Abstract The purpose of this article is to assess the effectiveness of the collaboration between stakeholders and scientists in the construction of a bio-economic model to simulate management strategies for the fisheries in Iberian Atlantic waters. For 3 years, different stakeholders were involved in a model development study, participating in meetings, surveys and workshops. Participatory modelling involved the definition of objectives and priorities of stakeholders, a qualitative evaluation and validation of the model for use by decision-makers, and an iterative process with the fishing sector to interpret results and introduce new scenarios for numerical simulation. The results showed that the objectives of the participating stakeholders differed. Incorporating objectives into the design of the model and prioritizing them was a challenging task. We showed that the parameterization of the model and the analysis of the scenarios results could be improved by the fishers’ input: e.g. ray and skate stocks were explicitly included in the model; and the behaviour of fleet dynamics proved much more complex than assumed in any traditional modelling approach. Overall, this study demonstrated that stakeholder engagement through dialogue and many interactions was beneficial for both, scientists and the fishing industry. The researchers obtained a final refined model and the fishing industry benefited from participating in a process, which enables them to influence decisions that may affect them directly (to shape) whereas non-participatory processes lead to management strategies being imposed on stakeholders (to be shaped).

This chapter introduces the problem of “reform capacity” (the ability of political decision-makers to adopt and implement policy changes that benefit society as a whole, by adjusting public policies to changing economic, social, and political circumstances). The chapter also reviews the long-standing discussion in political science about the relationship between political institutions and effective government. Furthermore, the chapter explains why the possibility of compensation matters greatly for the politics of reform; provides a precise definition of the concept of reform capacity; describes the book's general approach to this problem; and discusses the ethics of compensating losers from reform; and presents the book's methodological approach.

AbstractThe upper Benue River watershed is undergoing remarkable modifications due to man-made and natural phenomena. Hence, an evaluation is required to understand the hydrological process of the watershed for planning and management strategies. This study aimed to assess the morphometric characteristics and prioritize the upper Benue River watershed. The boundary of the watershed and sub-watersheds, as well as stream networks, was extracted from the digital elevation model (DEM) coupled with hydrological and topographic maps. Twenty-eight morphometric parameters under three categories, i.e. linear, areal, and relief aspects were computed and mapped. Findings from the study revealed that the watershed is a seventh stream order system characterized by a dendritic drainage pattern. The result also showed that 4821 streams were extracted with a cumulative length of 30,232.84 km. The hypsometric integral of the watershed was estimated to be 0.22, indicating that it is in the old stage. In the prioritization of the watershed, the morphometric variables were utilized to calculate and classify the compound factor. The result showed that sub-watersheds 12, 16, 18, 24, 26, and 27 were ranked as very high priority for which conservation measures are required to mitigate the risk of flood and erosion. The outcome of this study can be used by decision-makers for sustainable watershed management and planning.

Abstract In order to improve properties of complex automotive components, such as crankshafts, in an application-oriented way, several surface hardening treatments can be applied. Concerning the material performance the definition of adequate process parameters influences the resulting surface properties and, thus, the effectiveness of surface hardening treatments. To analyze most relevant process-microstructure-property relationships, the present paper reports results obtained by two different well-established surface hardening procedures, i. e. deep rolling as a mechanical treatment and induction hardening as a thermal treatment. For each hardening process widely used crankshaft steel grades, i. e. a medium carbon 38MnSiVS5 microalloyed steel and a quenched and tempered 42CrMo4 were selected and thoroughly characterized upon processing, using equal parameter settings. The results reveal that deep rolling in contrast to induction hardening proves to be a less sensitive surface layer treatment with regard to small differences in the initial microstructure, the chemical composition and the applied process parameters. Differences in microstructure evolution with respect to the applied surface hardening treatment are studied and discussed for the highly stressed fillet region of automotive crankshaft sections for all conditions. In this context, high-resolution SEM-based techniques such as EBSD and ECCI are proven to be very effective for fast qualitative evaluation of induced microstructural changes.

Abstract Fishery management advice has traditionally been given on a stock-by-stock basis. Recent problems in implementing this advice, particularly for the demersal fisheries of the North Sea, have highlighted the limitations of the approach. In the long term, it would be desirable to give advice that accounts for mixed-fishery effects, but in the short term there is a need for approaches to resolve the conflicting management advice for different species within the same fishery, and to generate catch or effort advice that accounts for the mixed-species nature of the fishery. This paper documents a recent approach used to address these problems. The approach takes the single-species advice for each species in the fishery as a starting point, then attempts to resolve it into consistent catch or effort advice using fleet-disaggregated catch forecasts in combination with explicitly stated management priorities for each stock. Results are presented for the groundfish fisheries of the North Sea, and these show that the development of such approaches will also require development of the ways in which catch data are collected and compiled.

AimsTo investigate the accuracy and reproducibility of a scoring system for cervical intraepithelial neoplasia (CIN1–3) based on immunohistochemical (IHC) biomarkers Ki-67 and p16ink4a.Methods115 cervical tissue specimens were reviewed by three expert gynaecopathologists and graded according to three strategies: (1) CIN grade based on H&E staining only; (2) immunoscore based on the cumulative score of Ki-67 and p16ink4a only (0–6); and (3) CIN grade based on H&E supported by non-objectified IHC 2 weeks after scoring 1 and 2. The majority consensus diagnosis of the CIN grade based on H&E supported by IHC was used as the Reference Standard. The proportion of test positives (accuracy) and the absolute agreements across pathologists (reproducibility) of the three grading strategies within each Reference Standard category were calculated.ResultsWe found that immunoscoring with positivity definition 6 yielded the highest proportion of test positives for Reference Standard CIN3 (95.5%), in combination with the lowest proportion of test positives in samples with CIN1 (1.8%). The proportion of test positives for CIN3 was significantly lower for sole H&E staining (81.8%) or combined H&E and IHC grading (84.8%) with positivity definition ≥CIN3. Immunoscore 6 also yielded high absolute agreements for CIN3 and CIN1, but the absolute agreement was low for CIN2.ConclusionsThe higher accuracy and reproducibility of the immunoscore opens the possibility of a more standardised and reproducible definition of CIN grade than conventional pathology practice, allowing a more accurate comparison of CIN-based management strategies and evaluation of new biomarkers to improve the understanding of progression of precancer from human papillomavirus infection to cancer.

This article examines the operation of “reasonable steps” as a statutory standard for analysis of the availability of the defence of belief in consent in sexual assault cases and concludes that application of section 273.2(b) of the Criminal Code, as presently worded, often undermines the legal validity and correctness of decisions about whether the accused acted with mens rea, a guilty, blameworthy state of mind. When the conduct of an accused who is alleged to have made a mistake about whether a complainant communicated consent is assessed by the hybrid subjective-objective reasonableness standard prescribed by section 273.2, many decision-makers rely on extra-legal criteria and assumptions grounded in their personal experience and opinion about what is reasonable. In the midst of debate over what the accused knew and what steps were “reasonable,” given what the accused knew, the legal definition of consent in section 273.1 is easily overlooked and decision-makers focus on facts that are legally irrelevant and prejudice rational deliberation. The result is failure to enforce the law. The author proposes: (1) that section 273.2 be amended to reflect the significant developments achieved in sexual consent jurisprudence since enactment of the provision in 1992; and (2) that, in the interim, the judiciary act with resolve to make full and proper use of the statutory and common law tools that are presently available to determine whether the accused acted with mens rea in relation to the absence of sexual consent.

Water scarcity is a global issue, affecting in excess of four billion people. Interbasin Water Transfer (IBWT) is an established method for increasing water supply by transferring excess water from one catchment to another, water-scarce catchment. The implementation of IBWT peaked in the 1980s and was accompanied by a robust academic debate of its impacts. A recent resurgence in the popularity of IBWT, and particularly the promotion of mega-scale schemes, warrants revisiting this technology. This paper provides an updated review, building on previously published work, but also incorporates learning from schemes developed since the 1980s. We examine the spatial and temporal distribution of schemes and their drivers, review the arguments for and against the implementation of IBWT schemes and examine conceptual models for assessing IBWT schemes. Our analysis suggests that IBWT is growing in popularity as a supply-side solution for water scarcity and is likely to represent a key tool for water managers into the future. However, we argue that IBWT cannot continue to be delivered through current approaches, which prioritise water-centric policies and practices at the expense of social and environmental concerns. We critically examine the Socio-Ecological Systems and Water-Energy-Food (WEF) Nexus models as new conceptual models for conceptualising and assessing IBWT. We conclude that neither model offers a comprehensive solution. Instead, we propose an enhanced WEF model (eWEF) to facilitate a more holistic assessment of how these mega-scale engineering interventions are integrated into water management strategies. The proposed model will help water managers, decision-makers, IBWT funders and communities create more sustainable IBWT schemes.

Often risks arise because of more than one choice and the impact of each option is not yet known for certain, as uncertain future. There is always an opportunity cost that follows every option taken. Thus, risks may be defined as the consequences of uncertain options that have the potential to lead to unexpected outcomes or other adverse impacts to decision makers. This is the classic definition of risk. From this definition, risk contains several dimensions, namely opportunity costs, potential losses or other negative impacts, uncertainty, and obtaining results that do not match expectations. It is with these demands that risks are measured, mitigated and monitored during the business process.

In a period when the Iberian sardine stock abundance is at its historical minimum, knowledge of the sardine juvenile’s distribution is crucial for the development of fishery management strategies. Generalized additive models were used to relate juvenile sardine presence with geographical variables and spawning grounds (egg abundance) and to model juvenile abundance with the concurrent environmental conditions. Three core areas of juvenile distribution were identified: the Northern Portuguese shelf (centred off Aveiro), the coastal region in the vicinity of the Tagus estuary, and the eastern Gulf of Cadiz. Spatial differences in the relationship between juvenile presence and egg abundances suggest that essential juvenile habitat might partially differ from the prevailing spawning grounds. Models also depicted significant relationships between juvenile abundance, temperature and geographical variables in combination with salinity in the west and with zooplankton in the south. Results indicate that the sardine juvenile distribution along the Iberian Peninsula waters are an outcome of a combination of dynamic processes occurring early in life, such as egg and larva retention, reduced mortality and favourable feeding grounds for both larvae and juveniles.

The greenlip abalone (Haliotis laevigata) population in Waterloo Bay, South Australia, has undergone collapse and fishery closure twice since 1978. A rich data set, including survey measures of degree of spatial aggregation, has been gathered over that time and provides a unique opportunity to identify factors accounting for persistence or collapse, an issue that is of significance to abalone fisheries worldwide. Statistical analyses of fishery and survey data were undertaken to infer functional relationships between catch, effort, recruitment, adult density, and extent of aggregation. Catch rates were hyperstable, an observation consistent with the targeting of large aggregations. Statistical analysis of recruitment showed a significant year effect, implying an environmental signal, and suggested that aggregation size impacts fertilization success. Aggregation size grew under closure, suggesting an impact of fishing on this demographic feature. Aggregative behaviour appears to be critical for subpopulation sustainability. Fishery collapse may be triggered by depletion of larger abalone aggregations by heavy fishing, resulting in declines in fertilized egg production. When heavy fishing coincides with unfavourable environmental conditions, recruitment may be insufficient to sustain the subpopulation. If aggregation is similarly critical for other subpopulations, management strategies could be adapted according to the extent of aggregation in each subpopulation.
