Bourbon Reforms in Central America, 1700–1808

The Kingdom of Guatemala, a neglected backwater of the Spanish Empire under the Habsburgs, figured prominently in the long-term strategic planning of the Bourbon state. Royal preoccupation with this impoverished colony was reflected in the wide-ranging program of reform that the crown sought to put into practice in the isthmus over the course of the 18th century. For Philip V and his successors, the most pressing concern was the crown’s lack of control over the colony’s Caribbean coast (also known as the Mosquito Shore), a swampy and insalubrious region that for decades had been under the effective control of British interlopers and their native allies, the indomitable Sambo-Mosquitos. The main thrust of the reform project was therefore directed at addressing that serious security gap, a situation which, at the same time, severely limited Spain’s capacity to reap the benefits of Central America’s economy and trade. In its initial stages, the effort to implement the reforms proved to be a protracted and frustrating process, hampered by resistance from vested interests, lack of funds and personnel, natural disasters, and above all by recurring military conflict. It was not until the aftermath of the Seven Years War (1756–1763) that Charles III, facing the prospect of an even more damaging British attack, resolved to take decisive action and commanded his ministers to expedite the pace of reform. Royal orders were then issued that called for the de-Americanization and overhauling of the civil administration, direct state intervention to stimulate economic productivity and expand maritime trade, the establishment of a modern, efficient, crown-administered fiscal structure, the strengthening of the defense system, and the assertion of royal authority over the ecclesiastical establishment. Initially, the uncompromising manner utilized by the crown in introducing the changes, particularly the reforms to the fiscal system, provoked much unrest and resistance among wide segments of the population. But in the end, the reforms survived and, by the closing years of the century, most of the measures had largely met the crown’s objectives. The fiscal surplus generated by the economic and commercial expansion of the second half of the 18th century enabled the Bourbons to attain their principal strategic objective in Central America, namely dislodging the British enemy from much of the Atlantic coast. Unfortunately, not long after this climatic point, the decades-long effort quickly unraveled as the monarchy began to collapse in 1808. In the end, the reform project proved insufficient; the dream of attaining modernization and preeminent status among European powers remained elusive. As conditions in the mother country deteriorated, so did the economic and political stability of Central America. The kingdom’s provinces were engulfed by increasing political volatility and economic depression. Following the example of neighboring New Spain, Central Americans declared their independence in 1821. Thus, in the end, the Bourbons had “gained a revenue and lost an empire.”

In New Spain, the 18th century was characterized by important political and administrative changes in imperial geopolicy that stemmed from the reforms introduced by Spain’s king, Charles III, which continued under the Bourbon monarchs. These so-called Bourbon Reforms sought to reduce the centralizing power of the viceroyalty’s governments, as well as that of the Royal Audiences in Spanish America. The British colonization of the Atlantic coast and the continued confrontation with Native Americans resulted in changes in New Spain’s territorial structure, especially the consolidating of the northern Provincias Internas (Internal Provinces). The project of structuring a political territory in the north originally emerged in 1751 with the aim of organizing the space into a General Command. The process began in 1776 with the appointment of José de Gálvez as the minister of the Indies. The first commanding general, Teodoro de Croix (1730–1792), who was given authorization to act independently of the viceroyalty, established the command by taking into his jurisdiction the provinces of Sonora, Sinaloa, the Californias, Nueva Vizcaya, New Mexico, Coahuila, and Tejas and, later, the New Kingdom of León and New Santander. In 1787, the Spanish government decided to modify the jurisdictions by creating provincial blocks: the Eastern Internal Provinces and the Western Internal Provinces. The jurisdiction that would experience a number of difficult changes that arose principally from the military control that began during the first years of colonization and lasted until the disappearance of viceregal power. The rest of the Spanish Empire’s territory, meanwhile, was organized into administrations ruled by a general governor or mayor who exercised powers of law, war, the treasury, public works, and the development of local economic efforts.

The financial sector is a very basic pillar of the international financial system. Almost all countries of the present international economic system participate in international financial services. Today's era, due to intense globalization, constant capital movements, continuous commercial integration and the ever-increasing financial interconnection, have made financial and insurance services an essential element of the present reality. The financial sector is an industry that is very 'sensitive' to the macroeconomic and political stability of countries. This means that countries that are considered unstable cannot have a positive impact on their financial activities. One country that has a strong position in the financial sector is the United Kingdom (UK). The question that can be asked is this: what are the factors that determine the optimal functioning of financial and insurance activities. One answer could be the strong financial institutions of a country. Another answer is the corruption indicator. Or even the existence of intervention by the state apparatus in the financial functions. Of course, these factors must have tangible proof of the functioning of the economy. State intervention, for example, does not entirely mean that it is dysfunctional. This study will seek to create a framework for the analysis of financial services factors. The methodology applied is The Multiple Linear Regression - Ordinary Least Squares (OLS).

Gaceta de Guatemala is the name of a newspaper spanning four series and published in Central America before the region’s independence from Spain. As one of the first newspapers to appear in Spanish America on a periodical basis, the initial series (1729–1731) was inspired by its Mexican counterpart (Gaceta de México) and thus it adopted a strong local and chronological focus. The title resurfaced at the end of the 18th century thanks to the printer and bookseller Ignacio Beteta who would assure its continuity until 1816. The paper appeared as a mainly news-oriented publication (1793–1796), only to be reshaped and energized by a small group of enlightened men close to the university and the local government (1797–1807). In an effort to galvanize society along the lines of the reforms promoted by the Bourbon regime, and to engage in a dialogue with readers beyond the borders of the capital city of Guatemala, they relied on a vast array of sources (authorized and censored) and on a journalistic model associated with the British Spectator: it allowed them to explore different genres and a wide variety of topics, while also allowing the paper to fulfill its role as an official and practical news channel. The closure of the Economic Society which had been the initial motor for the third series, and the failure to attract or retain strong contributors led slowly to the journal’s social irrelevance. It was resurrected a year after ceasing publication, to address the political turmoil caused by the Napoleonic invasion of the Peninsula and to curb this event’s repercussions overseas. These circumstances warranted a mainly news-oriented format, which prevailed in the following years. The official character of the paper was confirmed in 1812 when it appeared as the Gaceta del Gobierno de Guatemala, a name with which it finally ended publication (1808–1816).

The article analyses the contents and the significance of the Scottish governance system in the second half of the 18th century. The authors point out that English political elite had little interest in governing Scotland and draw attention to the role of the Scottish lobby in the Scottish governance as a tool of interaction between the centre and the periphery. The text reveals how the Scottish lobby distributed various amenities via the patronage in order to achieve political stability, as shown with the elections to the House of Commons. The article also demonstrates the role of Scottish managers as the representatives of Scottish interests in London. The authors conclude that the Scottish political system was different from the English one and note that there were no acute political crises in the second half of the 18th century, which indicates that in the midst of a rapid modernisation the Scottish governance system proved to be successful.

The origins of the American university system are generally traced to a reform cycle that began in the late 1890s and culminated in the 1920s when most colleges and universities adopted institutional structures, faculty routines, and financial systems that approximated those of a modern corporation. As contemporary educational historians have rewritten the saga of higher education reform, the institutional changes that swept through colleges during this formative period have come to be viewed as a virtually inevitable functional response to the demands of political and economic modernization. The underlying historiographic theme of modernization theory is that as higher institutions expanded in size, internal diversity, and organizational complexity, university presidents responded with the only feasible administrative alternative that could restore effective control and economic efficiency to educational institutions. Indeed, Laurence Veysey's classic rendition of this scenario concludes that a corporate type of bureaucratic administration became “essential” if higher institutions were to avoid educational confusion and fiscal insolvency, while adjusting to the cultural, economic, and political demands placed on them by industrial society.

Far from monolithic, the seven Central American countries—Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama—each have unique cultural traditions and historical trajectories. Their different geographies, while not deterministic in any facile manner, influenced their development in ways that continue to shape their national characteristics. The cataclysmic 16th-century Spanish Conquest introduced new peoples and cultural traditions to the region. African slaves, primarily from the sub-Saharan region, accompanied the first Spanish ventures, and, later, as the colonies consolidated and grew, peoples of African descent, both enslaved and free, became a part of the area’s economic and cultural landscape. Starting in the late 18th century, African peoples from the Caribbean—whether forcefully exiled or as a result of searching for economic opportunities—traveled to Central America. Despite a contemporary collective historical amnesia that imagines Africans isolated in specific regions, namely the Caribbean coast, peoples of African descent can be found throughout the Central American nations. Rather than addressing each country, a thematic approach that focuses on the Spanish Conquest, slavery, emancipation, the ethnogenesis of African connected cultures, the historical erasure of Africans, and the contributions of peoples of African descent helps to understand the complex ways that peoples of African descent have impacted the history of modern Central America. For far from isolated to small populations along the Caribbean, the African presence can be discerned throughout the region, even in places often perceived as entirely devoid of its influence.

For developing countries like Indonesia, the advantages enjoyed by developed countries – of political stability and highly regulated systems of land tenure and ownership – are elusive, leading to a situation in which state intervention in forest governance is met with resistance and faces significant hurdles. Recognizing the challenges facing implementation of Indonesia's current systems of certification, and the failure thus far of government efforts to stem illegal forestry activity, this article examines the influence of certification on sustainable forest management (SFM) in Indonesia. In particular, the question of how certification requirements interact with both the domestic regulatory framework and expectations for community participation and engagement is considered. The article begins by reviewing Indonesian efforts to implement SFM, as well as the basis of certification systems; before examining Indonesian experience with forest certification, drawing both upon previously published studies and field research by the authors. Finally, the article considers complementarity in government, private and community initiatives in SFM and how regulatory reform in support of a more participatory approach could contribute to achieving these goals. The development of the Indonesian voluntary forestry certification process shows that both certification schemes and government regulation provide advantages and disadvantages in improving the sustainability of forest management and in controlling illegal activities. An increased role for communities, small-scale producers and traditional forest users appears important in the Indonesian context, providing additional options and capacity for sustainable forest management.

In the middle of the 16th century we get the first opportunity to a more detailed knowledge of reindeerpastoralism in Sweden. At that time the Sami lived in a hunter-gatherer economy. A family had in average about 10-20 domesticated reindeer, mainly used for transport. They could also be milked and used as decoys when hunting wild reindeer. During late 16th century the Swedish state and merchants bought large amounts of fur from the Sami. The common payment was butter and flour. This created a new prosperity, which lead to a considerable increase in population in Swedish Lapland. The population became too large for a hunter-gatherer economy. A crisis in early 17th century was the starting point for the transition to a large-scale nomadic reindeer pastoralism. Up to the middle of the 18th century intensive reindeer pastoralism was successful. But the pastoralism became gradually too intensive and diseases started to spread when the herds were kept too densely crowded for milking in summertime. During the first decades of the 19th century reindeer pastoralism in Sweden went through a major crisis. The number of reindeer herding mountain-Sami decreased considerably, mainly because they went to live permanently along the Norwegian coastline. Intensive reindeer pastoralism started to give way for extensive herding towards the end of the 19th century. In the north of Sweden influences from the Kautokeino Sami were an important factor, in the south extensive reindeer herding started to expand when the market for meat came closer to the Sami. During the 1920s the milking of reindeer ceased in Sweden, except in a few families. At that time Sami families from the north had been removed southwards. They further demonstrated the superiority of extensive herding to the Sami in mid- and southern Lapland. Reindeer pastoralism is basically a system of interaction between man and animal, but it has been heavily influenced by market forces and state intervention during hundreds of years. To a large extent these long-term external influences have made reindeer pastoralism what it is today. That aspect should not be overlooked when assessing the future prospects of reindeer pastoralism in Scandinavia.Renskötseln i Sverige 1550-1950Abstract in Swedish / Sammanfattning: Först vid mitten av 1500-talet finns det källmaterial som ger oss en tämligen detaljerad bild av renskötseln i Sverige. Vid den tiden levde samerna i en jakt- , fiske- och samlarekonomi. En familj hade normalt 10-20 renar som främst utnyttjades vid transporter. Tamrenarna kunde också mjölkas och fungera som lockdjur vid vildrensjakt. Under senare delen av 1500-talet köpte svenska staten och handelsmän stora mängder pälsverk av samerna. Den vanligaste betalningen var smör och mjöl. Detta skapade ett välstånd som ledde till en betydande folkökning i svenska lappmarken. Befolkningen blev för stor för att rymmas inom ramarna för en jaktochfiskeekonomi. En kris i början av 1600-talet blev startpunkten för övergången till en storskalig rennomadism.Fram till mitten av 1700-talet var den intensiva renskötseln framgångsrik. Men renskötseln blev efterhand alltför intensiv. Under senare delen av 1700-talet började det spridas sjukdomar i de tätt sammanhållna hjordarna. De första decennierna av 1800-talet innebar en allvarlig kris i renskötseln. Antalet renskötande fjällsamer minskade kraftigt, främst genom utvandring till norska kusten. Den intensiva renskötseln med mjölkning av renarna började ersättas av en extensiv renskötsel inriktad på köttproduktion de sista decennierna av 1800-talet. I norr var naturförhållandena och influenser från Kautokeino-samerna en viktig faktor, i söder utvecklades renskötseln i extensiv riktning främst därför att marknaden för renkött kom närmare renskötarna. Under 1920-talet upphörde mjölkningen av renar i Sverige, utom i några enstaka familjer. Då hade förflyttningarna av samer från nordligaste Sverige söderut påskyndat utvecklingen och ytterligare markerat den extensiva renskötselteknikensöverlägsenhet. Tamrenskötsel är ett samspel mellan människa och djur, men det är inte bara en fråga om renskötaren och hans hjord. Externa marknadsfaktorer, beskattning och lagstiftning har haft ett betydandeinflytande på renskötselns utveckling under hundratals år. De har till stor del format renskötseln till vad den är idag. Detta bör beaktas när man gör bedömningar av renskötselns framtid.

The Hoplias malabaricus species group represents one of the most complexes taxonomical problems in the systematics of Neotropical fishes, including specimens widely distributed in most drainages of South America and part of Central America with great variation or overlap of putative diagnostic characters. The large number of nominal species, many of which without known type material, renders the problem more complicated. Currently, at least three nominal species can be included in the Hopliasmalabaricusspecies group based on the form of the medial margins of dentaries and presence of tooth plates on the tongue: Hoplias malabaricus, H. teres, and H. microlepis, the latter representing the only exclusively trans-Andean known species of the genus. We present herein a taxonomic study of Hoplias microlepis based on examination of syntypes and recently collected specimens, including a redescription of the species. Hoplias microlepisoccurs in the Pacific drainages of Panama and Southwestern Costa Rica, in addition to the río Guayas basin in Ecuador and the region near its mouth (río Tumbes, Northwestern Peru). Records of the species on the Atlantic coast of Panama are restricted to the Canal Zone, suggesting dispersal through the Panama Canal. We also designate lectotype and paralectotypes.

Around 1560, indigo-yielding plants were identified in the New World. Settlers turned with enthusiasm to the industry, cultivating the native Indigofera species on large-scale plantations from the Isthmus of Tehuantepec to the Gulf of Fonseca. Production surged, and by 1600 indigo had become the third most valuable export from the Spanish Indies (behind silver and cochineal). After an initial, explosive start, the industry declined toward 1630, crippled by the onslaught of crop plagues, an insufficient supply of labor, and a collapsing transport system. A second boom came only in the second half of the 18th century, following the Bourbon reforms, and with the recovery of trade through the Central American ports. By this time, a steady increase in European demand for indigo had encouraged the spread of colonial production to Dutch Java, French Saint-Domingue, British Jamaica, and South Carolina. Yet the Central American product had a longstanding, elevated reputation on its sid, and fared well against its rivals with the rare flor tizate, the region’s finest, ranked highest in European markets. In the three centuries between the emergence of colonial production and the commercialization of a synthetic alternative at the close of the 19th century, indigo transformed lives and landscapes on both sides of the Atlantic. The industry formed an integral part of the Central American economy, with important social and environmental consequences for the region.
