulatory mechanisms.

Purpose – The aim of this work is to analyze the commercial communications sent by radiofrequency on the bluetooth network. Methodology/approach/design – An analysis of Spanish and European regulations on commercial communications and data protection. Findings – Industry self-regulation can complement (in several aspects) the regulations applied to this field. Practical implications – The analysis in this article can be of considerable use to all actors who operate in this setting (society, and the public and private sectors). Originality/value – This investigation emphasises the usefulness of self-regulation in the industry (codes of conduct) regarding commercial communications sent by radiofrequency. These instruments constitute an improvement on the regulations, close certain loopholes and can be updated more quickly than the law, and this can enhance user and/or consumer protection.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

The article examines the contribution of the representatives of the Samarin family to the development of the Parish issue in the Russian Empire in the late 19th and early 20th centuries. The issue of expanding the rights of the laity in the sphere of parish self-government was one of the most debated problems of Church life in that period. The public discussion was initiated by D.F. Samarin (1827-1901). He formulated the “social concept” of the parish and parish reform, based on Slavophile views on society and the Church. In the beginning of the twentieth century his eldest son F.D. Samarin who was a member of the Special Council on the development the Orthodox parish project in 1907, and as such developed the Slavophile concept of the parish. In 1915, A.D. Samarin, who took up the position of the Chief Procurator of the Most Holy Synod, tried to make his contribution to the cause of the parish reforms, but he failed to do so due to his resignation.

Waqf has two dimensional meaning; the spiritual dimension that is taqarrub to Allah and the social dimension as the source of Islamic financial for the welfare of the people. Waqf disputes can be caused by several reasons; waqf land is not accompanied with a pledge; waqf is done on the basis of mutual trust so it has no legal proof and ownership. Currently, the choice to use the court is less effective in resolving disputes. Hence, the public ultimately chooses non-litigation efforts as a way to resolve the disputes. Mediation process is preferred by many as it is viewed to be the fairest way where none of the two parties wins or loses (win-win solution). It is also fast and cheap. This study is intended to examine how to solve waqf dispute with mediation model according to the waqf law, and how the application of mediation in the Religious Courts system

"Feminist Interpretations of Action and the Public in Hannah Arendt’s Theory. Arendt’s typology of human activity and her arguments on the precondition of politics allow for a variety in interpretations for contemporary political thought. The feminist reception of Arendt’s work ranges from critical to conciliatory readings that attempt to find the points in which Arendt’s theory might inspire a feminist political project. In this paper I explore the ways in which feminist thought has responded to Arendt’s definition of action, freedom and politics, and whether her theoretical framework can be useful in a feminist rethinking of politics, power and the public realm.
